AbstractLaw No. 26 Year 2007 on Spatial Planning (UUPR) mandated that all levels of government administration, ranging from the national, provincial, district/ city are obligated to prepare Spatial Plan (RTR). Until 2012, Central Kalimantan is one of the provinces which have not completed its Spatial Plan; one of the reasons was the lack of spatial integration of forestry spatial planning and provincial spatial planning of Central Kalimantan.The absence of spatial integration of forestry and provincial spatial planning of Central Kalimantan has the implication in triggering conflicts of land use. Forest areas were converted into oil palm plantations without any official procedures. There are 282 units of oil palm companies, occupying 3.9 millions hectares of forest area, with non-procedural procedures to convert forest area into oil palm plantation.To resolve this problem, the Government has revised the regulation of forest conversion by issuing PP No. 60/2012, provides opportunities for oil palm plantations, which under the Law of Forestry located in forest area but based on RTRWP of Central Kalimantan lies on APL or cultivation area, given the opportunity to re-apply the permit/license.  IntisariUndang- Undang No. 26 Tahun 2007 tentang Penataan Ruang (UUPR) mengamanatkan bahwa semua tingkatan administrasi pemerintahan, mulai dari nasional, provinsi, kabupaten/kota diwajibkan menyusun Rencana Tata Ruang (RTR). Kalimantan Tengah sampai dengan tahun 2012 merupakan salah satu Provinsi yang belum menyelesaikan Tata Ruang, salah satu penyebabnya karena belum adanya padu serasi antara tata ruang kehutanan dengan tata ruang Provinsi Kalimantan Tengah.Implikasi dari tidak adanya padu serasi antara tata ruang kehutanan dengan tata ruang provinsi Kalimantan Tengah adalah terjadinya konflik dalam penggunaan ruang, dimana terjadi penggunaan kawasan hutan tidak prosedural untuk perkebunan sawit di dalam kawasan hutan di Provinsi Kalimantan Tengah sebanyak 282 unit perusahaan sawit seluas 3,9 juta hektar.Upaya penyelesaian permasalahan penggunaan kawasan hutan untuk perkebunan sawit di Provinsi Kalimantan Tengah diakukan dengan revisi kebijakan tentang alih fungsi hutan PP nomor 60 tahun 2012 yang memberikan kesempatan bagi perkebunan sawit yang berdasarkan Undang-Undang Kehutanan berada di dalam kawasan hutan namun berdasarkan RTRWP Provinsi Kalimantan Tengah berada di kawasan APL maupun budidaya, diberikan kesempatan untuk mengurus perijinannya.

Abstract: Limitations of natural resources, especially land, is increasingly perceived both by the government as the land managerand the community as the users. Not only due to the increasing number of residents, but the speed of the development require landand make competition between land users are increasing. This research was done in Temanggung District, Central Java. The objectof this research is land use in the study area. Instruments used in controlling land use are Land Use Map (PT), Spatial Plan Map(RTRW), and Sustainable Agricultural Map (LP2B). Then, PT map was being correlated with RTRW map and LP2B map. The resultsshow that the conformity rate between PT and RTRW is 78.13%, and the discrepancy rate is 21.87%. The conformity rate betweenLP2B and PT is 77.55%, with the discrepancy rate of 24.45%, while between RTRW and LP2B, the conformity rate is 89.45%, withthe discrepancy rate of 10.55%.Keywords: land use, spatial planning, sustainable agriculture landIntisari: Keterbatasan keberadaan sumberdaya alam khususnya tanah, semakin hari semakin dirasakan baik oleh pemerintahsebagai pengelola tanah maupun masyarakat sebagai pengguna tanah. Hal ini karena luas tanah tetap tetapi yang menggunakantanah, dari tahun ke tahun semakin meningkat. Masalah yang muncul adalah upaya untuk tetap menjaga keseimbangan lingkungankhususnya dalam kaitan dengan penggunaan tanah agar tetap sesuai dengan arahan dalam RTRW dan LP2B. Penelitian dilakukan diKabupaten Temanggung. Pendekatan spasial dilakukan dengan cara analisis tumpang susun (overlay) peta-peta. Objek penelitiannyaadalah Peta Penggunaan Tanah (PT) di lokasi penelitian. Peta PT ini selanjutnya dikorelasikan dengan Peta Rencana Tata RuangWilayah (RTRW) dan Peta Lahan Pertanian Pangan Berkelanjutan (LP2B). Hasil penelitian menunjukan bahwa Instrumen yangdigunakan dalam pengendalian penggunaan tanah terdiri dari Peta Penggunaan Tanah (PT), Peta (RTRW), dan (LP2B). Kesesuaianantar instrumen pengendalian penggunaan tanah tersebut dapat dijelaskan bahwa 78,13 % sesuai. antara RTRW dengan PT, dan21,87 % tidak sesuai. Antara LP2B dengan PT 75,55 % sesuai dan 24,45 % tidak sesuai. Antara RTRW dengan LP2B 89,45 %sesuai dan 10,55 % tidak sesuai.Keywords: Land Use, Spatial Planning, Sustainable Agricultural Land

Establishing a multi-purpose cadastre, especially in terms of upgrading cadastral contents with the various spatial data, such as land use, is a challenge in Slovenia and internationally. Land use strongly affects spatial planning, development, and management, so high-quality spatial integration of the land cadastre with spatial plans data is crucial for effective land management. In the first part of the article, we reviewed the literature and documents that prescribe guidelines for the development of the land cadastre; we use these guidelines as a basis for developing a proposed method of linking and harmonising the data of the land cadastre with the spatial plan data. Land use is specified in spatial plans, and we linked it to the graphical and attribute land cadastre data layer. We tested the method in selected study areas in Prekmurje with a high-quality cadastre in the municipalities of Kramarovci and Nemčavci. As a result, we presented land use data directly in the land cadastre database, which requires simultaneous land use and cadastre maintenance. Based on the results for selected cadastral municipalities, we critically evaluated the proposed method.

 Forest conversion has been identified as one of the several bottlenecks affecting upon the major infrastructure projects in Nepal, especially in the energy and transport sectors. Nepal’s policy requires at least 40% of its land cover under forest. This means if any forest land is converted to non-forest land, it must be compensated with an equivalent area, preferably in the similar ecotype in the nation. In addition, a specified number of trees must be planted for the number of trees felled in the project site, and the site must be managed and protected for five years by the developers. These provisions have led to growing resentment between the developers and the Ministry of Forests and Soil Conservation (MFSC), leading to delay in providing forest lands for infrastructure projects. With a view to develop mechanisms for the government to rapidly provide forest land for nationally important infrastructure projects, the Government databases were examined to analyze the forests handed over to the developers for non-forestry uses. The data showed that a total of 14,028.4 ha of forest area were handed over to the developers for non-forestry uses until the end of 2015. On an average, 263.8 ha forest area was found to be handed over to the developers between the period of 2010–2013. However, there is a declining trend of forest handed over for non-forestry purposes in the recent years. The decline could be due to the strict enforcement of the legal provision which limits the conversion of forest areas to non-forest areas except in the case of the “national priority projects”. It has been recommended that the conversion of forest for infrastructure development should be examined with a holistic perspective by taking all the related components of forest conversion into consideration, from providing forest land for replacement planting. It is recommended that the Forest Product Development Board (FPDB), a parastatal organization under the MFSC, should be entrusted with the work of plantation related to forest conversion. The fund for this work should flow directly from the developers to the FPDB. The conversion of forest area into non-forest area generally can causing the ecology and micro climate change especially rainfall.   The impact of these changes in other side can increasing the probability in occurrence of vector-born disease such as Aedes aegypti mosquito couse of Dengue Hemorrhagic Fever (DHF).   Besides of environmental factors, poverty level, rainfall, and housing conditions the suspected also affect the incidence of dengue.  This research aimed to determine of changes in forest cover and land, poverty level, and housing conditions as well as the impact to the incidence of dengue fever in Lampung. Data collected included primary data of land use changes of Lampung Province and the secondary  data  such  as  the  data  of  precipitation  rapid,  poverty  level,  healthy  house proportion and Incidence Rate of dengue.  The dynamic of changes in forest cover and landper distric/city identified through by Landsat image interpretation 5, 7 and 8  in 2002, 2009 and 2014.   While the impact on DHF analyzed using multiple linear models.   The results showed that there was a significant relationship between the changes of the people forest cover   -1,2634   (p=0,001),   intensive   agricultural   0,5315   (p=0,016),   the   number   of precipitation rapid 0,06869 (p=0,087) and the poverty level -0,2213 (p=0,038) and urbanism region in the towns and villages 28,75 (p=0,010) toward the incidence of dengue in Lampung from the year 2003 to 2014.  Based on the reseacrh result that the goverment should be able to increase the percentage of forest area cause able to decrease the incidence DHF. Keyword: forest conversion, incidence DHF, land use changes

The problem in this study is related to the number of developments, especially those aimed at their designation, which is not by the existing regional spatial plan. This is because many developments are located in disaster-prone areas, coastal border areas, and protected areas. This also triggers changes in land use that are quite large from time to time. This study aims to determine the use of utilization with a regional spatial plan. This study uses quantitative methods to determine developments based on data in the Sangihe Islands Regency, analyzing image data and knowing the level of suitability of land use with the RTRW. The method of analysis in this study uses a method of spatial analysis based on geographic information systems (GIS) using supervised classification, scoring, weighting, overlay. The variables in this study include land use, spatial planning, and adjustments. The results show that the land area in the Regional Spatial Plan is suitable for land use in particular for an area of ​​3,202.65 hectares and not suitable for an area of ​​17,946.03 hectares from the total area of ​​the existing land use.

Research Highlights: Our findings highlight that the contribution of carbon sequestration from plantations to REDD+ will remain limited, and that opportunity costs in Southeast Asia will likely increase, due to future oil palm expansion. Background and Objectives: Land use, land-use change, and forestry (LULUCF) are significant sources of carbon emissions. The United Nations Framework Convention on Climate Change (UNFCCC) agreed that the Reducing Emissions from Deforestation and Forest Degradation Plus program, also known as REDD+, could contribute to carbon sinks in tropical regions. These reductions could serve as carbon credits that offset emissions from other sources. Materials and Methods: This study uses the cellular automaton technique to simulate the business-as-usual (BAU) scenario and the gain-loss method, to measure carbon emissions resulting from forest conversion. The output of the integration of the models makes it possible to evaluate one of the most important financial costs: opportunity costs. Two scenarios (with and without consideration of carbon sequestration) in rubber and oil palm plantations are examined. Results: A sensitivity assessment in Kalimantan, Indonesia, shows that carbon sequestration from plantations affects value of opportunity costs less than social discount rates. Further analysis suggests that oil palm plantations have a greater impact than rubber plantations. Conclusions: Our study provides a case that can be applied to other regions for evaluating the impacts of plantation carbon sequestration, and insights that can help local policymakers design a financially attractive REDD+ program in other forest areas of the world.

Spatial plan is the result of spatial planning which is done through the process and procedure of arranging and determining based on the prevailing laws and regulations. The phenomenon that often happens is the deviation of existing land use with spatial plan. Sumedang Regency is experiencing a fairly rapid development, so there is an increase in human resource activity that implicate the widespread space needs and consequently deviation of land use is very vulnerable. The purpose of this study to determine the extent of deviation of land use occurs as well as what factors affect the occurence of irregular use of land. The analysis used in this study using GIS approach, Principal Component Analysis and Multiple Regression Analysis. The result of analysis shows that there are 25 types of deviation of existing land use and the most dominant is deviation into wetland (18,364 ha), dryland field (8,405 ha) and widened land (7,741 ha). While the factors that influence the occurence of deviation of land use are population and settlement, availability of land, infrastructure and accessibility, and sosioeconomic condition of society

Development process needs lands as natural resources. Unfortunately, availability of land is relatively limited. Therefore, it needs releasing process of forestland to become non forestland. In the process of releasing the forestland, there are some policies which need stakeholders to consider so the minimum required forestland of 30% is fulfilled. Releasing forestland area is possible to undertake on non-productive forest conversion area which is also for the government agrarian reform programs which is called Nawacita. The objective of this research is tooffer answer about the indicative forestland which can be used for development needs, particularly for poor people who live near the forest. The results indicate that non-productive of conversion forest can provide land for development in Riau Province for about 205,847.86 hectares (93.01%) from the total conversion forest area based on agrarian reform program. Permanent forested land which needs to be maintained as forest area is 1,102.42 hectares, because most of the area are still primary forests. For the effectiveness of releasing conversion forest area, socialization programs to inform the community is needed.

<p class="Abstract"><em>The protected forest area has various functions for human living. The protected forest area is a strategic area which has a function to protect the biodiversity and macro climate, as well as water use balancer. The Act No. 12 of 2012 be the basic for Balikpapan City detailing the spatial planning (RTRW) to the detail spatial planning (RDTR) as the strategic areas of socio-cultural and the environment. The region includes three strategic areas, i.e. protected areas, education, and housing on the water. The concept of sustainable development that focuses on balancing environmental, social and economic become a macro approach to the preparation of a detailed plan for the third strategic area.Currently, the protected forest areas of Wain River and Manggar River currently indicate endangered in the future due to the growing activity over the land, as well as coal mining industry around protected areas. The article aims to determine the direction of development planned in the structuring of protected forest areas that could potentially reduce the impact of threats in the future. The results showed that the management of protected forest areas conducted through the concept of "developmental conservation". This concept was conducted through the collaboration role between the government as the regulator to the development of the natural attractions activity and the local communities as the main stakeholder of tourism development. This concept provides the protection conservation of protected forests at the same time generating economic value for local communities and government.</em><strong><em></em></strong></p>
