Guidelines for Right-Turn Treatments at Unsignalized Intersections and Driveways on Rural Highways

Guidelines for right-turn treatments at unsignalized intersections and driveways on rural two-lane and four-lane highways are presented. Two types of treatments, full-width lane and taper, were considered over the do-nothing radius treatment. The guidelines indicate the design hourly traffic volumes for which the benefits of right-turn treatments exceed their costs. The benefits used in the economic analysis were the operational and accident cost savings provided by right-turn treatments. The costs used in the development of the guidelines were the costs of constructing full-width right-turn lanes and tapers. The operational effects were estimated in terms of delay and excess fuel consumption experienced by through traffic due to right-turning vehicles. To account for the safety effects, the relationship between speed differential and accidents was used to estimate the reduction in right-turn, same-direction, rear-end accidents that would be expected to result from the provision of a right-turn treatment. The guidelines indicate the right-turn design hourly volume required to justify a right-turn treatment as a function of the following factors: ( a) directional design hourly volume, (b) highway operating speed, and ( c) number of lanes on the highway. Comparisons with other guidelines indicate that the range of guidelines developed are reasonable. In addition, they are more definitive than other guidelines because they account for highway operating speed and address taper treatments as well as full-width turn lanes.

Abstract. This study involved performing an economic analysis on agricultural tractors classified based on energy efficiency grades using the energy efficiency index. Specifically, 131 models of agricultural tractors commonly used between 2006 and 2010 in South Korea were classified into five categories. The relationship between energy efficiency and economic value was evaluated by a numerical method, and a method of predicting cost and fuel savings based on energy efficiency was developed. Grades of energy efficiency labeled from 1–5 were assumed in order to calculate annual fuel and cost savings. The results indicated that the use of the proposed method resulted in fuel and cost savings given an upgrade from the 5th level of energy efficiency to the 1st level and indicated subsequent improvements with each grade level. This method was applied to data from the year 2008, and total fuel and cost savings were obtained. This indicated that fuel and cost savings in an arbitrary year could be predicted using the proposed method and assuming data from an arbitrary year. Abstract Spirally arranged and physically separated traffic lanes in the circulatory carriageway of turbo-roundabouts force drivers to choose a particular entry lane and, subsequently, a circulatory traffic lane according to their intended destination. This specificity is taken into account in theoretical capacity models for two-lane turbo-roundabout entries typically evaluated by the lane-by-lane approach. Nevertheless, this specific path of movements is not considered in the most widely used capacity models for single-lane minor entries at oval turbo-roundabouts. In these models, only one entering traffic flow conflicted by two circulating traffic flows in front of the entry is considered. However, the entering traffic flow presents a mixed traffic flow of two movements (right-turning movement and left-turning and through movement) with different capacities due to different number of conflicting traffic streams and traffic volumes allocated into the outer and the inner circulatory lane. This fact is included in the capacity estimation for a single-lane minor entry presented in the article using the existing capacity formula for the mixed traffic flow on a shared minor lane at unsignalized intersections. The entry capacity reflects the proportion of the right-turning movement within a shared entry lane as well as the specific allocation of circulating traffic flow into the outer and the inner circulatory lane. This entry capacity is about 10 % to 30 % higher compared to a single-lane entry capacity estimated according to commonly used models described in the article. Higher entry capacity in a higher proportion of the right-turning traffic within mixed entry traffic flow is confirmed also by the results of average delays estimated by the theoretical delay model and microsimulation.

Recent federal legislation allowing states to set their own speed limits on highways, as well as increases in the number of requests from citizens and neighborhood groups to implement actions to reduce “excessive” speeding on their streets and highways, has created considerable debate about and scrutiny of the appropriate speed limits that should be posted on state highways. Various speed studies have indicated that sensible and cautious drivers will most likely drive at the speed dictated by roadway and traffic conditions rather than relying on a posted speed limit. To incorporate roadway characteristics and traffic volumes into the selection of the most appropriate (i.e., comfortable, safe, and efficient) speed limit, actual engineering field speed studies are carried out. Generally, the 85th percentile speed at which the drivers surveyed are driving is selected as a primary factor in determining the posted speed limit. Carrying out such field studies for all highway sections is a costly and time-consuming process. Therefore, characterizing the relationship between the 85th percentile speed and the roadway characteristics will assist in selecting the most appropriate posted speed limit on highway sections where field surveying is difficult due to resource limitations. A back-propagation neural network is used to extract the relationship between roadway characteristics and 85th percentile speed. The developed neural-network-based speed model was found to perform satisfactorily for characterization of speed on Kansas two-lane, uninterrupted-flow rural highways and for quantifying the influence of prevailing roadway characteristics on the anticipated 85th percentile speed.

Leadership is an example of a social influence process which has been traditionally ignored by orthodox economists who generally subscribe to the convention that economic analysis should take the preferences of individuals as given and should not analyse how they are formed and transformed. By assuming that leaders influence the hopes and not the preferences of followers a theory of leadership can be developed which draws on the philosophical perspective of some contemporary communitarian writers who have emphasised the role of hope in motivating people to participate in various quests. This theory is translated into a recognizable economic framework by treating hope as a form of human capital so that the influence leaders exercise over followers affects their capacity to produce satisfaction from participating in quests. The relevance of the communitarian-liberal debate over the relationship between the right and the good to the issue of the possibility of moral leadership is then explored.

This study is based on the legal responsibility of the assessment of public appraisal reports they make in land procurement activities for development in the public interest. Public assessment is obliged to always be accountable for their assessment. The type of research found in this thesis is a type of normative legal research with the right-hand of the statue approach and case approach. Normative legal research is a study that provides systematic explanation of rules governing a certain legal category, analyzing the relationship between regulations explaining areas of difficulty and possibly predicting future development. . After conducting research, researchers found that one of the causes that made the dispute was a lack of communication conducted between the Government and the landlord. In deliberation which should be the place where the parties find the meeting point between the parties on the magnitude of the damages that will be given, in the field is often used only for the delivery of the assessment of the compensation that has been done.

Today the performance measurement of Muhammadiyah Luwuk uUniversity’s performance has not formulated yet based on University’s vision and mission. It will affect the strategic steps needed and performance improvement efforts in the future.  Human resource scorecard is the right system to be applied in Muhammadiyah Luwuk University. The purpose of this study is to designed a performance measurement system at Muhammadiyah Luwuk University using the Human Resource Scorecard with four perspectives: stakeholder, academic management and kemuhammadiyaan, operational and innovation, as well as and learning. Data was analyzed by analytical hierarchy process method. This research was conducted by distributing questionnaires, focus group discussions and in-depth interview with stakeholders at Muhammadiyah Luwuk University. The results showed that there were 14 strategic objectives and 33 key performance indicators to be achieved by the priority objectives, which are: empowerment and development of faculty, increased administrative process quality, improved sound budget performance and, improvement of the relationship with stakeholders.

AbstrakKeselamatan pasien merupakan dasar dari pelayanan kesehatan yang baik. Pengetahuan tenaga kesehatan dalam sasaran keselamatan pasien terdiri dari ketepatan identifikasi pasien, peningkatan komunikasi yang efektif, peningkatan keamanan obat yang perlu diwaspadai, kepastian tepat lokasi, prosedur, dan tepat pasien operasi, pengurangan risiko infeksi, pengurangan risiko pasien jatuh. Tujuan penelitian untuk mengetahui hubungan antara pengetahuan dengan penerapan keselamatan pasien pada petugas kesehatan di Puskesmas Kedaung Wetan Kota Tangerang. Metode Penelitian menggunakan deskriptif korelasi menggunakan pendekatan cross sectional. Populasi sebanyak 50 responden. Teknik pengambilan sampel menggunakan total sampling. Instrumen yang digunakan berupa lembar kuesioner. Teknik analisa diatas menggunakan analisa Univariat dan Bivariat. Hasil Penelitian ada Hubungan Pengetahuan dengan Penerapan Keselamatan Pasien pada Petugas Kesehatan, dengan hasil, p value sebesar 0,013 < 0,05 maka dapat disimpulkan bahwa ada Hubungan Pengetahuan dengan Penerapa Keselamatan Pasien pada Petugas Kesehatan. Kesimpulan penelitian ada Hubungan Pengetahuan dengan Penerapan Keselamatan Pasien.. AbstrackPatient safety is the basis of good health services. Knowledge of health personnel in patient safety targets consists of accurate patient identification, increased effective communication, increased safety of the drug that needs to be watched, certainty in the right location, procedure, and precise patient surgery, reduction in risk of infection, reduction in risk of falling patients. The purpose of this study was to determine the relationship between knowledge and the application of patient safety to health workers in the Kedaung Wetan Health Center, Tangerang City. The research method uses descriptive correlation using cross sectional approach. The population is 50 respondents. The sampling technique uses total sampling. The instrument used was a questionnaire sheet. The analysis technique above uses Univariate and Bivariate analysis. The results of the study there is a Relationship of Knowledge with the Implementation of Patient Safety in Health Officers, with the result, p value of 0.013 <0.05, it can be concluded that there is a Relationship between Knowledge and Patient Safety Implementation in Health Officers. : Cryptogenic stroke and its relation to the Patent Foramen Ovale (PFO) is a long-debated topic. Recent clinical trials have unequivocally established the relationship between cryptogenic strokes and paradoxical embolism across the PFO. This slit-like communication exists in everyone before birth, but most often closes shortly after birth. PFO may persist as a narrow channel of communication between the right and left atria in approximately 25-27% of adults. : In this review, we examine the clinical relevance of the PFO with analysis of the latest trials evaluating catheter-based closure of PFO’s for cryptogenic stroke. We also review the current evidence examining the use of antiplatelet medications versus anticoagulants for stroke prevention in those patients with PFO who do not qualify for closure per current guidelines.
