In the rapid development of science and technology, the Internet has been widely used in the daily life and work of people, which has greatly changed the way people live and work. At this stage, people regard the Internet as the main way to obtain news information, and they have supervised the news contents [1]. Based on this, the article expounds the relevant content of network public opinion, analyzes the role of network public opinion in the public management of Chinese government, and studies the influence of public opinion on the public management of Chinese government.

The real-time and dissemination characteristics of network information make net-mediated public opinion become more and more important food safety early warning resources, but the data of petabyte (PB) scale growth also bring great difficulties to the research and judgment of network public opinion, especially how to extract the event role of network public opinion from these data and analyze the sentiment tendency of public opinion comment. First, this article takes the public opinion of food safety network as the research point, and a BLSTM-CRF model for automatically marking the role of event is proposed by combining BLSTM and conditional random field organically. Second, the Attention mechanism based on vocabulary in the field of food safety is introduced, the distance-related sequence semantic features are extracted by BLSTM, and the emotional classification of sequence semantic features is realized by using CNN. A kind of Att-BLSTM-CNN model for the analysis of public opinion and emotional tendency in the field of food safety is proposed. Finally, based on the time series, this article combines the role extraction of food safety events and the analysis of emotional tendency and constructs a net-mediated public opinion early warning model in the field of food safety according to the heat of the event and the emotional intensity of the public to food safety public opinion events.

Internet public opinion is an influential and tendentious opinion or speech expressed by the public on the Internet to a certain focus, which has formed a powerful force of public opinion. Internet public opinion has become a concentrated reflection of public opinion, opening up another channel to truly reflect public opinion, and effectively promoting the supervision of government officials and their decisions. In view of the strong emotional weakness of the current network public opinion, we can train forum opinion leaders to guide the public opinion with affinity and consideration, and select and enlarge the network public opinion by connecting the traditional media.

Contemporary communicative platforms welcome and accelerate a socio-anthropological mutation in which public opinion (Habermas, 1995) based on rational individuals and alphabetic culture gives way to a public emotion whose emotion, empathy and sociality are the bases, where it is no longer the reason that directs the senses but the senses that begin to think. The public spheres that are elaborated in this way can only be disjunctive (Appadurai, 2001), since they are motivated by the desire to transgress the identity, political and social boundaries where they have been elevated and restricted. Education is a key area, the results of which play an important role in the development of each society. The role of education focused on the inclusion of children into school groups, to prepare students to enter the labour market or continue their studies in the context of tertiary education is a sufficient argument to enable beginning to look for answers and possible solutions to the difficult question of the quality of schools. Constant pressure from the public forces them to monitor and improve the provision of public services, and continually enhance their own performance in order to achieve long-term existential security. These facts consequently require a comprehensive measurement of their performance. This opens up opportunities for applying the concept of Value For Money based on the principles of New Public Management. The purpose of the scientific study is to show the potential uses of Value for Money on the example of education. The suggestion of methodology of VFM to measure the performance in education presented in this study shows possibilities to measure, evaluate, monitor and achieve necessary and especially relevant information about the situation of education and subsequent decision-making not only for public forces, but also, it can be the suitable tool for public grammar schools themselves. The topic of development and involvement of marketing instruments in business is relevant nowadays. In the era of the Internet, social networks and open information space, it is extremely important for companies and organizations to learn and implement new marketing instruments in order to utilize and fill the communication channels used by modern human in everyday life. Most marketing instruments, applied by the business environment before 2014–2016, are already becoming irrelevant due to the lack of feedback from the younger generation. From the off-line format, the interaction of business – buyer is increasingly moving to the on-line format. Thanks to the rapid development of digitalization in recent years, enterprises have received new channels of communication with their target audience, and, accordingly, new channels of communication and marketing instruments, which are covered in the publication. The article is aimed at theoretical studying the latest marketing instruments and analyzing their introduction into the creative industries of the city of Kharkiv. The latest marketing instruments are analyzed, examples of their use in the modern business environment of Ukraine are provided. Their adaptability is considered and recommendations for their use in commercial structures are made. Systematized and allocated are purely new marketing instruments used by business in the 21st century. The efficiency of their introduction into the activities of companies and organizations is substantiated and proved on specific examples. In addition, special attention is paid to the extended presentation of their use and disclosure of the essence on the example of the public organization «Kharkiv IT Cluster».

Regional development agencies (RDAs) are governance-based institutions that aim to help a specific region to socioeconomically develop by ensuring cooperation among the public sector, the private sector, and nongovernmental organizations within that specific geographical region. In Turkey, which was not able to eliminate the regional differences via centralized policies, development agencies (DAs) were established as “the new-type organizations of public management” in the early 2000s. Taking part in regional development that is a vital area and not having a usual organization have increased the expectations from these agencies. Today, there is a great pressure on DAs concerning their accountability. The best way to understand the level of accountability of DAs that have an approximately 10-year history is to analyze the annual reports they have to announce to the public. This chapter carries out a content analysis on disclosure items in the annual reports of 25 DAs in Turkey and examines their level of accountability to their stakeholders.

This article examines some of the challenges faced by local government during the development and implementation of a relatively new area of e-democratic innovation in Australia: e-consultation. E-consultation is seen as a valuable way through which a two-way relationship can be developed and enhanced between citizens and elected representatives. It involves the use of information and communications technologies (ICTs), such as the Internet, to extend and/or enhance political democracy through access to information, and to facilitate participation in democratic communities, processes, and institutions. Drawing on a case study of the Darebin eForum in Victoria, Australia, this article focuses on the role of public servants as moderators of this local form of e-consultation. The discussion has three parts: online policy consultation is defined within the context of e-democracy; some of the ways that e-consultation challenges the roles of the public service, elected representatives, and citizens are outlined; and the author then argues for an e-consultation strategy that is situated within a continuum of citizen engagement that is ongoing, deliberative, educative, and inclusive.

An overview of research on suicide and the internet, as well as the practical applications of online interventions in suicide prevention efforts is given. The text presents how much material about suicide is available online and what are the contents, with a special focus on pro-suicide and harmful online material and communication, and how people at risk of suicide use the internet. The topic of advantages and dangers of suicide-related material available on social media platforms will be covered. The range and effectiveness of online and web-based crisis interventions are discussed, along with support available online for people bereaved by suicide. The text also presents existing efforts on regulation and legislation in relation to suicide-related websites and content.

This chapter examines the relevance of media and public opinion to our understanding of foreign policy and international politics. It first considers whether public opinion influences foreign policy formulation, as argued by the pluralist model, or whether the public are politically impotent, as argued by the elite model. It then explores whether the media can influence foreign policy formulation, as argued by the pluralist model, or whether the media are fundamentally subservient to the foreign policy process, as argued by the elite model. It also integrates these competing arguments with theoretical frames used in the study of international relations: namely, realism, liberalism, and critical approaches (including constructivism and post-structuralism). The chapter concludes by discussing contemporary debates concerning organized persuasive communication and the ‘war on terror’.
