The Water Resources Management Agency has the main duty to organize some district government affairs in the field of water resources management based on the principle of autonomy which becomes the authority, deconcentration and assistance duty and other tasks in accordance with the policy stipulated by the Regent based on the applicable laws and regulations. The performance appraisal undertaken in this agency is intended for the Civil State Apparatus. the assessment process is carried out for measuring and improving the performance of the State Civil Apparatus so as to encourage these employees to work better. From the assessment of the superior can be determined the best employee or promotion position. The performance appraisal process conducted by the culture and tourism office is still done manually, so the performance calculation tends to be subjective and takes a long time. Therefore, in order that the process of appraising employee performance becomes more objective and practical, it should be done computerized by developing an application that implements the right methods. This subjectivity can be overcome with decision support system using Simple Additive Weighting (SAW) method based on existing assessment criteria. The end result of research is the rank of employee value that can be a consideration for decision makers in the determination of promotions as well as an encouragement for employees to work better and productive.

Employee appraisal is an important factor in the development of a company effectively and efficiently because employee appraisal is one of many indicators in measuring the background of human resources system in the company. Determining the right indicators of human resources can motivate better employee performance. To support this kind of system, a software engineering with Performance Indicator system is needed and data collection techniques by direct observation and data documentation are needed. Application of engineering Key Performance Indicator software for employee performance appraisal using the Simple Additive Weighting method can result in the efficiency of the assessment process in determining the quality of an employee's performance. as well as assisting employees in knowing the results of performance evaluation, and making it easier for supervisors to obtain reports on sales performance ratings so that superiors can and make determine the amount of salary, commision and bonus increases more precisely and efficiently.

The science and engineering of water resources in developed countries has undergone profound changes in less than a professional lifetime. This has radically influenced education and research and essentially revolutionized water resource planning. Fundamental uses of water to fulfill society's needs continue. These include domestic and industrial supplies, waterways for transport, fire protection, waste carriage, recreation, irrigation, and in general, an adequate quantity and quality of water in the right place at the right time to fulfill human and aquatic needs. The complexities of water resources no longer may be measured largely in terms of science and engineering challenges alone, but must include economics sensitive to the political and social sciences. What has evolved is what is now best described as water management. This paper reviews the evolvement of water resources management in developed counties in terms of historical background, and national policies and institutions, particularly as this evolvement impacts scientific research and engineering application.

The growing demand for water resources can generate conflicts between different users. To this end, water resources management instruments were implemented, in particular the granting of the right to use, which prioritize the multiple and rational use of water. The work was carried out with the objective of analyzing the profile and the distribution of water uses granted in relation to socioeconomic aspects in the municipalities that make up the Hydrographic Basins Committee of the Aguapeí and Peixe Rivers (CBH-AP). Grant data from 58 municipalities with which descriptive statistics were analysed and prepared for the discussion on the scenario of the multiple uses of water granted. Subsequently, the data were given to the multiple regression statistical analysis, in which the relationship between the number of grants per municipality and its socioeconomic parameters was analyzed. The results demonstrated the grants in the municipalities that comprise an area covered by the Hydrographic Basins Committee of the Aguapeí and Peixe rivers are mainly related to the use of groundwater in rural areas. In the three municipalities (Bastos, Dracena and Tupã) concentrate 26% of the analyzed grants. The increase in MHDI and population, at the same time, stimulates the growth in the number of grants. Thus, there is a need to implement public policies that collaborate directly or indirectly to increase the regularization of water use.

In the process of evaluating employee performance, the company has established standard operating procedures. Of the many standards, it is difficult for management to give weight to each standard. Therefore, a decision-making system is needed to improve company performance and productivity. Human resources must be able to improve employee performance. Professional knowledge or ability. The current appraisal problem, including the employee performance appraisal process, is still using the traditional and not yet accurate method. The research was conducted using the simple additive weighting (SAW) method. The results of this study indicate that by using the SAW method, management is more likely to pay attention to employee performance evaluation, and is more organized and efficient in evaluating employee performance.

Abstract. Satellite observations of evapotranspiration (ET) have been widely used for water resources management in China. An accurate ET product with a high spatiotemporal resolution is required for research on drought stress and water resources management. However, such a product is currently lacking. Moreover, the performances of different ET estimation algorithms for China have not been clearly studied, especially under different environmental conditions. Therefore, the aims of this study were as follows: (1) to use multisource images to generate a long-time-series (2001–2018) daily ET product with a spatial resolution of 1 km × 1 km based on the Surface Energy Balance Algorithm for Land (SEBAL); (2) to comprehensively evaluate the performance of the SEBAL ET in China using flux observational data and hydrological observational data; and (3) to compare the performance of the SEBAL ET with the MOD16 ET product at the point scale and basin scale under different environmental conditions in China. At the point scale, both the models performed best in the conditions of forest cover, subtropical zones, hilly terrain, or summer, respectively, and SEBAL performed better in most conditions. In general, the accuracy of the SEBAL ET (rRMSE = 44.91 %) was slightly higher than that of the MOD16 ET (rRMSE = 48.72 %). In the basin-scale validation, both the models performed better than in the point-scale validation, with SEBAL obtaining results superior (rRMSE = 13.57 %) to MOD16 (rRMSE = 32.84 %). Additionally, both the models showed a negative bias, with the bias of the MOD16 ET being higher than that of the SEBAL ET. In the daily-scale validation, the SEBAL ET product showed a root mean square error (RMSE) of 0.92 mm d−1 and an r value of 0.79. In general, the SEBAL ET product can be used for the qualitative analysis and most quantitative analyses of regional ET. Based on observations made on the system of assessment of Employee Target (SKP) at the office of the election commission of Riau Province is still less than optimal because the data input and processed in a conventional way in the assessment of Employee Work Objectives (SKP), resulting in generating a valid report Take a long time and have trouble. In assessing the Employee Work Objectives (SKP) is still less effective because it requires a long and quite complicated calculation formula. This is because the absence of a system that can support the assessment process. For that required a system that can provide solutions to the problem, this system is made using the programming language PHP, HTML and MySQL as the database. For the design of the system using UML (Unified Modeling Language) which includes use case diagrams, activity diagrams, class diagrams and sequence diagrams. The purpose of making this system is to provide solutions from existing problems, simplify the process of employee performance appraisal, assessment of Employee Work Objectives (SKP) which initially only using Microsoft Excel assessment, with the system then the assessment process Employees Objectives (SKP) Done automatically to improve the performance of office agencies and optimize the performance of the officials of the Riau provincial election commission office.

The performance assessment of Civil Servants at the Bengkulu Province Communication, Informatics, and Statistics Service (Diskominkotik) process has utilized an e-performance application. However, the assessment of daily workers' performance is not included, which means evaluating their performance and competence would take a long time. This study aims to determine daily workers to get the best performance rewards using the Simple Additive Weighting (SAW) method. The research method used was the waterfall method, supported by data from observations, interviews, and questionnaires. Unified Modeling Language (UML) was used to analyze and design the system and in the coding stage, Microsoft Visual Studio 2010 software connected to a MySQL database was used, and in the testing stage, a Black-box testing approach was employed. The results showed that the implementation of the SAW method in the decision support system application could speed up the process of evaluating the performance of daily workers at Bengkulu Province Diskominkotik. Furthermore, daily workers’ performance appraisal became more objective because it involves the participation of many parties so that the results of the best daily worker employee performance appraisal can be accepted by various parties.
