This study discusses the assessment of the performance of the ASN (State Civil Apparatus) in the Pematangsiantar DPRD Secretariat based on the quality of its work. In carrying out their performance, emoployess are still often truant and have a poor work ethic.In this case the research aims to improve employee welfare. During this time the amount of employee income is only based on the group and position they have. This study uses the K-Means method to classify or classify employee performance quality assessments based on SKP (employee work objectives) with additional income based on work quality assessment and employee behavior.After conducting this research there is a result that in carrying out the performance of employees include Quality, Quantity, Time, Cost of each task activity so as to produce a system capable of assisting the appraisal officer in evaluating the quality of employee performance using the K-Means algorithm as information to find out the employee including very good, enough, and less.

Abstrak Inovasi merupakan suatu hal penting yang harus dimiliki oleh sebuah organisasi pemberi layanan sektor publik. Instansi pemerintah sebagai pemberi layanan dituntut memiliki inovasi untuk meningkatkan kualitas pelayanan kepada masyarakat. Penelitian ini bertujuan untuk membandingkan inovasi pelayanan sektor publik di RSUD Prof. Margono dan Lembaga Permasyarakatan Nusakambangan Cilacap. Metode penelitian yang digunakan adalah metode deskriptif kualitatif. Teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Temuan dalam penelitian ini adalah: 1). Kurangnya personil pegawai yang sesuai dengan tugas dan fungsinya; 2). Kuangnya kesejahteraan pegawai sehingga kinerja pegawai rendah dan tidak berkualitas; 3). Pegawai berpendidikan rendah sehingga tidak sesuai dengan beban tugas dan fungsinya. Rekomendasi untuk kedua Lembaga sector public tersebut dalam penelitian ini adalah: 1). Penambahan personel pegawai sesuai dengan tugas dan fungsinya sehingga cakupan kewenangannya luas; 2) Lebih memperhatikan kesejahteraan pegawai sehingga pegawai termotivasi untuk bekerja dengan baik dan berkualitas; 3) Memberikan Kemudahan kepada pegawai yang ingin melanjutkan pendidikannya kejenjang yang lebih tinggi sehingga kualitas Pendidikan personel lebih seimbang dengan beban kerja. Kata Kunci: Inovasi, Pelayanan, SektorPublik   Abstract Innovation is an important thing that must be owned by an organization that provides public sector services. Government agencies as service providers are required to have innovations to improve the quality of services to the community. This study aims to compare public sector service innovations in hospitals. Prof. Margono and the Nusa kambangan Penitentiary. The research method used is descriptive qualitative method. Data collection techniques through interviews, observation, and documentation. The findings in this study are: 1). Lack of employee personnel in accordance with their duties and functions; 2). The lack of employee welfare so that employee performance is low and not qualified; 3). Employees have low education so that it is not suitable with their work load and function. The recommendations for the two public sector institutions in this study are: 1). The addition of employee personnel in accordance with their duties and functions so that the scope of their authority is broad; 2) Pay more attention to employee welfare so that employees are motivated to work well and quality; 3) Providing convenience to employees who want to continue their education to a higher level so that the quality of personnel education is more balanced with the workload. AbstractSubjective speech quality assessment has traditionally been carried out in laboratory environments under controlled conditions. With the advent of crowdsourcing platforms tasks, which need human intelligence, can be resolved by crowd workers over the Internet. Crowdsourcing also offers a new paradigm for speech quality assessment, promising higher ecological validity of the quality judgments at the expense of potentially lower reliability. This paper compares laboratory-based and crowdsourcing-based speech quality assessments in terms of comparability of results and efficiency. For this purpose, three pairs of listening-only tests have been carried out using three different crowdsourcing platforms and following the ITU-T Recommendation P.808. In each test, listeners judge the overall quality of the speech sample following the Absolute Category Rating procedure. We compare the results of the crowdsourcing approach with the results of standard laboratory tests performed according to the ITU-T Recommendation P.800. Results show that in most cases, both paradigms lead to comparable results. Notable differences are discussed with respect to their sources, and conclusions are drawn that establish practical guidelines for crowdsourcing-based speech quality assessment.

Assessment of the quality of employee performance is one of the important things and is very much needed by the company, however, PT Clariant Adsorbents Indonesia does not currently have an employee performance quality system. This study aims to see the productivity of an employee and the effectiveness of an employee's performance in the future. Employee performance appraisal is divided into several clusters that are highly productive, moderately productive and less productive. The method used in this study is the K-means method, where the k-means method is the most popular method in the clustering algorithm. The k-means method looks for some of the most optimal partitions of the processed data by minimizing the error of the criteria using the optimal iteration. The variables used consist of employee names, work quality scores, responsibility values, cooperation values, attendance values, and discipline values. This research in processing data using Rapidminer Version 7.6.0.0.1 using the K-means method. The final result of this research is to get the grouping of the assessment into several categories that are very productive, quite productive and less productive and the clustering results are 0.42% for cluster 1, very productive category, which consists of 16 employee data, 0.47% for cluster 2 quite productive category, which consists of 18 employee data, 0.11% for cluster 3, less productive category, which consists of 4 employee data.

Abstract Fingerprint quality assessments are generally used to evaluate the quality of images obtained from fingerprint sensors, and effective fingerprint quality assessment methods are crucial to establishing high-performance biometric identification systems. The use of fingerprint quality assessments helps improve the accuracy of fingerprint registration and user satisfaction. NIST Fingerprint Image Quality (NFIQ) is a popular fingerprint quality assessment algorithm; however, it is unable to provide high-quality assessments for some partial fingerprint images obtained from mobile device sensors. In this study, a hybrid fingerprint assessment framework that integrated texture and geometric features was examined. The final quality assessment values obtained by the framework were higher than those obtained using NFIQ, effectively elevating the performance of existing NFIQ algorithms and expanding its scope of application for different fingerprint images.

Previous research demonstrates that auditors' directional goals influence their reporting decisions. For example, when auditors have goals of accepting client-preferred accounting methods, they tend to exploit ambiguity in reporting standards to justify those methods, even when they are aggressive (Hackenbrack and Nelson 1996). We report an experimental investigation of the likely effectiveness of regulation designed to curb this tendency. Specifically, regulators suggest that having auditors identify benchmarks or assess the quality of various methods will “raise the bar” for method acceptability, thereby reducing auditor acceptance of aggressive reporting methods. However, this reasoning ignores the fact that ambiguity typically surrounds quality assessment. Following motivated reasoning theory, we argue that, in order to meet the increased standard for acceptability, auditors with high commitment to directional goals will exploit the ambiguity surrounding the quality of various methods when making quality assessments, with the result that the client-preferred method will be deemed best, or at least of high enough relative quality to be used. This theory suggests that auditor acceptance will increase with goal commitment, and that the increase will be most dramatic when quality assessment is performed. Results of our experiment support our hypotheses that performing a quality assessment amplifies the effects of auditors' directional goals on their acceptance of client-preferred methods and on their ratings of the quality of that method. Moreover, auditors making quality assessments are more likely to identify the client's method as the most appropriate method when they are more committed to their directional goals. An implication of our theory and results is that regulation (such as SAS No. 90) that requires auditors to make quality assessments may decrease auditors' objectivity when auditors have directional goals to accept client methods.

Purpose The purpose of this paper is to define quality criteria for museum work and try to identify indicators for assessing such quality, using the well-known quality indicators for libraries as basis of comparison. Design/methodology/approach In 2016, the first international standard for museum statistics was published (ISO 18461). At the same time, the museum community realized the need to proceed from statistics to quality assessment in order to prove the effectiveness and efficiency of museum performance and finally also the influence of museums on society. The paper analyses the existing literature on museum quality and museum evaluation and compares the findings to the established methods in the library sector. Findings Comparison of quality criteria and quality evaluation in museums and libraries shows not only many similarities in what is regarded as quality, but also considerable differences in the options for assessment. Research limitations/implications The paper shows a tentative selection of potential quality indicators and quality assessment methods for museums. Further work and practical expertise will be needed for developing and testing a reliable set of methods. The new ISO project 21246 key indicators for museums will further this development. Practical implications There is an evident similarity in the mission and goals of cultural institutions such as archives, libraries and museums. Methods already in use in libraries for assessing performance quality and library impact can therefore also be useful in the museum sector. But the immense variety of museums requires an adaptation of existing methods and a number of new indicators especially devised for museum tasks. Originality/value The paper describes possible solutions for evaluating the quality of museums. As quality criteria are similar in museums and libraries, new quality indicators for museums may in turn become useful in the library sector.

Bureaucratic reform is part of the organization's strategy to improve the quality of the organization's performance. The purpose of this research is to analyze the bureaucratic reform strategy in the Secretariat of the Regional House of Representatives (DPRD) of Kepulauan Riau Province on performance during the COVID-19 pandemic. The method used is descriptive qualitative, where the researcher makes observations according to the phenomena that exist within Kepulauan Riau Provincial DPRD Secretariat. Then the data analysis technique uses a logical model in accordance with the concept of performance which is part of bureaucratic reform. The results show that there is a weakening of the supporting factors in public services so that there is a weakening of organizational performance in facilities that are part of the supporting factors for Kepulauan Riau Provincial DPRD Secretariat due to the COVID-19 pandemic, besides that in the bureaucratic reform strategy, preparation and anticipation are needed in involving stakeholders if the involvement of other parties is considered necessary to encourage the improvement of the performance quality of the DPRD Secretariat of Kepulauan Riau Province.

This study aims to provide information related to the Quality of Work Life on Employee Performance. Quality of Work Life is a problem that can not be underestimated, because it will affect the Employee Performance in achieving organizational goals. Achievement of organizational goals tends to decline is allegedly associated with work morale that is also unstable. This research is aimed to find out how big influence of Quality of Work Life to Employee Performance at Dinas Pemuda dan Olahraga Kabupaten Batang Hari Regency either arsial or simultaneously. The method used in this study is descriptive and verifikatif with independent variables (Work Life Quality) and the dependent variable (Employee Performance). The unit of analysis of this study is all employees of the Dinas Pemuda dan Olahraga Kabupaten Batang Hari Regency, the sample in this study amounted to 38 employees, taken with the technique of withdrawal Proportional random sampling. Test data analysis using Path Analysis (Path Analysis) with the help of SPSS 20.0 for windows program. The Application of Quality of Work Life has been very well implemented, Morale looks increasing in both criteria and Employee Performance is included in the criteria very well. The results showed that the Quality of Work Life directly affects Employee Performance of 8.5%.

Abstract In this article, the authors offer a methodology for determining the quality of airline performance by taking into account the level of flight safety on the basis of factor analysis and the results of methodology approbation in the conditions of a functioning airline. The assessment of the level of airline performance quality taking into account the level of flight safety within a certain time span is rather sensitive, informative and reliable. They allow us to detect those changes in industrial and economic conditions and factors that are related to a certain degree of potential deterioration of flight safety. This creates conditions for revealing the tendencies towards the deterioration of flight safety at the stage of their origin, when they have not yet caused deep, irreversible changes in the flight safety of an airline.

As Lithuania is getting integrated into the European education dimension, the quality of education activities becomes of utmost importance. The quality of education activities in the countries of the European Union is considered to be the main priority of their education policy. The issues of quality and efficiency of education and general secondary school activities is becoming topical, and the problem of performance quality assessment arises. The kindergartens-schools of Lithuania follow the quality assessment provisions established by the National School Assessment Agency. The external assessment of performance reveals the quality of activities of kindergartens - schools, their ability to change, develop and seek solutions. The present study is the first scientific contribution towards further analysis of the kindergartens-schools performance quality. When analyzing the national assessment results of the Lithuanian kindergartens – schools performance assessed during 2007–2011 it has been established that the performance quality as to the spheres and themes was evaluated to be of the 2nd level (not bad). The analysis of strengths (+10) showed that the most often specified (eight kindergartens-schools) strengths were the cozy environment (1.3.3), and the least noted strengths (in three institutions) were grading in the teaching / learning process (2.6), grading as cognition and information (2.6.3) and personnel management (5.4). Analysis of the performance aspects to-be-further-improved (–5) showed that the most occurring recommendation (seven kindergartens-schools) for further development was the differentiation of teaching / learning (2.5.2), and the least occurring (four kindergartens - schools) – further improvement of homework system (2.3.5), grading process (5.2.1), grading in teaching / learning process (2.6), and teaching of learning skills (2.4.2). The analysis of the Lithuanian kindergartens-schools assessed during 2007–2011  heads’ attitude towards external assessment revealed that the heads of eleven assessed kindergartens - schools found the external audit to be beneficial to them and confirmed that to their opinion the external audit conducted in the institutions under them had positive effect on the institution community and that they were satisfied with the external audit carried out by the National School Assessment Agency.
