A presente pesquisa desenvolveu-se no âmbito do Projeto Ater “Mais Gestão”, proposto pelo Ministério do Desenvolvimento Agrário – MDA e teve como objetivo analisar o diagnóstico de 25 cooperativas da agricultura familiar localizadas no estado do Paraná. Optou-se pela análise minuciosa da área de Gestão Organizacional, pois constatou-se em estudos preliminares que esta subárea apresentou as maiores fragilidades. Tratou-se de um estudo documental, observacional e bibliográfico. Constatou-se que os principais limites se encontram nas subáreas “estrutura organizacional” e “organização do quadro social”, e as potencialidades nas subáreas “direção e participação” e “organização do quadro social”. Pondera-se também que os principais fatores que interferem na gestão organizacional das cooperativas da agricultura familiar incluem o apoio estatal, a escolha dos cooperados, a participação efetiva dos membros nas decisões e na gestão e o acesso às tecnologias, crédito e mercado.Palavras-chave: desenvolvimento, cooperativismo, economia solidária. EVALUATION OF ORGANIZATIONAL MANAGEMENT IN COOPERATIVES OF FAMILY FARMERS OF THE STATE OF PARANÁ ABSTRACT:The present research was developed in the scope of the Ater Project "More Management", proposed by the Ministry of Agrarian Development - MAD and had the objective of analyzing the diagnosis of 25 family farming cooperatives located in the state of Paraná. It was opted for the detailed analysis of the Organizational Management area, because in preliminary studies this subarea presented the greatest weaknesses. It was a documentary, observational and bibliographic study.  It was found that the main limits are in the sub-areas "organizational structure" and "organization of the membership", and the potentialities in the subareas "direction and participation" and "organization of membership". The main factors that interfere in the organizational management of family farming cooperatives include state support, cooperative choice, effective participation of members in decision-making and management, and access to technologies, credit, and the market.Keywords: development, cooperativism, solidarity economy.

In Brazil, the State of Goiás is one of sugarcane expansion's frontiers to meet the growing demand for biofuels. The objective of this study was to identify the municipalities where there were replacement of annual crops (mainly grains) by sugarcane in the state of Goiás, as well as indicate correlations between the sugarcane expansion and the family farming production, in the period between 2005 and 2010. For this purpose, grains crop mask and sugarcane crop mask, obtained from satellite images, were intersected using geoprocessing techniques. It was also used IBGE data of sugarcane production and planted area, and data of family farming production linked with the National Food Acquisition Program (PAA), in relation to the number of cooperatives and family farmers. The crops masks and data tables of the National Food Acquisition Program were provided by National Food Supply Agency. There were 95 municipalities that had crops replacement, totaling 281,554 hectares of grains converted to sugarcane. We highlight the municipalities of Santa Isabel, Iaciara, Maurilândia, and Itapaci, where this change represented more than half of their agricultural areas. In relation to family farming, the sugarcane expansion in the state of Goiás has not affected their activities during the period studied.

No artigo, propõe-se a caracterização de algumas agroindústrias rurais no estado do Maranhão, baseada nos dados do Censo Agropecuário de 2006. Como ponto de partida para a pesquisa, serviu o fato de que as agroindústrias de produtos agropecuários se destacam como principais atividades entre as ocupações pluriativas dos agricultores familiares do estado. A escolha de agroindústrias para análise é fundamentada pela sua importância no sistema de produção agroalimentar e pela maior participação da agricultura familiar nos valores agregados dos produtos processados. Na literatura pesquisada, defende-se a visão de que, no contexto de pluriatividade a diversifcação das atividades, que ocorre por meio de criação de agroindústrias familiares, de pequeno porte e artesanais, pode ser apontada como uma alternativa econômicapara que a agricultura familiar possa permanecer e desenvolver-se em paralelo com as agroindústrias de grande escala e, assim, contribuir para a construção de um novo modelo de desenvolvimento dentro do qual o rural seja pensado como um todo, e não mais apenas ligado à produção agrícola.Palavras-chave: Pluriatividade. Censo agropecuário 2006. PLURIACTIVITY AND RURAL AGROINDUSTRIES IN MARANHÃO: AN ANALYSIS BASED ON THE 2006 AGRICULTURAL CENSUSAbstractThe article proposes the characterization of some rural agroindustries in the state of Maranhão based on data from the 2006 Agricultural Census. As a starting point for the research served the fact that agroindustries of agricultural products stand out as the main activities among the pluriactive occupations of the family farmers of the State. The choice of agroindustries for analysis is based on their importance in the agro-food production system and the greater participation of family agriculture in the aggregated values of processed products. In the researched literature, it is defended the view that, in the context of pluriactivity, the diversification of activities that occurs through the creation of small family and artisanal agroindustries, can be pointed out as an economic alternative so that family agriculture can remain and developin parallel to the large-scale production and thus contribute to the construction of a new model of development in which the rural is thought as a whole and no longer only linked to agricultural production.Keywords: Pluriactivity. Alternative food networks have emerged in recent decades as a bottom-up social phenomenon and consist of food provision initiatives that seek to operate outside globalized industrial supply chains that incorporate the values of social justice, environmental sustainability, community health and democracy. In this sense, the present study aimed to analyze the contributions that the virtual agroecological fair action plan between family farming and federal institutions in the state of Goiás-Brazil brought to family farmers. The methodology is characterized by an action research both by the character of the collaborative construction action plan of an agroecological fair, and by the structure of development in which the insertion of authors is guided by the permanent collection of elements of the practice and, also, for the development of small interventions that help to elucidate the problems detected, through problematization and theoretical deepening. The Virtual Agroecological Interinstitutional Fair is held in an interinstitutional and collaborative way with family farmers with the appreciation of family farming of ecological Goiás basis and culminates in a path that enhances more sustainable territorial development with income generation, weaves an alternative for food supply and the promotion of the alternative food network “from the countryside to the city” in the face of socio-environmental rationality, in addition to a fairer and more equitable society, with the enhancement of biodiversity and the offer of food produced in the face of ecological practices.

Power involves a number of models of choice: maximizing, satisficing, coercion, and minimizing missed opportunities. The latter is explored in detail and linked to a particular type of power, domination by virtue of a constellation of interests. It is shown that domination by virtue of a constellation of interests calls for justification through references to a common good, i.e. a rent to be shared between Principal and Agent. Two sources of sub-optimal outcomes are compared: individual decision-making and interactions. Interactions organized in the form of power relationships lead to sub-optimal outcomes for at least one side, Agent. Some empirical evidence from Russia is provided for illustrative purposes.

The author analyzes the state of institutional economics in contemporary Russia. It is characterized by arbitrary confusion of the ideas of «old», «new» and «mathematical» versions of institutionalism which results in logical inconsistency and even eclectics to be observed in the literature. The new and mathematical versions of institutionalism are shown to be based on legal, political and mathematical determinism tightly connected with the so-called «economic approach» (G. Becker). The main attention is paid to the discussion of theoretical and practical potential of the contemporary classical («old») institutionalism. The author focuses on its philosophical grounds and its technological imperative, the institution of science, the method of criticism, the opportunity of using classical institutionalist ideas as the ideology of economic reforms in Russia.

This paper was written based on part of the findings of a survey made on young lawyers who are practicing in the state of Kedah. Young lawyers are advocates and solicitors with less than seven y ears of active practice. The objective of this study is to determine what factors positively influenced young lawyers' ethical decision making. Data was collected from /33 young lawyers who are practicing in the state of Kedah between January - June 2006 through self-administered and close- end questionnaires. The finding suggests that knowledge in professional legal ethics gained at the law faculty, pupil age and short ethics course does not contribute much to the ethical decision making of the young lawyers. Moved by this finding. this paper attempts to discuss the current legal ethics education in Malaysia. The main contention of the writers is their firm belief that the current practice of professional legal ethics education in Malaysia is insufficient and far from being adequate in producing ethical lawyers. Therefore the writers have proposed for professional legal ethics education in Malaysia to be reformed and this proposal serves as the basic premise of this paper.

The article analyzes the fiscal role of the excise tax on excisable goods (products) produced in Ukraine in the context of permanent changes in the tax legislative framework and within the framework of the global crisis through the coronavirus disease COVID-19. The concept of excise tax has been substantiated, a list of excisable products (goods) has been provided in accordance with legislative acts, the payers of this tax have been specified. The most important events and transactions that influenced the amount of tax revenues from excise tax are investigated. The authors believe that the main reason for the changes in the administration process and the receipt of the excise tax are the European integration transformations and the conditions of the global socio-economic crisis. Based on the difficult economic situation in the state, some legislative acts regulating the collection of excise tax from excisable products produced in the country were considered. It was revealed that a moratorium on the payment of excise tax was imposed on the territory of the studied state for a certain period. This event made its own adjustments to the proceeds from the payment of excise tax on excisable products (goods) produced domestically, and also allowed domestic producers to move from the place of economic stagnation. In Ukraine, they began to actively manufacture and sell antiseptic and disinfectants of their own production to protect citizens. According to the data of the State Treasury Service of Ukraine, the authors analyzed the indicators of tax revenues for each type of excisable products (goods) of domestic production. It was revealed from which products more tax was received during the study period. The main factors that influenced the receipts of excise tax from excisable goods produced on the territory of Ukraine in the period of 2019, as well as for 9 months of 2020, have been determined.

AbstractOne of the main challenges in assisting displaced persons who have lost their homes as a result of a natural hazard is the provision of adequate post-disaster accommodations, such as temporary housing. Although the need for temporary housing has increased around the world in recent years, it has been criticized on economic, environmental, and social grounds. A universal approach to post-disaster accommodations cannot successfully deal with this issue because each recovery process involves a unique set of conditions. Therefore, rather than defining a specific strategy, this study aims to present an approach capable of producing customized strategies based on contextual and social conditions. To this end, first, the main factors influencing the choice of post-disaster accommodations are identified through five case studies. It is concluded that all of the factors can be organized into three main vertices to simplify the highly complex issues involved in post-disaster accommodations. The case studies also show that the decision-making process consists of two main parts. To date, a recurring failure to distinguish between these two parts has led to unsuitable outcomes. Thus, this paper presents a new decision-making methodology, consisting of multiple steps, phases, and indicators based on the main vertices.

The basic stages during automatic qualification of agricultural products are: acquisition of initial information of the quality state, mathematical proceeding of this information and decision making for object qualification to defined sets according to the state of quality. One of the steps in the second stage is transformation the patterns of qualified products to a new space of symptoms. In this paper an approach for transformation the initial description of the objects to a new space of spectral symptoms, independently of the size of the initial description of the object is presented. A relation for synthesis of symptoms for recognition has been generated.
