The Province of Aceh has a robust legal basis and umbrella in implementing an education system based on Islamic values following the mandate of Law No. 11 of 2006 and is described in the provincial and district qanuns of North Aceh. Implementing the special autonomy policy in education gives the Aceh Provincial government the flexibility to develop creative and innovative Islamic-based programs following the characteristics of Aceh's privileges. This study aims to analyze the formulation of Islamic values-based curriculum education policies in primary education and the collaborative actors involved in forming Islamic values-based educational curriculum policies. The research was used the descriptive qualitative method. The informants were determined by purposive sampling. The study found no synergy of cross-actor in collaborative governance in the formulation of Islamic values-based Aceh education curriculum policies. Thus, the implementation of education programs based on Islamic values was interpreted and meant differently among agencies. In addition, the National Curriculum strongly dominated the implementation of Aceh education in primary education, while local policies on Islamic values were few. Therefore, the policies of providing education do not reflect the specificity of Aceh's privileges. Besides that, the Islamic-based education policy program was not explained in a more detailed derivative policy.

This article tried to explain the causes of petty corruption in the Province of Aceh. It took the kleptocratic approach and Patrimonialism Politics model in explaining the causes of corruption in the region. It had utilized extensively the secondary sources data from books, journal articles and local media report. It found that after the end of the conflict, Aceh was captured by the local kleptocratic elite and they have been effectively used the patrimonialism politics in maintaining their hegemony and protect their group interest. Leaving the region as the state of being one of the poorest region in Indonesia.

Lhokseumawe City, in implementing PP No. 31 of 1980 on Tackling Homeless and Beggars and Qanun Aceh No. 11 of 2013 on Social Welfare authorizes Social Services in taking policies in handling beggars and homeless people. A total of 32 people in 2019 and 25 people in 2018 have been caught in raids by Social Services. This research used qualitative research method with descriptive type analysis. Data collection techniques were observation, interviews and documentation. The data obtained by the researchers were analyzed with several steps, namely data collection, data reduction, data presentation, and finally, the withdrawal of conclusions. The results showed that the social service policy in handling beggars in Lhokseumawe city has not been maximized; there are three stages in handling beggars, namely preventive, regressive and rehabilitative stages. Preventive Stage of Social Services provides assistance through programs that have been created to reduce the poor to beggars, the second stage of Refresive social services in collaboration with cross-sectoral such as Satpol Pamong Praja (PP) and Wilayatul Hisbah (WH) conduct raids on beggars and at the Rehabilitative stage social services have not been able to do so, only giving direction and guidance not to beg anymore. But all measures have not been able to reduce the number of beggars. Barriers in the handling of beggars are divided into two, namely internal and external. Internal, it is the absence of a legal umbrella for social services in sanctioning beggars, while externally; it is from the beggars themselves who do not want to listen to the direction and guidance of social services not to beg anymore.

This study is motivated by the low ability of students in solving story problems at MTsN 4 Aceh Utara. Based on initial observations, students have not been able to understand the story questions, namely determining what is known and asked, students have not been able to determine the formula or method used, and students have not been able to determine the final answer to the story questions, therefore this study aims to determine the effect of Cooperative Integrated Reading and Composition learning model on the ability to solve story problems in class VIII MTsN 4 Aceh Utara. This study uses a quantitative approach with a quasi-experimental research design and a posttest-only design with nonequivalent groups. The population of this study was all students of class VIII MTsN 4 North Aceh. The sample in this study was class VIII C as the control class and class VIII D as the experimental class which was obtained by purposive sampling technique. The data collection technique used in this study is a test in the form of a posttest. Data analysis was carried out to test the ability to solve story problems using the t-test because the data were normally distributed and homogeneous, the data was processed using SPSS 18 software. The normality test used the Shapiro Wilk technique, the homogeneity test used the Levene test, and the hypothesis test according to the test criteria was if significant <0.05, then H0 is rejected and Ha is accepted, whereas if the significant value is 0.05, then H0 is accepted and Ha is rejected. From the statistical significant results, Equal Variances assumed is 0.00 less than 0.05. Thus, the conclusion of this study is that there is an effect of the Cooperative Integrated Reading and Composition learning model on the ability to complete stories in class VIII MTsN 4 Aceh Utara.

This study examined the dimensions of the policy networks in handling Covid-19. This research used a qualitative approach with data collection techniques through interviews, observation and documentation. While data analysis techniques used was an interactive analysis model. The results showed that: 1). the composition of the policy network for handling COVID-19 is still dominated by government elements; 2) the function of the policy network in the context of communication has been established between actors but miscommunication is still found in dealing with Covid-19. 3) The level of network institutionalization in the policy for handling Covid-19 is high 4) there are still inconsistencies in the activities of handling Covid-19 in the field, and 5) The private sector plays an active role in supporting facilities and needs in the network for handling COVID-19.

This study examines the provision of rewards and punishments to ASN. The research objective was to understand how the process and impact of reward and punishment for ASN in Satpol PP and WH Bener Meriah Regency. The theoretical perspective used is the theory of public organizations, reward, and punishment, and the state civil apparatus. The research method used is qualitative. The results showed that the process of giving rewards and punishments was carried out in three stages: ASN inventory, priority scale creation, and decision making. The positive impact of giving rewards and punishments for ASNs in the Satpol PP and WH Office of Bener Meriah Regency is to increase work motivation and can help develop careers for ASNs. Whereas punishment has a positive impact on ASNs as a deterrent effect from repeating violations of duty and can improve their behavior at work which is then able to improve their performance in the future. The negative impact did not change the attitude/behavior of ASNs who were given punishment because they were annoyed at getting punished, or it could be said that ASN was not deterred by the actions of giving punishment by the leaders of Satpol PP and WH in Bener Meriah Regency.

This study aims to determine the strategy of the Local Government of Bener Meriah Regency, in this case, what the Tourism Office has done in building halal tourism in Bener Meriah Regency. This research is a descriptive study with the support of qualitative data. Data collection techniques were obtained through in-depth interviews and documentation studies. The determination of informants was obtained by purposive sampling technique. From the research results, it was found that the Regional Government in building halal tourism in Bener Meriah Regency has not been optimal and is fixing everything related to the concept of halal tourism. Qanun Number 06 of 2018 concerning the Medium-Term Regional Government Plan for 2017-2022 through the first mission of the Regent of Bener Meriah Regency has set the policy direction for the development of the concept of halal tourism in Bener Meriah Regency. The sector that is carried out related to the concept of halal tourism has not touched anything in Bener Meriah Regency. The stakeholder understanding of the concept of halal tourism in local government policies is still limited to building tourism objects in Bener Meriah Regency so that in the future there will be evaluations related to policy directions regarding the concept of tourism halal in Bener Meriah Regency.

This study aims to find out (1)What content is contained in instagram secial media that affects the religious behavior of mosque adolescents in Siumbut Baru (2) Instagram Social Media which has an impact on the religious behavior of mosque adolescents (3)the effect of instagram on the mosque adolescent religious behavior. From the result of this study indicate that instagram social media gives influence to mosque youth through the use of features presented, so that with social media instagram teen mosque caneaffected by daily behavior that reflects islamic values through positive content that can mativate to carry out such worship to Allah SWT respect parents, is not excessive in worldly matters, cares for others. Then, invite others to promote social service activities based on information obtained in instagram religious accounts. Adolescent religious behavior can be explained by the use of content or features from instagram social media.

This study examines the effectiveness of the development planning of the state civil apparatus in increasing competence. The research objective is to understand how the planning for the development of the state civil apparatus in increasing competence by the Bener Meriah District Education and Training Personnel Board. The theoretical perspectives used are public administration theory, planning effectiveness theory, state civil servant resource management theory, and competency development. The research method used is qualitative. The results showed that planning for the development of the state civil apparatus in increasing competence by BKPP Bener Meriah Regency is still not effective, this can be seen from the indicators of planning effectiveness according to Cambel JP, including program success, target success, satisfaction with the program, levels of input and output and achievement of goals. all of which are still ineffective. Internal obstacles are due to the lack of budget for the education and training program so that they cannot provide competency development training for ASNs, and external obstacles are due to the lack of interest in ASNs to improve competence due to high training costs and lack of commitment from SKPK leaders in Bener Meriah Regency in motivating ASNs to improve their competence.

This study examines the implementation of Government Regulation No. 53/2010 concerning Civil Servant Discipline. The research objective is to understand how compliance and barriers to civil servants are in implementing these policies. The theoretical perspective used is the theory of public policy implementation according to Anderson. The research method used is a qualitative research method. The results of the study show that the compliance of civil servants in Bener Meriah Regency in 2019 in implementing Government Regulation Number 53 of 2020 concerning Civil Servant Discipline is still not effectively implemented, both in terms of actors implementing policies, the nature of the administrative process, compliance, and the impact of policies. which is implemented. Internal obstacles are caused by the inadequacy of the BKPP Bener Meriah Regency in supervising and evaluating civil servants who violate disciplinary rules, and the low awareness of civil servants in implementing discipline in duty, which is also influenced by the low reward or appreciation for civil servants who have high discipline and lack of discipline. he stressed that the punishment was given to civil servants who had low discipline by the leadership of the SKPK. External obstacles are caused by the lack of decisiveness and lack of supervision from SKPK leaders in following up on civil servants who violate discipline.
