This study examines the provision of rewards and punishments to ASN. The research objective was to understand how the process and impact of reward and punishment for ASN in Satpol PP and WH Bener Meriah Regency. The theoretical perspective used is the theory of public organizations, reward, and punishment, and the state civil apparatus. The research method used is qualitative. The results showed that the process of giving rewards and punishments was carried out in three stages: ASN inventory, priority scale creation, and decision making. The positive impact of giving rewards and punishments for ASNs in the Satpol PP and WH Office of Bener Meriah Regency is to increase work motivation and can help develop careers for ASNs. Whereas punishment has a positive impact on ASNs as a deterrent effect from repeating violations of duty and can improve their behavior at work which is then able to improve their performance in the future. The negative impact did not change the attitude/behavior of ASNs who were given punishment because they were annoyed at getting punished, or it could be said that ASN was not deterred by the actions of giving punishment by the leaders of Satpol PP and WH in Bener Meriah Regency.

The development of religious extremism in Indonesia continues to increase every year so that serious attention is needed by the government to deal with religious extremism in Indonesia. Indonesia is an archipelagic country where there are various ethnic groups and religions that coexist. However, the development of religious extremism sometimes becomes a serious problem for the Indonesian people because it can have a negative impact and damage the unity between nations and religions. This research uses literature study. This research method is carried out by reviewing various literatures, both books, newspapers, survey reports, academic journals related to religious extremism in Indonesia. The results show that not all religious extremism has an impact on the emergence of terrorism, but the government still must make the right policies in handling religious extremism that can cause division and affect peoples welfare. The policies that have been made by the government are considered appropriate and based on the laws that have been set by the government so that they can have a positive impact in maintaining the unity and integrity of the Indonesian nation.

Purpose – Data envelopment analysis (DEA) is a non-parametric model that is developed for evaluating the relative efficiency of a set of homogeneous decision-making units that each unit transforms multiple inputs into multiple outputs. However, usually the decision-making units are not completely similar. The purpose of this paper is to propose an algorithm for DEA applications when considered DMUs are non-homogeneous. Design/methodology/approach – To reach this aim, an algorithm is designed to mitigate the impact of heterogeneity on efficiency evaluation. Using fuzzy C-means algorithm, a fuzzy clustering is obtained for DMUs based on their inputs and outputs. Then, the fuzzy C-means based DEA approach is used for finding the efficiency of DMUs in different clusters. Finally, the different efficiencies of each DMU are aggregated based on the membership values of DMUs in clusters. Findings – Heterogeneity causes some positive impact on some DMUs while it has negative impact on other ones. The proposed method mitigates this undesirable impact and a different distribution of efficiency score is obtained that neglects this unintended impacts. Research limitations/implications – The proposed method can be applied in DEA applications with a large number of DMUs in different situations, where some of them enjoyed the good environmental conditions, while others suffered from bad conditions. Therefore, a better assessment of real performance can be obtained. Originality/value – The paper proposed a hybrid algorithm combination of fuzzy C-means clustering method with classic DEA models for the first time.

Bad credit is caused by two factors, which are from the bank and from the customer. This study aimed to analyze the fine financing problems in the Islamic of Pawnshop Unit Bone according to Indonesian Ulama Council (MUI) perspective. This research is a normative legal research using a sociological juridical approach. The primary data used are regulations or legal products from the Indonesian Ulama Council, namely the DSN-MUI fatwa regarding fines and direct interviews with employees and customers. Besides, the secondary data used was number of books that contain opinion Indonesian Ulama Council and other literature which is relevant to research. The results showed that the application of fines in financing problems in the islamic pawnshop Unit Bone of South Sulawesi had positive and negative impacts. The positive impact was giving a deterrent effect to customers who face the due while the negative impact is the waste of time for employees who have to work more than working hours. However, the impact of these fines did not reduce the performance of the South Sulawesi specially in the Islamic of Pawnshop Unit Bone in order to become a non-bank financial institution that is still in demand by the public and become a financial institution that can help the economy of Indonesian society, among them is the society in Bone, South Sulawesi. It is because people in Bone regency tend to open up business as their economic livelihoods.

A Review of: McGowan, Jessie, William Hogg, Craig Campbell, and Margo Rowan. “Just-in-Time Information Improved Decision-Making in Primary Care: A Randomized Controlled Trial.” PLoS ONE 3.11 (2008): e3785. 10 Mar 2009 Objectives – To determine whether a point-of-care librarian consultation service for primary care practitioners (PCPs) improves the quality of PCPs’ decision-making; saves PCPs time; reduces the number of point-of-care questions that go unanswered due to time constraints; and is cost-effective. Overall PCP satisfaction with the service was also assessed. Design – Randomized controlled trial. Setting – Four Family Health Networks (FHNs) and 14 Family Health Groups (FHGs) in Ontario, Canada. These represent new models for primary care service delivery in Ontario. Subjects – PCPs working within the selected FHNs and FHGs. The majority of these were physicians, but the sample also contained one resident, one nurse, and four nurse-practitioners. Methods – Subjects were trained in the use of a Web-based query form or mobile device to submit their point-of-care questions electronically. They were also trained in query formulation using PICO (patient, intervention, comparison, and outcome). Allocation was concealed by an independent company hired to manage data for the project. Participants were not randomized; rather the questions were randomized using a random-number generator. To ensure blinding of the librarians, all questions submitted were answered by a librarian. Answers to questions in the intervention group were relayed by a third party to the practitioner within minutes. Answers to the questions in the control group were not communicated to the physician. Blinding of the PCP subjects was not possible, as they either received or did not receive an answer. Subjects were asked to respond to a questionnaire 24 hours after submitting their question. If the question was in the control group, subjects were asked to indicate whether they had let the question remain unanswered or pursued an answer on their own. In order to assess cognitive impact of both librarian-provided information and self-sought information, respondents were asked to rate information on a scale from high positive to negative impact on decision making. Two linear regression models were run on the data, with participant response time as the dependent variable in the first model, and librarian response time as the dependent variable in the second. Main Results – The service received a total of 1,889 questions, of which 472 (25%) were randomized to the control group, and 1,417 (75%) to the intervention group. Analysis run on both groups found that the types and complexity of questions were similar between the two groups, as was librarian response time. Questions were rated for complexity (the rating scale is included in the article), and most (85%) had a Level 1 complexity rating, meaning there was only one concept listed for each PICO element. The primary outcome measure was the amount of time required to answer the question. Average librarian time to respond to questions was 13.68 minutes per question. Average PCP time to find answers to their own questions was 20.29 minutes; however, subjects only attempted to answer 40.5% of control-group questions themselves. Cost-effectiveness analysis was run on these times, and the authors found that the average per-question salary cost for a librarian to answer these questions (based on 15 minutes per question) was $7.15, while average salary cost for a PCP to spend 15 minutes searching for information ranged from $20.75 to $27.69. The results of the questionnaire indicated a significant positive impact of the information on clinician decision-making. Approximately 60% of the questions in the control group went unanswered, whereas all of the questions in the intervention group were answered. Of the questions answered by the information service, 63.7% of the answers were rated by participants as having a high positive impact on decision-making, versus 14.9% of answers to questions in the control group that practitioners sought out themselves. Seventeen percent of the answers were rated as having a moderate positive impact in the intervention group, versus 5.9% in the control group. Only 7.8% of answers in the intervention group were rated as having no impact, versus 24.8% of answers in the control group. A negative impact (where practitioners found too much or too little information or information that they disagreed with or felt was harmful) was found for 7.7% of librarian-provided answers, compared with 44.9% of practitioner-sought answers. Satisfaction was very high, according to the exit satisfaction survey, with 86% agreeing that the service had a positive impact on decision-making, and 83% stating that relevant answers were provided in an appropriate time frame. Most participants (72%) would consider using such a service, and 33% indicated they would be willing to pay for this type of service. Conclusion – A point-of-care reference service, in which librarians answer primary care practitioners’ questions within minutes, has a very positive impact on clinical decision making and a high rate of client satisfaction. This system saves PCPs time, which may allow them to spend more time with patients. In supporting good clinical decision making, the service may also decrease the need for referrals and further tests. The service is cost-effective, as librarians find better quality information than practitioners, and they do it faster, on a lower per-hour salary.

Law enforcement practice continues without an adequate basis resulting in injustice. Efforts are needed as preventive and curative measures That is Pancasila Justice manifestation strengthening law enforcement in the contemporary era. Maka diperlukan upaya sebagai langkah preventif dan kuratif yakni penguatan manifestasi Keadilan Pancasila dalam penegakan hukum di era kontemporer. The use of natural resources in coal mining has many positive and negative impacts. The positive impact is increasing economic and social development both for the community in terms of employment and the government of the Province of East Kalimantan and the Regency of the City of the Producer in terms of Regional Original Revenue (ROR). Negative impacts include the destruction of forests in the area around the mine, contamination of the sea, disease outbreaks for people who live in the area around the mine, even the real negative impact on mining that makes the loss of one's life due to ex-mining holes, legally the case of responsibility for loss of life the person in the coal mine pit is not one person responsible, but there are some responsible parties.The object of research is PT. Cahaya Energi Mandiri, and the Government and the police related to the loss of life of people in mining pits or Mining Business License (IUP) of PT. Cahaya Energi Mandiri. So the purpose of this first thesis is to know and analyze the Legal Responsibility to the Loss of People Life at the Coal Mine Hole Judging from the Perspective of Criminal Law, the second to know and analyze the elements of criminal acts associated with the field of coal mining.The research method used is the normative-empirical legal research method that is merging between the approach of normative law with the addition of various empirical element.From the results of the research can be seen that the loss of life of the pit hole people have met the elements in the provisions of criminal law, because the loss of the lives of people perforated mine has met the elements in Article 359 KUHP and article 112 of Law Number 32 the Year 2009 on Protection and Environmental Management. While the criminal law responsibility can be imposed on the holders of IUP and the Government as the party responsible for environmental monitoring by punishment in the form of imprisonment or restitution or compensation for the victim or his family by the perpetrator.

The State Civil Apparatus (ASN), which is the State Apparatus that organizes the government in carrying out national development, is the backbone of the government. The  smooth running of government and the implementation of national development depends on the perfection of the state apparatus both at the central and regional levels. In order to achieve the national goals as stated above, it is necessary to have a State Civil Apparatus who is full ofwillingness and obedience to Pancasila, the 1945 Constitution, the State and the Government and is united, has good mentality, is authoritative, strong, efficient, clean, of high quality and aware of their responsibilities as elements of the State Apparatus, State servants and public servants. To realize the perfect State Civil Apparatus as intended above, the Civil Apparatus needs to be fostered as well as possible. One form of fostering the State Civil Apparatus is Mutation as an incarnation or embodiment of organizational dynamics which is used as a way to achieve organizational goals. In the implementation of mutations, it must be based on an objective assessment considering that the transfer system is intended to provide opportunities for State Civil Apparatus to develop their potential. The work motivation of the State Civil Apparatus can also decrease if the superiors do not pay attention to the interests of their subordinates. This will reduce the work motivation of both the State Civil Apparatus. Indicators of declining morale include: low productivity, high employee absenteeism, and others. Thus, it will certainly affect the work motivation of employees in an organization. Mutation will have a positive impact on employees, such as increasing work morale. However, if the mutation is carried out without paying close attention and without being based on convincing arguments, the mutation will have a negative impact on the employee and the organization.

Digital finance plays a major role in achieving financial inclusion targets which have a positive impact on economic growth and people's welfare. One of the main elements of digital finance is digital payments, which are increasingly playing a role with the presence of e-commerce and financial technology (fintech). Apart from these positive impacts, digital finance is also feared to have a negative impact on financial system stability, especially in relation to systematic risk. The purpose of this study was to determine the role of risk factors in digital financial relations and financial stability. The research method used is the Multiple Linear Regression Model and Moderating Regression Analysis (MRA), using 120 samples of panel data for 10 years (2010 to 2019). The results show that market risk can moderate the influence of digital finance on financial stability, so that increased systematic risk will reduce the positive impact of digital finance on financial stability.

The purpose of the research is to determine the influence of audit tenure and rotation on audit quality at the family businesses listed in the Indonesian Stock Exchange from 2009 to 2017, with the financial sector as the exemption. The reason for research is that the quality of the financial report is essential for decision-making purposes both internally and externally. This research is quantitative by utilizing secondary data. The analysis uses multiple regressions. The research showed that public accountants’ tenure and rotation have a positive impact but not significant on audit quality, where tenure and rotation on accounting firms have a negative impact but do not significantly influence audit quality.

Abstract. Corruption is a crucial problem as if there was never a solution. The impact of criminal acts of corruption on the state can lead to the misery of its people, can undermine economic growth, can exacerbate poverty and political instability. With the danger caused by the crime of corruption, a discourse emerged on the application of the death penalty for perpetrators of criminal acts of corruption to give a deterrent effect to the perpetrators. However, the discourse was not approved by the human rights activists on the grounds that the death penalty had no connection with deterrent effect, but instead the death penalty had a negative impact on the country. The purpose of this article is to examine the biblical view of the death penalty discourse on corruptors. The research method used to achieve these goals was through literature study and biblical interpretation. The results showed that corruption was a major crime according to the Bible and therefore the death penalty deserves to be applied. Death sentences against corruptors was not on contrary to love, and on the other hand show the holiness of God who does not compromise to sin.Abstrak. Tindak pidana korupsi menjadi masalah krusial yang seolah-olah tidak pernah ada penyelesaiannya. Dampak tindak pidana korupsi bagi negara dapat menimbulkan kesengsaraan rakyatnya, dapat meruntuhkan pertumbuhan ekonomi, dapat memperburuk kemiskinan dan ketidakstabilan politik. Dengan adanya bahaya yang diakibatkan tindak pidana korupsi tersebut, maka muncul wacana penerapan hukuman mati bagi pelaku tindak pidana korupsi untuk memberikan efek jera bagi pelakunya. Namun demikian, wacana tersebut tidak disetujui oleh kelompok pegiat HAM dengan alasan hukuman mati tidak memiliki hubungan dengan kejeraan, tetapi sebaliknya hukuman mati justru berdampak buruk pada negara. Tujuan penulisan artikel ini adalah untuk mengkaji pandangan Alkitab terhadap wacana hukuman mati terhadap koruptor. Metode penelitian yang digunakan untuk mencapai tujuan tersebut adalah melalui studi pustaka dan tafsiran Alkitab. Hasilnya menunjukkan bahwa korupsi adalah termasuk kejahatan besar menurut Alkitab dan oleh karenanya hukuman mati patut untuk diterapkan. Hukuman mati terahdap koruptor tidak bertentangan dengan kasih, dan malah sebaliknya menunjukkan kekudusan Allah yang tidak berkompromi terhadap dosa.
