The research aims to describe the implementation level of managerial and technician roles of public relations practitioners from government and private institutions in Indonesia. The hypothesis is public relations from private institutions often more apply the managerial roles while the practitioners from government public relations tend to apply technical communication than managerial roles of communication. The researcher uses positivistic paradigm by applying survey method with questioners which are filled by 105 respondents. The instrument are from Five-Factor Dimension Model that specifically measures the level of managerial and technician roles of communication. The research finds that there is no significant differentiation between public relations practitioners from government and private institutions regarding the dimensions of managerial and technician roles. Both practitioners frequently apply technician roles rather than managerial roles, however, the government public relations more frequently conduct managerial roles than practitioners from private institutions. The research contributes to the development of public relations study and practice in Indonesia by testing the managerial and technical roles conducting by public relations practitioners through using Five-factor Model.

AbstrakPenelitian ini bertujuan mengevaluasi peran-peran yang dilakukan praktisi hubungan masyarakat (humas/public relations) lembaga pemerintah di Jawa Timur. Humas telah dikenal sebagai profesi bergender karena makin banyak perempuan memasuki profesi ini. Perempuan, secara umum, memiliki skill komunikasi yang feminim yang membantu membangun relasi dengan publik supaya mendukung reputasi lembaga. Hipotesis penelitian ini adalah praktisi humas perempuan telah berperan manajerial dalam aktivitasnya. Dengan menggunakan model peran kehumasan sebagai instrumennya, kuesioner disebarkan dan diisi oleh 69 responden, 35 di antaranya adalah praktisi laki-laki dan 34 praktisi perempuan. Penelitian ini menemukan bahwa hipotesis dapat diterima karena praktisi humas perempuan telah berperan manajerial meskipun praktisi humas laki-laki lebih banyak melakukan peran manajerial. Praktisi perempuan diposisikan dalam peran teknisi. Penelitian ini berkontribusi mendorong bidang kehumasan pemerintah untuk membuka peluang bagi praktisi perempuan lebih berperan dalam peran manajerial sebagai bentuk pemberdayaan perempuan.    AbstractThis research aims to evaluate the roles conducted by female government public relations practitioners in Indonesia. Public relations has been called a gendered profession since more and more women entered the profession. Women, generally, have some feminine skills of communication that help to build relations with public in order to support organizational reputation. Therefore, the research formulates hypothesis that female public relations practitioners provide managerial roles in their activities. By using model of public relations roles as research instruments, the online questioners were responded by 69 respondents, 35 of male practitioners and 32 of female practitioners. The results find that the hypothesis of this study cannot be verified. Findings show that male public relations practitioners tend to apply managerial roles of public relations. This finding is confirmed by the fact that female practitioners are posited to do communication technician roles. This research contributes to encourage the world of public relations to provide more opportunities for female practitioners in managerial roles as a form of women's empowerment.

<span lang="IN">Social media is one type of new media that facilitates the process of communication among human. Social media makes it easy for users to communicate and share information in a wider range. At present, not only people use Instagram, but the government also needs to keep up with the time to participate in using Instagram as an online information media. Public Relations of the Salatiga Government is one of the public relations departments that uses Instagram as an online information media to provide information needed by the community.<br /> This research aimed to find out how the content of the information was<span>  </span>and how the role of instagram was as an information deliverance to the citizen by the public relations of Salatiga. Through qualitative methods research, data is collected by means of interviews and observations. The results showed that the Salatiga <span> </span>Government Public Relations Instagram account had a role to increase brand awareness, connect many people and as a source of information/ business promotion.Public Relations of the Salatiga Government considers that Instagram plays an active role in conveying information to the public. This is seen from the many positive responses received by the Salatiga City Government Public Relations during managing Instagram as a modern information deliverance.<span>     </span></span>

This study is part of an international research program identifying the managerial elements of public relations work. Building on previous research studies, this study had two aims: (1) examining the efficacy of the five-factor model emerging from the previous U.K. study, and (2) identifying and exploring U.S. practitioners' managerial elements. The results include validation of the five-factor model among U.S. practitioners, along with identification of managerial role characteristics in U.S. organizations.

Public Relations of Headquarters of the Indonesian Armed Forces (TNI Headquarters) must work with the Government Public Relations strategy to maintain a reputation by maintaining credibility, trustworthiness, reliability, and responsibility in delivering positive news to the internal and external public. This study aims to see how the government public relations strategy of the Indonesian National Armed Forces Information Center (Puspen TNI) maintained the reputation of the TNI institution. The method used in this study is a qualitative descriptive method by interviewing the Head of Puspen TNI, non-participant observation, and documentation. The results showed that Puspen TNI in maintaining the reputation of the TNI, first, maintained credibility by measuring the objectivity and quality of the news. Second, it proclaimed information about TNI and the contribution of the TNI to the nation-state to the public through mass media and social media. Third, it disseminated the news according to the facts. Forth, it reported the performance of the TNI to the external and internal public regarding responsibility to the state and nation professionally and proportionally by providing information delivered directly through the TNI website, Facebook, Twitter, Instagram, YouTube and TV public relations TNI Streaming produced by Puspen TNI. It also maintained good relations between external media and editor in chief and journalists of print, electronic and online media.

The current affairs programmes of broadcast stations are considered as effective public relations tool. They bridge the gap between the government and the governed. They also attract goodwill and patronage for the station. This study focused on how effective current affairs programmes are used in Ebonyi Broadcasting Corporation (EBBC) to foist good image on the station. The survey method was used to get analyzable response from the station’s audience. The study examined the potentials of current affairs as a broadcast programme and how it can be used as a tool of public relations. It specifically sought to determine if current affairs programmes have any effect on the relationship between the audience and any particular broadcast organization; identify the problems that affect the production of current affairs programmes as a public relations tool, and proffer solutions to ineffective current affairs programmes production. It further found out that good current affairs programmes affect station-audience relationship. This is not only because good current affairs programmes induce respect for, interest in and familiarity with the station, but they, more importantly, raise the popularity of the station. Thus these are invaluable resources which every organization craves for as they are also at the root of every good public relations campaign. The study, moreover, discovered that educated adults, mostly civil servants and business men and women listen to EBBC current affairs programmes regularly to know the activities in government (their chief employer and policy maker) and in the society at large. The study however found out that lack of requisite skills, lack of programme materials and lack of touch with station’s environment and needs, and inadequate training of staff are chief among the problems affecting current affair programmes. It therefore recommended among others that broadcast establishments should be professional in their conduct to sustain and retain audience. These they can do by employing professionals in the field as well as carrying out regular training of staff to keep pace with the ever changing trend of audience appeal

Purpose This paper aims to explore the relationship among personality traits, tax morale and tax evasion intention of students. Using the five-factor model of personality ratings, this study hypothesizes that agreeableness, openness to experience, conscientiousness, extraversion and neuroticism are good predictors of both tax morale and tax evasion intentions of individuals. Further, this paper argues that tax morale correlates negatively with tax evasion intention. Design/methodology/approach A survey method was adopted and questionnaires were developed to elicit responses for the study. The study hypotheses were tested structurally using the partial least square-structural equation modelling technique. Findings The results of the study demonstrate the existence of a positive and statistically significant relationship between three dimensions of the personality traits (agreeableness, conscientiousness and openness to experience) and tax morale. Consistent with the expectation, the study also finds tax morale to be significant and negatively associated with tax evasion intention. Research limitations/implications This study concludes from the findings that improving the tax morale of individuals could be an important way by which tax authorities can improve voluntary tax compliance and reduce the incidence of tax evasion by individuals. Originality/value The study uses all the dimensions of the five-factor model to examine the tax evasion intention of individuals. It also contributes to the theoretical literature by highlighting the mediating role of tax morale in the relationship between personality traits and tax evasion intention from an African perspective.
