This article discusses the extent to which Cultural Heritage management involving various sectors can contribute to increasing tourist visits. The research was conducted in the city of Bengkulu, the location of the research was the legacy of Bung Karno's house. Data collection was carried out through secondary data and primary data. Primary data was carried out by interviewing related parties, namely two of Bung Karno's house staff, the Head of the Jambi Cultural Heritage Preservation Agency (BPCB), the Head of the Bengkulu Province Education Office, one cultural expert, four tourism activists, and six communities. members who were visiting Bung Karno's house. The steps in this research are data collection, classification, analysis, and data processing, making conclusions, then narrating in depth. The results of the study explain that the Heritage of Bung Karno's House is one of the historical tourist objects visited by many tourists. Bung Karno's heirloom house is a historical tourism object that has an attraction and has an important role in increasing tourist visits. For optimal Cultural Heritage management, it is important to strengthen the capacity of Cultural heritage management sustainably by optimizing technology and involving five partnership sectors, namely government, private sector, universities, media, and society.

Cultural Heritage-Management (CHM) in Italy appears to chronically suffer from resources fragmentation. The aim of this chapter is to highlight the need for a value co-creation logic based on resource integration in CHM to improve awareness and involve citizens, organizations and other stakeholders in the cultural heritage preservation and enhancement activities. The methodological approach adopted is an integration among Service-Dominant-logic (S-DL) and Service-Science (SS), within the general framework of the Viable-Systems-Approach (VSA). By shifting focus from the objects of exchange to the relations among parties, S-DL and SS emphasize the importance of collaboration in market interaction. VSA integrates the two perspectives within the structure-system paradigm explaining how collaboration among viable systems takes place. On the basis of the proposed integrated perspective a Service-Based-Systems approach is defined that allows developing a model for CHM based on a value co-creation logic. The authors argue that, to implement an effective co-creation, actors should be linked as resource integrators within a network relationship and share a governance approach inspired cooperating principles as postulated by the VSA consonance model. The chapter provides a conceptual framework of reference for integrating the wide variety of resources needed for an effective management approach to cultural heritage preservation and enhancement. This approach requires a cultural change in CHM organizations in order to effectively exploit: opportunities of a co-creation logic oriented to integrate multi-disciplinary; multi-professional resources; capabilities and competences. By adopting the VSA consonance framework, the authors highlight the relational conditions for resource integration in a Cultural Heritage Territorial System model on the basis of a value co-creation logic.

Because of the numerous types of world heritage that currently exist, UNESCO divides them into four categories: cultural heritage, natural heritage, cultural and heritage dual heritage, and cultural landscape heritage. Taiwan’s Cultural Heritage Preservation Act stipulates that tangible cultural heritage include monuments, historic buildings, commemorative buildings, groups of buildings, archaeological sites, historic sites, cultural landscapes, antiquities, and natural landscapes and natural monuments, whereas its intangible cultural heritage include traditional performing arts, traditional craftsmanship, oral traditions and expressions, folklore, and traditional knowledge and practices. Because of continually increasing tasks associated with cultural heritage management, this study adopted research approaches such as compilation of relevant laws and regulations and interviews with managers to identify their needs in managing cultural heritage. This study posited that digital-based information management is highly conductive to managing cultural heritage. Thus, a dynamic cultural heritage management system was developed to help managers perform various heritage preservation and management-related work. The proposed system enables digitalizing related documents to facilitate their preservation, provides diversified functions that allow managers to conduct remote interactive management, and enables establishing various economical monitoring functions. This study used actual cases of cultural heritage preservation and input data collected from various management tasks into the proposed management system. Accordingly, the management functions of the system were verified successfully. The proposed system can help relevant departments manage cultural heritage, diminish the occurrence of problems concerning heritage management, reduce unnecessary waste of resources, and elevate the management quality of monuments and historical buildings.

AbstractThis research, which has a title “Legal Aspect Of Community Participation In Preservation Of  Cultural Heritage (Study on Cultural Heritage School by Cultural Heritage Preservation Office Special Province of Yogyakarta)”, is to examine the implementation of Cultural Heritage School by Cultural Heritage Preservation Office Special Province of Yogyakarta as a form of community participation in preservation for cultural heritage, and to study the setting of School of Cultural Heritage in the future in order to instill public awareness of the preservation of cultural heritage.This research is an empirical law study. The research material was obtained by field research to obtain primary data and library research to obtain secondary data. Data analysis method used is descriptive qualitative.The results of this research are: First, the School of Cultural Heritage is a new program launched in 2017. The implementation of the activities is intended as an effort of socialization for the community, especially the younger generation, which is packed in the form of cultural heritage learning at school or in the office of Cultural Heritage Preservation Office Special Province of Yogyakarta and the cultural heritage site. Second, the setting of School of Cultural Heritage based on community participation and sustainable is to make the School of Cultural Heritage as a local content in the primary and secondary school curriculum. The need for this activity is set forth in the form of Governor Regulation on Local Content of Cultural Heritage and Governor Regulation concerning School of Cultural Heritage.IntisariPenelitian dengan judul “Aspek Hukum Peran Serta Masyarakat Dalam Pelestarian Cagar Budaya (Studi Terhadap Sekolah Cagar Budaya Balai Pelestarian Cagar Budaya Provinsi Daerah Istimewa Yogyakarta” ini bertujuan untuk mengkaji pelaksanaan Sekolah Cagar Budaya oleh BPCB DIY sebagai salah satu bentuk peran serta masyarakat dalam pelestarian cagar budaya dan untuk mengkaji pengaturan Sekolah Cagar Budaya oleh BPCB DIY di masa yang akan datang dalam tujuannya untuk menanamkan kepedulian masyarakat terhadap pelestarian cagar budaya.Penelitian ini merupakan penelitian hukum empiris. Bahan penelitian didapat dengan penelitian lapangan untuk memperoleh data primer dan penelitian kepustakaan untuk memperoleh data sekunder. Metode analisis data yang digunakan adalah deskriptif kualitatif.Hasil penelitian ini adalah: Pertama, Sekolah Cagar Budaya merupakan program baru yang diluncurkan pada tahun 2017. Pelaksanaan kegiatan dimaksudkan sebagai upaya sosialisasi bagi masyarakat terutama generasi muda, yang dikemas dalam bentuk pembelajaran cagar budaya di sekolah atau di kantor BPCB DIY dan di situs cagar budaya. Kedua, pengaturan Sekolah Cagar Budaya berbasis partisipasi masyarakat dan berkelanjutan adalah menjadikan Sekolah Cagar Budaya sebagai muatan lokal dalam kurikulum sekolah dasar dan menengah. Perlunya kegiatan ini dituangkan dalam bentuk Peraturan Gubernur tentang Muatan Lokal Cagar Budaya dan Peraturan Gubernur tentang Sekolah Cagar Budaya.

Cultural heritage preservation is a sine qua non for the effective technological, scientific, and economic development of nations across the world. This follows the theory stating that culture is life and that there is a cultural factor in technological development. In view of this truism, most African states and social institutions have these last years embarked on multifaceted tactics aimed at heritage conservation in their respective national territories. These preservation efforts have yielded only patchy fruits as they are confronted to the forces of modernism and globalization. Thus, modernism and globalization have continued to represent big threats to heritage preservation in many African countries. This chapter illustrates this thesis through a comparative study of cultural heritage management in Cameroon and Nigeria. The chapter begins by examining the extent to which heritage preservation is feasible in an era governed by modernism and globalization before exploring similarities and differences in the ways modernism and globalization affect heritage preservation in Nigeria and Cameroon.

The purpose of this study was to describe and analyze the performance of the Regional Parliament of Palangka Raya in carrying out legislative powers and to describe and analyze the constraints that affect the Palangka Raya City DPRD in setting regional regulations. This study uses descriptive qualitative research methods. The types and sources of data chosen by researchers are primary data and secondary data. Data collection techniques used to obtain information are interviews and documentation. The results of the study show that the performance of the Palangka Raya City DPRD (DPRD) in exercising legislative power with the City of Palangka Raya government is quite good. In the period 2015 to 2017, 36 local regulations have been discussed and established. However, if it is reviewed from the proposal initiation, it can be said to be unsatisfactory, because only 9 Regional Regulations are the initiative of the Palangka Raya City DPRD. Factors that influence the performance of the DPRD of Palangka Raya City in setting regional regulations are: Human Resources, Data and Information, and Experience. The condition of Human Resources with an average Bachelor level education (21 out of 30 people) is actually a supporting factor for performance. Given that the basic education is not in line and experience that is still lacking, it becomes an obstacle to support the legislative performance of members of the Palangka Raya City DPRD.

This research describe about Implementation of Padang Mayor Regulation to controlling the use the plastic shopping bag in Padang city. Background of this research is because we find some problems of the use plastic shopping bag in Padang city. This research aims to explain about the implementation of Padang Mayor Regulation 36 of 2018 in controlling the use plastic shopping bag in Padang city. This studied use a qualitative methods and descriptive approaches. The studied was conclude at Enviromental Services in Padang. The informants are determined by thecnique purposive sampling. Data in this studieduse primary data and secondary data. Data collection was carried out by means of observation, interviews, and documentation. So the data obtained can be conclude from the data obtained in the field. The point of view of this studied is the Implementation of Padang Mayor Regulation number 36 of 2018 in controlling the use of plastic shopping bag in Padang city is not optimal. In the implementation of socialization carried out by Enviromental Services was good. But as for the constraints in implementation of this regulation of mayor is public awareness to redesign the use of plastic shopping bags is still lacking. And then, the Enviromental Services not firm in providing penalties or disincentive to business actors who still provide and eliminate plastic shopping bags at their stores. Both in modern markets and traditional markets in the city of Padang.

Tulisan ini bertujuan untuk melihat sejauh mana tingkat kesiapan Kota Ambon untuk mendukung pelaksanaan Maluku sebagai Lumbung Ikan Nasional (M-LIN) yang dianalisis dengan metode RAPFISH yang dimodifikasi menggunakan Multi Dimensional Scalling (MDS).   Metode penelitian digunakan yaitu metode survey.  Data yang digunakan terdiri dari data primer dan sekunder.  Pengambilan data primer dilakukan terhadap responden melalui wawancara dengan menggunakan kuesioner.  Data sekunder berupa laporan diperoleh dari berbagai instansi pemerintah dan perguruan tinggi.  Responden terdiri dari pelaku usaha, Pemerintah Provinsi Maluku (Badan Perencana Daerah, Dinas Kelautan Perikanan), Pemerintah Kota (Badan Perencana Daerah, Dinas Perikanan dan Kelautan).  Berdasarkan hasil analisis secara umum Kota Ambon masuk kategori siap sebagai daerah pendukung M-LIN dimana dari 6 dimensi hanya dimensi ekologi dan kelembagaan dan kebijakan yang masuk kategori cukup siap. Untuk meningkatkan kesiapan di Kota Ambon maka dimensi kelembagaan dan kebijakan menjadi dimensi yang paling utama untuk diperhatikan agar jelas mengenai keberlanjutan program M-LIN ini selanjutnya.   Dari hasil analisis yang dilakukan berimplikasi pada peningkatan sinkronisasi dan harmonisasi seluruh pelaku dan pemangku kepentingan  dalam pelaksanaan kegiatan yang terkait dengan program Maluku sebagai Lumbung Ikan Nasional.  Selain itu juga perlu menyiapkan kebijakan berupa peraturan baik peraturan presiden (Perpres) maupun Keputusan Menteri (Kepmen) KP yang mendukung pelaksanaan program.  Title: Evaluation of Readiness To Support The City Ambon Maluku As “Lumbung Ikan Nasional”This paper was aimed to evaluate the readiness level of Ambon city serving as buffer for Maluku sebagai Lumbung Ikan Nasional (M-LIN) which analyzed with modified RAPFISH method using Multi Dimensional Scalling (MDS). The study uses survei as the data collection method. This study used primary and secondary data. Primary data were collected through interviews using a set of questionnaires. Examples of secondary data were report or study reports from universities and local governement offices. The respondents are fishery business entities, provincial and district  fishery offices, provincial planning office. This study finds that in general City Ambon is ready as support system for M-LIN. However, only two out of six categories of readiness are in good condition for readiness. The ready indicators  are the governance and policies put in place in Ambon. These two indicators serve as key aspect insuring the sustainability of M-LIN program.

Legal instruments that can be used to protect music Kakula as traditional cultural heritage namely Intellectual Property Rights, in this case the rules relating to Copyright can be used as a basis for the protection of traditional musical art music Kakula. Copyright law provisions can be used as a basis for protecting cultural works are included in the scope of knowledge of art and literature. Kakula is a traditional musical instrument which is the traditional cultural heritage which is always used at events such as marriage ritual, the coronation of noble titles or formal occasions regions. The approach method in use is normative and normative anthropology, which takes secondary data and primary data through interviews with the parties relating to the cultural resources in the city of Palu, Donggala, and Sigi. As a result of the research after proposed in 2015, in 2016 coincided Kakula has been proposed to register as one of the Objects of Folklore.

Indonesia is the largest country in the world. One of the legendary areas is Ponorogo Regency. Focused on Plunturan Village which has cultural diversity which is trying to become a tourist village. Researchers are interested in taking this research because Plunturan Village relies more on customs and has a unique cultural heritage. Data collection techniques used are interviews, observation and literature study. The research method used is descriptive qualitative. The creativity and innovation in the management of cultural heritage include the art of Reyog Ponorogo in various versions and generations, Gajah-Gajahan and Keling, Orek-Orek and Tledekan, Bumbung Suloyo, Karawitan, Oncor Obor, and the Selawenan Festival. Indonesia adalah negara terbesar di dunia. Salah satu wilayah yang melegenda adalah Kabupaten Ponorogo. Difokuskan pada Desa Plunturan yang memiliki keberagaman budaya yang sedang mengupayakan menjadi desa wisata. Peneliti tertarik untuk mengambil penelitian ini karena Desa Plunturan lebih mengandalkan adat istiadat dan memiliki keunikan pada warisan budayanya. Teknik pengambilan data yang digunakan yaitu wawancara, observasi dan studi literatur. Metode penelitian yang digunakan adalah deskriptif kualitatif. Adapun bentuk-bentuk kreativitas dan inovasi dalam pengelolaan warisan budaya antara lain kesenian Reyog Ponorogo dalam berbagai versi dan generasi, Gajah-Gajahan dan Keling, Orek-Orek dan Tledekan, Bumbung Suloyo, Karawitan, Oncor Obor, dan Festival Selawenan.
