Since the enactment of decentralization policies regarding tourism management of regions, developing tourism areas have grown to become a central issue for the local government, who have tackled it through a land acquisition policy against local communities. This study intends to examine the formulation and process of government land acquisition policies for the development of tourism areas in Lombok, whose decisions are met with opposition from the local community. This research uses qualitative and snowball techniques to determine informants. Data collection is carried out in the form of interviews, documentation, and observation. The results of this study reveal that community resistance to tourism development policies is a clear example of the lack of the power the local communities have in the policy formulation process (which stipulates land acquisition as a formulation of its policies). In its formulation, regional tourism policies have undergone a systematic process. However, if the policy option does not reflect the results of a comprehensive study - which only considers economic and business benefits and is not participatory in providing space for local communities to articulate their interests - it will lack legitimization and will be met with resistance from the local community.

Community participation in development policies in countries that implement democracy including in Indonesia is not new. Community participation is a technical process to provide wider opportunities and authority to the community together to solve various problems. As a concept and practice of development, the concept of participation was only discussed in the 60s when various international institutions promoted participation in development planning, implementation and evaluation practices. The importance of the community in village development is to remember the local community who are more aware of various problems such as the construction of village infrastructure and facilities, the development of local economic potential, and the utilization of existing natural and environmental resources so as to facilitate the development planning and implementation process. The purpose of this study: To describe the condition of the community of Sukatani village, to determine community participation in infrastructure development, to determine efforts to increase community participation and to find out the supporting and inhibiting factors in efforts to increase participation. The research method used in this study is adapted to the objectives of the researcher, so this research method uses a qualitative descriptive method. The results of the pre-survey research showed that the issue of public participation in the development process was not as expected and there were still problems with community participation in development in Sukatani Village. The conclusion of the explanation above is that community participation in Sukatani Village is still relatively low. It needs an increase in the awareness and concern of the local community that it is important to participate in maintaining, caring for, and maintaining every outcome of village development that has been carried out.

This paper is a critical analysis of the local community as an instrument in the integration of development policies. It is a tentative analysis, providing a critical reconsideration of some of the main options comparing ‘from the top down’ policies with ‘from the bottom up’ policies. This involves an awareness of a competing perspective (‘from below’) and of the questions ‘for whom?’ and ‘development to what extent?’. According to this perspective, the point of departure is the conflict existing in the local community, and the conflict between the local community and the state.

Lake Toba region is included in one of the 10 priority tourism destination locations. To answer the challenges of changing world tourism trends that utilize digital technology, several strategies must be carried out. In digitizing the process, it is necessary to involve the local community in formulating regulations, strengthening value chain partnerships between businesses in the tourism sector, increasing motivation and enabling the community through various kinds of assistance and training. Therefore, research is conducted that has the aim to develop the tourism potential of the Lake Toba Region through digitalization with the concept of community empowerment. As the output of this research, a community will be formed in each Lake Toba District, so that based on this community various development policies and strategies can be formulated in overcoming problems and developing the tourism sector in the Lake Toba region. Night tourism development comes up as an innovative strategy for tourism development in this current intense competition. There are four main elements in night tourism, namely economic, social, environmental, and night atmosphere. Berastagi is the most popular tourist destination in Karo Regency, Sumatera Utara, Indonesia, which already have night tourism destination but unfortunately undeveloped yet. Night tourism development in Berastagi must be with the local wisdom approach to maximize its benefit. Karonese as the majority ethnic of the local community in this area potential to be developed on its night tourism. This paper only analyzes the environmental and night atmosphere aspects in Berastagi’s night tourism, which based on local wisdom. Qualitative primary data from field observation and depth interview results have been analyzed by using the descriptive method. The study shows that involving local wisdom in developing the environment and night atmosphere can give the typical identity for the night tourism in Berastagi.Night Tourism
