The modern economy with all the variety of its structural elements, which every year is increasingly immersed in a hyper-connected digital space, new conditions of institutional functioning caused by both a change in technological patterns and innovative forms of thinking, needs to adjust the basic, established principles and models of economic growth. If earlier the material productive factors was played a key role, today their importance is to some extent offset by the increasing role of non-material factors of production, the most important of which should include reputation capital. The purpose of the article is to comprehend and theoretically support this scientific problem. The need to revise some principles of building models of economic dynamics and strategic management of the region based on the use and revision of structural, logical and evolutionary views on the construction of this process is substantiated in the article. Based on the results of systematization of the evolution of methodological approaches to assessing the effectiveness of regional socio-economic development of territories / regions, the position is substantiated, according to which, in modern economic conditions, the effectiveness of territorial development should be based on research and strengthening of reputation capital.

The article deals with the problems of planning the human capital development of the enterprise, proved its necessity in modern economic conditions. The basic stages of planning of human capital development and their filling are determined. The contemporary tendencies of the growth of the role of each employee for the enterprise are considered and the directions for taking into account such tendencies in business are identified. The modern feedback system in the management of human capital "360 degrees" is analyzed, as well as the newest strategy of independent education. Strategies of planning of human capital development of the enterprise are revealed, the basic steps on their implementation are substantiated.

The paper deals with economics of social capital which is defined as the capacity of society for collective action in pursuit of common good. Particular attention is paid to the interaction between social capital and formal institutions, and the impact of social capital on government efficiency. Structure of social capital and the dichotomy between its bonding and bridging forms are analyzed. Social capital measurement, its economic payoff, and transmission channels between social capital and economic outcomes are discussed. In the concluding section of the paper we summarize the results of our analysis of the role of social capital in economic conditions and welfare of Russian cities.

The purpose of the article it consists in the substantiation of innovation and investment principles of competitive development of fisheries and aquaculture in order to effectively conduct business in modern economic conditions and to comply with technological parameters of production, introduce innovations in production, and economical attitude to fish and water resources. Methodology research consists in using a combination of methods: economic-statistical, monographic, systemic, economic-mathematical, abstract-logical and others. The scientific novelty the re- sults obtained include the introduction of innovative, economically viable and competitive production technologies based on a scientific approach to organizing an aquaculture business, namely the ability to quickly and efficiently respond to external challenges, find a way out of a critical situation and correctly adjust production plans in accordance with changes in market conditions. Conclusions. Substantially modern principles of the effective functioning of fisheries in order to ensure competitive activity. Regulatory tools are proposed to ensure the profitability of the aquaculture business, which include attracting in- vestments for the acquisition of capital goods, training specialists and constantly improving their skills, and ensuring efficient fisheries production in an innovative economy.

The article is devoted to the review of current changes in the legislation on notaries related to the development of electronic civil circulation, analysis of existing digital risks and assessment of the role of notaries in combating them. In modern economic realities, a significant expansion of the sphere of competence of the notary is carried out by introducing completely new notarial actions into the scope of the notary’s terms of reference. At the same time, the notary does not just follow the general ‘digital’ trend, but independently makes significant efforts to effectively perform the tasks of the social sphere regulator assigned to it by the state. The creation of the Unified Notary Information System as part of the formation of the technological infrastructure to ensure the security and stability of legal relations in the context of electronic civil circulation takes to a new level the quality of notarial services and the security of legally relevant information. The role of notaries significantly increases in conditions when the use of digital technologies in the economy, public administration, social sphere becomes one of the main vectors of world development, and society and the state inevitably face the flip side of this process – digital risks that jeopardize the safety of participants in civil turnover and their property. In 2020, as part of the implementation of the national program ‘Digital Economy’, it is planned to introduce a number of innovations that will create the basis for a stable and secure ‘digital’ turnover.


Investment in capital, both physical and financial, and innovation in its uses are often considered the linchpins of modern economic growth, while credit and credit markets now seem to determine the wealth—as well as the fate—of nations. This book asks whether it always thus, and whether the Roman economy—large, complex, and sophisticated as it was— looked anything like today’s economies in terms of its structural properties. Through consideration of the allocation and uses of capital and credit and the role of innovation in the Roman world, the contributors to this volume go to the heart of the matter. How was capital in its various forms generated, allocated, and employed in the Roman economy? Did the Romans have markets for capital goods and credit? Did investment in capital lead to innovation and productivity growth? The authors consider multiple aspects of capital use in agriculture, water management, trade, and urban production, and of credit provision, finance, and human capital in different periods of Roman history, in Italy and elsewhere in the Roman world. Using many different types of written and archaeological evidence, and employing a range of modern theoretical perspectives and methodologies, the contributors, an international team of historians and archaeologists, have produced the first book-length contribution to focus exclusively on (physical and financial) capital in the Roman world, a volume that is aimed at experts in the field as well as at economic historians and archaeologists specializing in other periods and places.
