scholarly journals THE ROLE OF ROAD FREIGHT TRANSPORT IN EU STRATEGIC PRIORITIES: CHALLENGES FOR UKRAINE

Priorities for a competitive and efficient EU transport system have been declared in the third White Paper published in 2011. The strategic priorities of European transport policy are integrated to other EU development priorities, including the European Green Deal, Territorial Agenda 2030. In December 2020 The European Commission presented “Sustainable and Smart Mobility Strategy – putting European transport on track for the future”. This document has outlined the European transport system’s path towards achieving objectives of a sustainable, smart and resilient mobility. The priorities of the European transport system focus on environmental issues, sustainability, development of high-speed railways, expansion of rail freight and passenger transport markets, development of multimodal transportation, technologies for a further electrification and automation in transport, digitalization, deployment of innovations. Road freight transport accounted for more than two thirds of freight traffic in 2019. For the EU member states bordered to Ukraine (Poland, Slovakia, Hungary, Romania), the share of road freight transport has been growing since 2011. These countries are mostly involved in the international road freight transportation. The average distance for which goods were carried by international road freight transport in EU was 581 km in 2018. For Poland, Hungary, Slovakia and Romania the average distance varied from 603 to 786 km. The countries that have joined the EU since 2004 accounted for 80 % of all cross-trade in the EU, which emphasized on the relative competitiveness of hauliers from these countries. Transport companies from Poland are the most active in freight transport between EU countries, in particular in cabotage. In 2020, the European Parliament adopted the Mobility Package I. However, some Members of EU countries, including Poland and Romania claimed against some statements of the Package, including the driver returns home and rules on cabotage operation.

The paper describes selection and justification of metrobus route in Kyiv. Object of the study - Kyiv transport system. Purpose of the study - selection and justification of metrobus route in Kyiv. Method of the study - statistical analysis, synthesis, formalization and generalization. Metrobus is a promising public transport system in cities, because it has low cost and high speed of construction of line compared to rail transport, high speed of movement in dedicated lanes, ability to flexibly change the passenger flow due to changes in bus traffic, ability to partially use metrobus lane for other special vehicles, low-cost travel due to high passenger capacity and efficient payment systems, reduction of air pollution, and its absence when using electric buses. Analyzed the current state of public transport in Kyiv. It was found that the most acute problem with transport is in the residential area Vyhurivshchyna-Troieshchyna. Driving time in rush hours from Pochayna metro station in the direction of Vygurovshchina-Troeshchina is increases by 10-27 min. compared to nighttime hours, when traffic is low, and the accidents or road works can further increase it. Metrobus route Miloslavska St. - Pochayna metro station was proposed. The route has a total length of 11.1 km and has 13 stops. Average distance between stops is 854 m and fits into the generally accepted norms used in construction of metrobus lines (800-1200 m). This will solve transport problem on this route and reduce average driving time to 18.5 minutes only using dedicated lanes. The results of the article can be used to design metrobus line and to determine of vehicles performance properties that will be used on them. The aim of this paper is to discuss new trends that have occurred in the policies of the EU and China towards foreign direct investment (FDI), to examine some implications of the EU‑China Comprehensive Agreement on Investment (CAI) – which is currently being negotiated – for their bilateral relations, and to assess the role which China’s “One Belt One Road’ (OBOR) initiative might play in its relations with the new EU Member States. The EU established freedom of capital movement with third countries; however, the introduction of the common investment policy has encountered some obstacles. These are related to investor protection and ISDS issues. In turn, China is carrying out an independent state policy towards foreign investment with limited liberalization of FDI flows. The negotiated EU‑China CAI is expected to create conditions conducive to bilateral foreign investment flows, and it might bring positive effects for their economies in the future. However, the progress made thus far in the negotiations is still limited. The relations between China and the new EU Member states (CEE countries) are characterized by common interests in the field of FDI flows. The new EU countries are interested in attracting Chinese FDI and seem not to show the fears that have arisen in the old EU countries.

The article examines the features of public procurement in Ukraine and their compliance with EU standards, the factors that affect their effectiveness. The problems of tender purchases that exist in Ukraine during the process are considered. The changes that took place in the implementation of procurement after the introduction in 2020 of a new version of the Law of Ukraine "On Public Procurement" are assessed. A detailed description of Poland's experience in public procurement is provided. The number and types of contracts concluded during procurement are analyzed. The main existing shortcomings in the field of public procurement, ways to solve and improve them are considered. The key EU rules on public procurement to be used in Ukraine have been identified. It was established that it is important to bring the mechanism of public procurement in Ukraine closer to the EU requirements, which will allow our country to raise the issue of joining this organization in the future. The purpose of the article is to analyze the features and problems of public procurement in Ukraine and find ways to overcome them. The main task of reforming the sphere of public finances in our country is to introduce an effective mechanism for the use of public procurement in accordance with the principles and approaches applied by EU countries, which should ensure financial efficiency and transparency of the procurement procedure. Public procurement is one of the tools to regulate supply and demand for specific publications. To increase the transparency and efficiency of use in our country, it is necessary to study the experience of EU member states, especially Poland. Analysis of the experience of public procurement in the EU will be able to identify effective approaches to their implementation in Ukraine, thanks to the main tasks of public procurement reform in our country will introduce an effective system in accordance with the principles and approaches used by EU countries. It is necessary to investigate the change that has taken place in public procurement after the introduction in 2020 of a new version of the Law of Ukraine "On Public Procurement", there are both positive and negative aspects that are due to the existence of corruption schemes in tenders.

There still exist the differences in provision of VAT, in interpretation of VAT provisions and application of the rules in practice between the EU member states. Application of VAT during the supply of goods with installation to other EU member state, both during the existence of establishment in the state of customer and also without it, is considered to be one from the problematic field. Other discrepancies are created by inclusion of the sub suppliers, who can come from other EU member state or from the same state as customer, to this transaction. Questions of VAT application during the supply of goods with installation to other EU member state were processed by using standard methods of scientific work in the frame of five selected EU countries – Hungary, Poland, Romania, Slovakia and Czech Republic.

The article analyzes the regulatory framework. establishing the sta- tus of citizens of the countries of the European Union (EU). The author identifies problems that can become an obstacle in the process of unification of the law regulating labor of migrants in the EU countries. The study identified and analyzed the main problems faced by migrants from EU countries, in particular, migration registration, registration as an individual entrepreneur, access to services in the financial and credit sector and many other areas of activity of labor migrants. The author uses an integrated approach to considering the problems of mi- gration, economic and social nature. A proposal was made on the further development of partnerships between EU member states in the context of a pandemic and the introduction of severe restrictions.

Nowadays, sustainability is an omnipresent concept in our society, which encompasses several challenges related to poverty, inequality, climate change and so on. The United Nations adopted the Agenda 2030, a plan of action formed of universal Sustainable Developments Goals (SDGs) and targets, which countries have to face in order to shift the world toward a sustainable future. One of the most relevant SDGs since the onset of the financial crisis in 2007 has been the so-called reduced inequalities, which consists of dealing with the inequality of opportunities and wealth between and within countries. However, reducing inequalities depends on many heterogeneous aspects, making it difficult to make a proper analysis that evaluates the European Union (EU) countries performance of this goal. In this study, we introduce a novel approach to evaluate the inequalities in EU countries based on a sorting a multi-criteria decision-making method called AHPSort II. This approach allows to obtain a classification of the EU countries according to their achievements in reducing inequalities to subsequently carry out a deep performance analysis with the aim of drawing conclusions as to the evolution of inequality in them along the years. The results are consistent with the main international organizations’ reports and academic literature, as shown in the Discussion Section.

The Common European Asylum System (CEAS) conditions apply to Latvia. Development of the Common European Asylum System impacts Latvian legislation and has an effect on the work of judicial institutions. Any European Union scale change affects Latvia. Common European Asylum System conditions in Latvia are being met by direct implementation of the EU instructions. Well-considered position and evaluation of CEAS conditions according to Latvian interests is necessary. Goal of this article is to review demands of the Common European Asylum System towards the member states as well as concordance of the Latvian asylum procedure with conditions of the Common European Asylum System. Objectives of this research is to examine development of legislation in the EU and Latvia, to analyse and compare current legislation of the asylum procedure in the EU member states as well as to analyse impact of CEAS towards the asylum procedure in Latvia. In order to achieve objectives, following research methods were used: monographic research of theoretical and empirical sources in order to analyse and evaluate various asylum domain information, analytical method in order to acquire legislative content and verities, comparative method in order to discover differences in legislation of asylum procedure in the EU countries, systemic method in order to disclose interconnections in legislation, descriptive statistics method and correlation analysis in order to analyse process of the asylum procedure and determine interconnections in the asylum procedure time frame between legislation and practical instances in EU countries.

According to the mid-term review of the EU White Paper on Transport, short sea shipping is expected to grow at a rate of 59% in metric tonnes, from 2000 to 2020. If we consider that the overall expected growth in freight exchanges is of some 50%, sea transport is one of the most feasible ways to reduce traffic congestion on European roads. High speed vessels are a possible way to compete with road transport on certain routes; however, these ships are highly affected by heavy weather. This paper analyses the weather influence on several short sea shipping routes to be served by fast ships.

The purpose of this paper is to highlight the evolution of the market research and public opinion polling business in the EU countries in recent years (after 2010). Using the Turnover or gross premiums written indicator, it was found that the analyzed business experienced an upward trend over the period 2010-2015, but not for all EU countries, some of them experiencing decreasing of the indicator. At the same time, parallel with the increase of the Turnover or gross premiums written at the level of the EU, there was a slight decrease of the number of enterprises and number of persons employed in the market research and the public polling activity, a decrease which was more pronounced at the level of the old EU Member States. The paper also seeks to highlight the link between the macroeconomic outcomes and market size of market research and public opinion polling across EU countries, noting the existence of a direct and strong relationship between Gross domestic product and Turnover or gross premiums Written both at EU-28 level and by categories of old and new member states. The analysis was based on official statistical data provided by Eurostat.
