The role of the scientific journal in the process of solving strategic tasks of information and educational activities is shown. The significance of a scientific article as a publication genre depending on the level of the scientific community and communication goals is revealed. Recommendations for writing and formatting a scientific article from both a substantive and formal point of view are given. The levels of novelty, radicality and originality of scientific articles are justified. The principles of compiling a list of references when writing a scientific article are highlighted.

In this study we will try to analyze the foundations of the Constitution as a pillar and as a guarantee for its solidity. The study will also address the need for revision of the constitution as a fundamental element of its existence and continuity. Particular emphasis will be given to the comparison of the constitutions of the most important countries in the world as regards the procedures and limits to the constitutional revision. In this sense, the constitutions of some Balkan Peninsula countries will be analyzed to draw a comparison and analyze the Albanian Constitution as regards the procedure for its revision. The study intends to analyze the procedures for the revision of the Constitution as well as the explicit and implicit limits to these revisions. In the Constitutional revision in Albania in 2016, the role of the Constitutional Court on the control of the constitutional legitimacy of constitutional revision laws was clarified. Formal constitutionality is usually emphasized since the Albanian constitutional reform underlined that the Constitutional Court in Albania could express itself on the constitutionality of the Constitutional revision law only from a formal point of view.   Received: 2 January 2021 / Accepted: 27 February 2021 / Published: 7 March 2021

The purpose of this article is to discuss some important aspects involved while writing an article to publish in a scientific journal. This is a review article. I argue that writing an article is technical as well as creative art of an author which facilitates acceptance of article for publication in a scientific journal. Academicians are obliged to conduct research and publish articles to demonstrate their job efficiency. To publish an article in a scientific journal is the first necessary condition to meet standard norms i.e. journal's guideline for authors and the next is to follow the editing processes of the journal. Writing an article for printed version is becoming an old fashion. Therefore, authors need to learn how to submit a scholarly written article online and follow review processes. Writing and publishing of a scientific article is not only important for individuals and specific scientific community, it is also important to the wider society which helps to enhance stock of knowledge, and sharing and learning culture. Plant growth-promoting rhizobacteria (PGPR) is a unique group of bacteria that colonize the rhizosphere and roots of plants. They are involved in a plethora of interaction with the host plant and benefit the host plant from nutritional and pathological point of view. The beneficial role of PGPR extends from fixation of atmospheric nitrogen, solubilization of phosphates, siderophore production, synthesis of plant growth regulators, and conferring protection to plants through production of antibiotics and ultimately helping the plants in acquiring resistance. The microbes are also being used for bioremediation purposes and thus act as an eco-friendly cleansing agent. PGPR has gained immense interest in the scientific community and have emerged as a very reliable tool for eco-friendly and sustainable approach for crop production. PGPR is a potent candidate of bioprospection for sustainable use in agriculture and bioremediation process for the overall benefit of mankind.

In the modern economy, tax risks are far from the last in importance. First of all, this is due to the fact that taxes are the main sources of formation of the country’s budget and thereby create an economic basis for the existence of a state that can perform its functions only if there is adequate funding. The size and condition of the budget, in turn, have a regulatory effect on the economy. Taxation is an integral part of the modern system of redistributing funds between economic entities, and therefore the urgency of the problem of tax risks is beyond doubt. From the point of view of the state (represented by the tax authorities), tax risks are the likelihood of a taxpayer’s non-compliance with tax legislation, i.e. financial losses of budgets of all levels and the state as a whole. In other words, the tax risks of the state consist in the likelihood of receipt of smaller amounts of taxes in comparison with the planned volumes, which can lead to negative consequences, for example, to an unplanned budget deficit. Such consequences can limit the possibility of financing many budget expenditures, which will lead to a slowdown in economic growth as a whole. The purpose of the scientific article was to study the influence of the role of tax risks as an effective threat to ensure the functioning of the state’s economic security system. The theoretical and methodological basis of the study was the work of both Russian and foreign experts in the field of economic security of the state, as well as materials from the periodicals of leading economists. The main research methods used in writing the work were the method of theoretical systemic economic analysis, the monographic (descriptive) method.

This chapter introduces the subject of analysis and provides the conceptual framework and the main themes of the book. It introduces the outsider and insider narratives of subnational authorities (SNAs) in EU law and sets out the characteristic features of these two parallel yet opposed narratives. We will observe that while SNAs are outsiders of EU law from a formal point of view, the insider narrative highlights their increasing role in the achievement of EU objectives and the substantive development of supranational law. The concepts of polycentricity and porosity are introduced to assist in framing the multidimensional interactions which occur between different scales of pubic authorities. It is suggested that the paradigm of interconnection is key to any understanding of the contemporary role of SNAs.

Tropical forests play a major role in determining the current atmospheric concentration of greenhouse gases. The role of tropical forests is critical because they are carbon-dense with large amount of carbon is stored. With almost 8 million km2 of the humid tropics, the tropical forests are faced to several issues altering their contribution to the carbon cycle, such as deforestation and wildfires. In Europe, extreme wildfires ravaged the European forests in the last years. These situations were extremely dangerous not only for the environment, but also for the socioeconomical point of view because to the proximity of forests from the urban cities or from the agriculture fields. This fact has motivated the European scientific community to explore the wildfires behavior in the purpose to master their expansion, and limit their harmful effect. In this plenary presentation, the French scientific expertise will be exposed with an eye on a possible extrapolation to the tropical forest’s particularity. For this purpose, the following points are going to be discussed: (1) understanding wildfire mechanisms, (2) giving a vision about French scientific experience on forest fires research field, and finally (3) trying to extrapolate these scientific experiences to tropical forests.

Abstract Peer review is almost universally seen as the crux of scientific journal publishing. The role of peer reviewers is (1) to help avoid unnecessary errors in the published article, and (2) to judge publication-worthiness (in the journal that arranges for the review). This happens. Sometimes. But the notion of peer review is rather vague, and since most of it is anonymous, it is very difficult – arguably impossible – for researchers to know if the articles they read have been reliably peer reviewed and which criteria have been used to come to the decision to accept for publication. On top of that, peer review is very expensive. Not the peer review itself, as it is mostly done by researchers without being paid for it, but the process as arranged by publishers. This has several underlying causes, but it is clear that the actual cost of technically publishing an article is but a fraction of the average APC (Article Processing Charge) income or per-article subscription revenues publishers routinely realize. Some (e.g. Richard Smith, ex-Editor of the British Medical Journal) advocate abolishing peer review altogether. This is certainly not without merit, but even without abolishing it, there are ways to make peer review more reliable and transparent, and much cheaper to the scientific community.

Nowadays a new direction of penitentiary sociology is being actualized in the scientific community, which considers significant issues of social adapta-tion of convicts, their subculture, stratification, and resocialization. The importance of sociological knowledge in this area is substantiated, facts about a contradictory vision of punishment as a social function are presented. The subject of the author's consideration is the peculiarities of the interpreta-tion of penitentiary sociology and the specificity of its formation. The purpose of this article is to char-acterize the boundaries of the subject field of this sociological knowledge and to consider the specif-ics of considering prison punishment from the point of view of multifunctional purpose. The authors consider the protosociological approaches of D. Howard, S. V. Poznyshev to the issue of organiz-ing the penal system, as well as M. Fuko sociological interpretation of the role of punishment in society.

The article discusses the problems related to the implementation of the legal impact on modern Russia and the role of the principles of law as the underlying idea behind that impact. This research aims to structure visions of the main characteristics and classifications of the principles of law in the context of their formalization. The authors use the method of technical analysis of regulations, which is important to meet the requirements of legal engineering. As a result of the work carried out, the authors suggest that, on the one hand, it is important to aim at the standardization of the principles of law as accurately and accurately as possible in legislation. On the other hand, they assume that principles that are already assured in legislation but have not yet been recognized by the scientific community must also obtain an assessment and justified characteristics in the doctrine. They conclude that, from a technical-legal point of view, a principle of law that is not scientifically recognized does not disappear from the legal framework if it is institutionalized as such in effective legislation. On the contrary, essentially new principles enshrined in legislation should not be ignored by legal science.

It has been almost universally adopted that dissolution of solids proceeds with development of uniform, continuous frontiers of reaction.However this point of view is doubtful / 1 /. E.g. we have proved the active role of the block (grain) boundaries in the main phases of cement, these boundaries being the areas of hydrate phases' nucleation / 2 /. It has brought to the supposition that the dissolution frontier of cement particles in water is discrete. It seems also probable that the dissolution proceeds through the channels, which serve both for the liquid phase movement and for the drainage of the incongruant solution products. These channels can be appeared along the block boundaries.In order to demonsrate it, we have offered the method of phase-contrast impregnation of the hardened cement paste with the solution of methyl metacrylahe and benzoyl peroxide. The viscosity of this solution is equal to that of water.
