Abstrak. Pembangun perumahan diatas tanah pertanian yang sudah ditentukan oleh pengusaha perumahan harus mendapatkan izin. Izin dari pemerintah daerah sangat berperan dalam membangun perumahan bagi pengusaha perumahan yang harus mengajukan permohonan.Setelah pengusaha perumahan mendapatkan izin, maka pengusaha segera membebaskan hak yang terdapat diatas tanah dengan cara negoisasi atau musyawarah. Dalam hal ini pemerintah membentuk tim yang terdiri dari Dinas Pertanian, Dinas Perindustrian dan juga Kantor Pertanahan. Tim yang dibentuk pemerintah ini mempunyai tugas untuk menyelidiki keberadaan dan status tanah yang selanjutnya hasil dari tim tersebut untuk masukan bagi Bupati selaku Kepala Daerah untuk memberikan izin pembangunan bagi pengembang perumahan. Perubahan penggunaan tanah pertanian ke non pertanian memang diperbolehkan, akan tetapi diusahakan bukan pada tanah pertanian subur dan irigasi teknis sebagaimana yang diatur dalam Permendagri No. 5 Tahun 1974 pasal 7 ayat 3 huruf a . Diatur pula dalam Undang Undang Nomor 41 tahun 2009 tentang perlindungan lahan pertanian pangan berkelanjutan,dan pembangunan perumahan sesuai dengan ketentuan Rencana tata ruang wilayah dan tata guna tanah, Junto Perpres nomor 59 tahun 2019, tentang pengendalian alih fungsi sawah, harus disesuaikan dengan tata ruang dan tata guna tanah di daerah masing masing. Abstract. Residential builders on agricultural land that have been determined by the housing entrepreneur must obtain a permit. Permits from local governments play a very important role in building housing for housing entrepreneurs who must submit applications. In this case the government formed a team consisting of the Department of Agriculture, the Department of Industry and also the Land Office. The team formed by the government has the task of investigating the existence and status of the land, which then results from the team as input for the Regent as the Regional Head to provide development permits for housing developers. Changes in the use of agricultural land to non-agriculture are indeed allowed, but they are not cultivated on fertile agricultural land and technical irrigation as regulated in Permendagri No. 5 of 1974 article 7 paragraph 3 letter a. It is also regulated in Law Number 41 of 2009 concerning the protection of sustainable food agricultural land, and housing development in accordance with the provisions of the regional spatial planning and land use plan, Junto Perpres number 59 of 2019, concerning the control of the conversion of rice fields, must be adjusted to the spatial and land use in their respective areas

Abstract: Limitations of natural resources, especially land, is increasingly perceived both by the government as the land managerand the community as the users. Not only due to the increasing number of residents, but the speed of the development require landand make competition between land users are increasing. This research was done in Temanggung District, Central Java. The objectof this research is land use in the study area. Instruments used in controlling land use are Land Use Map (PT), Spatial Plan Map(RTRW), and Sustainable Agricultural Map (LP2B). Then, PT map was being correlated with RTRW map and LP2B map. The resultsshow that the conformity rate between PT and RTRW is 78.13%, and the discrepancy rate is 21.87%. The conformity rate betweenLP2B and PT is 77.55%, with the discrepancy rate of 24.45%, while between RTRW and LP2B, the conformity rate is 89.45%, withthe discrepancy rate of 10.55%.Keywords: land use, spatial planning, sustainable agriculture landIntisari: Keterbatasan keberadaan sumberdaya alam khususnya tanah, semakin hari semakin dirasakan baik oleh pemerintahsebagai pengelola tanah maupun masyarakat sebagai pengguna tanah. Objek penelitiannyaadalah Peta Penggunaan Tanah (PT) di lokasi penelitian. Peta PT ini selanjutnya dikorelasikan dengan Peta Rencana Tata RuangWilayah (RTRW) dan Peta Lahan Pertanian Pangan Berkelanjutan (LP2B). Hasil penelitian menunjukan bahwa Instrumen yangdigunakan dalam pengendalian penggunaan tanah terdiri dari Peta Penggunaan Tanah (PT), Peta (RTRW), dan (LP2B). Kesesuaianantar instrumen pengendalian penggunaan tanah tersebut dapat dijelaskan bahwa 78,13 % sesuai. antara RTRW dengan PT, dan21,87 % tidak sesuai. Antara LP2B dengan PT 75,55 % sesuai dan 24,45 % tidak sesuai. Antara RTRW dengan LP2B 89,45 %sesuai dan 10,55 % tidak sesuai.Keywords: Land Use, Spatial Planning, Sustainable Agricultural Land

The growth of the housing industry in Cirebon is growing rapidly the last five years . This correlates with the urgent needs of the land , sparking rampant conversion of agricultural land . Is the land acquisition have noticed regulations set zoning in which productive agricultural land as a safeguard sustainable food security . Cirebon District Regulation No. 17 Year 2011 on Spatial Planning has arranged it . But the problem is , whether the land conversion policy in Cirebon has been referred to the applicable law and how policy formulation over the land to be allocated for housing development .

As compared with conventional approaches for reducing carbon emissions, the strategies of reducing emissions from deforestations and forest degradation (REDD) can greatly reduce costs. Hence, the United Nations Framework Convention on Climate Change regards the REDD strategies as a crucial approach to mitigate climate change. To respond to climate change, Taiwan passed the Greenhouse Gas Reduction and Management Act to control the emissions of greenhouse gases. In 2021, the Taiwan government has announced that it will achieve the carbon neutrality target by 2050. Accordingly, starting with focusing on the carbon sink, the REDD strategies have been considered a recognized and feasible strategy in Taiwan. This study analyzed the net present value and carbon storage for various land-use types to estimate the carbon stock and opportunity cost of land-use changes. When the change of agricultural land to artificial forests generated carbon stock, the opportunity cost of carbon stock was negative. Contrarily, restoring artificial forests (which refer to a kind of forest that is formed through artificial planting, cultivation, and conservation) to agricultural land would generate carbon emissions, but create additional income. Since the opportunity cost of carbon storage needs to be lower than the carbon market price so that landlords have incentives to conduct REDD+, the outcomes of this study can provide a reference for the government to set an appropriate subsidy or price for carbon sinks. It is suggested that the government should offer sufficient incentives to reforest collapsed land, and implement interventions, promote carbon trading policies, or regulate the development of agricultural land so as to maintain artificial broadleaf forests for increased carbon storage.

Agriculture is the mainstay of Pakistan’s economy. However, it has been noticed that farmers are increasingly giving up agriculture in favor of non-agricultural activities. This study was conducted in the Khairpur district of Sindh province, which is part of the Indus Plains in Pakistan. The main purpose of the study was to investigate the current and future land use change (LUC) trends and to study farmers’ perceptions of the causes and consequences of LUC and agricultural land abandonment (ALA) in the study area. The study used field survey data and secondary data obtained from the government sources. The results show that agricultural land in the region has decreased by about 9% in the past two decades. Survey data analysis confirms this because more than 80% of farmers believe that agricultural land in the area has declined over time. In addition, farmers believe that socioeconomic and environmental changes are the main reasons for LUC and ALA. We used a logistic regression model to determine the factors that influence farmers’ decisions to sell agricultural land for other uses. The results show that the age, income, land ownership, farm inheritance by successors, social networks and lack of basic facilities in the study area are the main determinants of farmers’ decisions to sell agricultural lands. In particular, farmers’ integration into the social network and their belief that the farm will be inherited by heirs reduces the possibility of selling land. As for the consequences of LUC and ALA, the results indicate that farmland prices, weeds infestation, urban diffusion, and pressure on existing infrastructure have increased in the study area. In addition, the results show that the prospects of farming in the area remain grim as most farmers indicated that they were willing to abandon agricultural lands in favor of other revenue generation activities. The study suggests that policymakers should pay close attention to controlling rapid LUC and ALA to keep lands green.

Abstract Amendments to Law no. 27 of 2007 became Law no. 1 of 2014 concerning the Management of Coastal Areas and Small Islands has an impact on the coastal and marine spatial planning process in every region, including Bangka Belitung. This planning process requires stakeholder collaboration to carry out broader cross-sectoral coordination. Apart from being composed of more than 80% of the water area, the struggle for access and conflicts over the use of marine space also take place in a vertical and horizontal level. The dilemma of authority between levels of government and law enforcement authorities, as well as between local governments, communities, and state corporations, is a form of hierarchical conflict. Conflicts between governments at the street bureaucracy (Village) level and their citizens, or friction between pro and contra groups against marine mining are examples of horizontal conflicts. The complexity of this problem has demanded the government to be presented in a more powerful and most decisive position in the management of the coastal and marine areas of Bangka Belitung so that it does not drag on. Therefore, the government needs to formulate comprehensive resource optimization options in the coastal and marine zones. This study aims to map how a collaborative approach in coastal and marine spatial planning through Regional Regulation (Perda) Number 3 of 2020 concerning the Zoning Plan for Coastal Areas and Small Islands of the Bangka Belitung Islands Province. At least 3 dominant actors are involved and collaborate, namely the government, fishermen, and investors.

Introduction. Under decentralization, there is a gradual transfer of powers and resources to local governments. In this case, one of the most urgent problem for rural areas, is the organization of rational land management from the position of financial support improving through the disposing of lands, and using available lands for community needs. Methods. General and special methods – monographic and abstract-logical, methods of generalization, comparison and analysis have been applied for data processing. Results. During the decentralization reform, it was found that 488 rural united territorial communities were formed, covering almost half the area of all UTCs created. In addition, nearly 800 village councils joint to the city-based UTCs. The ways of the redistribution of powers on the UTC land resources management are established at the expense of acquiring their own powers, obtaining delegated ones, as well as acquiring the rights of other institutions. Emphasis is placed on the benefits of managing land resources of rural communities at the local level. It has been determined that the applicable law restrict communal land use of UTC. At the same time, the importance of agricultural land outside the settlement transfer to the disposal of communities is emphasized. The importance of the land payment in the structure of local budget revenues is analyzed in detail, the key problems and contradictions that accompany the process of land management powers reallocation are identified. Suggestions are made to improve the rural communities land resources management through their inventory, accounting and monitoring, revision of rental rates for communal property, strengthening control over compliance with the terms of land use agreements, use of free lands in the interests of communities. Discussion. Further studies in this area are going to be aimed at developing a comprehensive mechanism for ensuring effective management of land resources in rural areas after the completion of decentralization. AbstractLaw No. 26 Year 2007 on Spatial Planning (UUPR) mandated that all levels of government administration, ranging from the national, provincial, district/ city are obligated to prepare Spatial Plan (RTR). Until 2012, Central Kalimantan is one of the provinces which have not completed its Spatial Plan; one of the reasons was the lack of spatial integration of forestry spatial planning and provincial spatial planning of Central Kalimantan.The absence of spatial integration of forestry and provincial spatial planning of Central Kalimantan has the implication in triggering conflicts of land use. Forest areas were converted into oil palm plantations without any official procedures. There are 282 units of oil palm companies, occupying 3.9 millions hectares of forest area, with non-procedural procedures to convert forest area into oil palm plantation.To resolve this problem, the Government has revised the regulation of forest conversion by issuing PP No. 60/2012, provides opportunities for oil palm plantations, which under the Law of Forestry located in forest area but based on RTRWP of Central Kalimantan lies on APL or cultivation area, given the opportunity to re-apply the permit/license.  IntisariUndang- Undang No. 26 Tahun 2007 tentang Penataan Ruang (UUPR) mengamanatkan bahwa semua tingkatan administrasi pemerintahan, mulai dari nasional, provinsi, kabupaten/kota diwajibkan menyusun Rencana Tata Ruang (RTR). Kalimantan Tengah sampai dengan tahun 2012 merupakan salah satu Provinsi yang belum menyelesaikan Tata Ruang, salah satu penyebabnya karena belum adanya padu serasi antara tata ruang kehutanan dengan tata ruang Provinsi Kalimantan Tengah.Implikasi dari tidak adanya padu serasi antara tata ruang kehutanan dengan tata ruang provinsi Kalimantan Tengah adalah terjadinya konflik dalam penggunaan ruang, dimana terjadi penggunaan kawasan hutan tidak prosedural untuk perkebunan sawit di dalam kawasan hutan di Provinsi Kalimantan Tengah sebanyak 282 unit perusahaan sawit seluas 3,9 juta hektar.Upaya penyelesaian permasalahan penggunaan kawasan hutan untuk perkebunan sawit di Provinsi Kalimantan Tengah diakukan dengan revisi kebijakan tentang alih fungsi hutan PP nomor 60 tahun 2012 yang memberikan kesempatan bagi perkebunan sawit yang berdasarkan Undang-Undang Kehutanan berada di dalam kawasan hutan namun berdasarkan RTRWP Provinsi Kalimantan Tengah berada di kawasan APL maupun budidaya, diberikan kesempatan untuk mengurus perijinannya.

The high land conversion rate to other sectors has led the government to issue Law No. 41 in 2009 concerning Protection of Sustainable Agricultural Land (SAL). The study aims to identify the distribution of sustainable agricultural land uses and determine agricultural land-use changes from 2016 to 2019 and determine farmers' understanding of sustainable agricultural land control in the strategic area of Garut Regency. We overlaid the land use maps of Garut Regency in 2016 and 2019 and conducted a survey using an online questionnaire with a Google form. The research location is in five districts in Garut Regency. The results showed no land conversion in the area of existing sustainable agricultural land in Garut Regency. The total rice field area is 6,081 hectares, with about 24% is sustainable agricultural land. From 2016 to 2019, the rice field area decreased by 12 hectares. The farmers' awareness of SAL tends to be more likely aware of the sustainable agricultural land area, as many as 39% of farmers aware of sustainable agricultural land. The incentives given to farmers who control sustainable agricultural land are tax deduction, agricultural infrastructure supply, agricultural production facilities subsidies, and land certification facilities. The majority of the respondents are aware of these incentives. In conclusion, no sustainable agricultural land is converted, even though changes occur in non-sustainable agricultural land. The impact of this study is for recommendations to the government in sustainable agricultural land management.

Population growth, increasing income, and the rapid economic development create complexity of land issues. Land has a central role in  food production, however demand for land increased significantly to meet the needs of the population. Cianjur Regency is one of regencies in the southern part of West Java Province with the largest paddy field area. However, paddy field conversion into non agricultural land or another agricultural land resulted in the decrease of paddy field area. Therefore, in the context of maintaining the availability of rice in Cianjur Regency, this study aimed to: (1) analyze the patterns of land use/land cover, (2) evaluate land suitability for paddy field, and (3) analyze the potency of land for paddy field expansion. Land use change was identified using Landsat imagery of 2000 and 2015 by using fusion techniques. Land suitability for paddy field was analyzed using limiting factor method. Potential for paddy field expansion was analyzed according to land suitability and agricultural land allocation in official regional land use plan map (“RTRW”). The results showed that in the period of 2000 to 2015, most of paddy field were converted into settlements. Land suitability classes for paddy field in Cianjur Regency were not suitable (N) (61.19%), suitable (S2) (9.53%), and marginally suitable (S3)(29.28%). Cianjur Regency still has the potency of land to be used for paddy field expansion of 148,980 ha. Keywords: Land use change, potential area for paddy field priority, land suitability for paddy field

Remotely sensed land cover data can be a tremendous resource to land use decision makers, yet there is often a disconnect between the worlds of remote sensing and local government. The Connecticut’s Changing Landscape project is focused on bridging this gap. The project analyzes changes to the state’s landscape using Landsat-derived 30-m land cover and cross-correlation analysis. It includes seven dates spanning 30 years, from 1985 to 2015. During this period an additional 4.7 percent of the state was converted to development-related land covers, with corresponding losses to forest and agricultural land. New development was for the most part in attenuated patterns rather than concentrated near existing developed areas. Additional land cover analyses were conducted of agricultural areas, riparian corridors, core forest, and watershed imperviousness, to more closely examine issues of sustainability. Particular care is taken to make research findings accessible, understandable, and usable for the public through traditional outreach methods, and increasingly through internet mapping technology. As a result, the project has become a widely used resource informing the work of state, regional and local governments, nonprofit organizations, and researchers. A more concerted effort to integrate research and outreach is needed to ensure that land cover research has an impact on issues of land use and sustainability.
