This study aims to examine the features of the creation and operation of ecomuseums at wide-area and (metropolitan) local government levels and to analyze their improvements and limitations based on an analysis of a case study on the “Gyeonggi Bay Ecomuseum.” This study also reveals the necessity and direction for ecomuseums led by metropolitan local governments. It attempts to find ways to expand the Gyeonggi Bay Ecomuseum and apply lessons from this ecomuseum to other planned wide-area ecomuseums in South Korea. Overall, this study intends to derive the sustainability of wide-area ecomuseums, and their utility and potential as a means to revitalize the region.  The Gyeonggi Bay Ecomuseum is a meaningful case study as it was created in a wide area called the Gyeonggi Bay and was led by a metropolitan local government, along with the official claim as an ecomuseum; the museum creation project also progressed in a phased approach. However, there are issues such as organization problems of the ecomuseum and the absence of resident participation, integrated programs, and an archive center.  Therefore, this study presents measures to overcome these obstacles: the establishment of a core ecomuseum and an exhibition center, the development of joint programs, the continuous security of funds and human resources, and measures to generate economic benefits for residents. This study also suggests spatial/functional expansion from being the “Gyeonggi Bay Ecomuseum” to the “Gyeonggi Province Ecomuseum.”   Keywords: Ecomuseum, Wide-area unit, Lead of local governments, Gyeonggi Bay, Regional revitalization

Purpose The purpose of this paper is to examine whether fiscal decentralization has impacts on city innovation level and to examine the moderating effects of the preference for government innovation in China. Design/methodology/approach Using a panel data of China’s 278 cities from 2003 to 2016, the authors first use fixed-effect model and quantile regression to analyze the impact of fiscal decentralization on city innovation level and the variations of impacts conditional on different innovation levels, followed by a mediating effect model to test the moderating effects of the preference for government innovation and its temporal and spatial heterogeneity. Findings The paper finds that fiscal decentralization significantly inhibited city innovation, and with the improvement of city innovation level, the inhibition demonstrated characteristics of “V” type variation. When the degree of fiscal decentralization is between 0.377 and 0.600, the inhibition of fiscal decentralization on city innovation level is the weakest. We further show that fiscal decentralization also inhibits the government's preference for innovation, reduces the proportion of fiscal expenditure on innovation and has a negative impact on city innovation. In addition, the influence of fiscal decentralization on city innovation present clear heterogeneity in space and in time. On one hand, the inhibition of fiscal decentralization on city innovation level in eastern China is significantly weaker than that in central and Western China; on the other hand, after the implementation of China’s innovation-driven development strategy in 2013, the negative impact of fiscal decentralization on city innovation disappeared. Research limitations/implications The research findings have certain policy implications. That is, in the process of decentralization reform, on the one hand, the central government should strengthen the supervision over the fiscal expenditure of local governments and ensure that the central government can play a leading role in the local development strategy, on the other hand, the central government should guard against the distortion of fiscal decentralization on local governments' fiscal expenditure behavior. In addition, the central government should also focus on the heterogeneity of the impacts of fiscal decentralization on cities under different strategic backgrounds and different levels of innovation. Originality/value This paper extends prior research by bringing the decentralization system reform into the study of city innovation system and analyzing its mechanism and its temporal and spatial heterogeneity.

The purpose of the chapter is to explore the readiness of local governments (municipalities) in South Africa to transform to be able to deliver services to its citizens using ICT. The study applied Structuration Theory (ST) and drew on the concepts of duality of structure and action particularly: the enactment of technology-in-practice (ETiP) as a lens to understand and interpret the social construct. The objective was to determine the factors contributing to the readiness of municipalities to adopt ICT to transform the way and manner they deliver essential services to the public. The concept “Transformational e-Government” (TeG) is discussed in this chapter to analyse the determinant factors influencing service delivery. This chapter aimed to analyse the readiness of South African local government when rendering services through information and communication technology (ICT). An interpretive case study methodology where semi-structured interviews were used to collect information. The findings were that out of the 15 participated municipalities only 7% were ready for TeG initiatives, 60% were near ready and 33% have a long way to go to implement TeG initiatives. The results also showed that 5 out of the 8 Metro Cities in South Africa were ready to implement TeG initiatives successfully. The implications of the study were that, the ST is able to provide the lens through which to understand, interpret and determine the factors contributing to the readiness of municipalities to implement TeG to improve service delivery.

The study investigates the influence of social and technological problems/factors and the use of GSM in communication towards ensuring sustainable development in Nigeria. The multi-stage sampling technique is used for this study. The local governments are divided into two major strata, and from each stratum, one local government is selected randomly. From the Ibadan-lesscity, Akinyele local government is selected, and from Ibadan urban, it is Ibadan North East. Also, since the population of GSM users are unknown, a convenientsampling technique is deployed to select 200 respondents. The result reveals that although GSM users are satisfied with the reliability of the communication by mobile phones, some problems exist. Those problems are network issues, inability to perceive what the person at the other end is doing, and mistrust and distrust among speakers. Those problems have affected the satisfaction and use of GSM. In addition, some personal, social, and technological factors influence the efficient and nonefficient use of GSM (p < 0:05). As a result, users deploy various strategies to ameliorate these problems. Finally, GSM use among mobile users has a significant effect on users development (p < 0:05), which can bepersonal or communal. It is recommended that telecommunication should upgrade the system to encourage good interpersonal communication among GSM users and also consider some personal and social factors to enhance theefficiency use of GSM that will have sustainable impact on lives.

Rural e-commerce entrepreneurship is an effective and credible means to alleviate poverty and promote sustainable social development, particularly in the Base of the Pyramid (BoP). Understanding how to encourage BoPs’ entrepreneurial intention in the rural e-commerce market has become a key issue for private enterprises and local governments. Based on the entrepreneurial event model, we constructed a research framework to evaluate the factors influencing BoPs’ entrepreneurial intention in rural e-commerce. We conducted an online survey of rural e-commerce practitioners from Jieyang and Chaozhou in Guangdong Province, China, and empirically analyzed the survey results using SmartPLS software. The results show that professional knowledge, resource endowment, information and communication technology, and logistics infrastructure have a significant positive impact on BoP entrepreneurship in rural e-commerce, while previous market channels had a significant negative impact. Based on the findings, we recommend that BoPs should focus more on cultivating professional knowledge in e-commerce entrepreneurship and capitalize on local resource advantage. E-commerce enterprises and local governments should strengthen and improve information communication technology and logistics infrastructure among BoP communities. Policymakers should support BoP entrepreneurship in rural e-commerce by creating a favorable environment.

Purpose of the study: This paper aims to examine the factors influencing local government internal control weakness, includes leverage, locally generated revenue, capital expenditure, complexity, previous year's internal control weaknesses findings Methodology: The population of this research is the audit report of the Audit Board of the Republic of Indonesia (BPK) in the Regency/City of West Indonesia with a total of 263 financial statements. The purposive sampling method is used, resulting in 186 financial statements as samples. Hypotheses are tested using multiple linear regression using SPSS V.21. Main Findings: The results of the study show that locally generated income, capital expenditure, and previous year’s internal control weaknesses findings positively affect the weaknesses of local government control. Meanwhile, leverage and regional complexity do not affect the weaknesses of local government internal controls. Lack of supervision among revenues and expenditures causes a decrease in local government internal control system quality. Applications of this study: This study can be useful for local governments to minimize the internal control weakness in the organization. Novelty/Originality of this study: Leverage and previous year’s finding on internal control weaknesses variables are included in this study because there have been only a few studies that use those variables. This research uses a different proxy than the previous ones with the aim of getting more accurate results.
