Background Societies where the public authorities had assumed a higher role respect to the smoking control had showed the benefits associated to the reduction from the smoking impact. For that it is necessary the designing of a communicative strategy focused on the public authorities to motive sufficiently them to be agreeing in the effective need about the smoking control. Objective. To describe the main elements considering the designing a communicative strategy for the smoking control. Materials and methods. Was made a descriptive research from the main elements considering the designing a communicative strategy for the smoking control. As teoric methods were utilized the analysis and synthesis, the inductive – deductive, the comparative and the historic – logic. As empiricmethod was utilized the bibliographic research. Results. The strategy must be flexible and must be supported in a continued cycle process to make the necessaries adjustments agree to obtain the main objective. This condition suggests that the strategy maker must demonstrate a diverse and strong professional formation. Conclusion. The designed communicative strategy for the smoking control must be capable to provide answers for the questions what communicate,why communicate, how to communicate and when communicate agree to the public authorities’ characteristic.

Introduction: In economic terms the costs may be classified as touchable and untouchable. The touchable costs are given for a relative easiness to be measured and quantified too. At present health context one of the items with more research needs respect to the economic impact is the smoking. Objective: To describe the main touchable costs related to smoking as risk factor. Methods: Was made a descriptive research about the main touchable costs related to smoking as risk factor. As teoricals methods were used the inductive – deductive, analysis and synthesis and comparative. As empiric method was used the bibliographic research. Results: Was made a conceptual disaggregation of touchablecost because of smoking to facility it accounting to be staring point to futures similar economic evaluations. Conclusions: Beginning of identify the smoking particularities like multicausal risk factor was made a general conceptual disaggregation of touchablecost because of smoking to facility since a social point of view, the smoking economic accounting.

Background: Socioeconomic inequity attributable to smoking has several social costs moreover than the disparities caused by the inequity cause. The precise understanding about the socioeconomic inequity attributable to smoking will contribute to a better judgment about the smoking impact over the society. That’s why the close mutual relation between Public Health, Superior Education, Economy and other social sector may make significant intake to the specialized professional formation for the smoking control. Objective: To design a diploma course about the socioeconomic inequity attributable to smoking. Materials and methods: As teoricals methods were utilized the analysis and synthesis, the comparative and the inductive deductive. As empiric method was used the bibliographic research. Results: Related to the socioeconomic inequity attributable to smoking is important to know and to understand what is, how impact over the society, how to measure it and what to do for a better control. All these questions are analyzed and answered in this diploma course. Conclusion: The diploma course takes account the particularities from several social sectors respect to the postgraduate education necessities about the smoking economic control specifically in references to the socioeconomic inequity attributable to smoking.

At the present stage of economic development Ukrainian public sector is faced with multiple new and complex challenges. In order to implement strategic reforms in the public financial management, the public authorities were given the opportunity to use external sources of finance for the implementation of relevant innovative projects and programs. Accordingly, Ukraine assumes certain international obligations towards the organizational and institutional aspects, as well as transparent and effective targeted use of financial resources. This study examined the main issues of projects and programs at each stage of the project cycle management. The main purpose of this paper is to find the best basic areas for further cooperation between Ukraine and the EU on the implementation of project management in the context of the need to modernize the budget management system. Methodological and theoretical basis of the research consists of the works of foreign and Ukrainian scholars that allowed realizing conceptual integrity of the study. Methods of generalization and comparison allowed to assess the existing projects of modernization of public financial management financed by international organizations. The authors defined the possible forms of financing of government innovative projects and programs in Ukraine. For this purpose, methods of analysis and synthesis were used. As a result, it is recommended to follow the directions of further cooperation between Ukraine and the EU on the development of project management along with performance-based budgeting.

Object of research is the system of formation and realization of leader potential of youth of joint territorial communities of Ukraine. Methods which were used in the course of the research. In the course of the research the complex of general scientific methods and receptions was used, namely: comparative analysis and synthesis, abstraction, a method of induction and deduction, idealization, generalization, analogy, modeling and also special - expert poll, group, forecasting. Results of a research. Results of a research of the mechanism of activization of leader potential of youth which would involve all interested parties (public authorities, local self-government, business, the public, higher education institutions) for the sake of wellbeing and prosperity of the joint territorial communities (JTC) are presented in article. Conditions and problems of formation and realization of leader potential of youth of territorial communities of Ukraine and EU countries are investigated; it is studied scientific bases of domestic and foreign experiment on a role and places of youth in development of territorial communities; it is theoretically proved the system of formation and realization of leader potential of JTC; factors of formation and effective realization of leader potential of youth of JTC in various spheres are defined. Range of application of results: territorial communities of Ukraine which will use the recommendations about formation of leader potential of youth developed on the basis of a certain psychological portrait of the leader necessary for the Ukrainian society in the conditions of reforming. Conclusions. In the conditions of difficult political, social and economic conditions of development of Ukraine, considerably became complicated in recent years, all weaknesses of life in Ukraine amplified. Especially sharply there was a dilemma of future our state, basic change of the existing system of the public relations as pledge of an exit from a crisis situation and full development of the state. Among all pressing problems began to arise a question on what basis to build the future of Ukraine who has to be main «base» of construction of qualitatively new state. In this context, according to us, the main emphasis at the national level has to be concentrated on development of the system of formation and realization of leader potential of youth of the joint territorial communities (JTC) of Ukraine.

Tujuan dari peneliti ini yaitu untuk mengetahui (1) karakteristik kecerdasan emosional remaja di RPSAA Ciumbuleuit Bandung; (2) pola bimbingan orang tua asuh dalam menumbuhkan kecerdasan emosional remaja di RPSAA Ciumbuleuit Bandung; (3) hasil pola bimbingan orang tua asuh dalam menumbuhkan kecerdasan emosional remaja di RPSAA Ciumbuleuit Bandung. Penelitian ini menggunakan pendekatan kualitatif dengan metode penelitian deskriptif, pemilihan subjek dan informan dengan cara acak dan teknik pengumpulan datanya melalui observasi, dokumentasi dan wawancara terhadap enam orang anak asuh dan tiga orang tua asuh. Hasil penelitian yang diperoleh peneliti menyimpulkan bahwa anak sebelum memperoleh pengasuhan dari orang tua asuh di RPSAA memiliki karakteristik kecerdasan emosional rendah. Pola pengasuhan yang diterapkan di RPSAA kepada anak asuh adalah pola asuh demokratis. Sedangkan hasil pengasuhan dalam menumbuhkan kecerdasan emosional remaja di RPSAA Ciumbuleuit Bandung menyimpulkan bahwa anak asuh usia remaja telah memiliki kecerdasan emosional yang cukup baik, yaitu terlihat dari bagaimana cara mereka mampu mengendalikan segala perasaan yang pada dirinya, meskipun ada remaja yang belum sepenuhnya memenuhi aspek kecerdasan emosional.   The goal of these researchers is to figure out (1) characteristics of the emotional intelligence of teenagers in RPSAA Ciumbuleuit Bandung; (2) foster parents guidance pattern in fostering emotional intelligence RPSAA Ciumbuleuit Bandung in adolescents; (3) results foster parents guidance pattern in fostering emotional intelligence RPSAA Ciumbuleuit Bandung in teens. This research used the qualitative approach with descriptive research method, the selection of subjects and informants by means of random and data gathering techniques through observation, interview and documentation against six people and three foster care parents foster care. The research results obtained by researchers concluded that child before obtaining care of foster parents in RPSAA has the characteristic of low emotional intelligence. Parenting patterns are applied in the RPSAA to foster care parenting is democratic. While parenting results in fostering emotional intelligence RPSAA Ciumbuleuit Bandung teenager in concluding that foster care teens have had a pretty good emotional intelligence, that is visible from how they are able to control all the feelings on him, even though there are teenagers who do not yet fully meet aspects of emotional intelligence.

Our conference is the first project of Student Science Association, which was restored in our University in 1998. The main peculiarity of the conference is the student organizing committee. The conference was attended by representatives of Russia, Belarus, Sweden, Poland, Bulgaria, Armenia, Azerbaijan, Czech Republic, Lithuania, Latvia, Georgia, Iran, not mentioning hundreds of Ukrainian participants. We’re happy with the fact that our conference allows students to discover new information, which they wouldn’t find in training courses manuals; contrariwise businesses and organizations can get direct access to young and qualified staff. We believe that events like our conference are useful for the young scientists and also for the public authorities and businesses. Conference "Ecology. Human. Society "is a part of feedback between universities and market participants. The conference has overgrown limits of being simple educational process element. Today, it is a serious recruiting resource for state institutions and businesses - an important part of a mutually beneficial dialogue.

Subject. This article discusses the issues related to public finance. Objectives. The article aims to identify the determinants, indicators, and priorities of the public finance flow in contemporary Russia. Methods. For the study, I used the methods of statistical, neural network, and cluster analyses, and the systems approach. Results. The article identifies and describes the determining indicators of the main aggregates and balances of public finance, sources, and the use of funds. It establishes a link between the main aggregates and balances of public finance, defining the form and content of Russian capitalism. Conclusions. Understanding the issue and problem of public finance flow in contemporary Russia helps identify the reasons for the inability to transit to a capitalist socio-economic formation. The provisions of the study expand the scope of knowledge and develop the competence of public authorities to make management decisions on the distribution and redistribution of the value of a public product and part of the national wealth.

The article is devoted to research of theoretical problems of the concepts of the subject and object of public marketing. The definitions of these concepts are considered in the article, the evolution of their development is studied. The article provides an analysis of the main approaches to the notion of subjects and objects of public marketing, their relationship and role in the processes of public marketing. The authors proposes concrete approaches to their systematization. These approaches allow us to identify specific types of public marketing and their main characteristics. Relying on the analysis of the concept of “subject of public (state) management”, it is concluded that as bodies of state marketing, most often act as executive bodies of state power. In this case, the following levels of marketing subjects in the system of public administration are allocated: the highest level of executive power; Branch central bodies of executive power; Local government bodies; Separate government agencies. It is noted that the diversity of subjects of public marketing is explained, first of all, by the dependence on the tasks of the state and municipal government, the possibilities of introducing the marketing concept of these subjects and certain characteristics of the said objects of state marketing. It is noted that the concept of “subject of public marketing” is not always the identical notion of “subject of public administration”. First, not all public authorities are subjects of state marketing. In some cases, this is not appropriate, for example, in the activities of the Ministry of Defense of Ukraine or the Ministry of Internal Affairs of Ukraine. Secondly, state marketing is just one of many alternative management concepts, which is not always the most effective in the public administration system.

The Right to Information Act 2005 was passed by the UPA (United Progressive Alliance) Government with a sense of pride. It flaunted the Act as a milestone in India’s democratic journey. It is five years since the RTI was passed; the performance on the implementation frontis far from perfect. Consequently, the impact on the attitude, mindset and behaviour patterns of the public authorities and the people is not as it was expected to be. Most of the people are still not aware of their newly acquired power. Among those who are aware, a major chunk either does not know how to wield it or lacks the guts and gumption to invoke the RTI. A little more stimulation by the Government, NGOs and other enlightened and empowered citizens can augment the benefits of this Act manifold. RTI will help not only in mitigating corruption in public life but also in alleviating poverty- the two monstrous maladies of India.

BACKGROUND Medical care and health research are jointly undergoing significant changes brought about by the Internet [1,2,3]. New online tools, apps, and programs are helping to facilitate unprecedented levels of data sharing and collaboration, potentially enabling more precisely targeted treatment and rapid research translation [4,5,6]. Patient portals have been a significant part of this emerging online health ecosystem, providing patients a mechanism for accessing electronic health records, managing appointments and prescriptions, even communicating directly with care providers [7]. Much has been written about the technical and ethical challenges associated with the development and integration of patient portals into the clinic [8,9]. But portal technology might also be used to connect health researchers to clinicians, patients, and the public. Online systems could be a useful platform for broadly and rapidly disseminating research results while also promoting patient empowerment. OBJECTIVE The aim of this study is to assess the potential use of online portals that facilitate the sharing of health research findings among researchers, clinicians, patients, and the public. It will also summarize the potential legal, ethical, and policy implications associated with such tools for public use and in the management of patient care for complex disease. METHODS We systematically consulted three databases, PubMed, Scopus, and WestLaw Next for sources describing online portals for sharing health research findings among clinicians, researchers, and patients and their associated legal, ethical, and policy challenges. raised by the integration of online tools into patient care for complex disease. Of 719 source citations, we retained 22 for review. RESULTS We found a varied and inconsistent treatment of online portals for sharing health research findings among clinicians, researchers, and patients. While the literature supports the view that portals of this kind are potentially highly promising, they remain novel and are not yet being widely adopted. We also found a wide-ranging discussion on the legal, ethical, and policy issues related to the use of online tools for sharing research data. We identified five important policy challenges: privacy & confidentiality, health literacy & patient empowerment, equity, training, and decision making. Each of these, we contend, have meaningful implications for the increased integration of online tools into clinical care. CONCLUSIONS As online tools become increasingly important mechanisms for sharing health research with clinicians, patients, and the public, it is vital that these developments are met with ethical and conceptual scrutiny. Therapeutic portals as they are presented in this paper may become a more widespread feature of precision and translational medicine. Our findings suggest that online portals are already being used to disseminate research results among clinicians, patients, and the public. But much of the ethical and conceptual debate is framed in terms of the patient portal, a concept that does not adequately reflect the potentially broader scope of therapeutic portals. It may be useful to clarify this distinction in future research and to underscore the unique ethical, legal, and policy challenges raised when online systems are used as a platform for disseminating research to as wide an audience as possible.
