That is why today the demand for distance learning in Russia is equal, and in some universities has exceeded the demand for full-time education. In the near future distance learning will take on the main burden in the system of professional training and retraining of specialists due to its mobility, mass, availability and relative cheapness. Also in this article the basic quantitative regularities of the market of higher education of the Yaroslavl region in relation to the economy are determined. In the article, econometric modeling is chosen as a tool for management in the field of vocational education. This is due to the fact that it is able to identify trends and patterns of changes in the indicators of education development in the region, to determine the consequences of a development strategy that contributes to the understanding of the processes taking place in the higher education system. Econometric models, used for forecasting in the education system are analyzed; their advantages and disadvantages are revealed. Some of them are disclosed in the paper on the example of modeling the system of higher education in the Yaroslavl region. As the result of analyzing the statistical data of the regional office of Federal State Statistics Service in Yaroslavl region the following models were developed: a model that shows how the application of distance technologies in higher education is related to socio-economic indicators; the regression model of correlation between the system of higher education and the economy (GRP); the model of forecasting the number of students in different educational categories; the econometrical model of connectivity between the education expenditures and economic factors. The paper evaluates the impact of educational and demographic indicators on the education level index of the Yaroslavl region. The econometrical models, constructed in the research, represent the informational basis for modernization of regional higher education system and elaboration of social-economic strategies of the regional development. The proposed statistical tools of evaluation and forecasting education system development can be used for decision-making and planning on the regional level.

The II UNESCO International Congress "Education and Informatics" (1996) and the Okinawa Charter of the Global Information Society (2000) declared information technology a strategic resource in education. The revolutionary effects of these documents directly related to people's lives, their education and work. And now, in 2021, the need to use information technologies in education has become more urgent to promote and help students use their potential more widely and realize their aspirations in the era of the COVID-19 pandemic. In this regard, in order to strengthen student potential, it is necessary to pay special attention to higher education and at the same time expand the possibility of lifelong learning with an emphasis on the development of information technology skills through a system of distance learning technologies. Information technologies of education is a set of electronic computer tools, computer networks, computer telecommunications, other means of communication and ways of their functioning used for the implementation of the educational process. All these tools should work effectively not only for the direct informatization of the educational process, but also for the informatization of the entire complex of processes characteristic of the higher education system. In addition to expanding traditional technical assistance for the effective functioning of distance learning, it is necessary to promote the training of specialists in the field of information technology and develop innovative approaches. The article analyzes the problem of the use of distance learning technologies in the higher education system of Russia. The authors consider the informatization of higher education with its advantages and disadvantages, taking into account their own teaching experience, and also raise the question of the need to develop distance learning, improve its effectiveness and future prospects.

Agent-based modelling provides a mechanism by which complex social phenomena can simulated in order to identify how particular features arise from causes such as demographics, human preferences and their interaction with policy settings. The NetLogo environment has been used to implement a simulation of the New Zealand higher education system, using historical data to calibrate model settings to mirror those of the real-world system. This simulation is used to explore how the introduction of an alternative qualification and education paradigm might disrupt established patterns of education and employment.
