The Village Law gives new meaning to trust by viewing the village as an institution equal to the regional government. Not only as an institution providing letters or government accomplices but an institution that independently and has the task of maintaining the welfare of the small unit in the community. These consequences provide a view of the professionalism of performance that can be monitored transparently and accountably. The urgency of this research lies in its objectives and benefits for the government and village officials, namely to provide a complete and factual picture of the system of monitoring on village funds from all aspects of development, management, accountability, and evaluation as well as strengthening the capabilities of village officials in managing funds and overseeing programs funded specifically by village funds and village development in general. This study concludes that there is a relationship between the stages of development, management and financial accountability starting from the process of planning, implementing, administering and reporting village funds to the monitoring system. The expected managerial implication is the synergy in the supervision of village funds between the ministry's regulators and the community, sub-district heads, Village Consultative Body, Government Internal Control Apparatus, Audit Board of the Republic of Indonesia, and Corruption Eradication Commission to optimize transparent and accountable monitoring.

This research aims to explain the benefits of prostitution localization if it is managed well by the regional government as part of the source of local revenue but in terms of the moral and ethical aspects of the community. The background of this research is because the government is unable to overcome prostitution problems in the region and this problem has long been unable to be resolved and becomes a controversial issue within the community, then the government can take positive and cooperative attitudes by utilizing it as a source of local revenue . This research was conducted in Bandar Baru Village. Deli Serdang Regency where prostitution often occurs in this environment but is not a localization of prostitution, in the sense that prostitution activities in the village are illegal and do not contribute significantly to the local treasury. The data collection technique used is Observation where observation is a way of seeing or observing an event from the outside to the inside and then describing it exactly as what is seen and observed. Observation is not limited to vision (visual), but the experience gained from hearing. The observation made was participation observation. Observation of participation with the technique "part time participant observer" was chosen so that researchers can be directly involved in the field without having to stay in the field. Thus the data can be obtained objectively and planned.

The changes about Village policy provide both opportunities and threats to the development of village autonomy. Opportunities for the development of village autonomy are at least normatively gaining a foothold from two important principles of recognition and subsidiarity. The first principle as a form of recognition of village existence in various forms has actually been introduced through Law Number 22 Year 1999 and 32 Year 2004 which corrects efforts to uniform the lowest government entity of the village under another name. The second principle is the juridical consequence of the 1945 Constitution article 18B paragraph (2) where the state not only recognizes, also respects special and special units as long as it is still there and well maintained. This principle allows the state to allocate resources to the village even though the village is no longer subordinate to the state (mini bureaucracy) as the practice of Law 5/1979 through local state government paradigm. With the resources referred to the village at least have the opportunity to develop the original autonomy (self governing community) and not solely under the control of local governance system (local self-government). The allocation of resources from the government, provincial and district / city and the opening of access in the effort of developing village autonomy is not impossible to increase the tension in the village through abuse of authority and the potential of horizontal conflict. Village autonomy can ultimately contain threats if a number of important requirements can not be fulfilled given the culture, structure and environment that affect the village is much more dominant than the supradesa itself is quite distant with the community. Keywords: village autonomy, opportunities, threats
