This paper analyses the strategic and legislative framework of innovation and growth of skills in Croatia. Emphasis is placed on the life-long learning system, especially the legal duty of the employer to education and training of his or her employees. The paper will present the results of the research carried out in the scope of the scientific research project Flexicurity and New Forms of Employment about the issues of flexicurity, atypical and new forms of employment, as well as the respective opinions of the employers operating in several branches and trade-unions. Finally, the author analyses different active labour market policy measures directed to the growth of skills and innovations.

Although the relationship between unemployment and poor mental well-being has long been an area of interest within behavioural science, the role of state intervention in the unemployment situation has not been thoroughly investigated. This article investigates how unemployment benefit systems and active labour market policy measures affect mental well-being among the unemployed in Sweden. The study uses a longitudinal and nationally representative survey of 3,500 unemployed Swedes. Three different types of active labour market policy measures involving the unemployed were studied, ‘activation’, ‘vocational training’ and ‘work-place participation’ measures. Of these only involvement in ‘workplace participation’ was found to have a clearly positive effect on mental well-being among those participating. Of the two Swedish unemployment benefit systems, the more generous income replacement Unemployment Benefits and the less generous flat rate Cash Unemployment Benefits, only access to income replacement Unemployment Benefits was found to mediate the mental well-being impact of unemployment. The positive effect of access to income replacement Unemployment Benefits was further accentuated when unemployment was prolonged. Those with access to this benefit system seemed to suffer no further deterioration of mental well-being, while the mental well-being of the rest of the unemployed further deteriorated.

The Danish labour market model is renowned for combining a high degree of flexibility for employers and security for workers. In addition, the labour market parties (trade unions and employer organizations) have a long tradition of conducting collective bargaining to regulate key elements such as wages and working conditions. Since collective agreements cover important components of labour market regulation, Danish labour market policy has been focused on correcting imperfections in the labour market through an active labour market policy. However, since the new millennium, a number of policy changes have created a significant impact on the Danish labour market model, especially in terms of eroding the security elements of the model. Additional fundamental changes might also be linked to structural effects such as a decreasing trade union density and declining collective bargaining coverage in some parts of the private sector.

Abstract In Germany, social investment can be crucial for disadvantaged young adults, as intergenerational mobility is low and credentials are decisive for employment. However, the literature on policy implementation calls attention to ‘Matthew effects’, by which the most disadvantaged often have the least access to social investment. We contribute to ongoing research on Matthew effects by examining whether the worst-off among young German welfare recipients are assigned to active labour market policy measures that are more advantageous or less advantageous. Findings for a register sample of 20–22 year olds in 2014 support hypotheses that those with the lowest education and employment experience participate less often in the most advantageous measures; particularly in firm-based upskilling and employment assistance, and more often in measures that proved to be not as beneficial, such as workfare programmes. On a positive note, welfare experience during adolescence as an indicator of low socio-economic status in the family of origin does not additionally affect access to social investment policy measures.

Active labour market policy interventions are vide used tool of a government against unemployment. One of the most frequently used intervention for young jobseekers in Slovakia is a Contribution for Graduate practice. This measure is intended for young unemployed jobseekers as a tool of gaining first contact with the open labour market and with potential employer and gaining first work experiences. In this paper we present a qualitative survey of Graduate practice that was made as an ex-post evaluation of this intervention by its participants in Slovakia. This evaluation of the intervention was carried out at the request of the European Commission not only in Slovakia but also in several countries of the European Union. The qualitative evaluation, as a part of this rigorous intervention evaluation, provides feedback from the real intervention participants and brings some suggestions to improve the parameters and conditions of Graduate practice intervention and its realization. These improvements are useful not only for participants themselves, for companies in which young graduates are employed but also for the state budget in the form of returned or saved invested funds because of better functioning of the intervention. Based on the results of this feedback from its real participants, some parameters, conditions and details of the Graduate practice intervention have been changed and added in Slovakia.

In the past years, several machine-learning-based techniques have arisen for providing effective crop protection. For instance, deep neural networks have been used to identify different types of weeds under different real-world conditions. However, these techniques usually require extensive involvement of experts working iteratively in the development of the most suitable machine learning system. To support this task and save resources, a new technique called Automated Machine Learning has started being studied. In this work, a complete open-source Automated Machine Learning system was evaluated with two different datasets, (i) The Early Crop Weeds dataset and (ii) the Plant Seedlings dataset, covering the weeds identification problem. Different configurations, such as the use of plant segmentation, the use of classifier ensembles instead of Softmax and training with noisy data, have been compared. The results showed promising performances of 93.8% and 90.74% F1 score depending on the dataset used. These performances were aligned with other related works in AutoML, but they are far from machine-learning-based systems manually fine-tuned by human experts. From these results, it can be concluded that finding a balance between manual expert work and Automated Machine Learning will be an interesting path to work in order to increase the efficiency in plant protection.

PurposeThe purpose of this paper is to review the results of studies that investigate the most important active labour market policy (ALMP) measures in Germany. A focus is also on programmes devoted to foster entrepreneurship which can make important contributions to a country’s growth and social welfare.Design/methodology/approachThe study relies on quantitative and qualitative assessments and a comparison of results of previous studies on ALMPs.FindingsThe available evidence suggests that most ALMP measures increase labour market prospects of the participants. In particular, evaluations of the entrepreneurship promotion activities show high success rates as well as high cost efficiency. The bulk share of participants of entrepreneurship measures is still self-employed after several years and nearly one-third of these businesses had at least one employee. The authors mention problems regarding the evaluation of previous programmes and highlight future challenges of German ALMP.Originality/valueThis is the first study on ALMP that has an extensive and explicit focus on entrepreneurship-promoting programs.

This article reports on research into social partnerships aiming at labour market inclusion that developed during the 1990s in Denmark, the UK and Spain. Some of these partnerships are directly related to corporate social responsibility (CSR initiatives in individual firms), whereas others are only indirectly related (for instance, active labour market policy initiatives at local, regional and national level). Developments such as new target groups for such policies, the weakening of the social partners, ideological change, policy transfer and budget constraints of the state have led to more partnerships taking a multipartite form, meaning that not only the public authorities and the social partners, but also new actors such as business networks, commercial operators and NGOs, participate. The involvement of new actors poses a challenge for the traditional actors – among them the trade unions. Whether the relations between traditional and new actors are best described by conflict or by cooperation cannot be explained by regime theories. The decisive factor seems to be the extent to which the new actors challenge the privileged positions of the traditional actors.

What today we know about learning from cognitive psychology is that people learn by practicing, with feedback to tell them what they're doing right and wrong and how to get better. For STEM education, that means they need to practice thinking like a scientist in the field. So e-REAL is a cornerstone: developed as workplace learning system in a number of fields (from medical simulation to soft skills development within the continuing education), it’s an ideal solution to root a practical – but not simplicistic - approach for STEM education.</span></strong></span></p>
