The work summarizes the V Forum of pediatric surgeons of Russia, held in Ufa, September 3–5, 2019. For the first time, the annual largest scientific event of domestic pediatric surgeons was held outside the capital. The Forum was attended by over 600 delegates, including specialists from 10 foreign countries and representatives of all federal districts of the Russian Federation. The scientific program of the Forum was represented by symposia (14), round tables (4), the video session “How I Do It,” master classes (2) and a competition of young scientists. A workshop was held on topical issues of pediatric surgery. The report contains brief results of the analysis of the organization of the Forum and the scientific content of the reports.

This article presents systematized data describing the dynamics of the epizootic process of horse strongylatosis in the territory of the Russian Federation monitoring the latter. In our work, the following sources of statistical data were used: population atlas of the main types of agricultural animals in the Russian Federation, data from the 2016 All-Russian Agricultural Census and veterinary reporting for the period from 2012 to 2017 using the 1-Vet and 4-Vet forms. Parasitic diseases of horses in the form of veterinary reporting are not sufficiently reflected, but the situation with their helminth infections remains tense. The annual decline in the level and number of preventive treatments for horses is negative in terms of the spread of strongylatosis. The emergence of cases of patients with horse strongylatosis, for the first time in many years, in the Stavropol Territory, favors future negative dynamics. And newly recorded cases after a short absence in the Volga and North Caucasus Federal Districts. The annual high percentage of infected horses with strongylatosis calls into question the quality of the immune response during routine vaccinations against infectious diseases, the use of infested horses as producers of therapeutic sera in the territory of the Russian Federation. The need to combat these geohelminthic infections of horses is an important part of measures for the preservation and qualitative improvement of the livestock of horses in Russia. In our reality, the demand for breeding and sporting horses is increasing. The improvement of livestock can be achieved only by creating a complex of timely preventive, diagnostic measures, assessing the quality of deworming and analyzing the errors of the previous period.

The aim of the study was to identify the main trends in the overall incidence of mental disorders in the Russian Federation in 2017–2019. The analysis of indices based on statistical reports, revealed changes in the direction of the dynamics of the overall incidence of mental disorders in the Russian Federation. In 2018–2019, the indicator increased (by 0,1 %) for the first time after a yearslong (2007–2018) rather intense annual decline. The most noticeable increase is noted in the incidence of organic mental disorders, chronic inorganic disorders, childhood psychoses, including autism, as well as in indices in the groups of children and adolescents 0–14, 15–17 years old and individuals of 60 years and older. The authors of the article conclude that the change in the dynamics of overall incidence in the Russian Federation observed in 2017–2019 indicates a rise in the referral to psychiatric institutions in the last year with an increase in the total number of patients receiving specialized care.

Regional innovative development in modern economic conditions depends not only on technological innovative development, but also on development extent in non-technological sphere. Marketing, organizational and ecological innovations are non-technological innovations. Organizational innovations have the leading role. Production program and realization (executed works and services), production quality and demand (goods, works and services) and market competitiveness in general depend on organization innovations implementation. In Russian practice, unfortunately, not much attention is paid to organizational innovations though leading foreign countries experience proves urgent need of their study and activation. Main goal of this research study is carrying out interregional comparative analysis of non-technological innovative activity in organizational innovations. This article describes carried out assessment of innovative development in the field of organizational innovations at state level, federal districts and regions of the Russian Federation. This study allows defining the main state tendencies, revealing leading federal districts and regions. Carried-out industry analysis of innovative activity in the field of organizational innovations has interesting results. According to this analysis it is possible to reveal main branches of organizational innovative development. This article also shows interstate research of organizational innovative development level. This research allows defining the place of the Russian Federation among leading foreign countries. There are conclusions about innovative development and recommendations about improvement of the existing situation.

Minimizing infant mortality (IM) is the primary national objective of the Russian Federation. Aim: This study aimed to analyze IM indicators in the Russian Federation and identify factors that influence the dynamics of IM. The level of leading regional indicators of socioeconomic development and provision by doctors and hospital beds in the Russian Federation was studied and compared with the similar factors in foreign countries. Materials: Official and operative reports of Rosstat for 2011-2016 were assessed. Results. The coefficient of IM was 6.0 per 1000 live births in the Russian Federation, and varied from 4.8-9.2 in federal districts. The indicator increased in 2012 in connection with the transition to a new system of newborn registration. The indicator witnessed a permanent decline in 2016 and revealed a negative correlation between the regional bulk products and the coefficient of IM and a positive correlation with the overall IM. However, the relationship among the indicators of IM and the size of the region, the number of highways, the number of patients per one hospital bed or assigned to one doctor could not be established. Conclusion. In the Russian Federation, IM is higher than that indeveloped countries; has permanent tendency to decline; correlates with regional bulk products; does not depend on transport availability, provision with doctors, and hospital beds; and is determined by the organization and the quality of medical care.

Subject. The article investigates the program-targeted planning methodology, which is implemented in the Russian Federation and leading foreign countries, for high-tech industry development. Objectives. The aim is to identify the specifics of program-targeted planning for the development of high-tech industries, to shape programs and plans for innovative development in the Russian Federation and leading foreign countries. Methods. The study employs general scientific methods of systems analysis, including the statistical and logical analysis. Results. I reviewed methods of program-targeted planning, implemented by the world’s leading countries (the Russian Federation, United States of America, France, Great Britain, Netherlands, Norway, Japan, Canada), in the interests of the development of various high-tech sectors of the economy. The study established that the methodology of program-targeted management is an effective tool for resource allocation by various types of economic activities in accordance with national priorities. I developed proposals by priority areas for improving the methodology for program-targeted planning and management in the Russian Federation in modern economic conditions. Conclusions. The findings and presented proposals can be used to improve methods for program-targeted planning to develop high-tech sectors of the economy; to design various long-term programs and plans, reducing the risk of their implementation; to determine the ways and methods of sustainable socio-economic and innovative and technological development of the world's leading economies.

The current issues of reforming the current tax system in the Russian Federation in the context of the transition to determining the amount of real estate taxes based on the cadastral value of real estate objects are discussed. The decision on adopting elements of a tax system in practice should be scientifically and methodologically based. The rational construction of the tax system of Russia contributes to the study of foreign tax systems’ models. In the article, the systems for calculating real estate tax established in the foreign countries under consideration are highlighted. Everything is based on analyzing the practice of real estate valuation in the UK, France, Belgium, Latvia, Finland, USA and Chile. A comparison is made of the grounds for calculating the property tax, their distinctive features. The main approaches to determining the cadastral value taking place in the cadastral systems of foreign countries are summarized. The conducted studies provide grounds for identifying trends in real estate valuation, which are being introduced into modern Russian cadastral valuation practice.
