This study aims to determine (1) to describe the online learning policy at Dharmawangsa University, (2) Describe and analyze the Implementation of Online Learning Policies During the COVID-19 Pandemic Period at Dharmawangsa University., (3) Describe whether there are any obstacles during the online learning process (4) Describe what inputs can be taken from student complaints about the online learning process at Dharmawangsa University. Data collection techniques in research using interview techniques and documentation. The data analysis technique used in this research is qualitative analysis through data reduction, data display, and conclusion drawing. The results of this study indicate that (1) Dharmawangsasudang University followed the instructions of the Ministry of Education and Culture SE No. 5 of 2020 and SE of Higher Education No. 1 of 2020 and was following these instructions. (2) Lecturers and teaching staff at Dharmawangasa University also know the Circular. However, it is not comprehensive (3) The implementation of online learning policies during the COVID-19 pandemic at Dharmawangsa University, most of the lecturers answered less effectively, especially when taking lessons where the courses required doing practicum or practice so that they could not run under learning outcomes. (4 ) There are significant obstacles when the online learning process is carried out, including uneven network connections in the student's residential area and insufficient internet quota in carrying out the online learning. (5) As for input from complaints submitted by students during the learning policy online during the pandemic, including uneven network connections and the lack of quotas owned by students.

Abstract: Pandemic Covid-19 made government implemented the regulation of education that learning process only conduct by distance education, thus one of the method in this programme was by online learning. The objective of this research was to digging information about the online learning process by elementary teachers. Using the descriptive qualitative method with subjects of 37 teachers in Bogor City. Data was collected by survey with 2 type of questions (open and closed questions). The results shows, that before pandemic Covid-19 the implementation of online learning in elementary schools were very low, but after pandemic the readiness of teachers regarding the goverment regulation is well accomodated even though teachers still have shortcoming with the authenticity of learning outcomes from assignments. Furthermore, teachers still cannot fully conduct evaluation by online assessment particularly to evaluate the affective and social aspects. The COVID-19 pandemic has had a profound impact on all areas of life, including education. The education system, which was originally face-to-face, had to be replaced with online learning. Various problems arise related to the implementation of the Distance Learning or PJJ system. This system makes parents have to participate more in supervising as well as being a substitute for teachers at home in the learning process of their children. In addition, homeschooling also raises problems where students find it difficult to understand the material given by the teacher. The decrease in enthusiasm for learning becomes a problem when the PJJ system seems monotonous and boring. To support the government's program in breaking the chain of the spread of COVID-19 without reducing the effectiveness of online learning implemented by the Ministry of Education and Culture, this activity was carried out. This activity is expected to help reduce the anxiety of parents who are afraid that their children are not serious and have difficulty in learning. In addition, it is hoped that this activity will help participants to easily understand the material that has not been mastered. The methods of socialization, demonstration, and mentoring are carried out directly. The success of this activity can be seen from the assistance of the participants in solving the problems faced and the enthusiasm of the participants during the activity.

The covid-19 pandemic has shifted the learning system in Indonesia to distance learning, or better known as online learning. Various education units carry out online learning, this can bring about changes in learning activities. Whether it’s from students, teachers and the learning environment. From the existing phenomena, the researcher wants to conduct an analysis related to learning motivation and student learning outcomes during the covid-19 pandemic. This study aims (1) to find out how student motivation during the covid-19 pandemic and (2) to find out how student learning outcomes during the covid-19 pandemic. This research is qualitative descriptive study using a qualitative approach. The research subjects were students of X OTKP class, vocational high school 1 Ngawi while the value of student learning outcomes was taken in the General Administration subject. Data collection techniques using interviews, observation, and documentation. While the data analysis technique uses percentages. From the research conducted, it was found that the six indicators of learning motivation got an average of 84,28%, which means that student learning motivation falls into the high motivation category. While the average value of student learning outcomes got a percentage of 82,64%. Which means that student learning the category of good learning outcomes.

The COVID 19 pandemic also has an impact on the education and training aspects of the State Civil Apparatus. MOT training in Puslatbang PKASN LAN, which was originally carried out by blended learning in 2019, has been changed to fully online learning in 2020, as an effort to reduce the spread of the COVID 19 virus. The purpose of this study is to find out whether there are differences on the learning outcomes between MOT participants in 2019, which attended by 30 people, and MOT participants in 2020, which attended by 25 people. Data processing and analysis techniques in this study using quantitative methods. The statistical test used is the non-parametric statistical test using the Mann Whitney U test. The sampling technique used was total sampling, where all members of the population were used as samples. The results revealed that there was no difference in the learning outcomes of MOT participants between those using the blended learning method and those using the fully online learning method. Based on this information, fully online learning is very possible to be applied. Nevertheless, the Training Institution must pay attention to the availability of facilities and infrastructure that support the learning process electronically. Also, the limited interaction between lecturers and participants when doing online learning should be balanced with the ability of lecturers to convey material with technology-based learning techniques. In this case, the roles of all parties will determine the optimal achievement of the fully online learning process.

This research is motivated by the low learning outcomes of students' mathematics. Low learning outcomes are characteristics of students experiencing obstacles or obstacles during the learning process. This study aims to describe and analyze the factors that cause students' learning difficulties in mathematics. The sample of this study amounted to 32 students of class XI IPS 4 SMA Negeri 2 Sungai Limau. The type of research used is descriptive research with a quantitative approach. The instrument used is a learning difficulty questionnaire, interview sheets and documentation to strengthen the results of the questionnaire answers. The data analysis technique of this research is the analysis of questionnaires and interviews. The results of this study indicate that: 1) internal factors that affect learning difficulties are described as follows, in the indicator of readiness in learning as much as 71.8% in the category of very influential on the learning process, on motivation indicators as much as 29% in the category of being quite influential in the learning process , on the indicator of interest as much as 53% with the category influential in the mathematics learning process and the health indicator as much as 50.6% with the category having an effect on learning mathematics. 2) external factors that affect learning difficulties in mathematics are as follows, indicators of family factors in learning as much as 37.5% with a category that is quite influential on the mathematics learning process, on school indicators as much as 51.5% with categories that affect the online learning process and on environmental indicators community as much as 39.6% with the category quite influential on the student learning process.

The COVID-19 pandemic requires the learning process to take place online, this has an impact on teachers who are required to creatively innovate unusual learning processes. This research aims to determine the difference in the average learning outcomes of students during online learning between the application of learning videos before and after receiving the learning video intervention treatment. The research instrument used was a test of statistics material. The learning outcomes test data obtained were processed by paired t-test. This research found that there was a difference in the average learning outcomes of students before and after the application of learning videos. The application of learning videos provides better learning outcomes than before using learning videos.

The assessment outcome for many online learning methods are based on the number of correct answers and than convert it into one final mark or grade. We discovered that when using online learning, we can extract more detail information from the learning process and these information are useful for the assessor to plan an effective and efficient learning model for the learner. Statistical analysis is an important part of an assessment when performing the online learning outcome. The assessment indicators include the difficulty level of the question, time spend in answering and the variation in choosing answer. In this paper we will present the findings of these assessment indicators and how it can improve the way the learner being assessed when using online learning system. We developed a statistical analysis algorithm which can assess the online learning outcomes more effectively using quantifiable measurements. A number of examples of using this statistical analysis algorithm are presented.

AbstrakPenelitian yang dilakukan ini bertujuan untuk mengetahui kendala pembelajaran daring di SD Negeri 38 Kota Bengkulu. Jenis penelitian ini merupakan kualitatif deskriptif. Teknik pengumpulan data dilakukan dengan observasi, wawancara, dan dokumentasi. Analisis data yang digunakan dalam penelitian ini yaitu pengumpulan data yang dilakukan secara observasi, wawancara. Hasil penelitian menunjukkan bahwa kendala yang dialami guru selama pembelajaran daring yaitu sulitnya mencari strategi yang sesuai dengan pembelajaran daring, guru kurang menguasai penggunan teknologi dan hanya menggunakan aplikasi WhatsApp, cara penilaian (sikap, pengetahuan, keterampilan) yang kurang efektif, kurangnya fasilitas yang dimiliki siswa dalam mendukung pembelajaran daring, sering terjadinya gangguan koneksi internet sehingga menghambat dalam proses pembelajaran daring, kuota bantuan dari Kemendikbud yang tidak dapat digunakan, guru tidak bisa menilai secara langsung kelemahan dan kelebihan setiap siswa, tugas yang diberikan oleh guru kepada siswa kebanyakan dikerjakan oleh orang tua siswa.Kata Kunci: Kendala, Pembelajaran Daring, Pandemi AbstractThis research was conducted to determine the obstacles to online learning at SD Negeri 38 Bengkulu City. Data analysis used in this research is data collection by observation, interviews. The results showed that the obstacles experienced by teachers during online learning were the difficulty of finding strategies that were suitable for online learning, teachers were not good at using technology and only used the WhatsApp application, ineffective methods of assessment (attitudes, knowledge, skills), lack of facilities owned by students. In supporting online learning, there are frequent internet connection disruptions that hinder the online learning process, the quota for assistance from the Ministry of Education and Culture cannot be used, the teacher cannot directly assess the weaknesses and strengths of each student, the tasks given by the teacher to students are mostly done by parents students.Keywords: Constraints, Online Learning, Pandemic

Online learning policies during the COVID-19 pandemic are the main solution to keeping the learning process going. But in the implementation, there are obstacles and flaws. The purpose of this study is to analyze the boredom learning toward biological students at IAIN Jember amid the COVID-19 pandemic. This research used the descriptive qualitative method with in-depth analysis. The results this study indicate the biological students at IAIN Jember experience learning burnout due to various factors indicated by several symptoms of learning burnout.   Kebijakan pembelajaran daring selama pandemi COVID-19 menjadi solusi utama agar proses pembelajaran tetap dapat berlangsung. Namun dalam pelaksanaannya terdapat kendala dan kekurangan. Tujuan dari penelitian ini adalah untuk menganalisis pembelajaran daring terhadap kejenuhan belajar mahasiswa Tadris Biologi IAIN Jember ditengah pandemi COVID-19. Metode penelitian yang digunakan dalam penelitian ini adalah metode deskriptif kualiatif menggunakan analisis secara mendalam. Hasil penelitian ini menunjukkan bahwa mahasiswa mengalami kejenuhan belajar dikarenakan berbagai faktor yang ditunjukkan oleh beberapa gejala kejenuhan belajar. This study is a quantitative study with a population of 129 students ingrade V SDN 102028 Kampung Gelam district of Serdang Bedagai with the number of respondents as many as 27 people. Data collection techniques used were questionnaires, documentation, and interviews. Student learning outcomes are influenced by various factors that occur in the learning process both internally and externally. One of the external factors that play a role in determining the success of student learning is the learning environment of family, school and community. Of the three learning environments concerned about how parents support children's learning, the facilities at school for learning activities and how students interact with others. Without the support of these three things, will make the learning process becomes hampered. Data analysis technique used is descriptive analysis technique while hypothesis test using product moment correlation test assisted by program of SPSS version 21. Based on the results of research, learning environment and student learning outcomes in general are in enough categories. Hypothesis test with a significance level of 5% obtained results indicating that the school environment is positively and significantly correlated with student learning outcomes. Shown by the result of analysis of rhitung is bigger than rtabel (0,504> 0,381) and coefficient of determination 25%.It can be concluded that between the learning environment and the learning outcomes have a positive and significant relationship. The results of this study are expected to be useful for students, parents, students, and principals. Proposed suggestion is that the learning environment should be created safely and comfortably so that the students' learning result will be optimal.
