High School Size and Student Indiscipline: Another Aspect of the School Consolidation Issue?

School consolidation is again an issue in rural areas. Traditionally, such controversies have turned on criteria of equity and efficiency: Large schools are alleged to be more equitable and more efficient than small ones. However, the research on both criteria is exceedingly ambiguous; neither goal seems to be routinely served by making small rural schools larger. This article investigates another possible criterion for judging the desirability of creating larger schools, student indiscipline. Both theory and evidence suggest that large schools are more disorderly than small ones. Using data from a nationally representative sample of high schools, this study suggests that creating larger institutions will increase student misbehavior. However, the increase experienced by small rural high schools—those most at risk of consolidation—will border the trivial. Thus, indiscipline provides no less ambiguous a criterion for deciding consolidation issues than does equity or efficiency. Arguably, when “technical” criteria provide no clear guidelines for an important public policy decision, citizen preferences should be determinative.

The purpose of this study was to better understand how principals in rural schools are thinking about assessment and grading practices and if they anticipate implementing policy changes in the near future that may require increased support. Principals of schools in rural areas often face challenges that are significantly different from those of their urban and suburban counterparts. The researchers used a mixed-method survey to better understand if progressive grading policies were a part of the vision for principals of rural high schools, if they possessed conceptual underpinnings of such practices, and if they believed they had the capacity within their districts to lead teachers toward more effective grading policies. A high frequency of high school principals in rural schools said standards-based grading (SBG) was a part of their 5-year vision. These principals also showed relatively high mean scores of standards-based assessment literacy, and moderately high percentages believed they have the resources and capacity to support SBG. The researchers thus conclude that there is a high likelihood that many rural high schools will be implementing some form of SBG within the next 5 years.

Rural and small-town communities in the United States have been rapidly diversifying over the last few decades and rural schools have faced challenges in supporting changing populations. This article builds on a limited body of education research that has focused on diversity in rural areas, driven largely in the U.S. by Latinx immigrant populations. This research draws on several data sources from multi-week visits in a mixture of new and established immigrant destinations to profile the challenges educational leaders faced developing ESL programs in five rural high schools and explores challenges such as how schools struggle to recruit and retain administrators and teachers, how they often have limited knowledge and resources to support curriculum development, and how program size limits schools’ ability to place students appropriately. The article concludes with suggestions for education programs, rural administrators, and state policy makers  to better support English learners in rural schools.

In this study, we investigate the relationship between values and political beliefs and how it varies as a function of cultural context and time. In particular, we analyzed the effects of Conservation vs. Openness to change and Self-transcendence vs. Self-enhancement for cultural and economic political beliefs using data from nationally representative samples of citizens from 34 European countries from eight rounds of the European Social Survey (data spans the 2002–2016 period). We found that the effects of values on political beliefs are moderated by the Western vs. Eastern cultural context and that there is a modest round-to-round variation in the effects of values on beliefs. The relationship between Openness and cultural beliefs was negative and largely consistent across the Western and Eastern countries. Similarly, the effects of Self-enhancement were positive across these Western and Eastern countries. In contrast, the effects of Openness on economic beliefs were positive for the Eastern countries but largely weak and inconsistent for the Western countries. Finally, the effects of Self-enhancement on cultural beliefs are weak for both cultural contexts.

Research has demonstrated that situational factors such as perceived threats to the social order activate latent authoritarianism. The deadly COVID-19 pandemic presents a rare opportunity to test whether existential threat stemming from an indiscriminate virus moderates the relationship between authoritarianism and political attitudes toward the nation and out-groups. Using data from two large nationally representative samples of adults in the United Kingdom ( N = 2,025) and Republic of Ireland ( N = 1,041) collected during the initial phases of strict lockdown measures in both countries, we find that the associations between right-wing authoritarianism (RWA) and (1) nationalism and (2) anti-immigrant attitudes are conditional on levels of perceived threat. As anxiety about the COVID-19 pandemic increases, so too does the effect of RWA on those political outcomes. Thus, it appears that existential threats to humanity from the COVID-19 pandemic moderate expressions of authoritarianism in society.

BackgroundPreventive behaviours have been recommended to control the spread of SARS-CoV-2. Adults with chronic diseases (CDs) are at higher risk of COVID-19-related mortality compared to the general population. Our objective was to evaluate adherence to COVID-19 preventive behaviours among adults without CDs compared with those with CDs and identify determinants of non-adherence to COVID-19 preventive behaviours.Study designCross-sectional.Setting and participantsWe used data from the nationally representative COVID-19 Impact Survey (n=10 760) conducted in the USA.Primary measuresAdults with CDs were categorised based on a self-reported diagnosis of diabetes, high blood pressure, heart disease/heart attack/stroke, asthma, chronic obstructive pulmonary disease (COPD), bronchitis or emphysema, cystic fibrosis, liver disease, compromised immune system, or cancer (54%).ResultsCompared with adults without CDs, adults with CDs were more likely to adhere to preventive behaviours including wearing a face mask (χ2-p<0.001), social distancing (χ2-p<0.001), washing or sanitising hands (χ2-p<0.001), and avoiding some or all restaurants (χ2-p=0.002) and public or crowded places (χ2-p=0.001). Adults with a high school degree or below [Adjusted prevalence ratio (aPR):1.82, 95% Confidence interval (CI)1.04 to 3.17], household income <US$50 000 (aPR:2.03, 95% CI 1.34 to 2.72), uninsured (aPR:1.65, 95% CI1.09 to 2.52), employed (aPR:1.48, 95% CI 1.02 to 2.17), residing in rural areas (aPR:1.70, 95% CI 1.01 to 2.85) and without any CD (aPR:1.78, 95% CI 1.24 to 2.55) were more likely to not adhere to COVID-19 preventive behaviours.ConclusionAdults with CDs are more likely to adhere to recommended COVID-19 preventive behaviours. Public health messaging targeting specific demographic groups and geographic areas, such as adults without CD or adults living in rural areas, should be prioritised.

Objectives To estimate the national prevalence and sociodemographic correlates of gray market utilization, consisting of paid providers who are unrelated to the recipient, not working for a regulated agency, and potentially unscreened and untrained, for aging and dementia-related long-term care. Methods We surveyed a nationally representative sample of 1,037 American Life Panel respondents aged 18 years and older. Results Nearly a third of Americans who arranged paid care sought gray market care for persons with dementia, and most (65%) combined it with unpaid care. Respondents who arranged gray market care had 66% lower odds of currently working, and those living in rural areas had an almost 5-times higher odds of arranging dementia gray market care. Discussion Gray market care represents a substantial proportion of paid, long-term care for older adults and may fill gaps in access to care.

The purpose of this study was to evaluate music teacher professional development (PD) practice and policy in the United States between 1993 and 2012. Using data from the nationally representative Schools and Staffing Survey (SASS) spanning these 20 years, I examined music teacher PD participation by topic, intensity, relevance, and format; music teachers’ top PD priorities; and the reach of certain PD-supportive policies. I assessed these descriptive results against a set of broadly agreed-on criteria for “effective” PD: content specificity, relevance, voluntariness/autonomy, social interaction, and sustained duration. Findings revealed a mixed record. Commendable improvements in content-specific PD access were undercut by deficiencies in social interaction, voluntariness/autonomy, sustained duration, and relevance. School policy, as reported by teachers, was grossly inadequate, with only one of the nine PD-supportive measures appearing on SASS reaching a majority of teachers in any given survey year. Implications for policy, practice, and scholarship are presented.

Using a nationally representative dataset from rural areas in South Africa, the study examines vulnerability to food insecurity using the Vulnerability as Expected Poverty framework. The dataset used was large and comprehensive to develop robust profiles of vulnerable households. This is executed employing the sustainable livelihoods framework. The findings show that human and financial capital plays a critical role in making rural households resilient from vulnerability to food insecurity. The failure of natural resources to support agricultural livelihoods emerged as an important factor for rural household vulnerability to food insecurity. Gender-based imbalances still prevail, explaining most of the rural household vulnerability to food insecurity. Female-dominated households still endure most of the prevailing vulnerabilities to food insecurity, and this is even worse for households headed by younger females. Policies, strategies, and institutions in South Africa have not been able to address household vulnerability to food insecurity. The study identified Eastern Cape and KwaZulu-Natal as the most vulnerable provinces where food policy has to be a top priority agenda.
