Democracy Promotion's Resistance in «Ukraine Crisis»: Whether Russian «Sovereign Authoritarianism» is Effective?

The articledeals withthe efforts of the Russian Federation, which is pushing the concept of “sovereign authoritarianism”,to resist democracy promotion under the conditions of “Ukraine Crisis”. The author emphasizes that the ideological component plays an important role for the global geopolitical fight. In particluar, ideological basis of geopolitical struggle for Ukraine has a significant influence and largely determines the course of confrontation between the main global players, namely: the collective West and Russia. Russian Federation has developed its own concept of the non-liberal regime and the mechanisms of its external projection as a way to counter the democracy promotion. By the end of 2017, Russia`s “sovereign authoritarianism” shows its sufficient effectiveness to contain democracy promotion efforts towards Ukraine under the conditions of the “Ukraine Crisis” and in the wider context of European and Euro-Atlantic integration of Ukraine. An assessment of the efficacy of preparations (Kornevin, SP; Albit, TPS; Epin-extra) in the production of planting material of Northern white cedar by vegetative propagation with wood cuttings under the conditions of the Central Black Earth Region of the Russian Federation is given on the example of the Orel region. All the studied preparations had a significant effect on the rooting process of cuttings. The obtained and analyzed data of phenological observations showed that the greatest effect on the acceleration of the onset of the of root formation phase had preparation “Albit, TPS”, 3-4 weeks earlier than the control. The number of formed cuttings and their length were also mainly influenced by “Albit, TPS”, which increased the average number of roots by 3 pcs., and their average length by 44 mm, in comparison with the control. The effect of the use of the biostimulator “Albit, TPS” had a significant influence on the number of established cuttings, providing 20 rooted cuttings or 28% more than in the control.

The article deals with the ideological resources of the Russian Federation to resist democracy promotion in the context of geopolitical struggle for Ukraine. The author emphasizes that ideological component of the fight for Ukraine makes significant impact on and to a large extent defines the development of confrontation between the main players as collective West from one side and Russia from the other, which developed its own concept of non-liberal regime and mechanisms of its external projecion as a mode to resist democracy promotion. During 2004-2017 the geopolitcal fight for Ukraine has been activating particluarly in ideological aspects especially in connection with two the most prominent examples of external players’ participation in the democratization processes and authoritarian reaction as Orange Revolution of 2004-2005 and Euromaidan / Revolution of Dignity of 2013-2014. Period of 2013-2017 has become the most demonstrative, since the Russian Federation among its «hard power» resources had used significant tools of ideological resistance toward democracy promotion as: autocracy promotion, «sovereign democracy», «russian world / peace» («russkiimir»), neoeurasianism toward Ukraine. Tourism in the Russian Federation is developing rapidly, exerting a significant influence on socio-economic processes of the regions. This influence can be followed especially strong in certain types of tourism: rural tourism and of one of its directions - agro-tourism. Today, agrotourism is quite new trend of territory development, including and Moscow region, but it has already proven itself. The Moscow region has enormous resources and great, but at the same time not fully realized potential, unique cultural heritage, history and unique nature for the possible development of agro-tourism. The Moscow region has enormous resources and great, but at the same time not fully realized potential, unique cultural heritage, history and nature. All this can be used for agrotourism development. Moscow region occupies a worthy place in the Russian Federation by the number of sites of cultural heritage. The famous manor complexes, the city with unique architecture, historical monuments and other are situated in the region. The article considers the potential of agrotourism of Moscow region, the available resources and agro-tourism complexes that are already working across the territory of localities near Moscow. Moscow region has all development prerequisites for this type of tourism. This conclusion can be done based on what has already been achieved in this area. Such well-known agrotourism complexes as "Kuznetsova", "Konovalovo", "Olkhovo" are the examples.

This paper contains the results of research, carried out with financial support from the Ministry of Education and Science of the Russian Federation and dedicated to improving the energy efficiency of Moscow subway facilities and creation of stations with "zero" external sources heat consumption. The paper presents a method of simulation of the thermal conditions for subway tunnels, which allows, overcoming the difficulties associated with the informative uncertainty of baseline data, as well as difficulties associated with the approximation of the external parameters. Advantage of this method is the fact that the usage of so-called "base" experimentally obtained information about the natural soil thermal conditions in this model, can partially take into account the whole range of factors, which have significant influence on the formation of the thermal regime of the tunnel but are almost impossible to be taken into account within the strict formulation of the problem today.

The article discusses a hierarchical and spatial approach to assessing the spatial dependence of data. The advantages and disadvantages of each approach and the potential for their combination are determined on the basis of a literature review.The results of the OLS, SAR, SEM, HLM, HSAR models are compared. Despite an interesting set of data (2285 municipalities in the context of 85 constituent entities of the Russian Federation), the emphasis in the work is not on identifying the relationship between the dependent variable and factors, but on comparing spatial effects that can be identified within each of the models under consideration. The calculations showed a significant influence on the dependent variable of the following factors: the share of the average number of employees in the resident population, the volume of investments in fixed assets per capita and the share of the urban population. This result was shown by all the constructed models. In the context of models, the identified spatial effects have their own characteristics. The inclusion of spatial matrices is possible at the upper (for example, the subject of the Russian Federation), lower (for example, the municipal level), or both levels simultaneously. In hierarchical models, spatial relationships are additionally taken into account by grouping the objects of observation on a territorial basis. Calculations have shown that the spatial lag is not significant in all models. Spatial error is significant at the municipal level in the SEM model and at the regional level in the HLM and HSAR models. Additionally, hierarchical models showed a significant influence of the region on the municipalities variation. In general, the results of modeling and evaluating modelsquality are ambiguous. Despite this, the potential for expanding spatial econometrics on the basis of a combination of spatial and hierarchical (multilevel) modeling approaches is noted, and the need to select a model for each case is substantiated, taking into account the significance of spatial and hierarchical effects

The results of the work to create a complex of high-precision hardware for the unit of length reproduction and transferring carried out at “D. I. Mendeleyev Institute for Metrology (VNIIM)” are represented. This complex will serve as the basis for the further development of the reference base of the Russian Federation in the field of length measurements and will allow reproduction of the unit of length at two wavelengths of 633 nm and 532 nm, as well as measurements of the wavelength of laser sources in vacuum in the range from 500 to 1050 nm.
