The author analyzes the possibilities of adaptive testing and the practice of its application in the works of many authors. A variant of using the adaptive testing apparatus for managing the student's educational vector is proposed.

The article discusses the theoretical and practical aspects of the development of teacher competence in designing electronic educational resources (EER), due to the need to use e-learning and distance learning technologies in modern educational institutions. The article reviews scientific and pedagogical researches on the subject and analyzes the structure of the teacher ICT competence. The authors summarize the findings of researchers, define the need to improve the skills of teachers in the field of ICT and develop the models for teachers’ upgrading. They generate the structure of ICT competence of a teacher in the field of developing EER. The modern classifications of EER are considered, the stages in the creating EER are defined. The relationship between the development of teacher competence in designing EER and the emergence of new learning models, such as blended learning and e-learning, has been revealed. An intra corporate model of developing competence of university teacher in the field of designing EER, based on the goals and aims of a particular educational institution, is presented. Stages of model’s implementation are defined. The article describes the experience of the development and testing of a set of activities such as organization of advanced training courses registering e-learning resources in the university electronic resources fund, conducting an EER competition, conducting training seminars and individual counseling aimed at developing teacher competence in the field of EER design.

The development of the information society involves the use of new pedagogical technologies and appropriate teaching methods. In this regard, information and communication technologies (ICT) have become the most suitable tool that can help people with different learning requirements to exercise their right to education, employment, social life and leisure, as well as access to information. The use of new technologies in education should enhance independence, integration, and equal opportunities for all. Thus, the problem of effective use of digital technologies in the process of organizing the educational process of people with special educational needs is relevant. The aim of the work was to analyze the features of the use of electronic educational resources in an inclusive educational environment. To do this, we used the method of analysis of special pedagogical literature and national standards. The article highlights the need to use electronic educational resources adapted for people with special educational needs in higher education institutions. Based on the analysis of scientific works and national standards of Ukraine, the use of conceptual and terminological apparatus is specified, as well as the main qualities and provisions for the development of EER for people with special needs are identified. Attention is also drawn to the fact that electronic educational resources require compliance with additional requirements. Accordingly, there is a problem of developing quality EER that could meet the individual needs of all individuals. The authors also draw attention to the difficulties and their causes that arise during the organization of e-learning for participants in the educational process (teachers, students, parents). It is substantiated that distance learning technologies provide equal rights for education and future profession to persons with special educational needs, which is especially relevant during a pandemic. It is determined that the main effectiveness of the use of distance technologies for training people with SEN depends on the methods and models of distance learning, and analyzed its main stages. Significant success of distance education in an inclusive educational environment depends on the means and interaction of participants in the educational process. The practical experience of using the Moodle distance platform in the process of organizing e-learning for people with special educational needs is summarized.

E-learning technologies in the context of full-time and distance education have long passed the stage of innovation and have become an integral part of modern professional education. However, a number of issues related to the implementation and maintenance of the educational process based on e-learning are still relevant. This paper analyzes the problem of unification of software products, cloud technologies and services that form the electronic information and educational environment (EIEE) of a university. The authors interpret homogeneity and heterogeneity concepts in the context of the EIEE and illustrate the industry specifics of requirements and expectations for homogeneity. It is clearly proved that the heterogeneous EIEE of the university acts as a useful object/model of study when training specialists for work in cultural institutions in the fields of computer science and computer engineering, applied computer science. In these cases the EIEE structure of the university through the provision of experience develops students readiness for subsequent formal and non-formal life-long training. The paper also presents tools for assessing the existing level of heterogeneity of the EIEE and a method of expert evaluation that allows to predict the optimal level of heterogeneity-homogeneity for the EIEE of a particular university.

The article summarizes the experience of Peter the Great St. Petersburg Polytechnic University (SPbPU) in changing the regulatory and methodological support of the educational process in the context of e-learning. The models of involvement of mass open online courses (MOOCs) in the educational process of the university are considered. The author draws on practical experience and the results of an experiment implemented in 2016–2019 at Peter the Great St. Petersburg Polytechnic University, which allowed to include online courses in 100 % of the curriculum by the beginning of the 2018/2019 academic year. The analysis of the necessary local regulations, allowing to begin the active integration of online courses in the educational process. The necessity of classification of electronic educational resources within the university is substantiated. The possibility of using e-learning for the organization of project work is substantiated. A detailed description of the components of educational resources, which allowed to implement common requirements for their implementation in the educational process is given.

Abstract For a number of years now, the research activity at the Department of Information and Communication Technologies at the Pedagogical Faculty of the University of Ostrava has been aimed at improving the quality of instruction. A team of experts has been assembled who can create new study materials that can be used in the electronic environment and are able to adapt to students’ individual characteristics and needs. As feedback is an integral part of instruction (be it the e-learning or the classic one), the proposition of electronic adaptive testing has been included in the process. In the proposition, the authors ponder a number of alternative possibilities of adapting test tasks - suitably formulated tasks, suitable reactions to the student’s correct and incorrect answers, suitable selection of individual test tasks. This paper aims to introduce the basic principles and rules of electronic adaptive testing and consider other adaptation options.

Introduction. Educational resources for medical students are not limited to traditional resources available in the university electronic environment of (subscribed or created at the university). Studies of the usage statistics of the university information-educational environment cannot give a reliable answer to the question of what resources students use. The study analyzes the survey data on the use of publicly available and commercial educational services along with the university resources. In result, we determine how the structure of the information and educational environment of the university meets the identified needs of students.Methods. In April 2021, we conducted an online survey of 1,765 students from 10 medical universities. Respondents were proposed to indicate the frequency with which they use different educational resources. We compare the 2021 results with the data of the 2020 survey using the methods of statistical analysis. Comparison of the use of the same type of university resources, publicly available and purchased are performed. The risks of the use of information resources of the university are assessed. Relationships between the use of different resources have been determined. Clusters of respondents demonstrating similar informational behavior are identified.Results. No significant changes in the frequency of use of information resources have been registered since 2020. Students prefer to use free resources regardless of their source. Frequent viewing of teachers’ online lectures reduces interest in face-to-face lectures, and frequent use of paid video resources or mobile applications reduces interest in the university resources as a whole. Close links have been found between the use of different commercial resources. 42.3 % of students prefer the university-created resources, whereas 38.6 % of students are focused at the publicly available resources and 19.1 % prefer technological resources from any source.Conclusion. The information resources of the university compete for the attention of students with a huge number of third-party resources. High-quality video content can significantly increase the use of university resources. An expert assessment of popular medical resources and an increase in students’ awareness of the quality of these resources is needed.

Moreover, the author's interpretation of distance learning and electronic educational resources as the main components of the electronic information and educational environment is proposed.

The article discusses the use of the student's cumulative assessment system of academic progress as a valid element of e-learning in universities. Today, online learning is becoming mainstream. Training on online platforms is convenient and interesting, however, it is not acceptable for all students due to the need to conclude network contracts or lack of regulations on how to recalculate the results of online training at the university, etc. Using the cumulative system becomes the mechanism that solves the issue of e-learning at universities, including using distance learning technologies, without cooperating with the online platforms. The suggested approach is a new one. The purpose of the article is to study the electronic information and educational environment of the university to monitor the students’ progress. The recommended assessment means the cumulative assessment, which reflects the consistency of knowledge of the student as a participant in the training process. The recommended assessment is suggested by the information system and is calculated using a mathematical model that considers all types of student work. The assessment becomes the main one and should be considered during an interim assessment. The study of the recommended assessment formation uses the methods of mathematical statistics, data grouping, associative data sets, data verification, database manipulation. The authors also give an optimal strategy for storing large amounts of data based on minimizing their volume while maintaining the necessary access speed.

This article describes the principles of development of the informational educational environment of the Far Eastern Federal University and its structure. Along with a description of the experience in building of e-learning content based on LMS this article presents historical facts of forming the informational environment in the university. It was shown that a necessary condition for the formation of the international educational space in the Asia-Pacific region is not only determined by the presence of the university experience in the field of information technology and appropriate innovation level, but also by the presence of a well-developed sector of engineering and science education.
