This paper is a literature review of Robert Kagan’s article titled ‘power and weakness’ aiming to describe the US and the Europe’s perception on power in international system and their ‘trans-Atlantic’ relationship regarding ‘power’. The role of the US’ power has been known to contribute to the development of current Europe. Though, the Europe has experienced good relationship with the US since the Cold War and only softly challenged against the US’ policies in many conflicts, Kagan argued that the Europe has differing strategic culture from the US in responding the global issues when it comes to regional security and national interest, which has been driven by its decreased power.

The article is devoted to the study of various aspects of daily life of the US Embassy in Czechoslovakia in 1945—1948. The author considers the main areas of its work, major problems and difficulties that American diplomats had to overcome being in difficult conditions of the post-war economic recovery and international tension growth. Special attention is paid to the role of Ambassador L. A. Steinhardt, his methods of leadership, interactions with subordinates, with the Czechoslovak authorities and the State Department. This allows to reveal some new aspects of American diplomacy functioning, as well as to identify poorly explored factors that influenced American politics in Central Europe during the years when the Cold War was brewing and tensions between Moscow and Washington were rising. The article is based on unpublished primary sources from the American archives.

Iran and Russia have common interests, especially in political terms, because of the common borders and territorial neighborhood. This has led to a specific sensitivity to how the two countries are approaching each other. Despite the importance of the two countries' relations, it is observed that in the history of the relations between Iran and Russia, various issues and issues have always been hindered by the close relations between the two countries. The beginning of Iran-Soviet relations during the Second Pahlavi era was accompanied by issues such as World War II and subsequent events. The relations between the two countries were influenced by the factors and system variables of the international system, such as the Cold War, the US-Soviet rivalry, the Second World War and the entry of the Allies into Iran, the deconstruction of the relations between the two post-Cold War superpowers, and so on.The main question of the current research is that the political relations between Iran and Russia influenced by the second Pahlavi period?To answer this question, the hypothesis was that Iran's political economic relations were fluctuating in the second Pahlavi era and influenced by the changing system theory of the international system with the Soviet Union. The findings suggest that various variables such as the structure of the international system and international events, including World War II, the arrival of controversial forces in Iran, the Cold War, the post-Cold War, the US and Soviet policies, and the variables such as the issue of oil Azerbaijan's autonomy, Tudeh's actions in Iran, the issue of fisheries and borders. Also, the policies adopted by Iranian politicians, including negative balance policy, positive nationalism and independent national policy, have affected Iran-Soviet relations. In a general conclusion, from 1320 (1942) to 1357 (1979), the relationship between Iran and Russia has been an upward trend towards peaceful coexistence. But expansion of further relations in the economic, technical and cultural fields has been political rather than political.

Ao observar o sistema unipolar que emergiu do final da Guerra Fria, é marcante o sentimento de insegurança geopolítica gerada pela existência de apenas uma superpotência global e as dúvidas da atuação do Estado soberano nessa conjuntura. Nesse paradigma, Capitão América: Guerra Civil é lançado com uma simbologia contestadora do papel do hegemon no sistema internacional. Com isso, inicialmente é exposto o enredo do filme, seguido das teorias liberal e realista das Relações Internacionais e da semiótica greimasiana. Com isso em vista, é feita a análise dos símbolos do longa-metragem e, por fim, se conclui que os autores do texto tinham como objetivo disseminar uma mensagem de união política entre os americanos.     Abstract: Observing the unipolar system emerging from the closure of the Cold War, is remarkable the sentiment of geopolitical insecurity generated by the existence of only one global superpower and the doubts about the role of the sovereign State in such system. In this paradigm, Captain America: Civil War is released with a contesting symbology about the role of the hegemon in the international system. Therefore, first it is exposed the movie plot, followed by the liberal and realist theories of international relations and the French semiotics. With this in mind, the symbols in the feature are analised and, in conclusion, it is stated that the authors wish to convey a message in bipartisan union amongst the American people. Abstract: Against the backdrop of an international system becoming more confrontational in nature, the subject of deterrence is back again. This article provides an overview of the nature of the deterrence problem during the Cold War period and today. While the broader circumstances have changed markedly, today, the central issue of deterrence remains the same as in the Cold War: how to maintain the credibility of the American threat to employ nuclear weapons in the defense of allies in the face of adversaries that can retaliate with devastating nuclear attacks against the US itself. There is little doubt about the threat of the US or other nuclear powers to retaliate in the event of a nuclear attack against their own homelands, so long as those retaliatory forces can survive the initial attack. The problem is the credibility of US extended deterrence.

This collection of essays grapples, historically, with the complex issues involved in understanding system transformation. Often these transformations have taken the form of a shift along the spectrum of independence-centralization, and it is within the framework of such declining or emerging imperial systems that the degree of change has tended to be measured. The task of this contribution is to locate the specific case of the end of the Cold War within the broader reflections on these themes. It will respond to this challenge by applying a different litmus test for change from that already found in the existing literature about the significance of the end of the Cold War. Instead, it will broach the topic by an examination of prevailing concepts of legitimacy within international society. In short, it argues that a study of the role of legitimacy might be a useful way of documenting and measuring the kinds of changes taking place within an international system. Moreover, while the end of the Cold War might be thought to have nothing to say about the issue of empire as such (beyond recording the expiry of the Soviet version), it will additionally be suggested that the resultant extension of shared concepts of international legitimacy can be understood as a defining attribute of the contemporary imperial project.

The Information Revolution has leveraged the attention which the academic discourse is paying to the impacts of information and communication technologies, although aspects of how to conceptualize these impacts theoretically are insufficient. Focusing on the role of IT during the rearmament of the US-military since the end of the Cold War a neogramscian perspective on the genesis and diffusion of IT as “political project” is outlined. IT gives a new model of warfare and contributes to the significant consent which the rearmament of the US-military has gained among US-citizens.

The contest for the American presidency in 1988 should have been a campaign with lively discussions and debates about international politics. It was not. Explaining why may raise important questions about the role of foreign affairs in American presidential politics. The contest for the White House in 1988 took place just before some of the most dramatic changes in and challenges to the international system that any modern presidency has ever known. It would have been good if and might have been expected that presidential candidates in that year had spent considerable time and energy discussing and debating those emerging changes. The debate did not occur.

The fall of the Berlin Wall and the end of the Cold War caused ructions in the WP; the party split in 1992 when ‘reformers’ broke away to create Democratic Left. The ‘reformers’ contended that the WP should become ‘a reconstituted party affirming its adherence to the rule of law’. The ‘reformers’, or ‘liquidators’, who included six of its seven parliamentary deputies, were accused of attempting to destroy the WP. What was left of the ‘revolutionary’ party retained its Cold War assumptions, pointing the finger at the CIA, no less, claiming that it might have had a role in fomenting the split. Drawing a global picture, the WP highlighted the ‘counter-revolutionary’ role of the US in such countries as Cuba, Vietnam, Angola, and Grenada. The reformers highlighted the WP’s ‘historical baggage’ and association with ‘criminality’ – the Official IRA.

It was in the 1970s when building anti-missile systems became technically possible. In the 1980s, R. Reagan had a vision of creating such a system covering the United States. After the Cold War was over, those projects were put to a halt, but as soon as fears of terrorist attacks increased, W. Clinton started developing them again, and after 9/11, G. Bush prioritized them. The US was quick to develop proper military technologies, but the concept of the National Missile Defense was often criticized. Other countries (Russia and many EU members) criticized Americans for disturbing the international power balance and the selective choice of participating countries. In 2009 B. Obama renounced previous projects and proposed creating an international system shielding many countries. This project was accepted by NATO members and Russia, but its final creation has been put off.

Abstract Analysis of the post-COVID world tends to gravitate to one of two poles. For some, the pandemic is a crisis that will reshuffle the decks, producing a fundamental reordering of global politics. For others, the basic principles of the international order are likely to remain much the same, driven largely by the emerging bipolar system between the US and China. We find both narratives dissatisfying, as the former overinterprets the causal role of the pandemic itself, while the latter underappreciates the critical ways in which global politics have been transformed beyond the state-centered system of the Cold War. We argue instead that the pandemic exposes underlying trends already at work and forces scholars to open the aperture on how we study globalization. Most centrally, we contend that globalization needs to be seen not just as a distributional game of winners and losers but rather a more profoundly transformational game that reshapes identities, redefines channels of power and authority, and generates new sites for contentious politics. We draw on emerging work to sketch out a theoretical frame for thinking about the politics of globalization, and assess some of the key policy arenas where COVID-19 is accelerating the transformative effects of globalization. In so doing, we suggest a roadmap to a post-pandemic research agenda for studying global markets that more fully captures these transformations and their implications for world politics.
