In this article the author speaks about the ways of modernization of current educational system. The desire of society to develop the system of additional education of children due to new requirements for the level of education of a person, which is determined not so much by the formation of special knowledge of the individual, as its versatile development. In this regard, measures are increasing to change the situation in additional education of children, the decision of which is entrusted to the system of pedagogical education. However, the difficulties in their implementation are due to the contradiction between the needs of society in the teaching staff, able to creatively solve professional problems in the field of additional education of children, and the unwillingness of graduates of pedagogical universities to work in the specific conditions of this sphere. Step-by-step development and formation of professionally significant qualities of the personality corresponding to the specific purposes and tasks of activity in system of additional education of children is the solution of this contradiction.

The article deals with the problem of transition from one level of education (school) to another (highe education institution). Special attention is paid to the problem of mathematical training of future students. Test exam scores obtained by school graduates do not guarantee that the freshman understands the foundation of basic mathematical knowledge, and very often in practice it appears to be that a freshmen has significant gaps. The article deals with the input control as one of the elements of thepedagogic system that can give an idea of the actual state of the object. After analysing various sources, as well as summarising their practical experience with the experience of teachers at other higher education institutions, the authors come to the conclusion about the need for input control in order to determine the degree of readiness of the pupil to the next stage of educational activity – the development of competences at a higher education institution.

On the basis of the stakeholder management approach, the evaluation of the targets of each of the participants, directly or indirectly involved in the educational organization to achieve its goals, has been conducted. The image of modern educational system of the organization and strategic prospect for reforming of educational activity of Chaikovskii branch of the Perm National Research Polytechnic University has been projected, its dependence concerning the interested groups noted in research has been shown.

Introduction. Content and Language Integrated Learning (CLIL) has recently been applied into education system, but a range of supporters is rapidly increasing, covering diverse countries. The CLIL approaches simultaneously use a foreign language as an object to studying and as an instrument to learning other subjects. The emergence of CLIL was related to a wide distribution of bilingualism in society and the need to cope with the problems related to this process, including the elimination of international conflicts, the consolidation of society as the factor of a social well-being, the support of a competitive labour market, etc.Despite growing popularity of CLIL across the world and recognised status by the European Union as one of the leading effective means to implementing international language policy of multilingualism, the academic teaching staff of Russian higher school does not still fully understand the organisational mechanisms and forms of a similar learning process, largely as a result of national characteristics and traditions. In a globalising world, CLIL didactics is currently becoming a perspective direction of higher education and an effective way both of acquiring and improving language and communicative competencies to provide further successful professionalising of students and to facilitate their career promotion in the chosen field of activity.Theaimof this paper was to sum up and discuss the experience of Tomsk Polytechnic University in conducting CLIL-based courses.Methodology and research methods. The concept of practice-oriented vocational education was used as the methodological base of the experimental work in order to search optimal variants when developing foreign language knowledge in the students of engineering specialties. In the course of the research, the approaches of comparative analysis, synthesis, generalisation, forecasting, design, modelling, prolonged monitoring of learning outcomes, observation and questionnaire survey were applied.Results and scientific novelty.The actualising reasons for CLIL approach in the Russian high school education were formulated and proved. The brief historical overview of didactic concepts was presented. The authors analysed temporary challenges which preceded the implementation of CLIL methodologies in the learning process of Tomsk Polytechnic University (TPU) and the introduction of programme “Vocational Training and Education in a Foreign Language” (3rd-4th years of education). The stages of teaching foreign language evolution at the university were distinguished: the anglification of engineering education transformed into multidisciplinary model of English for Specific Purpose (ESP); the creation of “pedagogical tandems” – the organization of courses with “double agents”; and, finally, CLIL training in which a cognitive component can be seen as the key characteristic and the main advantage. Success and failure in the field of CLIL practices available today at TPU were revised. The examples of private implementable practices were described and analysed. The research findings revealed the rationality when using various applied variations of CLIL methodology.Practical significance. The research outcomes allowed the authors to adjust not only the main educational programmes of higher education institution, but also internal programmes of professional development of teachers. Although the long-term experiment summarised in the publication in a single higher education institution does not apply for universality and mass circulation, the authors believe that experimentative materials will contribute to consistent embedding of CLIL courses into a complete system of vocational training.

The article reveals the pedagogic conditions of moral and psychological training of students who are able to improve the efficiency of the educational process in a military higher education institution, to develop students ' military-professional, moral and psychological qualities, stable moral and psychological state necessary for further military service in the ministries and departments of the Russian Federation. These include: the creation of a clear understanding of students about the essence of moral and psychological support; carrying out a number of measures to improve the quality and effectiveness of moral and psychological training; reliance on the historical experience of hostilities; the formation of motivation of future military specialists to active training and service activities in the educational process of military high school; the formation of military students solid, deep and versatile knowledge on the basis of interdisciplinary connections; the activities of commanders (heads of departments) and teaching staff, contributing to the development of the student's positive attitude to self-education and self-upbringing; increasing attention to the upbringing process of young people.

The importance of the paper is determined by the fact that the development of digital technologies is currently one of the main priorities of any country, both at the highest political level and at the federal and regional ones. The introduction of digital initiatives into the education system leads to their reforming, which has a direct influence on all subjects of the educational process. The goal of the study was to investigate the characteristics of the value orientations of student youth in the context of the digital transformation of the higher education institution. The research methods comprised theoretical and methodological analyses of the problem, empirical research methods (testing, interviewing and a survey), an educational experiment and methods of mathematical statistics. The results of the study include a description of the value framework structure of the personality of student youth (values and meanings) in the era of digital transformation. In addition, as a result of the study, the authors of the paper designed and tested a programme of additional education for students, aimed at developing the value orientations of the ‘digital personality’. The materials of the paper can be useful for the introduction into the educational process in the system of higher and secondary vocational education.   Keywords: Value orientations, student youth, global risks and challenges, information and educational environment of a higher education institution, digital transformation of society.

In his paper the author deals with the origin of art education and the ways of its development in Latgale. The first significant art school was founded in Daugavpils in the 1920s and operated till the middle of the 20th century. After changing the statehood of Latvia during World War II it was reorganized into a vocational school and was closed in the post-war period. In the 1950s due to the initiative of Latgalian culture enthusiasts there was opened Rezekne Branch of Riga Secondary School of Applied Art. The school is still existing and functioning nowadays as a Secondary School Of Design and Art. In 1990 there was observed a significant change in art education when there was opened the first higher education institution of art in Rezekne – Latgale Branch of Art Academy of Latvia. Later on in 1992 in Daugavpils there was renewed “Sun School” and in 1996 at Daugavpils University there was founded the Art Department. In 2006 the first students of design programs were enrolled into the Faculty of Education and Design of Rezekne Higher Education Institution. Opening of art schools contributed to: - increase of cultural and educational level in Latgale; - development of skills in obtaining crafts of applied arts; - facilitation of the art's understanding in the society; - creation of opportunities to organize art education in Latgale. Existence of art schools encouraged: - to improve education of teachers and lecturers and develop creative skills; - to motivate students to participate in cultural activities and exhibitions; - to improve and develop the traditional types of Latgale applied art in a creative way. Art education in the 20th-21st Century gave opportunities: - to obtain higher education in art in Latgale, acquire new professions in the field of art and design; - to improve competences of teaching staff in exhibitions, workshops, conferences, projects; - to increase the creative-scientific level of lecturers by participation in international exhibitions and conferences; - to cooperate with universities in Latvia and abroad, exchange art exhibitions of their students and lecturers. In the 20th-21st Century there is a wide vocational network of art schools in Latgale. There are established two art secondary schools and three higher education institutions where artists or designers can acquire the appropriate education.

The article deals with the level of readiness of the manager of the Free Economic Zone to delegate his powers and summarizes the experience of such activities. During the study of the activities of vice-rectors, heads of departments, deans of faculties, directors of institutes, educational and research centers of higher education, it was found that the head (manager), as a subject of management, must be able to analyze the situation, predict strategy, plan tactics to achieve defined goals and organize operational management for their implementation. But most of the respondents approach the solution of this problem at the level of everyday consciousness, do not always understand that management is first of all the ability to organize teamwork. The effectiveness of managerial work in a higher education institution largely depends on the personal characteristics of the head, but a mandatory component of its productivity are competencies that can not be formed without special knowledge. The procedure for election and appointment does not provide for the availability of such knowledge. The manager of an educational institution can hardly influence the level of predictability of tasks that have an external nature, while the professional organization and streamlining of the structure of internal activities provides significant advantages. One of the ways to optimize the structure of the internal activities of the manager and increase its efficiency is the willingness and ability to delegate their powers. This, as part of a well-planned work, gives the manager the greatest reserve of time. Analysis of the practice of successful managers and scientific literature on this issue, allowed to formulate and test recommendations to managers for successful delegation of authority, which involves the use of certain principles of delegation, a clear understanding of the types and scope of work, work that can be delegated; understanding the procedure and procedure for setting goals and setting goals; taking into account the professional capabilities of staff. It is proved that an important condition for effective delegation is the master's mastery of the logic of formulation and the procedure of setting reasonable goals, which should provide a busy rhythm for each employee, taking into account the goals and personal and professional capabilities.

The study examined the level of satisfaction of the administrators, teaching and non-teaching personnel of services rendered by the Administrative Services through Survey in Private Higher Education Institution in Malolos City, Bulacan. An ongoing effort to improve the efficiency and effectiveness of programs and services in the Private Higher Education Institution in Malolos City, Bulacan and specifically to identify needed adjustments to better “facilitate education” through Administrative Services (AS), the Head, University Buildings and Campus Ground Maintenance Unit develop and administer a comprehensive Satisfaction Survey. The purpose of the study is to examine the area of strengths and weaknesses that were identified through the survey questionnaire used by 50 respondents representing the 20% of the Private Higher Education Institution in Malolos City personnel. This study makes use of the descriptive survey method to obtain date and information needed in determining the Administrative Services Satisfaction Survey.  All Administrators, faculty, and non-teaching staff in the Private Higher Education Institution in Malolos City were invited by questionnaire and completed the survey. The purpose of this brief is to examine the responses from the fifty valid surveys received. The summary of the study provides recommendations for further research and to produce corrective actions on the area that need improvement.
