On the Establishement of the Informational Educational Space in the Asia-Pasific Region

This article describes the principles of development of the informational educational environment of the Far Eastern Federal University and its structure. Along with a description of the experience in building of e-learning content based on LMS this article presents historical facts of forming the informational environment in the university. It was shown that a necessary condition for the formation of the international educational space in the Asia-Pacific region is not only determined by the presence of the university experience in the field of information technology and appropriate innovation level, but also by the presence of a well-developed sector of engineering and science education.

Social networking environments have become a ubiquitous part of the university experience. Accordingly, postsecondary institutions have started to consider the role that social networking can play in teaching and learning across academic disciplines. This case study documents findings from a 2012-2013 mixed-methods data collection in six graduate and undergraduate Digital Literacies and New Media Literacies courses at a major Canadian comprehensive university. It examines the pedagogical implications of adapting the Facebook platform for online collaboration and multimedia learning in blended courses, and offers a model of Facebook implementation for engineering and architecture education. Questions guiding the research ask: What is gained pedagogically through the use of Facebook in higher education courses? What are the pedagogical challenges encountered, and how might these be addressed? Suggestions based on observed trends are offered for the effective inclusion of Facebook as a beneficial pedagogical component in the design of e-learning platforms for higher education.

<p><span>The article is devoted to the issues of economic development of the Far Eastern territories of Russia. The Russian Far East occupies a rather advantageous economic and geographical position in Russia and the Asia-Pacific region since it borders with China, Japan and the United States. The purpose of the research is to determine the main directions for improving the economic development of the Far Eastern coastal territories, to compare the development of the coastal territories of the Far East, namely, the territory of Primorsky Krai with other countries, to provide a comparative analysis and draw certain conclusions. The area of the region makes up 36 % of the whole Russian territory while its population is only 4 % of the country’s population, which is due to severe weather conditions and weak economic development. The gross regional product to the Far East accounts for 5.7 % of the GRP of Russia. The paper features foreign experience in the development of coastal territories in the USA, China, Japan and Canada. It can be concluded that Russia significantly lags behind these countries in terms of GDP, exports, involvement in trade with the Asia-Pacific Region, and the sale of manufacturing </span><span>products. A comparative analysis showed that the industrial structure of Russian coastal areas is </span><span>similar only with those of Canada in raw material orientation of shipped goods, population of the port cities, whereas the indicators of the volume of Far Eastern cargo transportation in Russia lag behind all the countries examined. Apparently the main areas of development of the Far Eastern territories are: structural changes in the economy; attracting foreign investment in the creation of both mining, logging, and processing industries; development of transport infrastructure.</span></p>

The paper considers the possibilities of adaptive testing in the organization of e-learning in the educational environment of the university with the help of electronic educational resources. The author analyzes the possibilities of adaptive testing and the practice of its application in the works of many authors. A variant of using the adaptive testing apparatus for managing the student's educational vector is proposed.

When University of the South Pacific climate change scientist Elisabeth Holland gave a keynote address at the Second Pacific Climate Change Conference at Te Papa Tongarewa in Wellington, New Zealand, on February 2018, her message was simple but inspiring. In an address advocating ‘connecting the dots’ about the climate challenges facing the globe, and particularly the coral atoll microstates of the Asia-Pacific region, she called for ‘more Pacific research, by the Pacific and for the Pacific’. The 2007 Nobel Peace Prize co-recipient, Professor Holland, director of the University of the South Pacific’s Pacific Centre for Environment and Sustainable Development (PaCE-SD), noted many of the global models drawn from average statistics were not too helpful for the specifics in the Pacific where climate change had already become a daily reality.

The article discusses the poetics of the story Dere ‒ Water Wedding by Venedikt Mart in the context of prose published in the period from 1924 to 1930 devoted to the Far East topics. The writer is often remembered as one of the brightest representatives of futurism in the Far East, however, his prose is still poorly understood. V. Mart’s work is closely connected with the literary process of the Asia-Pacific region, this work reflects the problem of the loss of national and cultural identity of the Far Eastern population, in particular the identity of “gol’dy”. The story has an educational orientation and, at the same time, has a peculiar artistic world. The article discusses the methods of creating fabulous coloring at the substantive and narrative levels. The purpose of the study is to identify the features of poetics and plot through which the author shows the loss of self-identification and the loss of the ancient traditions of a small Far Eastern people under the influence of the realities of the “new life”. We consider the story Dere ‒ Water Wedding as the last prose work by V. Mart on the Far Eastern theme in the context of his other works in order to trace the artistic transformations and changes in texts devoted to this subject. The study revealed that by the beginning of the 1930s, the writer had abandoned futuristic techniques using irony to create a comic effect and returning to the origins of literature ‒ a fairy tale story. A comprehensive study of V. Mart’s work on one topic allows us to identify another feature of his work ‒ the use of “nomadic” phrases, which are almost literally repeated in texts published in another years. Keywords: V. The increase in Russia's foreign trade turnover with the countries of the Asia-Pacific region, the growth of freight traffic between Europe and Asia, the need to realize the country's transit potential in the context of the globalization of the transport services market, all this sets the railway industry the task of managing the growing volumes of traffic in the direction of the Far Eastern ports. The key role in solving this problem is assigned, along with the Baikal-Amur Mainline, to the Eastern Polygon, the development of which is among the priority investment projects of the state and of Russian Railways. However, as the studies have shown, the problems of managing the growing volumes of transportation lie not only in the field of technical equipment, but also in the sphere of management: in the organization and implementation of operational work in the conditions of polygon technologies. The authors come to the conclusion that it is necessary to transform the system of planning budget indicators that characterize the activities of the Eastern Polygon and all its functional divisions in the conditions of polygon technologies. The article also highlights the main factors that affect the increase in profitability from freight transportation. The object of the study was the Eastern Polygon. The methods of research were analysis and synthesis of performance indicators of the Eastern Polygon during the period of its existence.

The relevance of the article is due to the demands of the federal state educational standard and the “Teacher” professional standard, both of which set clear requirements for a would-be teacher. The school expects a Bachelor graduate to follow legal, moral and ethical norms, as well as the standards of professional ethics, while performing his/her pedagogical activities. Such expectations substantiate the importance of forming the professional responsibility in a would-be teacher. For this purpose, the university should train a would-be teacher through the appropriate use of the educational environment resources available at the institution. The goal of the article is to review the university educational environment as a means of managing the professional responsibility formation in a would-be teacher. We have chosen the environment immersion approach as the methodological foundation of our research. This approach presupposes indirect management of the professional responsibility formation through the synergy of educational, pedagogical, project and social activities at the university. The article is the summary of the Vyatka State University experience in accumulating the structural elements of the educational environment as a means of managing the professional responsibility formation in a would-be teacher.

The article uses international statistics to make a comparative assessment of the effects of integration within the Asia-Pacific region, the Western and Eastern macro-zones of the Asia-Pacific region, in terms of the contribution of the processes of globalization and regionalization in 1994–2018 due to trade agreements and their expansion. The resulting assessment of the effects of integration indicated a greater contribution of the globalization process to the growth of trade in the Asia-Pacific region (APR), especially for the countries of the Eastern macro-zone. It was found that in the Eastern macro-zone, the impact of trade agreements hindered the positive effects of integration. The author discovers fundamental differences between the effects occurring from expanding trade agreements. The process of globalization prevailed over regionalization only in the exporting countries of the Eastern macro-zone; the effects from regionalization were stronger for the importing countries compared to the exporters, which indicates the manifestation of the effect of trade diversion in the Eastern macro-zone. Obtained estimates indicate that from 1994 to 2018, the globalization process acted as a necessary condition for the expansion of trade in both the APR as a whole and in its Western macro-zone, while the process of regionalization played an important supporting role. In the Eastern macro-zone the positive effects of globalization compensated for the ambiguous effects of the regionalization, which, possibly, was the reason for the unsuccessful attempts to create trade mega-formats within this macro-zone. At the same time, the Eastern macro-zone countries that were expanding trade agreements (based at the economic framework) have achieved noticeable increase in trade interactions, especially exports. This is why it is assumed that the quality of the trade agreements, which affects the impact from their realization, is crucial as the assessment of the effects from proliferation of trade agreements demonstrate implicit discrimination of the countries that implement moderate policy of reducing trade barriers through trade agreements. Given the small size of domestic markets, the APR countries implementing such policy can only rely on the effects from globalization, which tend to diminish over time
