FOREIGN EXPERIENCE IN IMPROVING THE FINANCIAL LITERACY OF THE SOCIETY

The global upheavals of recent years have had a serious impact on the personal well-being of citizens. It becomes important for a person to effectively manage the family budget, which requires increasing the level of knowledge about finance, economics, investments, etc. The purpose of the report is to study foreign experience and Kazakhstan's experience in improving financial literacy. Practice shows that the formation of financial literacy, instilling culture and reasonable, rational behavior is necessary for society and the economy as a whole. It is possible to achieve such results by changing a person's consciousness. The younger generation has a huge potential in this regard. Currently, only some aspects of economic thinking are addressed in the works of teachers. The methodology of the article is based on the study of the works of foreign authors on the problems of the impact of crises of various etymologies and origins on the change in financial literacy, including certain elements: levels, factors, policy, structure. The result of the study was to identify the features of financial literacy systems in different countries. The analysis showed that financial literacy is considered a well-developed element in the general model of economic consciousness formation. However, at the present stage, the problem of financial literacy and economic awareness is not given due attention in countries, including developed ones. The article was prepared within the framework of the project of grant financing of the Ministry of Education and Science of the Republic of Kazakhstan "transformation of the economic consciousness of society in the conditions of the pathology of the economy (on the example of the Republic of Kazakhstan)" (IRN AR09259332).

The world lives in the era of conflict, when the safety and well-being of states or individuals to a large extent depend on the availability of well-trained professionals who are able to perform mediating functions, keeping in mind ethnic, national, political, cultural and other differences between conflicting sides. However, employers increasingly claim that todays graduates lack the skills required for conflict management and mediation even in homogeneous working environments, let alone multinational teams and international interaction. This problem is particularly relevant for the field of international relations where conflict resolution by peaceful means is very important. Countries with transition economies, such as Russia and Kazakhstan, where there is a gap between labor market requirements and university teaching practices, have been searching for new ways to educate and train young specialists. This article presents the preliminary results of a collaborative project between Petrozavodsk State University of the Russian Federation and Gumilyov Eurasian National University of the Republic of Kazakhstan. The project includes a set of dialogue- and polylogue-based learning activities with special focus on addressing any discrepancies, misunderstandings and divergence of views. The aim of the paper is to assess the impact of professionally oriented cross-border communication in the English language on the readiness of international relations students from Russia and Kazakhstan for resolving future professional disputes through mediation. The authors used formal structured questionnaires with closed-ended questions for obtaining necessary data and the comparative analysis method for interpreting them. The results suggest that systematic English-language cross-border communication in a realistic work-like environment will demonstrate the importance of mediation as a component of professional communicative competence to the students and will better prepare future foreign affairs staff for conflict resolution and mediation.

The aim of this research is to emphasize the impact of extreme hydrological phenomena on thesustainable management of water-related societal needs. Therefore, it provides a definition of extreme hydrological events, as well as a survey of extreme hydrological events in the Republic of Serbia. It also gives a brief overview of Agenda 2030 with particular respect to Sustainable Development Goal (SDG) No 6 and highlights the impacts of extreme hydrological phenomena on the water resources, both from the perspective of the ecosystem and the society. Root-cause analysis and synthesis of data related to extreme hydrological events that occurred in the Republic of Serbia for characteristic years have been used as primary methods. The conclusion highlights the necessity of ensuring sustainable management of water resources in order to achieve the desired state of human well-being, as well as a healthy ecosystem. This article reviews the literature on the measurement of, impact of, and interventions for economic abuse within intimate partner relationships. Current assessment measures for economic abuse, along with estimates of the prevalence of economic abuse, are reviewed and critiqued. Research exploring the impact of economic abuse on the victim’s mental health and psychological well-being, family formations and parenting practices, and children’s behaviors and youth outcomes are presented. Recently developed interventions, including financial literacy program models, are discussed and emphasized as a critical service to increase victims’ economic self-efficacy, financial literacy, and financial behaviors. Finally, the review provides detailed recommendations on incorporating economic abuse as a central component of domestic violence research, practice, and policies.

В работе систематизирован зарубежный опыт в направлении использования методов и инструментов государственного управления малым и средним предпринимательством. Статья основана на применении процессного подхода к изучению вопроса исследования, в рамках которого акцентируется воздействие субъекта на объект, то есть под управлением в данном исследовании будет пониматься процесс воздействия субъекта управления на управляемый объект для достижения определенной цели, при наличии обратной связи, осуществляемого с учетом воздействия внешней среды. Результаты представленного исследования вносят вклад в развитие и систематизацию теории и практики предпринимательства. Создание благоприятных условий, в частности благодаря изучению зарубежного опыта, будет способствовать развитию как малого и среднего предпринимательства, так и динамичному прогрессивному развитию территории, повышая тем самым благосостояние её населения. Будущими направлениями исследования станут анализ и оценка инфраструктуры поддержки и управления предпринимательской деятельности на локальной территории региона. The purpose of this paper is to systematize foreign experience in applying the public management methods and tools for small and medium-sized businesses. The main research methods were as follows: a group of general scientific methods within the framework of comparative, logical and statistical analysis, as well as the structure analysis; a group of empirical methods, including a review of the literature and performance. A combination of the following scientific methods was used to process the factual information: dialectical, logical, comparative, method of scientific generalizations, as well as the tabular analysis. The sources were the results of the scientific research in studying the concept of "public administration method" and more specialized methods of public administration - administrative-legal and economic, as well as the regulations of the executive authorities and the official published reports of the Government Banks. The research methodology is based on the works of domestic and foreign scientists in the field of public administration, based on administrative-legal and economic methods to stimulate the entrepreneurial activity in the small business sector. This paper is based on the application of the process approach to studying the research issue, which emphasizes the impact of the subject on the object, that is, management in this study will be understood as the process of the control subject impact on the controlled object to achieve a certain goal, with feedback, carried out in response to the impact of the external environment. The results of the research contribute to the development and systematization of the entrepreneurship theory and practice. The creation of favorable conditions, in particular due to the study of foreign experience, will contribute to the development of both small and medium- sized businesses and the area progressive and dynamic development, thereby improving the well-being of its population. Future areas of the research will include the analysis and evaluation of the business support and management infrastructure in the local area of the region.

Today, many countries in the world are concerned about the well-being of pensioners, as their number is growing every year and pension systems cannot cope with ensuring a decent old age. The well-being of pensioners is part of the well-being of society, and the pension system is an institution for ensuring the well-being of pensioners. Therefore, it is important to understand the relationship between the financial well-being of older people and the country’s pension system. It is also important to understand that the family is an integral part of a person and therefore the well-being of each family member affects family relationships. This article is devoted to the assessment of the financial well-being of pensioners in Kazakhstan as a key factor affecting the family relations of a pensioner with partner, children, and grandchildren. Primary and secondary data were used for this study. The primary data were collected through interviews, which allowed us to obtain a subjective definition of financial well-being on the part of pensioners and its impact on family relations. This data was processed and encoded using the Atlas.ti program. Data from the Bureau of National Statistics made it possible to objectively assess the financial situation of Kazakhstani pensioners. The study found that the concept of financial well-being among Kazakhstani pensioners is more important for men than for women. Pensioners are not happy with their financial well-being, but this does not significantly affect their relationship with their families. The results of the study will allow us to assess the financial well-being of pensioners and can be used in the reform of social policy, pension provision of the country. Through the use of interviews financial literacy has been identified as one of the key factors, which depends on circumstances and the context.

The Covid pandemic has changed the entire order of human life, especially in the world of education. This requires education to change and adapt quickly to continue the learning process. The purpose of this article is to examine the impact of the Ministry of Education and Culture of the Republic of Indonesia policy on Work From Home (WFH) in education, especially among elementary schools. This article was written by reviewing articles and related references about online learning policies that are considered a solution to continue the learning process when schools are closed to avoid spreading the virus. However, on the other hand, this policy has had an impact on the process of transforming knowledge both for students, teachers and parents or families. This study uses a qualitative method based on library research (libraries).

Economic abuse is another form of intimate partner violence (IPV) used by batterers to maintain power and control over their partners which often goes unreported, unrealized, and under-supported by IPV survivor advocates. Economic abuse is misunderstood as an IPV and is often incorrectly considered a financial crime, financial fraud, or white-collar crime. Economic abuse impacts the victim’s short and long-term physical and mental well-being in efforts to achieve economic wellness for basic living conditions as well as job placement and professional development opportunities. Healthy minds fuel healthy bodies and economic self-efficacy contributes to both mental and physical health. The awareness and impact of economic abuse is grossly understudied, lacking empirical evidence on victims and survivors of economic self-sufficiency during and at the conclusion of an abusive relationship. The current research has primarily collected and reported data on heterosexual women, leaving a gap in the research regarding the impact of economic abuse in LGBTQ+ relationships. This paper serves as a literature review into current economic abuse research by discussing three constructs: economic control, economic exploitation, and employment sabotage as well as possible solutions for educational opportunities and financial self-efficacy. Further research is needed to raise awareness and provide financial literacy to IPV survivors in all gender communities.

Kebijakan e-learning yang dilakukan oleh pemerintah Indonesia memberikan pembelajaran dengan memudahkan pendidik membuat media dengan waktu terbatas. Media/aplikasi berbasis internet selain memberikan kemudahan bagi guru, juga akan memberikan warna lain dalam proses pembelajaran. Peserta didik tidak akan mudah merasa bosan saat mendengarkan penjelasan/mengerjakan sesuatu. Penelitian ini bertujuan untuk menjelaskan evaluasi penggunaan e-learning di Taman Kanak-kanak di Provinsi Yogyakarta, Indonesia. Metode yang digunakan dalam penelitian ini adalah analisis kualitatif yang digunakan secara langsung untuk menggambarkan detail narasumber dengan melakukan wawancara mendalam dengan guru di Taman Kanak-kanak di Kabupaten Bantul dan Sleman. Hasil penelitian ini menunjukkan bahwa kebijakan ini sangat baik dan membantu memfasilitasi semua pihak baik guru maupun siswa. Namun di sisi lain, e-learning masih kurang diminati oleh sebagian pendidik. Pendidik beranggapan bahwa penggunaan aplikasi/media berbasis internet sangat membingungkan. Pendidik akan membutuhkan waktu yang cukup banyak untuk mempelajari cara mengoperasikan komputer/laptop sebelum mereka mulai mengembangkan media pembelajaran. Sedangkan pembelajaran berbasis teknologi di beberapa sekolah termasuk dalam program ekstrakurikuler. Program ini tidak diikuti oleh semua siswa dan terbatas pada pilihan, tidak wajib. Oleh karena itu, dampak penggunaan teknologi dalam proses pembelajaran tidak dapat dirasakan oleh semua siswa. Hanya sedikit siswa yang dapat menggunakan teknologi ini dalam pembelajaran. Kementerian Pendidikan telah menyediakan wadah bagi pendidik untuk mengakses beberapa media pembelajaran berbasis teknologi. Selain Kementerian Pendidikan, pusat pengembangan Taman Kanak-Kanak Provinsi juga telah melaksanakan pendidikan terkait pembelajaran berbasis teknologi di Taman Kanak-Kanak. Namun kurangnya sosialisasi menyebabkan pendidik tidak mendapatkan informasi dan kurang pengetahuan untuk dapat mengaksesnya. The e-learning policy is carried out by the Indonesian government in learning to provide learning by making it easier for educators to create media with limited time. Internet-based media/applications in addition to making it easier for teachers, will also provide other colors in the learning process. Learners will not feel bored easily when listening to explanations/doing something. This study aims to explain the evaluation of the using of e-learning in the kindergartens in Yogyakarta Province, Indonesia. The method that is applied for this study is a qualitative analysis which uses directly to portray the detail interviewees by conducting an in-depth interview with the teachers in kindergartens in Bantul and Sleman districts. The results of this study indicate that this policy is very good and helps facilitate all parties both teachers and students. However, on the other hand, e-learning is apparently still lacking interest by some educators. Educators assume that the use of application/internet-based media is very confusing. Educators will need a considerable amount of time to learn how to operate a computer/laptop before they begin to develop learning media. On the other hand, technology-based learning in several schools is included in the extracurricular program. This program is not attended by all students and is limited to optional, not mandatory. Therefore, that the impact of the use of technology in the learning process cannot be felt by all students. Only a few students are able to use this technology in learning. The Ministry of Education has provided a platform for educators to access some technology-based learning media. In addition to the Ministry of Education, the Provincial Kindergartens development center has also conducted education related to technology-based learning in kindergartens. However, the lack of socialization causes educators not to get information and lack the knowledge to be able to access it.

Introduction. The high incidence of diphyllobotriosis in the coastal areas of Lake Baikal is an objective reflection of the socio-hygienic problems of the population of the Republic of Buryatia. In ensuring sanitary and epidemiological well-being in the Republic of Buryatia, there are many topical and territory-specific hygienic problems related to food safety issues. One of the main tasks is to prevent cases of diphyllobotriosis associated with the consumption of aquatic bioresources caught in the reservoirs of Transbaikalia, including the Baikal omul, in connection with the preservation of the risk of its development from the impact of a complex of socioeconomic, biological and environmental factors of the environment.The purpose of our study was to investigate the regional features of diphyllobothriosis with an analysis of the current situation on infection of fish (the second intermediate hosts of the genus diphyllobothrium) with diphyllobothrium plerocercoids.Material and methods. The database of the Republican information Fund for social and hygienic monitoring of the Department of Federal Service for Oversight of Consumer Protection and Welfare for the Republic of Buryatia and the Center for hygiene and epidemiology in the Republic of Buryatia was used as sources of information. The study was conducted using statistical, analytical, mathematical methods, as well as comparative analysis.Results. According to our research, the course of the epidemic process was found to be influenced by a complex of environmental factors. This high anthropogenic load of the Selenga river and lake Quill, where the main causes are the failure modes of nature-protection and sanitary-protective zones of the lake, the unauthorized disposal of waste production and consumption, inadequate operation of water purification facilities, deterioration of the sanitary-technical condition of water supply and sewage networks.Conclusion. The high incidence of diphyllobotriosis in the coastal areas of lake Baikal is an objective reflection of the socio-hygienic problems of the population of the Republic of Buryatia.

The lack of mandated personal finance curriculum in American schools is an issue that has gained considerable momentum in recent years. Studies have indicated that personal finance education contributes to financial literacy and financial success. Although some strides have been made to incorporate personal finance education into core curriculum, statistics show that American students are financially illiterate. This paper investigates the impact of personal finance education on financial well-being and presents arguments for including personal finance education into core curriculum. This paper also provides an overview of the current trends in the US economy that are dramatically affecting the financial management behaviors of American households and their financial well-being
