ABSTRACTOctopus production data show that catch in Banggai Laut waters is decreasing.  In addition, some destructive or illegal fishing gear such as spears, bombs and poisons are still used to catch octopus.  Given this alarming situation,  this study is intended to assess the sustainability status of octopus fishery in Banggai Laut Regency by means of the Ecosystem Approach Fisheries Management (EAFM) indicator.  Octopus catch data incorporating species and amount of catch, number of fishing efforts, mantle size, weight, fishing ground, and the type of protected species are obtained through direct observation on handline fishing and interviews with fishermen. Furthermore, the same method was applied to collect fishing techniques data including fishing efforts, fleet size, crew certification and data on illegal fishing practices.  The result shows that the status of octopus resource and the domain of fishing technique in Banggai Laut Regency is in the medium category with a value of 63.33 and 68.75 respectively. Accordingly, the sustainability level of octopus fisheries is in the moderate category with a value of 66.04.  Fisheries management related to the fishing practice that is targeting undersize octopus and exceeding the annual quota require further investigation in order to maintain the sustainability level of octopus fisheries.Keywords: Banggai Laut Regency, EAFM, octopus, sustainability levelABSTRAKInformasi tentang produksi menunjukkan bahwa hasil tangkapan gurita di perairan Banggai Laut cenderung menurun. Selain itu, penangkapan gurita masih ada yang menggunakan alat tangkap yang destruktif atau illegal seperti tombak, bom dan racun. Hal ini sangat mengkhawatirkan keberlanjutan sumberdaya gurita.  Penelitian ini bertujuan untuk mengevaluasi status atau tingkat keberlanjutan perikanan gurita di Kabupaten Banggai Laut. Kondisi keberlanjutan perikanan gurita di Kabupaten Banggai Laut dianalisis menggunakan indikator Ecosystem Approach Fisheries Management (EAFM).  Data sumberdaya gurita diperoleh melalui pengamatan langsung dalam kaitannya dengan pancing ulur dan wawancara yang meliputi jenis dan jumlah produksi hasil tangkapan pancing ulur, upaya penangkapan, ukuran panjang mantel gurita, bobot gurita, spot daerah penangkapan gurita dan spesies yang dilindungi. Data teknik penangkapan ikan diperoleh melalui wawancara, survey dan observasi data yang meliputi data upaya penangkapan, jumlah armada penangkapan pancing ulur, sertifikasi awak kapal perikanan dan pelanggaran operasi penangkapan pancing ulur. Domain sumberdaya gurita di Kabupaten Banggai Laut termasuk dalam kategori sedang dengan nilai 63,33. Domain teknik penangkapan termasuk kategori sedang dengan nilai 68,75. Tingkat keberlanjutan perikanan gurita secara keseluruhan termasuk kategori sedang dengan nilai 66,04. Pengelolaan terkait penangkapan gurita yang berukuran tidak layak tangkap dan membatasi hasil tangkapan maksimal yang boleh ditangkap per tahun perlu dilakukan untuk menjaga tingkat keberlanjutan perikanan gurita.Kata kunci:  Kabupaten Binggai Laut, EAFM, gurita, keberlanjutan

Pemanfaatan wilayah perairan di sekitar Pulau Bangka oleh sektor perikanan khususnya perikanan skala kecil semakin terdesak akibat daerah penangkapan ikan (DPI) yang semakin berkurang dikarenakan wilayah Izin Usaha Pertambangan (IUP) di laut semakin bertambah. Hal ini menyebabkan ruang gerak nelayan semakin sempit. Penelitian ini bertujuan untuk menilai status keragaan pengelolaan perikanan skala kecil berdasarkan Zona DPI yang dibagi menjadi 3, yaitu Zona A (DPI dengan IUP aktif), Zona A1 (DPI dengan IUP non aktif), dan Zona B (DPI tanpa IUP). Status keragaan dinilai melalui pendekatan Ecosystem Approach for Fisheries Management (EAFM) dengan menggunakan indikator pada domain sumberdaya ikan, habitat dan ekosistem, teknologi penangkapan ikan, sosial, ekonomi, dan kelembagaan. Hasil penilaian menunjukkan bahwa status pengelolaan perikanan pada masing-masing zona DPI yaitu Zona A dengan nilai total agregat sebesar 1.179,50 termasuk dalam kategori status sedang; Zona A1 dengan nilai total agregat 1.404,5 termasuk dalam kategori status baik, dan Zona B dengan nilai total agregat sebesar 1.377 yang termasuk kategori status sedang. Pengelolaan perikanan dengan keputusan taktis diprioritaskan pada indikator range collaps, kapasitas penangkapan, ekosistem terumbu karang, konflik perikanan, pendapatan nelayan, dan penguatan kelembagaan.The use of Bangka waters by the fisheries sector, especially small scale fisheries, is increasingly pushed due to the reduced fishing ground (DPI) because of the increasing area of   the Sea Mining Business License (IUP). This causes less space for fishermen. This study aims to assess the performance status of small scale fisheries management based on the DPI Zone which is divided into 3, namely Zone A (DPI with active IUP), Zone A1 (DPI with non-active IUP), and Zone B (DPI without IUP). Performance status is assessed through the Ecosystem Approach for Fisheries Management (EAFM) approach using indicators in the domain of fish resources, habitat and ecosystem, fisheries technology, social, economic, and institutional. The assessment results indicate that the status of fisheries management in each DPI zone, namely Zone A with an aggregate total value of 1,179.50, is included in the medium status category; Zone A1 with a total aggregate value of 1,404.5 is included in the good status category, and Zone B with an aggregate value of 1,377 which is included in the medium status category. Fisheries management with tactical decisions are prioritized on indicators of range collapse, fishing capacity, coral reef ecosystems, fisheries conflicts, fishermen income, and institutional strengthening.

The local government law regulated the management of 0 – 12 miles waters carried out by the province so that fishermen can operate their fishing gear without differentiating districts. Catch fishing was not limited to one kind of fishing gear and it caused the increasing of fishing capacity. The limited area of fishing with the distance of 2 miles from coast can caused fisheries utilization resources was not balanced. Therefore this study needed to be conducted to assess the status of development of gillnet fishing activities in Dumai waters. Data was collected by conducting interviews in the form of: fishing units, selectivity, sustainability of function and size of fishing vessel with legal documents, and modification of fishing gear. The data results based on 5 fishing technical aspects explained that the fishing utilization of gillnet still could be developed. However, the data of fishing vessel documents have to be well recorded according to the reality so that government could develop the responsible fishing activities.

Study on small-pelagic fisheries in the border regions between Indonesia - Timor Leste has taken place in Belu District, East Nusa Tenggara. It was aimed to assess the status of small pelagic management and formulate the strategic and tactical steps for implementing sustainable fisheries management. The study site took place at four villages at the sub-district of Tasifeto Timur and Kakuluk Mesak. Data were collected through interview techniques, observation, and measurement of 30 indicators from six domains of EAFM, ecosystem approach to fisheries management, of which assessment of each indicator within each domain was conducted and presented into the flag model.  Based on that results, tactical decisions and strategic planning were formulated. The results showed that small-pelagic fisheries management in Belu classified as a fairly medium category. Domain fish resources and fishing technology classified as a good category and domain habitat and ecosystem, social, economic and institution are classified as a medium category. To improve small-pelagic fisheries management in Belu District, several indicators are recommended for improvement in form of tactical and strategic management decisions

Biodiversitas 20: 1802-1810.  The purpose of this study was to assess the status of reef fisheries management in a marine protected area base on ecosystem approach indicators and to determine the tactical decisions required to improve management. The study site was in Karimunjawa National Park (KNP) Jepara, Central Java, Indonesia. Data were collected using survey and observation methods and included both primary and secondary data. Coral fish, which were the object of the study was Caesio cuning, Caesio caerulaurea, Plectropomus oligacanthus, and Parupeneus barberinus. Determination of the status of each ecosystem approach indicator was conducted using the flag model. Tactical decisions were necessary to improve the status of management indicators. The results indicated that the ecological status of reef fisheries management of KNP is at a moderate level with an achievement value of 62.75% Tactical decisions are necessary to push the ten indicators to achieve a better level. Three indicators still received a poor status, and the remaining (seven indicators) were within the moderate status. Therefore, the three indicators that need to be improved quickly are fish abundance, fishing gear modification, and fishing capacity.

ABSTRAKPenelitian ini bertujuan untuk menganalisis status keberlanjutan perikanan elasmobranch di Tanjung Luar, Kabupaten Lombok Timur. Analisis menggunakan metode RAPFISH dengan lima dimensi, yaitu dimensi ekologi, ekonomi, sosial, teknologi dan kelembagaan. Hasil penelitian menunjukkan bahwa status keberlanjutan perikanan elasmobranch di Kabupaten Lombok Timur dikategorikan kurang berkelanjutan karena nilai indeks yang dihasilkan hanya sebesar 46,82. Hasil analisis sensitivitas menunjukkan bahwa dari total 37 atribut yang digunakan, teridentifikasi 15 atribut sensitif yang mempengaruhi nilai indeks keberlanjutan perikanan elasmobranch yaitu: komposisi spesies hasil tangkapan, endangered species, threatened species, dan protected species (ETP), kualitas perairan, kepemilikan asset, alternatif pekerjaan dan pendapatan selain menangkap ikan, tingkat pendidikan nelayan, partisipasi keluarga dalam pemanfaatan hasil perikanan, konflik perikanan, kesesuaian fungsi dan ukuran kapal penangkap ikan dengan dokumen legal, selektivitas penangkapan, penangkapan yang bersifat destruktif, tingkat sinergitas kebijakan dan kelembagaan pengelolaan perikanan, rencana pengelolaan perikanan dan kapasitas pemangku kepentingan. Lima atribut yang tersisa dikategorikan tidak sensitif. Penyusunan dan penerapan kebijakan yang konstruktif perlu dilakukan untuk memperbaiki kondisi keberlanjutan perikanan elasmobranch di Kabupaten Lombok Timur. ABSTRACTThis study aims to analyze the status of sustainability of elasmobranch fisheries in Tanjung Luar, East Lombok Regency. The method used was RAPFISH analysis using 5 dimensions, namely ecology, economics, social, technology and institutions. The results showed that the sustainability status of elasmobranch fisheries in East Lombok Regency was categorized as less sustainable because the index value produced was only 46.82. The results of the sensitivity analysis showed that of the total 37 attributes used, 15 sensitive attributes were identified which affected the index sustainability value of elasmobranch fisheries, namely: composition of catched species, endangered species, threatened species, and protected species (ETP), water quality, asset ownership, alternative employment and income other than fishing, fisherman education level, family participation in fishery product utilization, fisheries conflict, suitability of function and size of fishing vessels with legal documents, catch selectivity, destructive arrests, level of synergy of fisheries management policies and plans, plans fisheries management and stakeholder capacity. While there maining 5 attributes are categorized as insensitive. The development and implementation of constructive policies need to be carried out to improve the condition of the sustainability of elasmobranch fisheries in East Lombok Regency.

The purpose of this study is to determine the status of the ecosystem approach to fisheries management (EAFM) in the Fishing Technique Domain for shrimp commodities in South Sorong Regency. This research was conducted in September 2018 and took place in the South Sorong Regency of West Papua Province precisely in Teminabuan District, Konda District, and Inanwatan District. The data collection technique used in this study is observation where the researchers conducted a direct observation of the object of the research to see the activities in the area closely. From the results of the study, the analysis of EAFM composite index in the domain of fishing technique in South Sorong Regency showed that destructive fishing for banana shrimp (Penaeus merguiensis) is in good condition with a green modeling flag and an average value of 3. In this study, the indicators of fishing gear and fishing aids modification, the indicators of fisheries capacity and fishing efforts, as well as capture selectivity are in good status. Whereas, the indicators that have bad status and need to be prioritized for future sustainable fisheries management are fishing with legal documents and fishing vessel crew certificates.

Scomberomorus guttatus is a large pelagic fish commodity in Pangandaran Regency. It has the highest amount and production values, therefore it needs to be maximally utilized but remains its sustainability. The purpose of this research is to determine the most selective fishing gear for Scomberomorus guttatus commodities based on the frequency of Scomberomorus guttatus length, the proportion of the main catch and by-catch in Pangandaran Regency for sustainable and environmentally friendly capture fisheries management. The data used in this study are the number of catches, catch weight and length of the Scomberomorus guttatus catches from gillnet, longline, and beach seine. Data used in research collected during November 2018-January 2019 in Pangandaran Regency. Analysis data used in the study is the analysis of the selectivity of the types of catches and the selectivity of the length of the catchable Scomberomorus guttatus from each of fishing gears. The results showed that of the three fishing gears used to catch Scomberomorus guttatus, gillnet is the most selective and productive fishing gear for utilizing Scomberomorus guttatus commodity because it has a 43,2% of main catch, 84,6% of the feasible Scomberomorus guttatus size. Longline is a fishing gear that is only selective to the length size of the Scomberomorus guttatus that has a percentage of decent size catch equal to 86,4%, while beach seine isn't selective fishing gear and unproductive for Scomberomorus guttatus commodities due to it designed to catch a demersal fish.

Abstract Most research to date on the status of the river lamprey, Lampetra fluviatilis L. in Latvia has been done based on catch statistics data. The aim of this study was to explore the present status of the river lamprey fishery in Latvia to improve the understanding of catch statistics data. Currently, river lamprey fishing in Latvia is carried out at 24 fishing grounds located on 17 rivers. The most popular fishing gear is the lamprey fyke net, but lamprey weirs and lamprey trammel nets are also used. The type and design of the fishing gear depends on the parameters of the fishing ground. The catch size is highly variable and is greatly affected by the number of non-resources related circumstances, such as fishing regulations and meteorological factors determining the intensity of lamprey migration during the fishing season and opportunities for fishing during periods of the most intense migration. The fishing effort and the type of fishing gear have also largely changed since the 1960s and 1970s. Therefore, the fluctuation in both the long- and short-term catch data may not correspond to changes in the actual status of the lamprey population.

<p>Perikanan malalugis biru (Decapterus macarellus) merupakan perikanan pelagis kecil dominan yang tertangkap di Laut Sulawesi dan memegang peranan penting dalam sektor perikanan sehinga perlu pengelolaan yang baik melalui inisisasi penerapan EAFM. Pengelolaan perikanan dengan pendekatan ekosistem (EAFM) merupakan salah satu konsep pengelolaan secara holistik di dalam pengelolaan perikanan. Penelitian ini bertujuan untuk menganalisis status pengelolaan perikanan malalugis di Laut Sulawesi dan menetapkan tujuan operasional, langkah pengelolaan yang harus dilakukan dan peran serta setiap pemangku kepentingan dalam upaya pengelolaan berdasarkan tahapan implementasi EAFM. Hasil kajian menunjukkan bahwa status perikanan malalugis di Laut Sulawesi saat ini berada dalam kategori sedang. Isu-isu utama yang terindikasi adalah terjadinya penurunan ukuran hasil tangkapan, penggunaan alat tangkap yang merusak, pencemaran perairan di lokasi industri, keterlibatan pemangku kepentingan yang kurang optimal, kepemilikan aset dan kurangnya kepatuhan terhadap peraturan. Domain yang perlu mendapatkan perhatian utama dalam pengelolaan perikanan malalugis adalah domain sumberdaya ikan, teknik penangkapan ikan, ekonomi dan kelembagaan. Upaya pengelolaan yang dilakukan pada setiap domain didasarkan pada isu utama yang muncul dan diperlukan konektivitas upaya antar lembaga untuk menghasilkan status pengelolaan perikanan yang baik, sehingga kelangsungan sumberdaya ikan malalugis di Laut Sulawesi dapat lestari</p><p> </p><p>Mackerel scad or malalugis fisheries (Decapterus macarellus) is a dominant catch of small pelagic fisheries in Sulawesi Sea. It takes important role on fisheries sector,and need a good managemant by implementation of Ecosystem Approach to Fisheries Management (EAFM). EAFM isone of hollistic approaches on fisheries management. The research aim were to analyze the management status of mackerel scad fisheries in Sulawesi Sea, set up the operational objective and management action, and identify stakeholders participation in implementing EAFM. The results showed that mackerel scad fisheries condition in Sulawesi Sea is moderate. Several issues were identified, that are decreasing on the size catch of fish, the using of destructive fishing gear, water pollution in industry area, unoptimal stakeholders participation and lack of adherences to rules. The management action should be focused on fish resources, fishing technique, economic and institutional domains. Main issues in every domain are the baseline for setting up the management actions. The connectivity actions among institutions are needed to obtain a good fisheries management status, therefore mackerel scad resources could be sustainable.</p>
