In the transition period to the market economy, the currency, the bank, the credit, play an important role in the national economy. Known since the time of Hamurabi, the credit has expanded, experiencing a growth in Moldavia as well, along with the growth of commercial activity, represented by loans, credit transaction, the apparition of credit title based mortgaged, but especially after 1834, when the birth of a credit institution was planned, in the form of action based anonymus societies.

Las reformas legislativas que han afectado en los últimos tiempos a la organización y el funcionamiento del sistema financiero español han tenido una especial repercusión en el ámbito de las cajas de ahorros. La tramitación parlamentaria de la Ley 44/2002, de 22 de noviembre, de Medidas de Reforma del Sistema Fianciero, reavivó el debate sobre su régimen jurídico y la necesidad de acotar la intervención pública en su seno. Ahonda en ello la Ley 26/2003 , de 17 de julio, de Transparencia, que extiende al ámbito de las cajas la preocupación por el corporate governance. Ambas normas responden a la necesidad de dar respuesta a algunos de los problemas más inmediatos a que se enfrentan estas entidades, si bien adolecen de un defecto fundamental por cuanto no abordan de forma exhaustiva la regulación de la institución. Se perpetúa así la trayectoria tradicional de "parcheo" del régimen jurídico aplicable a las mismas, evitando entrar en la cuestión esencial de la definición de su naturaleza jurídica y abocando a las cajas, en consecuencia, al díficil reto de acompasar su vocación social tradicional a las nuevas exigencias legales en pro de una mayor eficiencia, racionalidad y neutralidad de su acitividad económica.<br /><br />Recent legal changes pertaining to the organization and performance of the Spanish financial system have had significant repercussions on the savings banks sector. The law on financial market reform passed in 2002, Ley Financiera, raised once again the debate on their legal situation and the urge to cut down public influence on their management. The 2003 Transparency Law, Ley de Transparencia, follows this reform and extends corporate governance to Spanish savings banks. Both Laws seek to confront some of the most important issues raised by these credit institutions, but they also share the flaw of not regulating its legal framework and status completely. They continue, therefore, to add "patches" to the savings banks legislation, challenging these institutions to combine its function as a credit institution in a market economy and its position as a social foundation

The article is devoted to the substantiation of methodological approaches to the identification and assessment of long-term socially significant effects of state programs of the Russian Federation. In this regard, the domestic methodology and practice of developing and evaluating the effectiveness of state programs of the Russian Federation are subjected to critical analysis. It is stated that in the adopted model of assessing efficiency («as is»), socially significant effects of government programs are assessed indirectly through the program outcomes and indicators, and such an approach significantly reduces the completeness and reliability of the estimates obtained. The proposed model for assessing «how it should be», based on the implementation of the principles, procedures and tools used in the best foreign practice for assessing the effects of state programs, will increase the level of substantiation of the contribution of state programs of the Russian Federation to the socio-economic development of the country, individual industries and spheres of the national economy, human capital. Among the innovations are: differentiation of the concepts of «efficiency» and «effectiveness» of the state program; identification of the entire spectrum of effects (including external and negative) generated by program activities; assessment of the social and economic effects of government programs as additional benefits of the national economy, its individual sectors and spheres, the population in comparison with the so-called «status quo» scenario. During the transition period, it is proposed to use a number of analytical procedures to assess the effects of government programs of the Russian Federation based on the available information and currently adopted methods for their development and effectiveness assessment (on the example of several government programs).

Engineering cost index is one of the core tools to reflect the change of supply and demand in construction market and the level of productivity development. This paper comprehensively analyzes the actuality of compilation and application of engineering cost index from some representative provinces and cities in China, and systematically introduces and contrasts the application of engineering cost index in developed and developing countries or regions, providing reference for the engineering cost index during the transition to market economy in our country in the transition period, making it the edge tool to control engineering cost in a reasonable way.

This book will not only be beneficial to experts in the judicial system and lawyers, but also to all those interested in addressing the questions of whether and how disputed claims can be asserted. As a consequence, the judicial system and business are uncomfortable bedfellows. Calculable commercial activity requires not only a clear legal situation, but also its predictable implementation. Guaranteeing this is one of the essential tasks of the state judicial system. This study examines the role of the judicial system in economic activity. It reveals the tense relationship between fast and appropriate legal protection, analyses the tasks of the legislative and the judicature, and seeks ways of improving them, dealing in detail with alternative ways of resolving disputes and how they rival forms of state legal protection. Finally, in line with its focus on economics, it also examines the significance of the costs of seeking justice.

Commercial strategy ensures the industrial company's competitiveness in the globalised market economy and is the main focus of this chapter. Commercial activity enables the industrial companies to sell their products and therefore recover their resources used to achieve the production. In this context, the logistics of the company's industrial activity has an important role. In terms of the strategic management theory, the following issues are dealt with in this chapter: involvement of logistics in companies' commercial relations; impact of logistics in organising the manufacturers-distributors-customers relations; logistics – pilot of distribution networks; improvement of service quality at the customer – consequence of logistics; defining the commercial logistics system; designing and planning the commercial logistics system; means to monitor companies' sales; system for monitoring the performances of companies' commercial activities; logistics – commercial strategies relations. All these forms of logistics contribute to preparing a commercial strategy of the efficient company.
