RESUMENLa universidad ecuatoriana, en los últimos seis años, a partir de la aprobación en el año 2010 de la Ley Orgánica de Educación Superior, ha sido expuesta a nuevos retos y desafíos que comprometen a cada uno de los tejidos institucionales participantes en su gestión. Este artículo analiza siete de esos retos en el marco de la ley, de la reflexión epistemológica y las metas que se le plantean como sistema sustancial en el cambio de la matriz cognitiva, productiva y de servicio del país. Los resultados son reflexiones propias de actores del sistema educativo superior que se desenvuelven en diferentes planos de intervención, quienes proponen acciones inmediatas y mediatas para alcanzar una Universidad adaptable a la Era de la Complejidad.Palabras clave: Sistema de Educación Superior, Era de la Complejidad, Ley Orgánica de Educación Superior. Challenges of Higher Education System in Ecuador for the Age of ComplexityABSTRACTIn the last six years since the adoption of the Law on Higher Education in 2010, the Ecuadorian university has been exposed to new challenges compromising every institution participating in its management. This article analyzes seven of those challenges within the Law framework, the epistemological reflection and the goals presented as substantial in changing the cognitive, productive and service matrix in the country. El trabajo tiene como objetivo presentar la experiencia de implementación de la inclusión de personas con discapacidad auditiva en la Educación Superior en Paraguay, en tres universidades, dos públicas y una privada: Universidad Nacional de Asunción (UNA), Facultad de Filosofía; Universidad Nacional del Este (UNE), Facultad de Filosofía y Universidad Columbia del Paraguay. Este trabajo se complementa con entrevistas a algunos responsables de las instituciones de referencia. La experiencia se lleva a cabo en la carrera de Ciencias de la Educación en las universidades de Asunción y Ciudad del Este y en un módulo de la carrera de Diseño Gráfico en la Universidad Columbia, ubicada igualmente en la ciudad de Asunción. En todos los casos se realizan ajustes metodológicos que eliminen barreras y favorezcan la inclusión, contando para ello con intérpretes en lengua de señas. La experiencia se considera altamente positiva, si bien se constata la necesidad de contar con mayor formación del profesorado, con formación específica de los intérpretes en razón de la materia a interpretar, con incremento en la dotación de recursos tecnológicos y con material específico para un aprendizaje de calidad.

Argentina: FCE. 139 pp.En el texto reseñado se explora cómo ha sido el tránsito de la universidad argentina, desde el corte tradicionalista heredero del gesto napoleónico, hasta la actual universidad, inmersa en una sociedad globalizada, como lo es hoy la sociedad argentina y el resto de América Latina. Se pretende realizar un análisis endógeno –considerando al Sistema de Educación Superior en Argentina– y exógeno –del valor social de la Educación Superior– de dicho tránsito, y para ello se procede con un análisis del valor social que la Educación Universitaria ha tenido. De esta forma, se aborda de manera científica el estado actual del Sistema de Educación Superior en Argentina, atendiendo diferentes miradas: el contexto en que se enmarca la universidad argentina, la reforma educativa, los jóvenes universitarios y su papel como “consumidores” del abanico de oportunidades de la oferta educativa.AbstractThe described text explores how the transition of the Argentinean university has developed from the traditional perspective inherited from the Napoleonic period to the present university, immersed in a globalized society like that of present-day Argentina and the rest of Latin America. We attempt to carry out an endogenous analysis, –considering the Higher Education System of Argentina–, and an exogenous one –of the social value of Higher Education– of said process; to this end, our analysis considers the social value of university education.Thus, we scientifically deal with the present state of the Higher Education System of Argentina, emphasizing different perspectives: the context of the Argentinean university, the educational reform, university youngsters and their role as “consumers” of the opportunities offered by the educational system.

La difusión del conocimiento generado en los diferentes procesos de investigación constituye una preocupación latente para la Universidad Ecuatoriana. Hacer frente a la realidad regional y global respecto a producción científica, parece un horizonte aún lejano de alcanzar. Esta perspectiva vista desde las estadísticas reportadas sobre el volumen de publicación de las diferentes Instituciones de Educación Superior en el país pone en alerta sobre la importancia de encontrar estrategias necesarias que permitan la generación de conocimiento a ser diseminado. Ecuador se ubica en el puesto 95 dentro del ranking de publicaciones registrado por Scimago Journal & Country Rank (SJR), con un total de 7942 publicaciones en el período 1996 - 2015 .   Cada vez aumenta la importancia académica y científica para realizar estudios sobre la situación socioeconómica que tienen los estudiantes y, su relación con variables como el rendimiento académico, cultura, deserción, tecnología, entre otras. En el caso específico del Ecuador, el sistema de educación superior afronta una serie de cambios que tratan de garantizar la calidad en la educación. Por esta razón, el presente estudio se realiza para describir los grupos socioeconómicos a los que pertenecen los estudiantes y docentes de la Universidad de la Fuerzas Armadas ESPE del Ecuador y, relacionar las variables socioeconómicas con la instrucción y ocupación del jefe de hogar. En el estudio se utiliza el coeficiente de fiabilidad Alfa de Cronbach, correlación de Pearson y tablas descriptivas, obtenidas mediante el tratamiento de datos en el paquete estadístico SPSS versión 23. Los resultados develan que la ocupación y formación del jefe de hogar en los grupos de estudiantes difieren del grupo de docentes, ya que, estos últimos presentan mayores rangos de instrucción, debido a su actividad laboral y, mejor nivel de ocupación. Finalmente, se plantea realizar un trabajo acerca del análisis de la situación socioeconómica de los docentes y estudiantes en una universidad privada.   Palabras clave: correlación; educación superior; estratos sociales; jefe de hogar; variables socioeconómicas.   Abstract Each time the academic and scientific importance to carry out studies on the socioeconomic situation that students have and, their relationship with variables such as academic performance, culture, alteration, technology, among others. In the specific case of Ecuador, the higher education system faces a number of changes that seek to ensure quality in education. For this reason, this study is carried out to describe the socioeconomic groups to which the students and teachers of the University of the ESPE Armed Forces of Ecuador belong and, relate the socioeconomic variables with the instruction and occupation of the head of household. The study uses Cronbach’s Alpha reliability coefficient, Pearson correlation and descriptive tables, obtained by processing data in the SPSS version 23 statistical package. The results reveal that the occupation and training of the head of household in the student groups differ from the group of teachers, since, the latter have higher levels of instruction, due to their work activity and, better level of occupation. Finally, it is planned to carry out work on the analysis of the socioeconomic situation of teachers and students at a private university.   Keywords: correlation; higher education; social strata; head of household; socioeconomic variables.

The goals of higher education are achieved through the activities of higher education institutions, which are, in accordance with their guaranteed autonomy, performed on a basis of their bylaws and general policies. The law determines which subjects have a public authority, which subjects are competent to adopt the relevant acts as well as the general range of issues regulated by these acts. The Constitution of Republic of Serbia guarantees that everyone has the right to higher education and, in that regard, the Law on Higher Education of Republic of Serbia regulates the system of higher education, conditions, and methods of performing higher education activities including the basics of its financing and other issues. Management bodies and professional bodies of higher education institutions are specialized in adopting one type of legal acts. In this way, it is enabled these acts, according to their nature or subject matter, to be adopted appropriately. Therefore, higher education institutions, pursuant to the Law on Higher Education, regulate the area of their activities by adopting statutes, regulations, rules of procedure, and other bylaws. The aim of this paper is to point out the legal nature of higher education institutions bylaws as well as their place in the hierarchy of the legal system, and, thus, in the higher education system of Republic of Serbia.

The  ongoing discussion about the future of the forestry education can be  considered as a part of    the present intensive discussion on the European Higher Education System.  Both the Sorbonne and the Bologna declarations are calling for the harmonisation of the higher education systems in Europe. The reality, however, is that the existing structures show an extreme complexity and    diversity of curricular and degree structures, due to major differences in  several key factors. Forestry education in Europe reflects quite well the features of the Higher Education in Europe.    Curricula strongly differ, forestry as a science has thoroughly evolved  during the last decades,    foresters are faced to new challenges and the labour market offers other  opportunities. As a    result, there is both the need for harmonisation and for increased  mobility, meaning that there    are several reasons for changing forestry curricula. Fundamental changes in  the field of    profession and didactic requirements are major reasons to revise the  forestry curricula. The shift    from developing mainly the professional qualifications of the students to a  stronger emphasis on    the formation of the personal qualifications are considered as the main  general issue in the    changes of the forestry curricula.

Рассмотрены вопросы изменений в различных подсистемах общества под влиянием гигономики с возможными ответами на новые вызовы со стороны системы высшего образования с точки зрения формирования актуальных для гигономики компетенций у различных целевых групп. Предложены возможные пути совершенствования образовательных программ и программ дополнительного профессионального образования (ДПО) для обеспечения их целевой ориентации на формирование умений для гигономики. Научная новизна заключается в целенаправленном рассмотрении парадигмы гигономики с позиций компетенций участвующих в них субъектов, способов формирования и поддержания этих компетенций. Практическая значимость основных положений и выводов состоит в возможности их использования для модернизации образовательных программ и ФГОСов высшего образования, программ профессионального развития для методистов и администрации вузов. The article looks into changes observed in different societal subsystems that occur under the impact of the expanding gig-economy. Special accent is laid on possible responses to the new challenges on the part of the higher education system in the context of fostering skills relevant for the gig-economy and diverse involved target groups. Possible ways are proposed to enhance higher education programmes and professional development courses to gear them towards the needs of the gig-economy. The novelty is ensured by the targeted examination of the gig-economy paradigm from the perspective of competences of its actors and by the proposal of ways to form and support the relevance of these competences. The practical value is in the possibility to use the materials and conclusions of the article for the enhancement of higher education curricula and of the Federal Higher Education Standards, and professional; development courses for university methodologists and administrators.

Around the Millennium we experienced the worldwide development and the growing importance of the role of higher education played in the social and economic development. A few years later, however, a crisis appeared in the situation of higher education (Kadocsa, 2002). The Hungarian higher education system faces the perspective of serious changes in its fundamental principals – such as its main activities and the economical ways which are used to finance these activities – even if only parts of the new educational scheme come into effect. Considering this fundamental activity aspect of the issue, there are new challenges which make necessary to rethink the role and aim of higher education and to define the new tasks needed in connection with education, research and other services. Hungarian Education needs to be renewed and improved to avoid a completebreak away; therefore, future priorities and tasks in order to fulfill these priorities need to be defined (Vincze and Harsányi, 2011). The new conception seems to be based on restrictions of the budget as it is experienced recently: a new structure available for a smaller part of society with a restricted budget has been under development. However, not even a battle, let alone a war can be won without money, horses and arms. The recent financial restrictions as well as the parts of the Széll Kálmán plan concerning education prove that serious amounts of governmental funds is taken away from education. The international improvement tendencies contradict to basically all of these Hungarian priorities.All in all, no reform or change – no matter how much wanted – can be achieved without appropriate funds.

The higher education system plays a critical role in supporting the transition towards a circular economy (CE). It helps create business leaders and policymakers having appropriate skills, competences, and consciousness referring to the CE challenges. Nevertheless, few studies have specifically investigated how the higher education system is addressing the CE, how the current academic offering is integrating the CE principles, and which skills and competences are currently provided. This paper overcomes these limitations by investigating the current offering of the higher education for the CE in Italy. We analyze the academic programs, courses, and modules at different levels of 49 Italian universities and, by means of a detailed classification of the learning outcomes, provide a clear picture of the knowledge, skills, and competences offered by the CE education. We finally discuss implications of our findings concerning the development of CE education and CE jobs.
