The problems of degradation of agricultural land are discovered through the prism of the consequences of their destructive use in modern conditions based on a detailed causal analysis of industrial-economic approaches to the implementation of the earth-resource potential of the Carpathian region. On the basis of the spatial spectral cut of the development of degradation processes in the soils of the region, the main types of anthropogenic transformation were analysed and on the basis of existing materials an attempt was made to evaluate the development of negative phenomena inherent in agriculture as a whole appointment, and specific, concerning their key ecologically sensitive components - sloping, reclaimed lands, agro-lands. Strategic approaches and mechanisms are proposed for solving the problem of degradation and restoration of agricultural land fertility the appointment, the basis of which is: adjusting the structure of the land fund; implementation of environmentally-friendly high efficiency ecologically balanced resource-saving agricultural systems; implementation of in-depth system ecological-landscape monitoring; the development of a holistic integrated zonal-territorial theory of conservation, fertility and soil protection of the Carpathian region. In order to implement the developed strategic approaches, the proposed innovation toolkit, the practical implementation of which will reduce the degradation of land, will contribute to the formation of high-yielding ecologically sustainable agro-landscapes. Innovative tools are the basis of the developed conceptual model of fertility management of agricultural lands of the Carpathian region. Based on the Conceptual Model of Management an Innovative-oriented organizational functional model of the solution of problems of degradation of agricultural land and implementation of the potential for increasing their fertility in the Carpathian region has been formed. The effectiveness of its functioning will be determined by the level of realization of the potential of the basic resource components of the agrarian sector in the region and will be conditioned, on the one hand, by the efficiency of the combination of investment resources of the village commodity producers, innovative resources of the scientific sphere and financial, organizational and information resources of the state; on the other – the introduction of economic mechanisms of efficient resource use. The interaction is based upon ecological and economic factors, which cause the peculiarities of requirements put before natural resource users in the Far North. The strategic directions of resource saving economic development of these regions are considered.

Aim. To consider soil continuality and discreteness as features of heterogeneity manifestation in a soil cover, important for construction of agriculture systems. Methods. Geostatistical research of soil spatial heterogeneity, revealing the contours of a fi eld with various parameters of fertility. Results. The use of principles of precise agriculture and inspection of indicative properties of fi eld soils using a regular grid allowed to divide a fi eld into contours with three levels of fertility: the fi rst one is characterized by optimal or close to optimum properties which allows refusing from (or reducing substantially) tillage, introduction of fertilizers or chemical ameliorates; the second one has average parameters of fertility corresponding to zonal soils and demands the application of zonal technologies; the third one (with the worst parameters of fertility) presupposes regular use of the improved technologies. Conclusions. The introduction of precise agriculture will allow replacing a traditional zonal system with thenew which is soil-protecting and resource-saving one.

Subject. The article focuses on contemporary trends in the industrial and socio-economic development of Russia during the technological transformation of its sectors. Objectives. The study is an attempt to analyze what opportunities and difficulties may arise for the development of the industrial sectors in Russia. We also examine the dynamics of key development indicators of the industrial sectors, point out inhibitors of their competitiveness. Methods. The methodological framework comprises general methods of systems, structural-functional and comprehensive approaches to analyzing economic phenomena. We applied graphic, economic-statistical methods of research, conventional methods of grouping, comparison and generalization, and the logic, systems and statistical analysis. Results. We display how industrial sectors develop over time by type of economic activities. The article provides the rationale for structural rearrangements and further innovation-driven development of the industries. We display that the Russian industries technologically depend om imported production technologies. We substantiate the renewal of assets and technologies at industrial enterprises, and retain and develop human capital. Conclusions and Relevance. Primarily, the Russian economy should be digitalized as a source of the long-term economic growth. Notably, industrial enterprises should replace their linear production method with that of the circular economy and implement resource-saving innovative technologies. The State evidently acts as the leading driver of technological retrofitting of the industrial sector. If the State holds the reasonable and appropriate industrial policy at the federal and regional levels and configure its tools to ensure the modern approach to developing the industries in a competitive fashion, the industrial complex will successfully transform into the innovative economy.
