The article is dedicated to the problem of the functional aging of the urban fabric in the cities and adjacent areas. The aim of the research is to form a set of principles for the reconstruction of the urban territories in the problematic areas of the city. The article explores existing precedents of a deep urban reconstruction that took place in four big cities: Brussels, Berlin, Honkong and Pyngyao. Through the analysis of the references and the comparison among a set of four possible directions for reconstruction are being formed: chaotic development, set of restrictions for the development, expansive growth and a focus on historical heritage. The research results in definition of a complex approach that includes and combines all four mentioned approaches for the reconstruction of the territories.

The reality of historical cities of Morocco today .which is reflected in the fading and deterioration of its built framework and the loss of many of its social and economic functions has prompted many actors in the field of cultural and historical heritage to take a series of measures in order to rehabilitate them to cope with the pace of development, witnessed by its urban and social surrounding. In this context, the city of Taza is one of the ancient Moroccan cities that have a glorious history, an integrated urban fabric, and unique historical monuments. it is an essential building block of Morocco’s cultural heritage, which has played its part throughout history and withstood all the challenges it has faced. However; despite its importance the city has not received the attention it deserves for its historical value, its historical monuments are currently suffering from the continuous deterioration and fading, which necessitates the search for an effective strategy that evokes the criteria of governance as a gateway to the rehabilitation of its ancient heritage. To address this issue we will try to answer the following questions: To what extent is the territorial governance a mechanism for the rehabilitation and development of the ancient city of Taza? What are the most important rehabilitation projects of the ancient city of Taza?

In the course of this work, the following tasks were identifi ed: 1) the formulation of the defi nition of “environmental tourism”; 2) identifi cation of opportunities and prospects for the development of environmental tourism with the help of additional eff orts (saturation of infrastructure, scenery, changing architectural and landscape organization, entertainment programs, etc.); 3) identifi cation of areas of valuable development; 4) identifi cation of areas that most clearly form the image of the city; 5) identifi cation of tourist routes; 6) development of principles and techniques of cultural and entertainment organization of zones. In this work, we set as our goal the fi xation of sections of urban fabric that have survived to our time with a stable morphotype of building up. We give a brief justifying description of this morphotype and show the general approach to environmental tourism as a complex event. Issues of detailed routing, economic calculations and legal justifi cation are beyond the scope of this work. The proposed approach can potentially both increase the tourist att ractiveness of the city for nonresident and foreign tourists, and will contribute to the preservation of the historical heritage in its most vulnerable component - a valuable background building. Such activity can stimulate the development of business and investment attractiveness of the historic city.

The ongoing process of regional reform in Latvia involves the vision of both rural and urban territories. The nexus between the city and the countryside and inclusion of it into realistic policy is deemed a good approach for solving failures of the European cohesion policy. To study cohesion between rural and urban areas, there is a need to identify the meaning of two concepts – the city and the countryside. The field rural and urban territories interact is the regional spatial level. And to manage regional development the normative framework is important. Aim of the research is to find does the new regional reform in Latvia is in close cohesion with the New Urban Agenda, especially linkages of rural and urban. Development politics included in research tend to include a question regarding rural-urban interaction, but only in some points. Documents of the United Nations included in research provide a very clear definition of the actions to be taken to ensure cohesion between urban and rural territories. The next step would be to assess and understand how to achieve. The issues of creation and opportunities of cohesion have been discussed in Latvia. It is not clear does the ongoing regional reform in Latvia will achieve declared goals regarding rural-urban interaction after ongoing discussions with the local municipalities.

Some our studies of urban morphology, implemented on historical and contemporary urban fabric maps, allow us to believe that the shape of the lot and of band of pertinence of a pathway are essential to reading the formative urban process. Different phases of formative process of an urban center seems, in fact, to be recognizable in the of shape of lot and interaction between lots and path. These morphological shapes (lots) are the result of different  centrality that are produced in the building fabric and, consequently, the restructuring pathways are important for understanding rules and causes of urban and architectural transformation of the city. This paper aims to offer a contribution to the definition of the elements of urban morphology. This research, part of a series of research, carried out in the Lab. The qualitative and clear definition of the legal regime of the capital of Ukraine, the hero city of Kyiv, is influenced by its legislative enshrinement, however, it should be noted that discussions are ongoing and one of the reasons for the unclear legal status of the capital is the ambiguity of current legislation in this area. Separation of the functions of the city of Kyiv, which are carried out to ensure the rights of citizens of Ukraine and the functions that guarantee the rights of the territorial community of the city of Kyiv. In the modern world, in legal doctrine and practice, the capital is understood as the capital of the country, which at the legislative level received this status and, accordingly, is the administrative and political center of the state, which houses the main state bodies and diplomatic missions of other states. It is the identification of the boundaries of the relationship between the competencies of state administrations and local self-government, in practice, often raises questions about their delimitation and ways of regulatory solution. Peculiarities of local self-government in Kyiv city districts are defined in the provisions of the Law on the Capital, which reveal the norms of the Constitution in these legal relations, according to which the issue of organizing district management in cities belongs to city councils. Likewise, it is unregulated by law to lose the particularity of the legal status of the territory of the city. It should be emphasized that the subject of administrative-legal relations is not a certain administrative-territorial entity, but the social group is designated - the territorial community of the city of Kiev, kiyani. Thus, the provisions on the city of Kyiv partially ignore the potential of the territorial community.

Приведены результаты исследований экспериментального картофелекопателя с ротационной сепарирующей поверхностью. Особое внимание уделяется обоснованию конструктивных параметров и определению рабочих характеристик нового сепарирующего устройства. На основе анализа результатов экспериментальных исследований определены наиболее оптимальные режимы работы экспериментального картофелекопателя.Research results of an experimental potato digger with rotational separating web are published in this article. Special attention is paid to definition of design characteristics and performance data of the new separating device. Admissible operating modes are defined on the basis of the analysis of results of pilot studies of the experimental potato digger.

Постановка задачи. В настоящее время формирование современной комфортной городской среды приобретает особое социально-экономическое значение и выдвигается в число приоритетных государственных масштабных программ. В связи с этим необходимо разработать концепцию благоустройства ключевого общественного пространства, а именно: определить основные и сопутствующие функции данной территории, создать эскизное предложение проекта благоустройства с учетом всех необходимых норм и стандартов, внедрить современные технологии. Результаты. Выполнен эскизный дизайн-проект «Аллеи архитекторов» по ул. Орджоникидзе г. Воронеж, включающий в себя основные элементы по зонированию территории, проектированию акцентных объектов и внедрению инновационных технологий «умного города», позволяющих повысить уровень комфорта горожан. Выводы. Благоустройство населенных мест приобретает особое значение в условиях дискомфорта среды. С выполнением комплекса мероприятий, направленных на благоустройство, и с внедрением современных технологий значительно улучшается экологическое состояние, внешний облик города. Оздоровление и модернизация среды, которая окружает человека в городе, благотворно влияет на психофизическое состояние, что особенно важно в период интенсивного роста городов. Statement of the problem. Currently the formation of the modern comfortable urban environment is gaining a special social and economic value and moving forward in the priorities of state large-scale programs. The purpose of development of the concept of improvement of public space is definition of the main and accompanying functions of this territory, design of the outline offer of the project of improvement considering all necessary norms and standards and implementation of modern technologies. Results. The conceptual project of “Alley of Architects” includes the basic elements of territory zoning, design of accent objects and implementation of technologies of a “smart-city”. These elements allow one to increase the level of comfort of inhabitants. Conclusions. Improvement of the inhabited places is of particular importance in the conditions of discomfort of the environment. Carrying out a complex of the actions directed to gardening and improvement, introducing modern technologies, the ecological condition, the physical appearance of the city considerably improves. Improvement and modernization of the environment which surrounds the person in the city influences a psychophysical state well that especially important during intensive growth of the cities.

The Klang Valley has been experiencing rapid urbanisation especially during the past two decades. The area has expanded to become a larger entity known as the Kuala Lumpur Metropolitan Region (KLMR). But this development comes at the expense of Kuala Lumpur. The city had consistently recorded net-out migration during the period. This article explores the experience of living among diverse infrastructural configurations in Ulaanbaatar, Mongolia, and forms of stigmatisation that arise as a result. In this capital city that experiences extremely cold winters, the provision of heat is a seasonal necessity. Following a history of socialist-era, centrally provided heating, Ulaanbaatar is now made up of a core area of apartments and other buildings undergoing increased expansion, surrounded by vast areas of fenced land plots ( ger districts) not connected to centrally provided heating. In these areas, residents have historically heated their homes through burning coal, a technique that has resulted in seasonal air pollution. Expanding out from Wacquant’s definition of territorial stigmatisation, this article discusses the links between heat generation, air pollution and environmental stigmatisation arising from residents’ association with or proximity to the effects of heat generation and/or infrastructural lack. This type of stigma complexifies the normative divide between the city’s two main built areas. Residents’ attempts to mitigate forms of building and infrastructural ‘quality’ or chanar (in Mongolian) form ways of negotiating their position as they seek different kinds of property. Here, not only are bodies vulnerable to forms of pollution (both air and otherwise), but also buildings and infrastructure are vulnerable to disrepair. Residents’ assessments of infrastructural and building quality move beyond any categorisation of them being a clear ‘resistance’ to deteriorating infrastructural conditions. Instead, an ethnographic lens that positions the viewpoint of the city through these residential experiences reveals a reconceptualisation of the city that challenges infrastructurally determined normative assumptions.
