The article is devoted to topical issues of methodology and organization of professional training of students of economic direction with the use of distance learning. Organization of professional training of students of economic direction taking into account the use of remote technologies is determined by the need to get acquainted with the theory and skills of using local and remote data containing various information. Currently, information flows are a strategic resource that facilitates the rapid acquisition of the necessary information. The introduction of information forms in the higher education system as distance learning resources is quite complex and important task aimed at reducing the time of classroom students and release of real time for them to obtain the necessary competencies. The article draws attention to the methodology and organization of distance education. The positive and negative aspects of virtual interaction in the educational environment of its participants are considered. The main innovation and pedagogical directions and conditions of studying the course and disciplines are determined. Innovative processes of the educational environment, impose new requirements for the professional training of teachers, defining and formulating the purpose, the scope of the educational environment based on the needs of students and meet the requirements of the education system. The main requirements of the educational environment should include compliance with educational standards aimed at improving the quality of professional training of students. Modernization of higher education has a positive impact on the activities of the teaching staff, improving and optimizing the main components of the learning process of students, expanding the theoretical and pedagogical methods and modeling educational institutions in an innovative educational system. The emergence of new forms of education is a natural process of the education system to the modern needs of society associated with changes in scientific,technical and information architectonics.

The objective of the study is to analyze the models that describe the processes, running in the education. The article concludes that currently there are important changes and new trends in the sphere of higher education in Russia: the development of higher education is carried out in the conditions of the effective use of modern information technologies. The author emphasized the analysis of the use of distance learning technologies in the higher education system, which is especially important for our country because of the vast territory, the remoteness of many regions from the centers of educational services, due to the growing high cost of these services.The development of Internet technologies, multimedia in conjunction with the growing popularity, the Internet makes it possible to promote education to a new level. That is why today the demand for distance learning in Russia is equal, and in some universities has exceeded the demand for full-time education. In the near future distance learning will take on the main burden in the system of professional training and retraining of specialists due to its mobility, mass, availability and relative cheapness.Also in this article the basic quantitative regularities of the market of higher education of the Yaroslavl region in relation to the economy are determined. In the article, econometric modeling is chosen as a tool for management in the field of vocational education. This is due to the fact that it is able to identify trends and patterns of changes in the indicators of education development in the region, to determine the consequences of a development strategy that contributes to the understanding of the processes taking place in the higher education system. Econometric models, used for forecasting in the education system are analyzed; their advantages and disadvantages are revealed. Some of them are disclosed in the paper on the example of modeling the system of higher education in the Yaroslavl region.As the result of analyzing the statistical data of the regional office of Federal State Statistics Service in Yaroslavl region the following models were developed: a model that shows how the application of distance technologies in higher education is related to socio-economic indicators; the regression model of correlation between the system of higher education and the economy (GRP); the model of forecasting the number of students in different educational categories; the econometrical model of connectivity between the education expenditures and economic factors. The paper evaluates the impact of educational and demographic indicators on the education level index of the Yaroslavl region. The econometrical models, constructed in the research, represent the informational basis for modernization of regional higher education system and elaboration of social-economic strategies of the regional development. The proposed statistical tools of evaluation and forecasting education system development can be used for decision-making and planning on the regional level.

In this article the authors investigated the transformation and integration of the higher education system of the Republic of Kazakhstan, as a new approach to solving the problems of education in the world practice caused the need for a radical revision of organizational, structural, ideological aspects, updating the content of education, increasing the quality requirements for training specialists in accordance with the current stage of development of Kazakhstan society and global integration processes in the world educational space. In this regard, the article also analyzes the actualization and the problem of professional training of foreign students in the main areas of higher education: the solutions to such problems as the internationalization of education and the coordination of the activities of the legislative and executive bodies of states in the field of education, and the possibility of organizing a unified system of continuing education and improving the quality of education at all its levels were considered. The authors determined the genesis of the development of professional training of foreign students in higher education institutions of Kazakhstan, motivated by the dependence of education on the needs of society, its economy and national and cultural characteristics; as well as the dependence of the choice of the country of study on the “intellectuality” of the environment, and also made a forecast of the prospects for the development of professional training of foreign students and the internationalization of higher education in general.

Since gaining independence, Kazakhstan has been carrying out active reforms in the field of higher education. This, in turn, led to a systematic policy of transition to a market economy. The research work will include the current state of the higher education sector in Kazakhstan and further development provided for by the Bologna process. In the course of the study, several typologies will be identified to visualize how the education system in Kazakhstan has revolutionized. Analytical methods, such as pie charts and graphs, are also used to analyze research data. The study discusses the need to improve the quality of human capital by improving and modernizing the higher education system. Domestic higher education plays a vital role in the professional training of competent and globally competitive specialists for all sectors of the economy of Kazakhstan.

The main way to implement this principle of equality in the education of persons with disabilities and persons with disabilities (HIA) is now inclusive education at all levels of education throughout life. The basic concepts related to disability, integration of persons with disabilities into society, educational environment have been highlighted in the article, the differences in the understanding and interpretation of these concepts have been shown. The factors of adaptation of students with invalidity and disabilities have been disclosed. The formation of an inclusive educational environment in the University is impossible without improving the management of inclusive education in higher education system.

It is highlighted in the study that digital transformations of the fourth industrial revolution are changing the modern human world, encouraging a person to acquire new competencies and become a qualified specialist in the digital economy. In connection with the progressive scientific and technical development, the institute of higher education is being transformed; new previously unknown approaches to the organization of higher education appear. One of such approaches is the introduction of online learning in higher education. The authors refer to the experience of 2020, when, during the pandemic of the new coronavirus infection, the whole world began to actively transfer work processes to a remote format, which also affected the institute of education. Universities around the world introduced distance learning using information technology, which helped students and faculty communicate at a distance. Based on the analysis, the following conclusions were drawn: digitalization of higher education in Russian universities is currently associated with the use of information and communication technologies in the educational environment and to a lesser extent with the use of electronic educational environment in the indirect interaction of students and teaching staff. In our opinion, it is necessary for the digitalization process to be consistent and not to be reduced to full distance learning, but to competently integrate information technology into the traditional learning process.

The Covid-19 pandemic has caused restrictions and shutdowns affecting all industries worldwide. The scope of the steps taken to prevent the spread of the pandemic, universities in Turkey also began to provide distance education in March 2020. This process has provided an important experience in which the education system is questioned on the basis of educational infrastructure, lecturers and students. The experience of a nationwide transformation in such a short period of time in the education system is considered to be unique. In this study, it is aimed to create a decision support document by compiling this valuable experience and suggestions for further improvement of the higher education system. In this context, the opinions and recommendations of teaching staff regarding the distance education process were taken with the help of surveys which were responded by 744 lecturers from 84 universities of Turkey. As a result of the study, it was seen that factors such as the type of university, distance education experience, and age make a difference in the views of the lecturers towards distance education. In addition, the determinations and suggestions of the instructors that they stated by openended expressions were compiled under main headings. This process experienced offers an important opportunity to question the current educational structure and to improve it further. As also stated in the survey results, it is predicted that the weight of distance education in higher education will also increase at post-pandemic term. Therefore, it is thought that the necessary steps should be taken in the light of the experiences in order to make the next process more efficient
