<p>Perikanan malalugis biru (Decapterus macarellus) merupakan perikanan pelagis kecil dominan yang tertangkap di Laut Sulawesi dan memegang peranan penting dalam sektor perikanan sehinga perlu pengelolaan yang baik melalui inisisasi penerapan EAFM. Pengelolaan perikanan dengan pendekatan ekosistem (EAFM) merupakan salah satu konsep pengelolaan secara holistik di dalam pengelolaan perikanan. Penelitian ini bertujuan untuk menganalisis status pengelolaan perikanan malalugis di Laut Sulawesi dan menetapkan tujuan operasional, langkah pengelolaan yang harus dilakukan dan peran serta setiap pemangku kepentingan dalam upaya pengelolaan berdasarkan tahapan implementasi EAFM. Hasil kajian menunjukkan bahwa status perikanan malalugis di Laut Sulawesi saat ini berada dalam kategori sedang. Isu-isu utama yang terindikasi adalah terjadinya penurunan ukuran hasil tangkapan, penggunaan alat tangkap yang merusak, pencemaran perairan di lokasi industri, keterlibatan pemangku kepentingan yang kurang optimal, kepemilikan aset dan kurangnya kepatuhan terhadap peraturan. Domain yang perlu mendapatkan perhatian utama dalam pengelolaan perikanan malalugis adalah domain sumberdaya ikan, teknik penangkapan ikan, ekonomi dan kelembagaan. Upaya pengelolaan yang dilakukan pada setiap domain didasarkan pada isu utama yang muncul dan diperlukan konektivitas upaya antar lembaga untuk menghasilkan status pengelolaan perikanan yang baik, sehingga kelangsungan sumberdaya ikan malalugis di Laut Sulawesi dapat lestari</p><p> </p><p>Mackerel scad or malalugis fisheries (Decapterus macarellus) is a dominant catch of small pelagic fisheries in Sulawesi Sea. It takes important role on fisheries sector,and need a good managemant by implementation of Ecosystem Approach to Fisheries Management (EAFM). EAFM isone of hollistic approaches on fisheries management. The research aim were to analyze the management status of mackerel scad fisheries in Sulawesi Sea, set up the operational objective and management action, and identify stakeholders participation in implementing EAFM. The results showed that mackerel scad fisheries condition in Sulawesi Sea is moderate. Several issues were identified, that are decreasing on the size catch of fish, the using of destructive fishing gear, water pollution in industry area, unoptimal stakeholders participation and lack of adherences to rules. The management action should be focused on fish resources, fishing technique, economic and institutional domains. Main issues in every domain are the baseline for setting up the management actions. The connectivity actions among institutions are needed to obtain a good fisheries management status, therefore mackerel scad resources could be sustainable.</p>

Fisheries management in North Mamuju Regency has not been integrated. Socio-economic interests tend to get more attention than ecosystem health of fish resources, as a target of capture. Such management conditions affect the abundance of fish resources. This can be seen by the decline in the number of catches of fishermen in the same catchment area in the last five years. This study aims to determine the conditions of fisheries management in North Mamuju Regency with an Ecosystem Approach to Fisheries Management (EAFM) and formulate recommendations for management improvement. The basis of EAFM analysis is, used 30 indicators incorporated in six domains, namely (1) Fish Resources; (2) Habitat and Ecosystems; (3) Fishing Techniques; (4) Social; (5) Economy; and (6) Institution. The results showed that the condition of the Great Pelagic fisheries management was in moderate to good conditions, the composite value range between 42-68 with an over all aggregate value of 54, so that it was generally classified as moderate. The institutional and economic domains have good status with composite values of 68 and 65 respectively, while the other four domains are of moderate status. The recommendations are, the regulation of the number of fishing gear and use of  fish aggregating device (FADs), water pollution control and water quality monitoring, improvement of supervision and law enforcement for destructive fishing gear operations, assistance with local knowledge in fisheries management, extension of asset management and business diversification assistance, application of principles the principle of the Code of Conduct Responsible Fisheries (CCRF) and the application of regulations apply.   Pengelolaan perikanan di Kabupaten Mamuju Utara belum dilakukan secara terintegrasi. Kepentingan sosial ekonomi cenderung mendapatkan perhatian lebih dibandingkan kesehatan ekosistem sebagai wadah dari sumber daya ikan, sebagai target penangkapan. Kondisi pengelolaan yang demikian mempengaruhi kelimpahan sumber daya ikan. Hal ini terlihat dengan menurunnya jumlah hasil tangkapan nelayan pada daerah tangkapan yang sama dalam lima tahun terakhir. Penelitian ini bertujuan untuk mengetahui kondisi pengelolaan perikanan di Kabupaten Mamuju Utara dengan pendekatan ekosistem atau Ecosystem Approach to Fisheries Management (EAFM) dan menyusun rekomendasi untuk perbaikan pengelolaan. Dasar analisis EAFM dalam penelitian ini menggunakan 30 indikator yang tergabung dalam enam domain, yaitu (1) Sumber Daya Ikan; (2) Habitat dan Ekosistem; (3) Teknik Penangkapan Ikan; (4) Sosial; (5) Ekonomi; dan (6) Kelembagaan. Hasil penelitian menunjukkan kondisi pengelolaan perikanan Pelagis Besar berada pada kondisi sedang hingga baik, kisaran nilai komposit yang diperoleh antara 42–68 dengan nilai agregat keseluruhan 54, sehingga secara umum tergolong dalam status sedang.  Domain kelembagaan dan ekonomi memiliki status baik dengan nilai komposit masing-masing 68 dan 65, sedangkan empat domain lainnya memiliki status sedang. Rekomendasi yang disusun meliputi pengaturan jumlah alat tangkap ikan dan penggunaan rumpon, pengendalian pencemaran perairan dan monitoring kualitas air, peningkatan pengawasan dan penegakan hukum terhadap operasi alat tangkap destruktif,  pendampingan pengetahuan lokal dalam pengelolaan perikanan, penyuluhan pengelolaan asset dan pendampingan diversifikasi usaha, penerapan prinsip-prinsip Code Of Conduct Responsible Fisheries(CCRF), dan penerapan peraturan berlaku.

Study on small-pelagic fisheries in the border regions between Indonesia - Timor Leste has taken place in Belu District, East Nusa Tenggara. It was aimed to assess the status of small pelagic management and formulate the strategic and tactical steps for implementing sustainable fisheries management. The study site took place at four villages at the sub-district of Tasifeto Timur and Kakuluk Mesak. Data were collected through interview techniques, observation, and measurement of 30 indicators from six domains of EAFM, ecosystem approach to fisheries management, of which assessment of each indicator within each domain was conducted and presented into the flag model.  Based on that results, tactical decisions and strategic planning were formulated. The results showed that small-pelagic fisheries management in Belu classified as a fairly medium category. Domain fish resources and fishing technology classified as a good category and domain habitat and ecosystem, social, economic and institution are classified as a medium category. To improve small-pelagic fisheries management in Belu District, several indicators are recommended for improvement in form of tactical and strategic management decisions

There are a large variety and quite abundant types of small pelagic fish that have high economic value in the Sulawesi Sea. One of which is the blue scad fish or commonly known as malalugis (Decapterus macarellus). This study aims to analyze and determine the status of scad fisheries management and to develop recommendations in the management of scad fisheries in the waters of Sulawesi Sea, North Sulawesi Province. The evaluation of fishery management status is carried out using multi-criteria analysis (MCA) through the development of composite index of each indicator of Ecosystem Approach to Fisheries Management (EAFM). The results showed that, in general, the status of scad fisheries management in North Sulawesi Province, was in ‘good’ category, specifically reviewed from the domain of fish resources fall into the category of “medium”, habitat and ecosystem “good”, fishing techniques “good”, economy “not good”, social “medium” and institutional “good”. Management actions take precedence over domains that have “poor” indicator values. Destructive fishing activities are fishing activities using materials, tools or means that damage fish resources and their environment, such as using explosives, toxic materials, strum, and other fishing gear that are not environmentally friendly (Marine and Fisheries Ministerial Decree Number 114, 2019). This activity still occurs in Maluku waters, including in Sawai Bay. The study aims to identify destructive forms of fishing in the waters of Sawai Bay and provide control recommendations to reduce the destructive fishing activity. The study was conducted in January-June 2020 in Sawai Bay. Data collection uses the purposive interview method, while the data is analyzed descriptively. The results showed that in the waters of Sawai Bay, three destructive fishing activities were identified, namely fishing using bombs/explosives, fishing using toxic materials and coral mining activities. Four control strategies are recommended as an effort to reduce destructive fishing activity in the waters of Sawai Bay in the future.   ABSTRAK Aktivitas perikanan merusak atau Destructive Fishing adalah kegiatan penangkapan ikan dengan menggunakan bahan, alat atau cara yang merusak sumberdaya ikan maupun lingkungannya, seperti menggunakan bahan peledak, bahan beracun, strum, dan alat tangkap lainnya yang tidak ramah lingkungan (KepMen KP Nomor 114, 2019). Aktivitas ini masih terjadi pada perairan Maluku, termasuk di Teluk Sawai. Penelitian ini bertujuan untuk mengidentifikasi bentuk-bentuk penangkapan ikan yang merusak pada perairan Teluk Sawai serta memberikan rekomendasi pengendalian untuk mereduksi aktivitas perikana. Yang merusak. Penelitian ini dilakukan pada Januari-Juni 2020 di Teluk Sawai. Pengumpulan data menggunakan metode purposive interview, sedangkan data dianalisis secara deskriptif. Hasil penelitian menunjukkan bahwa pada perairan Teluk Sawai, teridentifikasi tiga aktivitas perikanan merusak yaitu penangkapan ikan menggunakan bom/bahan peledak, penangkapan ikan menggunakan bahan beracun dan aktivitas penambangan karang. Empat strategi pengendalian direkomendasikan sebagai upaya mereduksi aktivitas perikanan merusak di perairan Teluk Sawai ke depannya.  Kata Kunci: perikanan merusak, penangkapan ikan, ikan karang, strategi pengendalian, Teluk Sawai

Reef fish in Spelman strait, Indonesia, is one of the fishery resources of considerable economic value. Unfortunately, there is still the use of unfriendly resources equipment (destructive fishing) that cause potential social problems. In this study, all components of the EAFM (Ecosystem Approach to Fisheries Management) composed of 6 domains, namely (1) fish stocks, (2) environment and ecosystem, (3) fishing techniques, (4) culture, (5) social, and (6) institutional are analyzed combining with MDS (Multidimensional Scaling).  The main aim of this research is to find out the root solution for managing coral reefs in the coastal waters of Spelman Strait.  The sustainability status review in the fishery resource domain, the environment and ecosystem domain, the fishery technique domain, the social domain, and the economic domain were respectively were 87.69, 88.17, 51.22, 51.61, and 72.67 which were in the category sustainable. Meanwhile, the sustainability status review in the institutional domain was 42.15, which was in the category of less sustainable. Institutions are the primary base for reef fishery protection in the Spelman Strait.

ABSTRACTOctopus production data show that catch in Banggai Laut waters is decreasing.  In addition, some destructive or illegal fishing gear such as spears, bombs and poisons are still used to catch octopus.  Given this alarming situation,  this study is intended to assess the sustainability status of octopus fishery in Banggai Laut Regency by means of the Ecosystem Approach Fisheries Management (EAFM) indicator.  Octopus catch data incorporating species and amount of catch, number of fishing efforts, mantle size, weight, fishing ground, and the type of protected species are obtained through direct observation on handline fishing and interviews with fishermen. Furthermore, the same method was applied to collect fishing techniques data including fishing efforts, fleet size, crew certification and data on illegal fishing practices.  The result shows that the status of octopus resource and the domain of fishing technique in Banggai Laut Regency is in the medium category with a value of 63.33 and 68.75 respectively. Accordingly, the sustainability level of octopus fisheries is in the moderate category with a value of 66.04.  Fisheries management related to the fishing practice that is targeting undersize octopus and exceeding the annual quota require further investigation in order to maintain the sustainability level of octopus fisheries.Keywords: Banggai Laut Regency, EAFM, octopus, sustainability levelABSTRAKInformasi tentang produksi menunjukkan bahwa hasil tangkapan gurita di perairan Banggai Laut cenderung menurun. Selain itu, penangkapan gurita masih ada yang menggunakan alat tangkap yang destruktif atau illegal seperti tombak, bom dan racun. Hal ini sangat mengkhawatirkan keberlanjutan sumberdaya gurita.  Penelitian ini bertujuan untuk mengevaluasi status atau tingkat keberlanjutan perikanan gurita di Kabupaten Banggai Laut. Kondisi keberlanjutan perikanan gurita di Kabupaten Banggai Laut dianalisis menggunakan indikator Ecosystem Approach Fisheries Management (EAFM).  Data sumberdaya gurita diperoleh melalui pengamatan langsung dalam kaitannya dengan pancing ulur dan wawancara yang meliputi jenis dan jumlah produksi hasil tangkapan pancing ulur, upaya penangkapan, ukuran panjang mantel gurita, bobot gurita, spot daerah penangkapan gurita dan spesies yang dilindungi. Data teknik penangkapan ikan diperoleh melalui wawancara, survey dan observasi data yang meliputi data upaya penangkapan, jumlah armada penangkapan pancing ulur, sertifikasi awak kapal perikanan dan pelanggaran operasi penangkapan pancing ulur. Domain sumberdaya gurita di Kabupaten Banggai Laut termasuk dalam kategori sedang dengan nilai 63,33. Domain teknik penangkapan termasuk kategori sedang dengan nilai 68,75. Tingkat keberlanjutan perikanan gurita secara keseluruhan termasuk kategori sedang dengan nilai 66,04. Pengelolaan terkait penangkapan gurita yang berukuran tidak layak tangkap dan membatasi hasil tangkapan maksimal yang boleh ditangkap per tahun perlu dilakukan untuk menjaga tingkat keberlanjutan perikanan gurita.Kata kunci:  Kabupaten Binggai Laut, EAFM, gurita, keberlanjutan

<p>Perairan Lubuk Lampam merupakan salah satu kawasan lelang lebak lebung yang saat ini masih dikelola oleh masyarakat dan berperan penting sebagai mata pencaharian. Lubuk Lampam memiliki luas + 1.200 ha dan terdiri dari 4 tipe sub ekosistem paparan banjiran antara lain hutan<br />rawang, lebak kumpai, lebung dan sungai utama. Seperti daerah lainnya di OKI, perairan Lubuk Lampam saat ini juga mengalami tekanan yang besar akibat akitifitas manusia seperti penangkapan yang berlebih dan alih fungsi lahan untuk perkebunan. Saat ini produksi perikanan di Lubuk Lampam mengalami penurunan yang sangat drastis dari 93 ton pada tahun 1997 menjadi 12 ton tahun 2012. Penelitian ini menggunakan data primer dan wawancara langsung dengan nelayan dan selanjutnya dianalisa secara deskriptif. Keanekaragaman dan komposisi jenis ikan juga mengalami perubahan dari waktu ke waktu, tahun 1992 jumlah jenis ikan sebanyak 63 jenis dan tahun 2008 sebanyak 48 jenis, sedangkan tahun 2013 meningkat menjadi 63 jenis. Beberapa ancaman yang dapat merusak sumber daya ikan antara lain, i) alih fungsi lahan untuk perkebunan kelapa sawit, ii) penggunaan alat tangkap yang tidak ramah lingkungan, iii) kurang memperhatikan waktu penangkapan dan iv) penggunaan pestisida. Untuk menjamin keberlanjutan sumber daya perikanan dimasa mendatang diperlukan langkah-langkah pengelolaan sebagai berikut: 1) rehabilitasi habitat Lubuk Lampam yang meliputi hutan rawang, lebak kumpai dan lebung-lebung, 2) Penetapan waktu dan lokasi penangkapan, 3) pengaturan jenis alat tangkap yang diperbolehkan, 4) rehabilitasi kawasan reservat Lebung Proyek, Suak Buayo dan Kapak Hulu dan 5) menerapkan Peraturan Daerah (PERDA) Ogan Komering Ilir (OKI) No. 9/2008 tentang Pengelolaan Lebak, Lebung, dan Sungai.</p><p>Lubuk Lampam floodplain is one of the lebak lebung auction region has been managed by local community and plays an important role as a livelihood. Lubuk Lampam has an area of 1.200 ha and consist four type of sub ecosystem such as wet forest (rawang), swampy area (lebak kumpai), deep pool (lebung), main river (sungai utama). As with other areas in Ogan Komering Ilir, Lubuk Lampam area is experiencing great pressure due to human activity such as over fishing and land convertion to<br />be palm oil plantation. Current fishery production in Lubuk Lampam decreased drastically from 93 tons (1997) to 12 tons (2012). This study used primary data and direct interviews with fishermen and subsequently analyzed descriptively. Diversity and species composition also changed over time. The number of species was 63 species in 1992 then decreased 48 species in 2008, while in 2013, increased to be 63 species. Some threats that can damage fish resources, such as i) land conversion for oil palm plantations, ii) destructive fishing, iii) lack of attention to the time of fishing and iv) utilizing pesticides. To ensure the future sustainability of fisheries management are required as follows: 1) habitat rehabilitation of Lubuk Lampam covering wet forest, swampy area, deep pool and main river, 2) Determination of the time and location of fishing, 3) arrangement the type of fishing gear is allowed, 4) rehabilitation of Lebung proyek reserves, Suak Buayo and Kapak Hulu and 5) implementing of local regulation of Ogan Komering Ilir (OKI) No. 9/2008 about the Management of Lebak, Lebung, and river.</p>

The local government law regulated the management of 0 – 12 miles waters carried out by the province so that fishermen can operate their fishing gear without differentiating districts. Catch fishing was not limited to one kind of fishing gear and it caused the increasing of fishing capacity. The limited area of fishing with the distance of 2 miles from coast can caused fisheries utilization resources was not balanced. Therefore this study needed to be conducted to assess the status of development of gillnet fishing activities in Dumai waters. Data was collected by conducting interviews in the form of: fishing units, selectivity, sustainability of function and size of fishing vessel with legal documents, and modification of fishing gear. The data results based on 5 fishing technical aspects explained that the fishing utilization of gillnet still could be developed. However, the data of fishing vessel documents have to be well recorded according to the reality so that government could develop the responsible fishing activities.
