This book documents in a comprehensive manner the 'twists and turns' in India's industrial policy and strongly suggests the need for a re-orientation of this policy to overcome the weaknesses in the industrial structure and to utilize the sources of its strength. The author has had a distinguished career in the Indian Economic Service and brings this experience to bear on his analysis of the evolution of industrial policy in India. In India, the primary objective of planned development has been the creation of a technologically mature society capable of sustaining a process of self-propelled growth without extreme concentration of wealth in a few hands. It is rightly pointed out in the book that this objective is possible only in the context of rapid growth, which is the ultimate test of industrial policy. The book traces the origins of India's industrial policy and analyses its evolution during the past thirty years, showing how there has been an increasing gap between the objectives of this policy and the performance of the industrial sector.

Cities are the main contributors of anthropogenic greenhouse gases (GHGs) emissions. Comprehensive countermeasures are needed in cities to mitigate GHGs emissions. The aim of this paper is to study the results that Shanghai achieved in carbon mitigation by comprehensive green measures. It demonstrated that Shanghai has made significant progress in carbon emission reduction through technological innovation, industrial structure adjustment, and energy efficiency improvement in recent years. The results showed that Shanghais energy related CO2 intensity reduced to 1.14 t/104 yuan in 2010, owing to adjustments in energy structure and industry structure. It also showed that Shanghai had made abundant reduction in carbon emissions in the past few years. 9.2 million tons of CO2 reductions were obtained in industry, transportation, and building in the city level. Among them, reductions in industrial sector and transportation were the major contributors. Further efforts should be taken to realize a low carbon future.

AbstractRussia's forests played a crucial role in the industrialization drive that Minister of Finance Sergei Witte led beginning in 1892. While most histories of Imperial Russian industrialization understandably concentrate on heavy industry, railroads, and coal, the main focii of Witte's industrial policy and rhetoric,1 this essay argues that forests contributed crucial sources of income and industrial fuel for Witte's campaign while providing the material for the expansion of a distinct forest industrial sector. The forest income of the Ministry of State Domains became a growing source of revenue for a government that needed all the money it could get as it financed railroad construction to propel heavy industry through a period of rapid growth. Forests also provided charcoal and fuel wood for industrial and non-industrial consumption throughout the 1890s. Wood provided all or most of the fuel for Urals metallurgy, the textile industry, still Russia's largest, and a growing forest industrial sector. Forests even helped satisfy the fuel demands of the showcase areas of rapid industrialization, the railroads and southern metallurgy. This essay demonstrates that the rate at which timber was being felled outstripped forest exports and population growth. It argues that industrial consumption of wood fuel, including charcoal, spurred the development of a timber industry which was to remain in place to satisfy the steep increase in forest exports during the second industrialization spurt before 1914. Forests' importance to Russia's industrialization should not be ignored.

The paper deals with the past, current and future situation in Russian capital outflow and inflow. The specific features of the past situation (2001-2013) were as follows: big scale of Russian participation in international capital movement; turnover of national capital between Russia and offshores; stable surplus of capital outflow over inflow; inadequacy of industrial structure of capital inflow to Russian needs. The current situation is characterized by such new features as radical cut in volumes of capital outflow and inflow, some decrease in its level of offshorization. In the mid-term the probability of continuation of current trends is high. In the long-term the mode of Russian participation in international capital movement will prima facie depend on prospects of realization of systematic reforms in the Russian economy.

The article analyzes the main indicators of the evolution of the domestic economy and its industrial complex in the past year (in January — November 2019). It Identifies trends in this evolution, including negative trends that determine the preservation of reproductive threats in 2020: sluggishness, instability and low quality of economic growth. The main reasons for the fact that the objective resource capabilities of the macro level were clearly not used enough to effectively solve the urgent problems of technological modernization of the economy and increase people’s welfare are established. The main reason is the poor quality of public administration, including imperfect strategic planning and industrial policy; there is still no modern national innovation system in the country. Accordingly, recommendations for improving the quality of state regulation in its specified components are justified. The recommended measures, according to the author, will help the economy to move to a trajectory of rapid, sustainable and high-quality growth.

Superior technology and management skills of transnational corporations (TNCs) can bring significant benefits to EDEs. However, they cannot be expected to pass willingly the competencies that bring them competitive advantages or act with a developmental perspective and help build potentially efficient local industries. Their contribution to industrialization and development depends very much on deliberate policies of host countries. Lessons from experience suggest that successful examples are found not among EDEs that attracted more FDI, but among those which used it effectively in the context of national industrial policy. However, the past two decades have seen a rapid erosion of policy space in EDEs as a result of bilateral investment treaties signed with more advanced economies, allowing significant leverage to international investors. There is a strong case for renegotiating or terminating them since they greatly compromise the ability of EDEs to benefit from FDI for industrialization and development.

At the 2nd Medicago meeting (a satellite of the 1999 IS-MPMI meeting in Amsterdam), investigators perceived a need for standardization of genetic nomenclature in Medicago truncatula, due to the rapid growth of research on this species in the past few years. Establishment of such standards grew out of discussions begun at this meeting and continued electronically throughout the M. truncatula community. The proposed standards presented here are the consensus results of those discussions. In addition to standards for gene nomenclature, a method for community governance and a website for cataloging gene names and submitting new ones are presented. The purpose of implementing these guidelines is to help maintain consistency in the literature, to avoid redundancy, to contribute to the accuracy of databases, and, in general, to aid the international collaborations that have made M. truncatula a model system for legume biology.

Purpose The purpose of this study is to reflect a growing trend toward the introduction of new research journals in India. The study focuses on the number of journals introduced in India during the past decade, namely, for the period 2005-2014. Some of the key aspects analyzed include year-wise distribution of journals introduced, cumulative and annual corresponding growth of newly introduced journals, publishing form of journals, namely, online, print and hybrid. Some other aspects studied include distribution of journals on the basis of language, periodicity, state, etc. for both online and print journals. Design/methodology/approach To undertake the present study, data were retrieved from the official website of the National Science Library, New Delhi, and the analysis is based on the number of ISSN numbers issued by the National Science Library New Delhi during the period of study. Findings A total of 15,631 research journals were introduced in India from 2005 through 2014. Compared to 4,954 (31.69 per cent) online journals, 10,614 (67.90 per cent) print journals were introduced in India during the past decade, depicting print as the larger medium of journal publishing in India. During the period of study, research journals in India grew annually at 31.44 per cent. New Delhi, Maharashtra and Uttar Pradesh emerged as the three leading research journal publishing states of the country, while 82.86 per cent journals are published in English language and a maximum 32.52 per cent journals are published on a quarterly basis. Originality/value The study is first of its kind undertaken in India.

Abstract Primary Subject area Emergency Medicine - Paediatric Background Unlike the lung ultrasound (LU) findings of pneumonia, bronchiolitis, pleural effusions and pneumothorax, which have all been well described, the sonographic pattern of asthma remains unclear. Previous pediatric studies have shown that pediatric patients with acute asthma exacerbations had positive LU findings. It is also unclear whether these findings were the result of acute infections associated with the exacerbation or if the findings would be present at baseline, outside an exacerbation in an asthmatic patient. Objectives The primary objective of this study is to characterize lung ultrasound (LU) findings in stable asthma pediatric patients presenting in a tertiary care asthma or respiratory clinic. Design/Methods Eligible patients >6 years of age, underwent a LU by the study sonographer between December 19, 2017 to June 25, 2019, during their regular follow up visit at the pulmonology clinic or scheduled pulmonary function test. Patients were defined as asthmatic if they had a positive methacholine challenge test (MCT) or spirometry at the day of the visit or in the past. Patients were excluded if they had an upper respiratory tract infection in the past 4 weeks, or had any other known pulmonary diseases. Baseline demographic and asthma severity (ISAAC score, ACQ-7) questionnaires were filled out by the patients, following which they underwent a LU by a novice sonographer using a 6-zone protocol. A blinded expert sonographer interpreted the images offline. A positive LU was defined as presence of more than 3 B-lines, consolidation (<1cm or >1cm), absent lung slide, and/or presence of pleural fluid. Results Fifty-two patients were enrolled in the study and 19.2% (CI 8.31-30.15) of the asthma patients had positive LU findings. The positive LU findings were diverse including B-lines (80%), small consolidation (80%), pleural line anomalies (10%). Positive LU findings were not correlated to any demographic value. Conclusion In our study, 19.2% of asthma patients at baseline have a positive LU. Lung consolidations larger than 1 cm were rarely seen. There were no significant differences between demographic data in asthmatic patients with positive compared to those with negative LUS. This positive LU scan rate is in keeping with a prior study on LU in pediatrics.
