Abstract This article aims to make an overview on the rule and significance of cash waqf (waqf al-nuqūd) in Indonesia as a new social tool to alleviate poverty. The author highlights that Cash waqf is introduced as a new concept of waqf to solve many social problems in Muslim society of Indonesia. The qualitative methodology is employed to analyze the issues and development of cash waqf in Indonesia. Findings indicate that the cash waqf has been legalized by both Islamic scholar and national law of Indonesia so that Muslims have a chance to maximize the utilization of their waqf through a well-organized endowment and waqf organization. Abstract in English: Waqf (Islamic Endowment) has played a vital role in solving the social problems throughout the history.  This paper aims at discussing the role of waqf in tackling the current global pandemic i.e., COVID -19.  The paper discusses the possibility of using waqf as a mechanism for mitigating the negative effect of the COVID-19 pandemic.  Considering the strong connection between waqf and the stipulated conditions by the waqif (donor), the paper analyses the views of the past and contemporary jurists on the extent of the permissibility of overriding the conditions of the donor (shart al-waqif) by the waqf management.  This paper adopts qualitative methodology, and the textual analysis is being used by reviewing the literature and previous studies related to the issue.  The paper reaches some conclusions, the most important of which are: the confirmation of the vital role of waqf in alleviating the severity of COVID-19 pandemic.  Likewise, waqf management is permitted to breach the conditions of the waqif if the need is warranted and the objective of waqf is being considered.  To avoid the challenges of shart al-waqif (conditions of the waqif), the paper proposes the establishment of waqf, which will be looking after the interest and affairs of the victims of crises “waqf for azamat”.  Besides, the paper recommends to the researchers and waqf managements reviewing of the structure of the Crises-Waqf.   Abstract in Arabic: مشروع الوقف الإسلامي من الوسائل المهمة في تحقيق التنمية الاجتماعية وله دور عظيم في المشكلات التي تواجه المجتمع.  الهدف من هذه الدراسة الوقوف على الأدوار يمكن أن يلعبه الوقف الإسلامي في مواجهة فيروس كورونا ما يسمى ب" كوفيد-19 " . تمت مناقشة مدى جواز توظيف الوقف الإسلامي كوسيلة لتقليل الآثار السلبية التي نجمت من هذا الفيروس. ولا شك أن للوقف الإسلامي علاقة وطيدة بشرط الواقفين لذلك حاولت الدراسة الوقوف على آراء الفقهاء قديما وحديثا، ومن ثم تحليلها لمعرفة مدى إمكانية خروج المؤسسات الوقفية عن شرط الواقفين. تم توظيف منهج البحث النوعي التحليلي من خلال مراجعة الأدبيات والدراسات السابقة المتعلقة بهذه المسألة. توصلت هذه الدراسة إلى جملة من النتائج، من أهمها: أن للوقف الإسلامي دوراً كبيرا في التنمية الاجتماعية ويمكن استخدامه في مواجهة فيروس كورونا- كوفيد-19، كما أظهرت نتائج البحث أنه يجوز لناظر الوقف أو المؤسسات الوقفية الخروج من شرط الواقفين إذا دعت الحاجة إلى ذلك، مع مراعاة مصلحة الوقف. وخروجاً من مشكلة شرط الواقف، تقترح هذه الدراسة للمؤسسات الوقفية إنشاء وقف إسلامي يهتم برعاية شؤون المتضررين من الأزمات "وقف الأزمات"، كما توصي الورقة المؤسّسات الوقفية والباحثين بالعمل في إنشاء "وقف الأزمات".

<p>Abstract: Persatuan umat Islam adalah aplikasi ajaran Islam tentang persaudaraan sesama Muslim (ukhuwah Islâmîyah). Pluralitas kultural umat Islam telah menjadi resistensi tersendiri bagi implementasi doktrin tersebut dalam masyarakat Muslim. Di Indonesia, keragaman mazhab, organisasi dan aliran politik telah melahirkan disintegrasi umat. Beragam konflik intern umat Islam menjadi bukti disintegrasi tersebut. Tulisan ini mengkaji gagasan KH. Hasyim Asy`ari tentang persatuan umat Islam. Penulis menemukan bahwa gagasan tentang persatuan umat Islam KH. Hasyim Asy`ari didasari oleh tauhid dan anti fanatisme dalam masyarakat Muslim. Kenyataan bahwa disintegrasi menjadi problem dunia Islam kontemporer telah membuat ide KH. Hasyim Asy`ari menjadi urgen, dan dapat menjadi solusi alternatif bagi problem umat tersebut.</p><p><br />Abstract: The Contextualization of KH. Hasyim Asyari’s View on the Muslim Unity. The Muslim unity is a logical consequence of religious teachings concerning the Muslim brotherhood (ukhuwah Islamiyâh). The diversity of the Muslim community has become a challenge for its application. In Indonesian, the diversity of mainstream school of thoughts, organizations, and parties have given rise to disintegration of the Muslim society. The internal conflicts that come out from various reasons is an evident of that disintegration. This paper analyzes KH. Hasyim Asyari’s view concerning the Muslim unity. The authors find that the idea of the Muslim unity should be based upon faith and anti-fanatism. It reflects the concordance of faith and could be realized in anti-fanatism attitude in the Muslim society. The idea of KH Hasyim Asy`ari is perceived of utmost important, for it may become an alternative solution for the social problems.</p><p><br />Kata Kunci: Persatuan, Ukhuwah,  KH Hasyim Asy‘ari, Nahdhatul Ulama</p>

The article considers a number of critical remarks made by Musa Bigiev in his short work “Mulyakhaza” (published in 1914) concerning some points presented by Rizaeddin Fakhreddin in his famous book “Religious and social problems” (published in 1914). In particular, Bigiev’s comments on inaccuracies in Fakhreddin's translation in the 116th ayat of the 5th Sura of the Kur’an; Fakhreddin is the attitude to the practice of takfir; about the relationship between the beliefs of the believer and the heartly feelings; and the need to use the scientific achievements in understanding the Kur’an. An example of Bigiev’s criticism of the recognized religious leader’s work is documentary confirmation of the respectful relations between two religious authorities; each valued the truth above all. At the same time, differences of opinion did not negatively affect friendship and cooperation. In addition, the critical review of Bigiev reflects the breadth of his views and depth of approaches in solving the problem of Muslim society.

This work aims a theoretical analysis of the historical situation of social problems politicization in modern Russia, by referring to achievements of modern historical sociology of revolutions and interdisciplinary synthesis in the study of social movements. Turning to the achievements of the historical sociology of revolutions and social movements allows us to understand the politicization of social problems in modern Russia within a broader theoretical context. As well it allows us to understand politicization in modern Russia within the context of state crises as revolutionary politicization (which is a consequence of “revolutionary neurosis” phenomenon). Besides this turning helps theoretically explore the politicization of social problems in modern Russia as a communicative (ideological) crisis in relations between the state and society. This theoretical analysis bases on the qualitative methodology of modern social research in the study of political and social phenomena. The generalized method of this work is the comparative social hermeneutics of historical phenomena of revolutions and states, based on the political theory of J. Habermas. Author considers the politicization of socially significant topics as a constant dialogue between state and society. The communicative rationality of the state aims at understanding in dialogue. Transition from the USSR to the Russian Federation destroyed the Soviet ideological paradigm and a new ideological paradigm is being created, which affects the complexity of the dialogue between state and society. The author concludes that the phenomenon of revolutionary politicization in modern Russia (the abnormality of the dialogue between the state and society) is a consequence of the lack of communicative rationality at the state.

The purposes of Islamic law (Maqâshid syarî`ah) have become principal instruments for Muslim intellectual on producing or reproducing Islamic jurisprudence, to deal with everyday life of Muslim society. The purposes of Islamic law do not only enhance Islamic jurisprudence as a tool but also a spirit. In today’s globalization, maqâshid signify itself as practical necessity of Islamic jurisprudence for responding or challenging realities: from the text to the context. This paper attempts to describe istidlâl (extracting process of Islamic jurisprudence) on answering complexities of social issues and scrutinizing the classification of Maqâshid syarî`ah. This research found that maqâshid-based approach, that is, ingrained in the narrative of revelation, implicitly or explicitly, is needed to answer social problems. This approach could be classified as the necessary for expressing the illat (the underlying reason), explaining the wisdom and the purposes of syarî`ah: partially or communally, generally or specifically. This approach aims to introduce new perspectives of Maqâshid syarî`ah, such as hifz al-bi’ah (environmental preservation), hifz al-‘alm (cosmic protection), tolerance, human rights, and freedom, which are based on contextual relevance. (Maqâshid syarî`ah merupakan instrumen yang sangat penting bagi seorang mujtahid untuk memproduksi hukum Islam sebagai solusi persoalan kehidupan sehari-hari. Tanpa memahami fikih maqâshid, maka ajaran Islam hanya akan terkesan sebagai piranti tanpa ruh. Maqâshid mengindikasikan urgensi pembentukan hukum Islam sebagai tantangan dan jawaban bagi era globalisasi. Karenanya penting untuk merevitalisasi peran maqâshid dalam kajian istidlâl hukum dari teks ke konteks. Tulisan ini akan  menggali istidlâl atau proses untuk menyimpulkan dalil dari teks hukum Islam (al-Quran dan al-Sunnah) untuk menjawab persoalan-persoalan kehidupan, dan mengetahui klasifikasi dan dimensi maqâshid syari`ah dalam kerangka revitalisasi hukum Islam. Temuan penelitian menunjukkan bahwa, persoalan dan tantangan kehidupan yang semakin kompleks dan berkembang, mesti bisa dijawab secara eksplisit maupun implisit melalui teks atau narasi wahyu dengan pendekatan berbasis maqâshid. Ia dapat diklasifikasikan dalam cakupan kepentingan yang sangat mendesak untuk  menampakkan illat,  menjelaskan hikmah dan tujuan syariah, baik secara parsial ataupun komunal, baik secara umum ataupun khusus, dalam segala sendi kehidupan dalam berbagai tema dalam hukum Islam. Sehingga timbul varian baru dalam koridor maqâshid yang bertajuk hifdz al-bi’ah, hifdz al-`alam, toleransi, HAM, dan kebebasan, yang berpijak pada maslahah yang bersifat kontekstual)

Abstract. Background: The Veterans Health Administration (VHA) health-care system utilizes a multilevel suicide prevention intervention that features the use of standardized safety plans with veterans considered to be at high risk for suicide. Aims: Little is known about clinician perceptions on the value of safety planning with veterans at high risk for suicide. Method: Audio-recorded interviews with 29 VHA behavioral health treatment providers in a southeastern city were transcribed and analyzed using qualitative methodology. Results: Clinical providers consider safety planning feasible, acceptable, and valuable to veterans at high risk for suicide owing to the collaborative and interactive nature of the intervention. Providers identified the types of veterans who easily engaged in safety planning and those who may experience more difficulty with the process. Conclusion: Additional research with VHA providers in other locations and with veteran consumers is needed.
