Another ‘double movement’: the great transformation after the Cold War?

This collection of essays grapples, historically, with the complex issues involved in understanding system transformation. Often these transformations have taken the form of a shift along the spectrum of independence-centralization, and it is within the framework of such declining or emerging imperial systems that the degree of change has tended to be measured. The task of this contribution is to locate the specific case of the end of the Cold War within the broader reflections on these themes. It will respond to this challenge by applying a different litmus test for change from that already found in the existing literature about the significance of the end of the Cold War. Instead, it will broach the topic by an examination of prevailing concepts of legitimacy within international society. In short, it argues that a study of the role of legitimacy might be a useful way of documenting and measuring the kinds of changes taking place within an international system. Moreover, while the end of the Cold War might be thought to have nothing to say about the issue of empire as such (beyond recording the expiry of the Soviet version), it will additionally be suggested that the resultant extension of shared concepts of international legitimacy can be understood as a defining attribute of the contemporary imperial project.

Ao observar o sistema unipolar que emergiu do final da Guerra Fria, é marcante o sentimento de insegurança geopolítica gerada pela existência de apenas uma superpotência global e as dúvidas da atuação do Estado soberano nessa conjuntura. Nesse paradigma, Capitão América: Guerra Civil é lançado com uma simbologia contestadora do papel do hegemon no sistema internacional. Com isso, inicialmente é exposto o enredo do filme, seguido das teorias liberal e realista das Relações Internacionais e da semiótica greimasiana. Com isso em vista, é feita a análise dos símbolos do longa-metragem e, por fim, se conclui que os autores do texto tinham como objetivo disseminar uma mensagem de união política entre os americanos.     Abstract: Observing the unipolar system emerging from the closure of the Cold War, is remarkable the sentiment of geopolitical insecurity generated by the existence of only one global superpower and the doubts about the role of the sovereign State in such system. In this paradigm, Captain America: Civil War is released with a contesting symbology about the role of the hegemon in the international system. Therefore, first it is exposed the movie plot, followed by the liberal and realist theories of international relations and the French semiotics. With this in mind, the symbols in the feature are analised and, in conclusion, it is stated that the authors wish to convey a message in bipartisan union amongst the American people. The contest for the American presidency in 1988 should have been a campaign with lively discussions and debates about international politics. It was not. Explaining why may raise important questions about the role of foreign affairs in American presidential politics. The contest for the White House in 1988 took place just before some of the most dramatic changes in and challenges to the international system that any modern presidency has ever known. It would have been good if and might have been expected that presidential candidates in that year had spent considerable time and energy discussing and debating those emerging changes. The debate did not occur.

To understand the global and regional dimensions of the contemporary international society, one must become familiar with the English School literature related to the historical expansion of the European society of states and its gradual transformation to the global international society of today. There is a distinction between an international system and an international society. English School scholars have accepted that this distinction is valid, but the boundary line between the two concepts is problematic. According to the English School literature, before and during the establishment of the European society of states, the world was divided into many regional international systems/societies—each with its own distinctive rules and institutions reflecting the dominant regional culture. The global international society of the early twentieth century was the result of the expansion of the European international society, which gradually brought other regional international systems/societies into contact with one another. However, World War I led to the destruction of the European society of states. Moreover, the emergence of a bipolar world in conjunction with the imperial Soviet policies during the Cold War led to the division of the global international system into two separate international societies. Nevertheless, with the end of the Cold War, a united global international society emerged. Within the confines of the global gesellschaft international society, one can find several gemeinschaft types of regional international societies—some of which are more developed than others.

This chapter examines decolonization during the Cold War. It suggests that decolonization can be considered both as a response to the globalization of European influence and as a process of globalization which paved the way for the dismantling of the North Atlantic-centered international system. The chapter contends that decolonization during the Cold War was about the rethinking of the nature of the global order and the role of race and citizenship therein. It also argues that decolonization is the proof and constant reminder that the bipolar order pursued by the superpowers and their allies after the war was never a stable framework for the management of international relations.

O artigo apresenta a política externa dos Estados Unidos como continuidade do período da Guerra Fria. Objetiva-se analisar a política externa dos Estados Unidos no pós-Guerra Fria como continuidade, tendo ela se tornado mais violenta em um contínuo crescente do poder dos EUA na ordem global desde o fim da Guerra Fria. Para tanto, assumimos uma postura crítica buscando analisar os fatos históricos mobilizados em relação ao papel dos EUA nesse período. Portanto, pretende-se analisar os novos contornos do sistema internacional no pós-Guerra Fria em relação ao papel de superpotência dos Estados Unidos. Discutindo o papel dos EUA nesse período, assim como o seu papel na economia política internacional do pós-Guerra Fria, como instrumento de política externa, no sentido de manter e estender o seu poderio.   Abstract: This paper presents US foreign policy as a continuation of the Cold War period. It aims to analyze US foreign policy in the post-Cold War era as a continuation, having become more violent in a steadily growing US power in the global order since the end of the Cold War. To do so, we took a critical stance to analyze the historical facts mobilized in relation to the role of the United States in this period. Therefore, we intend to analyze the new contours of the international system in the post-Cold War period in relation to the role of the United States as a superpower. Discussing the role of the United States in this period, as well as its role in the post-Cold War international political economy, as an instrument of foreign policy, to maintain and extend its power. This paper is a literature review of Robert Kagan’s article titled ‘power and weakness’ aiming to describe the US and the Europe’s perception on power in international system and their ‘trans-Atlantic’ relationship regarding ‘power’. The role of the US’ power has been known to contribute to the development of current Europe. Though, the Europe has experienced good relationship with the US since the Cold War and only softly challenged against the US’ policies in many conflicts, Kagan argued that the Europe has differing strategic culture from the US in responding the global issues when it comes to regional security and national interest, which has been driven by its decreased power.

What makes for war or for a stable international system? Are there general principles that should govern foreign policy? This book explores how historical work can throw light on these questions. The essays in this book deal with specific problems—with such matters as nuclear strategy and U.S.–European relations. But the book's main goal is to show how in practice a certain type of scholarly work can be done. The book demonstrates how, in studying international politics, the conceptual and empirical sides of the analysis can be made to connect with each other, and how historical, theoretical, and even policy issues can be tied together in an intellectually respectable way. These essays address a wide variety of topics, from theoretical and policy issues, such as the question of preventive war and the problem of international order, to more historical subjects—for example, American policy on Eastern Europe in 1945 and Franco-American relations during the Nixon–Pompidou period. But in each case, the aim is to show how a theoretical perspective can be brought to bear on the analysis of historical issues, and how historical analysis can shed light on basic conceptual problems.

The article is devoted to the study of various aspects of daily life of the US Embassy in Czechoslovakia in 1945—1948. The author considers the main areas of its work, major problems and difficulties that American diplomats had to overcome being in difficult conditions of the post-war economic recovery and international tension growth. Special attention is paid to the role of Ambassador L. A. Steinhardt, his methods of leadership, interactions with subordinates, with the Czechoslovak authorities and the State Department. This allows to reveal some new aspects of American diplomacy functioning, as well as to identify poorly explored factors that influenced American politics in Central Europe during the years when the Cold War was brewing and tensions between Moscow and Washington were rising. The article is based on unpublished primary sources from the American archives.

Studies of U.S. government relations with Africa have generally focused on the role of the executive branch, specifically by examining and analyzing the views and activities of administration officials and the members of executive branch bureaucracies. This is only natural, given the predominant role that the executive branch has historically played in the development and implementation of U.S. policy toward the continent. However, the U.S. Congress has always played an important role in determining U.S. policy toward Africa due to its constitutional authority over the appropriation and authorization of funding for all foreign operations conducted by the executive branch. Furthermore, Congress enacted legislation on several occasions during the Cold War period that directly affected U.S. policy. For example, Congress approved the Clark Amendment prohibiting U.S. intervention in Angola (although it later voted to repeal the amendment) and also passed the 1986 Comprehensive Anti-Apartheid Act, which imposed sanctions on South Africa over the veto of the Reagan administration.
