Background: Socioeconomic inequity attributable to smoking has several social costs moreover than the disparities caused by the inequity cause. The precise understanding about the socioeconomic inequity attributable to smoking will contribute to a better judgment about the smoking impact over the society. That’s why the close mutual relation between Public Health, Superior Education, Economy and other social sector may make significant intake to the specialized professional formation for the smoking control. Objective: To design a diploma course about the socioeconomic inequity attributable to smoking. Materials and methods: As teoricals methods were utilized the analysis and synthesis, the comparative and the inductive deductive. As empiric method was used the bibliographic research. Results: Related to the socioeconomic inequity attributable to smoking is important to know and to understand what is, how impact over the society, how to measure it and what to do for a better control. All these questions are analyzed and answered in this diploma course. Conclusion: The diploma course takes account the particularities from several social sectors respect to the postgraduate education necessities about the smoking economic control specifically in references to the socioeconomic inequity attributable to smoking.

Background Societies where the public authorities had assumed a higher role respect to the smoking control had showed the benefits associated to the reduction from the smoking impact. For that it is necessary the designing of a communicative strategy focused on the public authorities to motive sufficiently them to be agreeing in the effective need about the smoking control. Objective. To describe the main elements considering the designing a communicative strategy for the smoking control. Materials and methods. Was made a descriptive research from the main elements considering the designing a communicative strategy for the smoking control. As teoric methods were utilized the analysis and synthesis, the inductive – deductive, the comparative and the historic – logic. As empiricmethod was utilized the bibliographic research. Results. The strategy must be flexible and must be supported in a continued cycle process to make the necessaries adjustments agree to obtain the main objective. This condition suggests that the strategy maker must demonstrate a diverse and strong professional formation. Conclusion. The designed communicative strategy for the smoking control must be capable to provide answers for the questions what communicate,why communicate, how to communicate and when communicate agree to the public authorities’ characteristic.

The study attempts to examine the impact of social sector development on inclusive growth in India. Ever since Independence, India’s encounter with gnawing poverty and stark deprivation, particularly of the weaker and the marginalised sections of society, cajoled India’s planners to moot the development policies with the sole objective of exacerbating growth with equity. That is why since the beginning of the planning era, the stress had been laid on strengthening and expanding the social sectors with the premise that it would boost the inclusive growth agenda, manifesting in equal access to employment and economic opportunities; equal participation in decision-making and reduction in poverty and inequality. In conformity with the objective of our study, we intend to gauge the effect and contribution of different components of social sector development in India, on inclusiveness of growth using time series data for the period of 1985–1986 to 2015–2016. It was found that the expenditure related to ‘social security and welfare’ contributes significantly towards inclusive growth in India while the expenditure incurred on ‘welfare of marginalised class’ and ‘rural development’ exudes negative association with inclusiveness of growth.

It is formed by six courses, one of them is a diploma course. Inside each course a subject is supported by the previous. By this way is possible obtain a logic process in the postgraduate teaching about the smoking economic control. Conclusions. Was designed a postgraduate educational strategic for the smoking economic control in Cuba, agree to real needs from the health professionals related with the smoking control.

Objective: Create a diploma course about the smoking economic control. Introduction:The smoking economic control is a prioritized strategic for the diminution of tobacco and cigarettes consumption. In the real Cuban context, it evidences insufficient knowledge in economic subject by Public Health workers´ especially from the health workers related with the smoking control actions. In consequence it is necessary to apply to the Superior Medical Education to contribute to a better professional education for the human resources related directly with the smoking control. Material and methods: The theatricals methods used were the analysis and synthesis, the comparative and the inductive deductive. Like empiric method was used the bibliographic research. Results: The diploma course “The smoking´s social costs” is an answer from the necessity to improve the postgraduate formation from human resources hardly committed with the smoking control. This course explains smoking since a socioeconomic point of view with special emphasis in the social costs attributable to this risk factor. By itself the diploma course introduces an integral view of the smoking control and should be interesting for economists and accountants too. Conclusion: The diploma course takes account the particularities from the health sector respect to the postgraduate education necessities´ about the smoking economic control. Also, the diploma structure is according to the regulations established for it.

Alliance management is often associated purely with enterprise and innovation in the private sector. However, it is precisely in 'social' sectors such as housing, care, welfare and education that a growing number of new alliances arebeing formed, often cutting across conventional sectors. Increasingly, they are arising between social and commercial institutions. Alliance management, including that of public-private alliances, is a logical response to the changing dominant logic in these markets and can lead to a controlled transition from a social sector to a social market.

RESUMOTrata-se de um relato, que parte dos resultados obtidos na dissertação de mestrado profissional em ensino na saúde da Universidade Federal Fluminense que traz como problema o pouco envolvimento de profissionais de saúde e de alunos em formação no controle do tabagismo. Objetiva apresentar e trazer para reflexões a questão do tabagismo e as ações de promoção e prevenção a ele relacionadas, a partir de duas estratégias elaboradas com vistas a favorecer a formação e as práticas dos profissionais de saúde na Estratégia Saúde da família. Utiliza como referencial teórico metodológico a análise institucional, colocando em debates coletivos o problema do tabagismo em encontros de intervenção nos moldes da socioclínica institucional. Como resultados dos debates foram evidenciados que crianças e adolescentes eram o grupo mais vulnerável a iniciação ao tabaco e que esta temática era pouco abordada na formação. Foram elaboradas duas estratégias sendo uma delas um formulário para identificar os fumantes, quantos desejavam parar de fumar, e se tinham crianças e ou adolescentes nas famílias, e outra um curso de capacitação sobre tabagismo desenvolvido por estudantes de farmácia e aplicado aos agentes comunitários de saúde. Considera que o processo de intervenção contribuiu na elaboração dos produtos a partir das estratégias pensadas nos debates, e favoreceu mudanças na maneira dos participantes entenderem o tabagismo, enfatizando a corresponsabilidade dos serviços e do ensino na promoção e prevenção ao tabagismo.    Palavras-chave: Promoção da saúde; Prevenção do hábito de fumar; Tabagismo; Pessoal de saúde; Estudantes. ABSTRACTIt is a report, that part of results achieved in the dissertation of professional masters in health education of Universidade Federal Fluminense, which brings as a problem the little involvement of health professionals and students in training in smoking control. Objective to introduce and to bring to reflections the question of smoking and the promotion and prevention actions related to it, from two elaborated strategies in order to favor the health professionals training and practices in Family Health Strategy. Used as a theoretical reference methodological an institutional analysis, putting in collective debates the smoking problem in intervention meetings in the molds of institutional socioclinical. As a result of the discussions, were evidenced that children and adolescentes were the most vulnerable group to tobacco initiation and that this theme was little approached in training. Two strategies were developed, being one of them one form to identify smokers, how many wanted to quit smoking, and if they had children and/or teens in the family, and a training course on smoking developed by pharmacy students and applied to community health agentes. Considers that the intervention process contributed in the elaboration of products from the strategies devised in debates, and favored changes at manner participants to understand smoking, emphasizing the co-responsibility of services and teaching on promotion and prevention to smoking. Key-words: Health promotion; Prevention of smoking habit; Smoking; Health staff; Students.

Introduction. Financial aspect is one of the most problematic issues in education system. Insufficient funding directly affects other dimensions of this system. In many countries, including Ukraine, scientists, researchers, analysts and all those interested in education issues, are trying to find an answer on the questions: who has to finance education and what proportion of funding should come from different sources. Purpose. The purpose of this paper is to analyze the main trends in funding of education to form a basis for the government financial rules. Methods. In the research process, a set of research methods and approaches was used: systemic, structural-functional, analysis and synthesis, comparisons and others. Results. The analysis of statistical data for 2004-2016 on the education sector funding demonstrates that in Ukraine there is a gradual increases in education expenditures, while its share in GDP is at the level of average indicator for the OECD countries, although this share tends to decrease reduce this share. At the same time, the share indicator will be another if taking into consideration the real GDP and the size of the shadow economy. In addition, these costs are used inefficiently. The main source of education funding is public funds, among which the largest share of funds comes from local budgets. The significant reduction of the households occurs share, in the structure of private sector education funding. The largest share of spending goes to the first-level higher education and primary education institutions. Preschool education is funded by the state and local budgets and partly by the private sector; funding for secondary and post-secondary education is mainly carried out at the expense of local budgets; higher and postgraduate education are financed by the government and individuals (households). Conclusions. Priority actions in the education field should be aimed at ensuring a growth of expenditures on education and a significant increase in their efficiency. The issue of optimizing levels and sources of funding for all levels of education is acute. Establishing financial rules in education creates an environment that will not restrict competition in the educational services market. This establishes quantitative benchmarks for the government activities, control of these activities and basis for the formation of certain expectations.

This chapter critically examines the role of social sector policies in enhancing human freedoms against the backdrop of the globalization process and the SDGs that are anchored in the human development ethos. We argue that the agenda of human development policy-making is of identifying and promoting ‘public goods’ that enhance basic capabilities and thereby human well-being. Drawing from the empirical experience of countries, four stylized facts that contribute to the effectiveness of social sector policies are presented. The stylized facts emphasize the role of initial conditions, redistributive measures, and reaping the synergies of integrated policies. Select innovative measures across countries that address human development challenges are discussed with a view to identifying unique policy initiatives. The chapter highlights the need to distinguish between the pathways of policy-making that enhance comprehensive outcomes vis-a-vis those that lead only to culmination outcomes.

AbstractAdjustment in Latin America has largely been analysed in terms of macroeconomic policy. However, for reforms to be sustainable in the long term, there needs to be accompanying change in the social sectors. Such reform is difficult and costly. It is necessary, however, not simply to sustain the economic reforms, but also for an effective long-term strategy of poverty alleviation and for the consolidation of democracy. There are lessons to be learnt from successful and unsuccessful social sector reform.
