Regional tax is a tax set by the regional government with regional regulations, the collection of which is carried out by the regional government and the subsequent results are used to finance the expenditure of regional governments in implementing governance and development in the region. Poor knowledge and understanding of taxes received by the community in paying taxes. The quality of good tax knowledge will greatly affect the smooth running of taxpayers in fulfilling their tax obligations. In this study, the method used in measuring the free or not of taxpayers in Simalungun District uses the method of using Naive Bayes. The parameters used are Modernization of Tax Administration System, Taxation Information Session, Taxation of Awareness, Tax Sanctions, Taxpayer Compliance. The data used in this study provides questionnaires to people who have a type of business in Simalungun District specifically in Java. It is expected that the results of this study can help the government specifically the Regional Revenue Service to understand the understanding and responsibility of the community in fulfilling their tax obligations.

ABSTRACT   Banana fruit is a commodity that contributes a great value to both national and international fruit production achievement. The government through the National Standardization Agency establishes standards to maintain the quality of bananas. The purpose of this Project is to classify the stages of maturity of Ambon banana base on the color index using Naïve Bayes method in accordance with the regulations of SNI 7422:2009. Naive Bayes is used as a method in the classification process by comparing the probability values generated from the variable value of each model to determine the stage of Ambon banana maturity. The data used is the primary data image of 105 pieces of Ambon banana. By using 3 models which consists of different variables obtained the same greatest average accuracy by using the 2nd model which has 9 variable values (r, g, b, v, * a, * b, entropy, energy, and homogeneity) and the 3rd model has 7 variable values (r, g, b, v , * a, entropy and homogeneity) that is 90.48%.   Keywords: banana maturity, classification, image processing     ABSTRAK   Buah pisang merupakan komoditas yang memberikan kontribusi besar terhadap angka produksi buah nasional maupun internasional. Pemerintah melalui Badan Standarisasi Nasional menetapkan standar untuk buah pisang, menjaga mutu  buah pisang. Tujuan dari penelitian ini adalah klasifikasi tahapan kematangan dari buah pisang ambon berdasarkan indeks warna menggunakan metode Naïve Bayes  sesuai dengan SNI 7422:2009. Naive bayes digunakan sebagai metode dalam proses pengklasifikasian dengan cara membandingkan nilai probabilitas yang dihasilkan dari nilai variabel penduga setiap model untuk menentukan tahap kematangan pisang ambon. Data yang digunakan adalah data primer citra pisang ambon sebanyak 105. Dengan menggunakan 3 buah model yang terdiri dari variabel penduga yang berbeda didapatkan akurasi rata-rata terbesar yang sama yaitu dengan menggunakan model ke-2 yang mempunyai 9 nilai variabel (r, g, b, v, *a, *b, entropi, energi, dan homogenitas) dan model ke-3 yang mempunyai 7 nilai variabel (r, g, b, v, *a, entropi dan homogenitas) yaitu sebesar 90.48%.   Kata Kunci : kematangan pisang,  klasifikasi, pengolahan citra

The purpose of this study is to analyze whether students concentrate or not on the teaching and learning process at Pematangsiantar Park in SMP. To determine the concentration of students in the teaching and learning process, the Naive Bayes classification of data mining methods is used. Sources of research data were obtained using a questionnaire distributed to Pematangsiantar Park Middle School. So hopefully this research can help the government and the school in monitoring the concentration of students so that it can help in improving the quality and quality of schools. Based on that research that has been done,the writer uses the Naïve Bayes Method to predict student concentration resulting in a value of 95.31%, while the predicition of lack of concentration results in a value of 100.00%

A year into the COVID-19 pandemic and one of the longest recorded lockdowns in the world, the Philippines received its first delivery of COVID-19 vaccines on 1 March 2021 through WHO’s COVAX initiative. A month into inoculation of all frontline health professionals and other priority groups, the authors of this study gathered data on the sentiment of Filipinos regarding the Philippine government’s efforts using the social networking site Twitter. Natural language processing techniques were applied to understand the general sentiment, which can help the government in analyzing their response. The sentiments were annotated and trained using the Naïve Bayes model to classify English and Filipino language tweets into positive, neutral, and negative polarities through the RapidMiner data science software. The results yielded an 81.77% accuracy, which outweighs the accuracy of recent sentiment analysis studies using Twitter data from the Philippines.

The COVID-19 pandemic impact has affected all industries in Indonesia and even the world, including the tourism industry. Researchers have a role in researching to answer the needs of the tourism industry, especially in making tourism and business destination management programs and carrying out activities oriented to meet the needs of the tourism industry. Meanwhile, the government has a role in making policies, especially in the roadmap, for developing the tourism industry. This study aims to track trending topics in social media Instagram since COVID-19 hit. The results of trending topics will be classified by sentiment analysis using a Lexicon-based and Naive Bayes Classifier. Based on Instagram data taken since January 2020, it shows the five highest topics in the tourism sector, namely health protocols, hotels, homes, streets, and beaches. Of the five topics, sentiment analysis was carried out with the Lexicon-based and Naive Bayes classifier, showing that beaches get an incredibly positive sentiment, namely 80.87%, and hotels provide the highest negative sentiment 57.89%. The accuracy of the Confusion matrix's sentiment results shows that the accuracy, precision, and recall are 82.53%, 86.99%, and 83.43%, respectively.

The purpose of this study was to determine the effect of the application of a modern tax administration system, service quality, and taxpayer awareness on individual taxpayer compliance (WPOP). This research was conducted at KPP Pratama Denpasar Timur. The data analysis technique used is multiple linear regression. Based on the results of the analysis obtained a modern tax administration system, service quality, and awareness of taxpayers have a positive and significant effect on WPOP compliance. This shows that if the tax administration system is implemented well, it will tend to increase compliance with WPOP reporting. Service quality also has a positive effect on WPOP compliance, this proves that the better the quality of services provided will make the taxpayer more compliant in fulfilling his obligations. The canons of transaction theory requires taxation to rest on the principles of justice, certainty, comfort, and economics. However, as the government continues to demand for development finance and increasingly depend on tax revenues, the aforementioned principles have been neglected in taxation as can be empirically observed in the complaints, tax avoidance efforts, and tax revenue in Indonesia. The lower tax revenues of Indonesia compared with those of other countries indicate that the tax reforms implemented in the country from 1984 to date have produced sub-optimal results and require realignment. The reformation or modernization of a tax administration system aims to improve the effort or performance of tax collecting authorities. Such reformation may be conducted individually or by group to achieve more efficient, economical, and rapid outcomes. The modernization process focuses on organizational structure, procedure, strategy, and culture. In order for such modernization process to succeed, the tax structure must be simplified, appropriate reform strategies must be developed, and a strong political commitment to reforming the tax administration system must be ensured.

AbstractSuccess in Information Retrieval (IR) depends on many variables. Several interdisciplinary approaches try to improve the quality of the results obtained by an IR system. In this paper we propose a new way of using word sense disambiguation (WSD) in IR. The method we develop is based on Naïve Bayes classification and can be used both as a filtering and as a re-ranking technique. We show on the TREC ad-hoc collection that WSD is useful in the case of queries which are difficult due to sense ambiguity. Our interest regards improving the precision after 5, 10 and 30 retrieved documents (P@5, P@10, P@30), respectively, for such lowest precision queries.

The quality of students can be seen from the academic achievements, which are evidence of the efforts made by students. Student academic achievement is evaluated at the end of each semester to determine the learning outcomes that have been achieved. If a student cannot meet certain academic criteria that are stated by fulfilling the requirements to continue his studies, the student may have the potential to not graduate on time or even Drop Out (DO). The high number of students who do not graduate on time or DO in higher education institutions can be minimized by detecting students who are at risk in the early stages of education and is supported by making policies that can direct students to complete their education. Also, if the time for completion of student studies can be predicted then the handling of students will be more effective. One technique for making predictions that can be used is data mining techniques. Therefore, in this study, the Naive Bayes Classifier (NBC) algorithm will be used to predict student graduation at Telkom University. The dataset was obtained from the Information Systems Directorate (SISFO), Telkom University which contained 4000 instance data. The results of this study prove that NBC was successfully implemented to predict student graduation. Prediction of the graduation of these students is able to produce an accuracy of 73,725%, precision 0.742, recall 0.736 and F-measure of 0.735.

This study examined the supervision of public services as stipulated in Law 25 of 2009, namely regarding public services and Law 23 of 2014 concerning regional government. Supervision carried out in the law is to give authority to each of the existing institutions or institutions, causing overlapping existing authority. Giving authority to officials will give birth to the rights and obligations to achieve the goals and intentions specified in the legislation. The rise of corruption cases occurs because of the weakness of existing supervision of government administration, especially in public services. In this case corruption will foster public distrust of public services. The form of maladministration carried out by public service providers is always associated with behavior in services performed by public officials and the norms of behavior of officials in public services. In addition, these problems are also caused by the opportunities and authority given to be abused and the low quality of public services in various service sectors. Supervision of public services can provide certainty about the public services provided by the government whether it has been running according to targets and objectives and is a way to find out as early as possible maladministration that might occur so that effective and accountable government can be realized.

Village Administration System implementation as stipulated in the Act Law Number 32 Year 2004 on Regional Government to give freedom to the village to have a genuine authority in managing the household itself. The village also has a delegated power as deconcentration of the government on it.
