Law enforcement against illegal fishing in Natuna Waters during the Covid-19 pandemic is very important, especially considering frequent illegal fishing cases during the pandemic. Therefore, it is necessary to conduct an analysis of the efforts that have been made by the Indonesian Government to solve the illegal fishing cases that have occurred in Indonesia, regarding to the protection of fishermen, especially in Natuna Waters. The purpose of this study is to determine the role of the government regarding the form of law enforcement that have been carried out, utilizing various existing government policies and regulations, as well as the implementation of these regulations in the field, both in preventive, responsive and repressive efforts, in regards to illegal fishing cases in Natuna Waters. To study this, it is necessary to analyze various juridical reviews of the rights and obligations of the Indonesian State in Indonesian waters, data on the number of illegal fishing cases in Indonesia and in the Natuna region, and general analysis of illegal fishing cases. Furthermore, it should also include the type of facilities and infrastructure that must be strengthened. Using the method of normative legal analysis, we found several weaknessesin the legal norms.

Humans in meeting the needs of their lives need natural resources, in the form of land, water and air, and other natural resources that are included in renewable and non-renewable natural resources. However, it must be realized that the natural resources that humans need have limitations in many ways, namely limitations regarding their availability in quantity and quality. Certain natural resources also have limitations according to space and time. The government needs to take alternative steps to determine the potential and problems in the use of natural resources. The purpose of this study is to find out how the role of the government through its policies in managing the environment. This research uses the descriptive analysis method. The results of the study indicate that the creation of a fair and firm environmental law enforcement to manage natural resources and the environment in a sustainable manner with the support of quality human resources, the expansion of the application of environmental ethics, and socio-cultural assimilation are increasingly stable.

This article addresses the effect of government R&D policies on the development of Korea’s automobile industry, particularly in relation to technological upgrading. The automobile industry is a highly value-added, technology-intensive industry that generates many good job opportunities. In addition, it is linked to various industries. Korea developed its own car model in the mid-1970s and since then Korea’s automobile industry has continued to develop. Effective government policies have played a significant role in its remarkable success. This article provides policy suggestions for developing countries intending to develop their own automobile industries.

Development and advancement of technology in Indonesia is a form of improving the quality and quantity of human resources. Along with it, the technological advances giving positive and negative impacts on the nation Indonesia. As one of the negative impacts are increasingly banyakannya cyber crimes occurred. Of hate speech as one example of crime that can break the unity of the nation. Thus takes the role of the Police in order to make prevention and law enforcement against the emergence of hate speech in cyberspace. The current legal regulations still need to be updated to support the performance of the police. The role of the Government to promote prevention efforts are also expected to prevent the speech of hatred in the society.Keywords: Role of Police, Handling, Hate Speech.

Gambling is every game that bases the hope for a win generally depends only on luck. The expectation will increase because of intelligence and custom players. One area that many people commit the crime of gambling is Tigadolok police station area. The problem discussed in this journal is, how the role of the government in tackling was gambling in Tigadolok, what factors caused the people to commit the crime of gambling, how the policy of Tigadolok police station police forces tried to tackle gambling in Tigadolok. The method of research in writing this journal was empirical and normative legal research, which basically focused on research in the field and positive legal norms in the form of legislation relating to the cases in the study the mechanism of the police in combating gambling. The results showed that there was a gambling criminal case in the territory of the Tigadolok police station, with the number of cases from the year of 2013- 2018 as many as 20 cases. The conclusions were that many efforts done in combating the disease pathology among them was through awareness about the laws governing the crime of gambling, and the main factor for the people committed the crime of gambling was the economic factors where people think that with gambling they could earn additional money for the family income, while police conduct the socialization of Bhayangkara Public Order and Safety Trustees (BABINKAMTIBMAS)

The new epidemic phenomenon called Covid-19 which originated in Wuhan, China continues to increase its victims. This article aims to provide an explanation of the new outbreak and analyze planning management regarding the important role of government policies that must synergize with the community by 4 strategies from the government, namely promotive, preventive, curative and social safety net strategies which will later impact on strategies that are can the government apply in passing a pandemic disaster. The method used in writing this article is a qualitative method that explains something based on data and numbers narrated in concluding sentences, besides that, the writing of this article is library research, collecting data through available documents. and using triangulation techniques in analyzing the data that has been collected. The results obtained are the role of the government constantly reminding and asking for the participation of the community to achieve maximum government policy results, the need for the role of the community in an effort to overcome the pandemic to carry out all existing policies so that there is synergy to break the chain of spread of the COVID-19 virus and It was also found that the Head of RT / RW is one way that can assist the government in carrying out synergy with the community. This research is expected to be a source of reference for the government in planning the next policy in the process of overcoming the COVID-19 pandemic.

This paper analyzes the problem of technological backwardness of economy. In many mostly developing countries their economies use obsolete technologies. This can create the illusion that this or that business is prosperous. At the level of international competition, however, it is obvious that these types of firms do not have any chance for success. Retroeconomics as a theory of technological backwardness and its detrimental effect upon a country’s economy is considered in the paper. The role of the government is very important for overcoming the effects of retroeconomy. This paper examines the tension between centralizing and decentralizing forces in systems of land use planning. Its thesis, drawn from the LaHaye Report, is that the degree of centralization of the system is directly proportional to the breadth of jurisdiction of the planning authority. While Quebec's system of land use planning is reputed to be decentralized and political, the author questions whether this assessment is correct. The role of the government under the Land Use Planning and Development Act and other specialized legislation is more in accordance with the centralized and technocratic systems advocated in earlier Quebec proposals for land use planning. This conclusion is reinforced by a consideration of the suggestions put forward in Le Choix des régions and their present-day application.

Rice commodity is one of the main commodities being cultivated by farmers in Kadugenep Village. .various kinds of agricultural activities carried out by rice farmers in Kadugenep Village, in carrying out agricultural activities not only on production activities or cultivation of plants, but how to market agricultural productsin order to generate profits that can prosper farmers in terms of the economy.the assessment activities have been carried out from March 1 to June 30, 2020, with a total sample of 32 people. Data mining is done by interviews, questionnaires that have been tested for validity and reliability, as well as direct observation. .farmer empowerment levels were analyzed descriptively, factors related to empowerment were analyzed using the Spearmean Rank Correlation, and counseling strategies were analyzed using Kendal's Wbased on the results obtained from interviews and questionnaires given to respondents, showed that 5 people (15.6%) of respondents stated helpless, while 27 people (84.4%) respondents stated helpless. factors related to the role of the government (X2.1) of 0,000 and the role of advisors (X2.2) of 0.001 have a significant relationship to the empowerment of rice farmers in marketing rice packaging. strategies that can be done in increasing the empowerment of rice farmers in marketing rice from the results of the Kendall W analysis, namely by providing counseling about the function of cooperatives as a place for marketing products and functionspackaging with lecture, discussion and demonstration methods as well as extension media used, namely the provision of videos and folders.

In particular, after presenting an overview of China’s patent production over the past twenty-five years, it investigates the following questions: What accounts for China’s patent surge? What are the implications of the surge for patent quality? Does the nature of the patenting reveal China’s S&T direction and comparative advantage? How has the international sector affected China’s patent production? What has been the role of the government—the central, provincial, and local governments—in shaping patent production? And finally, how heterogeneous is China’s regional patent production; are patenting capabilities diffusing across China?
