The purpose of this study is to analyze and explain the existence of internal party democracy and the decentralization of party authority in the PDI-P through the Djarot-Sihar election and the basis for consideration of PDI-P carrying out the cadres of the central board of directors as a candidate pair for regional heads at the 2018 North Sumatra Provincial Election. qualitative research with descriptive analysis. This study is intended to describe and explain in depth the level of democracy and decentralization of power and authority of political parties in decision-making, especially in the nomination, determination up to the stage of submitting the Candidates for Governor and Deputy Governor in the General Election of Regional Heads of North Sumatra for the 2018-2023 Period. PDI-P implements a form of internal party democracy with a guided pattern where the General Chair has special authority in determining the form and procedure for administering internal democracy itself which is guaranteed by the Party Charter, Party Articles of Association, and Party Bylaws; The recruitment of candidates for regional heads and/or deputy regional heads is not carried out democratically in accordance with the principles of liberal democracy, where the decision making in the nomination of candidates rests with the General Chairperson of the Party. The determination of Djarot-Sihar as a candidate pair for governor and deputy governor of North Sumatra Province in the 2018 Regional Head General Election was based on party strategic considerations in accordance with the political calculations of the General Chair and party elite ranks.

<p><em>The implementation of the regional head general election in the context of the election of the Regent and Deputy Regent in Badung Regency in 2020 then recorded the first history in the implementation of the regional head general election simultaneously in Bali Province, namely the determination of one candidate pair as the only participant participating in the regional head general election held in Badung Regency in 2020. This is certainly interesting to analyze so that in this paper it will be analyzed and described the relationship between elections with integrity and the determination of a single candidate in the general election for the regional head of Badung Regency in the simultaneous regional head elections in 2020. This writing uses normative legal research methods. Where in this paper, we use statutory studies and literature to analyze the determination of a single candidate in the regional head elections in Badung Regency in the context of the election of the Regent and Deputy Regent in 2020. The results of the analysis carried out were the determination of one candidate pair in the general election of the Regent and Deputy Regent in Badung Regency by the KPU of Badung Regency has been following the basic legal provisions of the implementation of regional head elections and the determination of one candidate pair in the regional head general election for the election of regents and deputy regents in Badung Regency in 2020 and has fulfilled the principles of elections with integrity, namely the general election of the head regions must continue to be implemented even though there is only one pair of participants participating in the regional head election competition so that the political rights of citizens to be able to elect their leaders based on the principles of democracy are fulfilled the elected leader is expected to be able to carry out the task us and its obligation to prosper and protect its people.</em></p><p><strong>Keywords</strong>: <em>Election for regional heads, Election with Integrity, One Candidate Pair, Democracy</em></p>

Abstract: The selection process through the  (general) election mechanism can be identified with the electoral system ever implemented in the Islamic government. First, the electoral system of ahl al-hall wa al-'aqd which was carried out by the trust and allegiance. Second, the electoral system of ahl al-hall wa al-'aqd which was done through the periodic election, selection in society, and by the head of state. Parliamentary Threshold (PT) is a threshold mechanism in place at legislative elections (for parliament) with a percentage of 2.5% for the political parties which contested the election to follow the counting in the determination of the House of Representative’s seats. Parliamentary Threshold, according to Law No. 10 year 2008, article 202, paragraph 1 (regarding the election of members of DPR, DPD and DPRD) in the 2009 election, was implemented by calculating the minimum total of 2.5% of the valid votes in the national political party contestants. Then those parties were listed, which ones were the Parliamentary Threshold and which ones were not the Parliamentary Threshold to determine BPP to calculate the DPR’s seats for the electoral party  contestants that had passed the threshold.Keywords: Parliamentary threshold, general election, democracy, and constitution

The aim of this research was to discuss the model of recruiting candidates for legislative is conducted by political parties in Sidoarjo Regency. This research used descriptive qualitative. This research was conducted at the Governing Council of Political Parties in Sidoarjo Regency. Informants of this study were leaders of political parties in Sidoarjo, legislative candidates from political parties in Sidoarjo. The results showed that the model of recruiting candidates for legislative in accordance with collaboration models included models of Barber, Snowiss, Rush & Althoff et al. This can be seen from some of the steps in the recruitment socialization of registration, selection, after that determination of legislative candidate by a team of Election Campaign Boar (Bappilu) political party in the Sidoarjo Regency and the serial number in accordance with the criteria of the political party chairman and Election Campaign Boar (Bappilu). Furthermore, it is registered with the General Election Commission (KPU) Sidoarjo regency set to be candidates for Legislative (candidates) remain with serial numbers.

Abstract : Nomination of the Candidate Pair of President and Vice President For Participants Election According to the Presidential Election Law. Knowing the legal position of the candidates for President and Vice-President and the Political Parties Elections, namely Knowing setting Political Parties in the nomination of the Candidate Election of President and Vice-President and the timing of the nomination of the candidate of President and Vice President based on legal analysis. It is motivated by the lack of rules regarding the nomination of candidates for President and Vice President of the Law No. 42 Year 2008 on the General Election of President and Vice President, namely in the norm of Article 9 and Article 14 paragraph (2) which do not conform to the norms of Section 22E paragraph (3) and the norm of Article 6A paragraph (2) of the Constitution of the Republic of Indonesia (the 1945 NRI 1945).  Abstrak : Pengusulan Pasangan Calon Presiden dan Wakil Presiden Sebagai Peserta Pemilu Menurut Undang-Undang Pilpres. Mengetahui kedudukan hukum calon Presiden dan Wakil Presiden dan Partai Politik Peserta Pemilu, yakni Mengetahui pengaturan Partai Politik Peserta Pemilu dalam pengusulan Calon Presiden dan Wakil Presiden dan pengaturan waktu pengusulan Calon Presiden dan Wakil Presiden berdasarkan analisa hukum. Hal tersebut dilatar belakangi oleh adanya aturan mengenai pengusulan calon Presiden dan Wakil Presiden dalam Undang-Undang Nomor 42 Tahun 2008 Tentang Pemilihan Umum Presiden dan Wakil Presiden, yakni di dalam norma Pasal 9 dan Pasal 14 ayat (2) yang tidak sesuai dengan norma Pasal 22E ayat (3) dan norma Pasal 6A ayat (2) Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 (UUD NRI 1945).  DOI: 10.15408/jch.v2i2.2324

This chapter introduces a new, two-dimensional way of measuring intra-party democracy (IPD). It is argued that assembly-based IPD and plebiscitary IPD are two theoretically different modes of intra-party decision-making. Assembly-based IPD means that discussion and decision over a certain topic takes place at the same time. Plebiscitary IPD disconnects the act of voting from the discussion over the alternatives that are put to a vote. In addition, some parties have opened up plebiscitary decision-making to non-members which is captured by the concept of open plebiscitary IPD. Based on the Political Party Database Project (PPDB) dataset, indices are developed for the three variants of IPD. The empirical analyses here show that assembly-based and plebiscitary IPD are combined by political parties in different ways while open party plebiscites are currently a rare exception.

Resumen: El trabajo se centra en una cuestión poco tratada, como es la renta básica universal y su relación con los actuales programas de los partidos políticos, con los que han concurrido a las elecciones generales, con una doble dimensión: a) lo que cada programa presenta y defiende acerca de esta renta o medidas similares (justificación, alcance y límites), y b) una vez esbozadas la idea y alcance de la renta en cada partido, el análisis comparativo de las diversas propuestas de los partidos, abundando en la cercanía o la distancia de tales propuestas con una renta básica universal Palabras clave:renta básica universal, rentas de solidaridad, políticas sociales, igualdad social, soluciones a la pobreza. Abstract: The work focuses on a little-treated issue, as it is the universal basic income and its relationship with existing programmes of the political parties, which have attended the general election, with a double dimension: (a) what each program presents and defends about this income or similar measures (justification, scope and limits), and b) once outlined the idea and scope of the income in each party, the comparative analysis of the various proposals of the parties, abounding in the closeness or distance of such proposals with a universal basic income. Understanding why certain candidates get nominated is an important aspect of political scientists. This topic is a narrow one and influences a wider variety of subjects such as the political parties, general elections, and even the extent to which the United States is a democratic country. Presidential nominees matter—they become the foremost spokesperson and the personified image of the party (Miller and Gronbeck 1994), the main selectors of issues and policies for their party’s general election campaign (Petrocik 1996; Tedesco 2001), a major force in defining the ideological direction of a political party (Herrera 1995), and candidates that voters select among in the general election. This volume is devoted to presidential nominations and the 2008 nomination specifically.

Three conceptions of the political party can be distinguished. They are Seiler's sociocultural cleavage approach; Lawson's notion of the linkage party, based upon participatory, policy-responsive, clientèle reward and government directive linkages; and Offerlé's conception of parties as political enterprises concentrating upon partisan supply to the political market. After suggesting that, whatever their partial merits, none of these approaches provides the basis for a comprehensive theory of political parties, a dual party approach is prepared. Every party exists in and for itself as well as interacting with a constraining environment. A dialectical model, based upon relations between internal decision-making and external competition within the context of the rules of the game, offers the best prospect of further advance in the study of political parties.
