Development and advancement of technology in Indonesia is a form of improving the quality and quantity of human resources. Along with it, the technological advances giving positive and negative impacts on the nation Indonesia. As one of the negative impacts are increasingly banyakannya cyber crimes occurred. Of hate speech as one example of crime that can break the unity of the nation. Thus takes the role of the Police in order to make prevention and law enforcement against the emergence of hate speech in cyberspace. The current legal regulations still need to be updated to support the performance of the police. The role of the Government to promote prevention efforts are also expected to prevent the speech of hatred in the society.Keywords: Role of Police, Handling, Hate Speech.

This research is to find out the perceptions of micro, small and medium enterprises to modern stores, MSME partnerships with modern stores, constraints, and the role of the government in overcoming the problems of modern shops and MSMEs in Padangsidimpuan City. This research is a descriptive qualitative study by conducting in-depth interviews. The results showed the perception of MSMEs towards modern stores had a negative and positive impact. The negative impact, the income of MSMEs has decreased. The positive impact, the presence of modern stores motivates MSMEs to evaluate themselves from modern stores. The partnership established by MSMEs with modern stores is the use of business locations provided by modern stores. The constraints of MSMEs are business capital, human resources, business legality, business permits and products, while the constraints of modern stores are business permits, human resources and partnerships with MSMEs. The role of the City Government of Padangsidimpuan is for modern stores, namely to give an appeal not to add to modern store outlets and to call for partnerships in terms of marketing local MSME products. For MSMEs, facilitate MSMEs with banking institutions in terms of providing venture capital, training and guidance to MSMEs, and making packaging houses.

Humans in meeting the needs of their lives need natural resources, in the form of land, water and air, and other natural resources that are included in renewable and non-renewable natural resources. However, it must be realized that the natural resources that humans need have limitations in many ways, namely limitations regarding their availability in quantity and quality. Certain natural resources also have limitations according to space and time. The government needs to take alternative steps to determine the potential and problems in the use of natural resources. The purpose of this study is to find out how the role of the government through its policies in managing the environment. This research uses the descriptive analysis method. The results of the study indicate that the creation of a fair and firm environmental law enforcement to manage natural resources and the environment in a sustainable manner with the support of quality human resources, the expansion of the application of environmental ethics, and socio-cultural assimilation are increasingly stable.

This article provides an overview of the privatization of railway passengers market in Spain through a background to the most relevant cases studies in Europe, particularly the liberalization process in England. The English case study is a paradigmatic example to assess how the liberalization process was developed and its effect in the present. This assessment has been undertaken to analyse the railway franchise structure, ticketing measures, role of national and regional authorities, etc. and possible analogies to be adapted to the case of Spain. Firstly, this article reviews the origin of the privatization of the railway market in both Spain and England, describing every phase of the liberalization and the success of every stage. Secondly, a critical approach assessment exposes those market failures of the liberalization process in England that caused negative impacts on        society. In addition, the role of the Government is analysed to measure their implication in order to solve that situation. Furthermore, the paper expounds a wide analysis of the rail ticketing in England, its effects on increased passenger number. Finally, this article proposes some measures to be followed on the privatization of passenger rail market in Spain, as well as some key concepts to guarantee its success as taken from the case studies that have been reviewed.DOI: http://dx.doi.org/10.4995/CIT2016.2016.3522

This article discusses the role of the government with the Law Number 20 of 2008 concerning Small, Micro and Medium Enterprises which aims to realize the role of MSMEs as the backbone and enforcement of the national economic structure, especially in Sidrap Regency. The method used is a qualitative method, with data observation techniques, documentation and interviews. The Regional Government of Sidenreng Rappang Regency has made various efforts to empower MSMEs based on Law Number 20 of 2008 concerning MSMEs. These efforts can be categorized as the growth and development of MSMEs as well as expansion of access and networks of partnerships and investments of MSMEs. Coaching and development of MSMEs is carried out by providing revolving funds to facilitate saving for private banks / companies, assistance for facilities & infrastructure to MSMEs, dissemination of business information, successful business licensing, institutional support even though in reality it has not been running optimally. Meanwhile, the potential for strengthening or business strength is in the form of development in the fields of production and processing, marketing, human resources. and there are also factors hindering umkm in Sidrap district including budget constraints, human resources and lack of government policies as well as less competitive product packaging, so that there are still deficiencies in empowering MSMEs in Sidrap Regency, the government's role in empowering MSMEs in Sidrap Regency has not been maximal.

This study aims to describe how the role of the government internal auditors carries out examination tasks, especially in the implementation of social assistance and grants. This study finds that the informant's efforts are actually quite persistent in conducting the audit. However, there are many factors that influence the process of inspection such as the limited human resources, the existence of legislative interest and the character of the receiver itself. Based on understanding of informant roles, there are three audit acts, the first, avoidance if audit was very high risk. Second, justification that emphasizes a neat accountability report rather than audit implementation. Third, safekeeping that give solution and ensure that the missused funds re-deposited to the treasury funds.

Law enforcement against illegal fishing in Natuna Waters during the Covid-19 pandemic is very important, especially considering frequent illegal fishing cases during the pandemic. Therefore, it is necessary to conduct an analysis of the efforts that have been made by the Indonesian Government to solve the illegal fishing cases that have occurred in Indonesia, regarding to the protection of fishermen, especially in Natuna Waters. The purpose of this study is to determine the role of the government regarding the form of law enforcement that have been carried out, utilizing various existing government policies and regulations, as well as the implementation of these regulations in the field, both in preventive, responsive and repressive efforts, in regards to illegal fishing cases in Natuna Waters. To study this, it is necessary to analyze various juridical reviews of the rights and obligations of the Indonesian State in Indonesian waters, data on the number of illegal fishing cases in Indonesia and in the Natuna region, and general analysis of illegal fishing cases. Furthermore, it should also include the type of facilities and infrastructure that must be strengthened. Using the method of normative legal analysis, we found several weaknessesin the legal norms.

This paper analyzes the problem of technological backwardness of economy. In many mostly developing countries their economies use obsolete technologies. This can create the illusion that this or that business is prosperous. At the level of international competition, however, it is obvious that these types of firms do not have any chance for success. Retroeconomics as a theory of technological backwardness and its detrimental effect upon a country’s economy is considered in the paper. The role of the government is very important for overcoming the effects of retroeconomy. The phenomenon of retroeconomy is already quite deep-rooted throughout the world and it is essential to consolidate the attention of economists and politicians on this threat.

This paper examines the tension between centralizing and decentralizing forces in systems of land use planning. Its thesis, drawn from the LaHaye Report, is that the degree of centralization of the system is directly proportional to the breadth of jurisdiction of the planning authority. While Quebec's system of land use planning is reputed to be decentralized and political, the author questions whether this assessment is correct. The role of the government under the Land Use Planning and Development Act and other specialized legislation is more in accordance with the centralized and technocratic systems advocated in earlier Quebec proposals for land use planning. This conclusion is reinforced by a consideration of the suggestions put forward in Le Choix des régions and their present-day application.
