The features of the formation and development of the economy are investigated, the fundamental component of which is the results of scientific research, embodied in functional materials, technologies, designs. The imperfection of the conceptual and terminological apparatus used to analyze the economic development of systems of various levels is shown. Methodological approaches to innovative functioning using convergent technologies are considered. The expediency and efficiency of creating cluster structures, including various institutional components, for generating innovations with a high level of consumer characteristics are shown. The analysis of the directions of development of the cluster approach in the post-Soviet economic complexes is carried out. The expediency of the formation of scientific, educational and industrial cluster structures, allowing to achieve synergistic effects due to the integration of intellectual resources, is shown. The concept of convergence of various directions of intellectual activity of the institutional components of economic and social systems is proposed.

The article discusses methodological approaches to assessing the socio-economic development of the territory. Based on the studied techniques, the author proposed a methodology in the article. For a comprehensive assessment of the level of socio-economic development of the territory, indicators borrowed from the work of R.M. Gazizov: social and economic. The obtained indicators are equated with the coefficient type, generalized indicators are formed and the type of territory is determined according to the ranking.

Demographic and functional changes in the settlement net of Jadar were analysed in the paper on the basis of theoretical and methodological approaches and quantitative indicators. Such analysis allowed the separation of common characteristics and classification of settlements on the basis of demographic and functional indicators. Industrialization, followed by urbanization and concentration of population and functions, led to a pronounced polarization of space. Distinct differentiation of Jadar among the urban core-Loznica, peri-urban-ring-suburbs and rural environment limits the steady socio-economic development.

The article considers the approaches to the interpretation of the category "shadow economy", which causes a variety of approaches to assessing the impact of the shadow economy on the socio-economic development of Ukraine. The spread of the pandemic and the complication of economic conditions, formed as a result of the introduction of forced restrictive measures, have led to the growth of the shadow economy in Ukraine. The index of shadowing of the economic sphere in relation to the inflation index and the level of the state budget deficit has been studied. The factors that led to the shadowing of the economy and caused the growth of the share of the shadow sector in the economy of Ukraine are highlighted. The main components of shadow employment are identified. Business entities operating in the shadow sector have significantly more competitive advantages and much higher efficiency than legally operating businesses. As a result, such enterprises are an obstacle to the flow of funds to the budgets of all levels of the country, and as a consequence, have a negative impact on socio-economic development in general. In recent years, state budget expenditures have been growing too slowly, which indicates a high level of shadowing of the economy in conditions of high inflation and, consequently, negatively affects the socio-economic security of society. Budget expenditures are closely linked to public policy, which allows the state to curb the level of economic shadowing through measures to reform relevant areas. It is investigated that the State budget expenditures grow too slowly, which indicates a high level of shadowing of the economy in conditions of high inflation. The paper substantiates the reasons for the growth of the shadow economy and identifies the main measures to reduce shadow employment, the manifestations of which are the deformation of social and economic institutions of the state. The de-shadowing of the economy provides citizens with the right to social protection, in the form of social guarantees in case of unemployment, temporary incapacity for work, accidents or occupational diseases during official work, pensions, etc.

The paper presents the classification of subregions (NUTS 3) with permanent border crossings, in terms of the level of socio-economic development in 2008-2018. The study covered 9 subregions located in the following provinces: Warminsko-Mazurskie, Podlaskie, Lubelskie and Podkarpackie. Application of Hellwig's measure of development made it possible to group subregions according to three categories of the level of development: high, medium and low. The relatively high level of development characterized two metropolitan subregions: Olsztyński and Białostocki. Łomżyński subregion proved to be the weakest, but it was not completely devoid of any development potential. In comparison with the average values in the designated higher development classes, Łomżyński subregion was characterized by: positive natural increase, low values of indices describing ageing of local society and proportion of investment expenditure of local self-government units at a level similar to the leaders of the ranking. However, there is a concern that the relatively low level of spending of the EU funds and the persistent trend of population migration outflow, due to global trends of population ageing and depopulation of rural areas, may negatively affect the socio-economic situation of the subregion in the future.

Kharkiv is a modern city in the transition to post-industrial development, with significant migratory attractiveness, high level of urbanization, binational and bilingual population, implementation of a number of socio-economic development projects. Today, the city is not only the localization of many opportunities for the development of society and man, but also an area of increased conflictogenity. The purpose of the study is to identify the main urban conflicts during the post-industrial transition, which arise as a reaction to urban transformations and the action of external national processes and the establishment of the main stakeholders of urban changes and conflicts. The study found that the manifestations and degree of conflictogenity in the city depends on its place in the global urban gradation, and therefore, Kharkiv has a high level of conflictogenity, which is confirmed by the frequency of urban conflicts. The study identified factors of high conflictogenity in Kharkiv, which are due to its historical, cultural and socio-economic development. The following conflicts arise in the city: migration, which are caused by pendulum migrations of the population from peripheral areas to the city, forced migrations from the temporarily occupied territories of Ukraine; ethno-national, due to the competition of the Ukrainian-Russian population, conflicts with national minorities living in the city; urban and property conflicts, which arise mainly between representatives of local authorities, stakeholders and the local population. Urban conflicts affect urban processes, change the urban landscape and reduce the city’s attractiveness. We emphasize the need for further comprehensive socio-geographical studies of urban processes in cities, in particular the emergence of conflicts, identifying factors of conflict, the impact of urban conflicts on the socio-geographical landscape and developing models to find effective solutions to conflicts in the city.

Introduction. The significant and constantly increasing volume of public debt of Ukraine, its irrational structure, inefficient use of borrowed government loans lead to growth of debt risks and decrease of the state debt sustainability. For a successful debt management we need to apply effective risk management ofpublic debt. Purpose. The aim of this research is to clarify the essence of the public debt risk; to analyze the methodological approaches to their evaluation; to determine the main directions for the risk management of public debt, as well as the ways to improve the current methodology forassessing public debt risk in Ukraine. Results. Based on studies of different approaches to interpreting the essence ofthe public debt risk we have established that risk of public debt caused by the presence ofthe probability the formation of such debt parameters that may have significant negative impact on the socio-economic development ofthe country. Analysis ofthe main approaches to assessing of public debt risks revealed a number of shortcomings in current Ukrainian methodology. The main directions ofpublic debt risk management are: managing the risks associated with large amounts of public debt; debt management risks caused by irrational structure of public debt; managing the risks associated with the rapid growth of the public debt; risk management related to the inefficient use ofgovernment loans. Conclusion. The current methodology for assessing the risks associated with debt management used in Ukraine needs to be improved. In our opinion such methodologies must necessarily contain the indicators of effectiveness of government borrowing.

The article presents an analysis of alternative theories of ecological and economic development. The authors formulate the role of the environmental factor in socio-economic development, taking into account the ideas of alternative economic schools and trends. The paper analyzes the problems of preserving the environment as the basis of human life. This takes into account the nature of the impact of anthropogenic pressure on natural complexes and objects, due to increased consumption, excessive withdrawal of renewable natural resources that exceed the rate of natural recovery, a reduction in the reserves of non-renewable natural resources, as well as an increase in the population. At the same time, the article focuses on the problems of sustainable, balanced, harmonious development of production and social systems.

Topicality. World experience in regional development shows that the level of spatial development of regional economies is closely linked to their competitive advantages. In a market economy, when choosing the best region for investment in various fields of activity, a significant influence on decision-making by business structures has the availability in this region of the necessary conditions for doing business - a developed financial and credit sector, commercial organizations, economic and legal institutions, market -information structures, foreign economic organizations, etc. In this connection, there is a need to study the spatial organization of the region's economy in terms of possible strengthening of competitive positions. One of the factors of increasing competitiveness is the implementation of the cluster approach. The relevance of cluster formation in Ukraine is clearly growing, especially in the agro-industry.Aim and tasks. The purpose of the article is to substantiate the feasibility of creating an agro-industrial cluster in the Kodym district of Odessa region. It will help to solve topical issues of socio-economic development of the district, stabilize and preserve the dynamics of economic development and raise the standard of living of the population of Kodym district.Research results. The formation of agro-industrial clusters in the region is a complex process, with visible results being achieved in just a few years. However, such associations have a positive impact not only on individual enterprises in the cluster structure, but also on the economy of the region as a whole, as three sectors interact: business, institutions and government. An analysis of the Western experience of the emergence of viable clusters shows that better and faster results can be obtained when the formation of a cluster becomes the focus of the targeted activities of all stakeholders. On the example of the agro-industrial cluster, an attempt was made to integrate into one chain of interconnected activities from production to the final product in a specific territory and to ensure its sustainable socio-economic development. To this end, the prospects and adaptability of the cluster formation were evaluated and the favourable and restraining factors for the development of the agro-industrial cluster in the Kodym region were determined. The participants of the Kodym agrarian cluster are identified and the model of interaction of the enterprises of the Kodym district within the Kodym cluster is presented.Conclusion. The article substantiates the feasibility of creating an agro-industrial cluster on the example of the Kodym district of Odessa region. Formation of agrarian cluster will allow stabilization and growth of production not only of the agro-industrial complex of the district as a whole, but also of individual participants of the cluster. Based on the cluster formation, a strategy will be formed and implemented, along with this will improve the financial status of all cluster members.
