In improving the quality of the State Civil Apparatus (ASN) or Civil Servants (PNS) in accordance with the development of science and technology in this milineal era, employees are required to be able to develop in accordance with the needs of organizations that are also developing, so that the quality of the human resources highly highlighted, based on the Head of the State Personnel Agency Regulation No. 8 of 2013 Technical Competency is the ability of every Civil Servants (PNS) that includes knowledge, skills and work attitudes that are needed in carrying out his job duties. The Directorate General of Conservation of Natural Resources and Ecosystems is one part of the Ministry of Environment and Forestry which aims to improve the quality of the Ministry's Human Resources. Thus an increase in competency among employees within the Directorate General of Natural Resources and Ecosystem Conservation covers the dimensions of Skills, Knowledge, Self-Concepts, Character and Encouragement through the study assignment program and independent study permit, which in increasing this competency can provide increased competency of employees in carry out their duties in accordance with their positions, where employees are more adept at responding, careful, fast and intelligent in carrying out their duties in accordance with applicable regulations when employees carry out tasks within the scope of the Directorate General of Conservation of Natural Resources and Ecosystems.

The timeliness and accuracy of the amount in the transfer of state revenues affect the availability of funds in the State General Cash Account to finance state activities. Therefore, compliance with perception bank / post is very important considering that they play an important role in the state revenue process. Knowing the determinants of compliance with the transfer of state revenues by perception bank / post will be beneficial for the Directorate General of Treasury to accelerate the inflow of State Treasury. Whereas, for perception bank / post it will be beneficial in avoiding the imposition of late penalties. By using qualitative research methods, the results of research show that the network system, the use of technology, and the quality of human resources are three determinants of compliance with the transfer of state revenues by perception bank / post.  Ketepatan waktu dan ketepatan jumlah dalam pelimpahan penerimaan negara mempengaruhi ketersediaan dana di Rekening Kas Umum Negara untuk membiayai kegiatan negara. Oleh Karena itu, kepatuhan bank/pos persepsi sangat diperhatikan mengingat mereka memegang peranan penting dalam proses penerimaan negara. Mengetahui faktor-faktor penentu terhadap kepatuhan pelimpahan penerimaan negara oleh bank/pos persepsi akan bermanfaat bagi Direktorat Jenderal Perbendaharaan untuk mempercepat aliran masuk Kas Negara. Sedangkan, bagi Bank/Pos Persepsi akan bermanfaat dalam menghindari pengenaan denda keterlambatan. Dengan menggunakan metode penelitian kualitatif, diperoleh hasil penelitian yang menunjukan bahwa sistem jaringan, pemanfaatan teknologi, dan kualitas sumber daya manusia merupakan tiga faktor penentu kepatuhan pelimpahan penerimaan negara oleh bank/pos persepsi.

ABSTRACT                    Local Excellence (KL) is a process and realization of increasing the value of a regional potential so that it becomes a product /service or other work of high value, is unique and has a comparative advantage. The quality of the process and the realization of local excellence is greatly influenced by the available resources, which are better known as 7 M, namely Man, Money, Machine, Material, Method, Marketing and Management. The concept of developing local excellence is inspired by various potentials, namely the potential of natural resources (SDA), human resources (HR), geographical, cultural and historical. Natural resources (SDA) are the potential contained in the earth, water, and aerospace that can be utilized for various life purposes. Human resources (HR) are defined as humans with all the potential they have that can be utilized and developed to become social creatures that are adaptive and transformative and able to utilize the natural potential around them in a balanced and sustainable way. Geographic objects include, among others, formal objects and material objects. Culture is attitude, while the source of attitude is culture. Local excellence in historical concepts is historical potential in the form of relics of ancient objects and traditions that are still preserved today.

In this study, one important thing will be discussed, namely about what is performance, its services, especially for the state civil apparatus (ASN). Since personnel are so important from both the employee and organizational point of view, an efficient evaluation orders related evaluations to the organization. The main objective of this research is to assess the importance of evaluating the performance of the civil service to increase public efficiency as a special type of human capital. This concludes with the steps necessary to ensure the efficient use of the capacity of the civil service of the state. This study uses a qualitative approach with a literature review method to explain the performance of the State Civil Apparatus as a development of the quality of human resources.

The concept of sustainable development has begun to be developed, namely in line with current needs and without endangering future generations. In addition to focusing on environmental issues, this concept covers economic development, environmental protection and social development. However, this concept still tends to focus on short- term economic development. With the limitation of the State Revenue and Expenditure Budget (APBN) and the resources we have, it is not surprising that policymakers prefer shortcuts. As a result, the quality of economic growth has deteriorated. One of the efforts to harmonize the needs of economic growth and conservation of natural resources is the concept of a Green Economy. This article discusses how to calculate economic development as seen from the amount of Gross Domestic Product (GDP) from a Green Economy perspective. Batu City, as a tourism city that relies on natural conditions and its environment, needs to analyze its economic development from a Green Economy perspective in order to be sustainable. This article aimed to analyze the depletion of natural resources of the sub-sector “Provision of Accommodation and Food – Beverage” which supports tourism in Batu City. Owing to numerous emerging threats to biodiversity, its conservation has been of paramount importance in today’s world.  Interestingly, many modern practices have been followed globally for the conservation of natural resources, yet traditional conservation practices that could set an excellent example need to be explored worldwide.  Keeping this in view, the current communication aims to highlight a unique conservation method that has been practiced in the remote and cold-arid region of the state of Himachal Pradesh in the western Himalaya.  Locally known as ‘Praja Mandal’, this indigenous system of conservation needs to be addressed and adopted nationwide  with an eye towards a sustainable ecosystem.

Modernity is viewed differently in western and eastern/Islamic culture. In western, it is associated more on theissue of secularism, the separation between religious affairs and the state. Another issue is the application of economiccapitalistic system, which concerns with the material life and reduces the spirit of sharing. Besides, the development oftechnology has reduced the quality of interpersonal relationship and has caused worries and psychosomatics. Not allMuslims agree with these issues. However, modernity also gives spirit to the progress of Muslim society. It can make peopleuse their optimal thinking to manage natural resources and their potentials so that they can live much better. For that reason,modernity can be a certain challenge to the Islamic preaching.

To meet the requirements of state administrative reform in the period of accelerating industrialization, modernization and international integration, English training programs which aim at meeting the criteria of civil servants’ titles, positions and management are urgent and necessary. Foreign languages in general and English in particular, play a key role in integrating development in all aspects of life, especially in the field of education. In this article, we discuss some solutions to enhance English in training programs for cadres, civil servants in order to improve the quality of human resources for integration in economy of the country.
