The quality of Higher Education in the Ecuador has been a topic widely addressed in the last 10 years, generating transcendental changes from the modification of the structures of the system to the reconsideration of its planning and processes. The purpose of this research is to study the process of self-evaluation and quality in institutions of higher education of the Ecuador. For this, a qualitative research was carried out where models, management indicators and general aspects based on current laws were conceptualized. It is concluded that it is imperative to promote the self-evaluation of universities, not only for accreditation purposes but as a complex and continuous social process in their ontological, gnoseological and axiological references, contributing to the progress and reconstruction of the substantial processes of the institution, in order to improve its management mechanisms and respond satisfactorily to the expectations of the entire university community; under own institutional guidelines and follow-ups and of the quality assurance system in education superior.

Abstract During the last two decades or so we have witnessed unprecedented growth and expansion in higher education not only in the high income countries but in middle income and low income countries as well, Pakistan being no exception. In 2002 a new apex body, Higher Education Commission was established to manage affairs of higher education which adopted measures to improve the quality of higher education in the country. The HEC adopted a new framework and policy towards higher education and made strenuous efforts not only to bring quantitative expansion but to improve the quality of higher education in the country as well. Consequently, the academic community has witnessed an unprecedented expansion in higher education in terms of number of higher education institutions and its enrolment. One of the goals of Higher Education Commission was to develop research culture within the country and enhance research productivity of the universities and higher education institutions to help achieve the objectives of knowledge economy. This paper attempts to analyse the available data to assess the research productivity of Pakistani institutions of higher education, trends over the last decade or so in the number of articles produced and their citation index and to see what factors have contributed towards increasing the number of research articles, enhancing the visibility of research produced by Pakistani universities and identifying the most productive institutions in this regard. Results of the study may help in framing a policy and developing a strategy increase the research productivity of Pakistani institutions of higher education and improving its visibility and impact.

The article deals with the content of the state responsibility for the quality of higher education in the context of reforming the system of higher education in Ukraine. It is noted that the responsibility for the quality of higher education is distributed among different subjects in accordance with the specified power and authority. In the context of the implementation of the Law of Ukraine "On Higher Education" (2014), with an increase in the level of autonomy of institutions of higher education, the volume of their responsibility for the quality of higher education is growing. The author's position on the discussion between experts according to the definition "quality of higher education" is highlighted. The provisions defined by both key national documents and documents of the European Higher Education Area acknowledged the responsibility of the state for the quality of higher education. The value platform of this responsibility is established. The functions of the state and the tools of public administration that are capable of ensuring the implementation of state policy in the field of higher education are described.

An important aspect of the methodology of scientific research, that involves the study of foreign experience, its comparison and contrast, is the problem – how and in what forms it is possible to use / implement the learned experience. The expediency of applying to the experience of different countries, in our research – the Swedish experience in ensuring the quality of higher education – is beyond doubt. In the present circumstances, no developed country can afford to isolate itself from the international community. This fully applies to education. Investigating the problem of the quality of higher education, the analysis of normative documents regulating various areas of quality assessment category; foreign experience of this problem makes it possible to state that the quality of education is an urgent problem in many countries. Separate directions of the implementation of the experience of organizing the quality assurance system in Sweden in the practice of the work of domestic institutions of higher education are proposed in the article. The quality of education, as a pedagogical category, reflects the level of preparedness of educational institutions to provide educational services to different categories of the population. The author clearly describes the areas of creative application of the Swedish experience in quality assurance of higher education in in Ukraine, in particular: voluntary and motivational interest of each educational institution in conducting an independent expert assessment of quality; involvement of students in the evaluating the quality of higher education as an integral part of the higher education quality network; establishment of independent agencies evaluating the quality of higher education; the introduction of a single university test in institutions of higher education in Ukraine; the availability of necessary practical work experience (especially for students who study part-time or distance learning); the obligatory introduction of university rankings in the system of external quality evaluation. It is noted, that the indicated directions of implementation the Swedish experience are possible under the condition of implementation a number of tasks, which are formulated by the author in the article.

The purpose of the article is to theoretically substantiate the concept of a graduate’s satisfaction profile with educational programs, which includes a number of parameters. This concept is proposed to be introduced in connection with monitoring the satisfaction of university graduates with educational programs. The methodology for measuring graduate satisfaction is based on the use of quantitative (questionnaires, the results of which are processed in SPSS) and qualitative (interviewing) methods. Graduates’ satisfaction with the quality of higher education is considered as a subjective assessment of the quality of their education. The proposed and tested methodology can become the basis for the development of a university system for monitoring the satisfaction of university graduates with educational programs and a university quality management system.

The article, based on the information essence and mission purpose of higher education, substantiates the key criterion of the quality of the latter one – the contemporality and supercontemporality of the information being taught and studied and leads to the formation of competencies (qualifications). The sign «contemporaneous» and «supercontemporaneous» is interpreted as the relevance of information for the present and the future. According to the duration of the relevance of the information its characteristic is proposed - "shelf life", as well as the negative influence of inappropriate for consumption (non-contemporaneous) information - the concept of "negative value added" in the formation of human capital. It is proved that contemporaneous and supercontemporaneous information can be supplied from the past, present and future. Information on the future state of the subject of teaching and study is provided by research prognosis and prediction and on this basis, the innovative design (creation) of the future. It is argued that university leaders and leadership training at universities are based on contemporaneous and especially supercontemporaneous information. The system of measures for consolidation and concentration of shredded and dispersed higher education institutions of Ukraine was outlined with the aim of achieving their competitive potential, the ability to provide high-quality (contemporaneous and supercontemporaneous) higher education, to be leaders and to form leaders of progress. That system developed on the base of analysis of the parameters of the 31 extra-class universities, which rank at 1-30 places by the Shanghai Rating (ARWU) in 2018 and serve as an exemplary future for Ukrainian universities. These measures include the following. First, the introduction of a national university ranking of general and sectoral versions to identify the best, medium and backward higher education institutions, their further optimization (priority strengthening of the first, improvement of second, removal or rehabilitation of the third), as well as the formation of a culture of competitive leadership. Secondly, the creation of a leadership Association of Ukrainian Universities, such as the Association of American Universities, in order to determine the strategy and policy of modernizing the national university network, supporting the formation and further development of universities on the basis of leadership. Thirdly, the consolidation of institutions of higher education in order to create the necessary educational, research and innovative organizational, personnel, resource, infrastructure capacity, the ability to produce and offer contemporaneous and supercontemporaneous information for teaching and learning, the formation of appropriate competencies (qualifications) for its consumers (competitors). Fourthly, the consolidation and concentration of higher education institutions by combining them with the most experienced time-tested universities, while reviving the profile adequacy of the facilities available to them in their competitive professional capacities. Fifthly, the maintenance of the modernization of institutions of higher education through their consolidation and concentration by the obligatory creation of conditions for the implementation of the dual teaching and research function of teachers by reducing the training load, increasing wages, developing educational and research infrastructure, resource support.

The paper considers the problems of interaction between potential employers and educational institutions of higher education in training specialists by means of the analysis of the opinions of two relevant groups’ representatives. The expert poll showed that, in general positively estimating the quality of higher education in Russia and Kemerovo Region, the respondents from the real sector of economy are more critical in their opinions. From higher education institutions they expect specialists better trained in practice and management. Both the educational institutions and the enterprises are ready for all-round cooperation which requires improving the existing mechanisms of their partnership and developing new ones.

The article emphasizes the need for orientation of higher education in Ukraine to meet the educational needs of the individual, to restore the intellectual, spiritual potential of the nation, the output of domestic science, technology and culture to world European levels, the formation of statehood and democracy in society, the provision of the labor market by highly skilled and competitive specialists. The condition for ensuring such orientation is the change in the relevant quality indicators of higher education through the change in the national idea of higher education; the development of higher education should be subject to the laws of a market economy; Higher education development should be considered in the context of trends in the development of world educational systems, including Western European ones. A group of standards has been negotiated under the terms of guaranteeing the quality of higher education - these are standards for the internal quality assurance of institutions of higher education; - standards for external quality assurance of institutions of higher education; - European Standards for External Agencies for Quality Assurance in Higher Education. The process of assessing the quality of higher education in Ukraine, which is conducted under internal and external procedures, is investigated, namely: - the process of internal evaluation includes systematic collection of administrative information, interviews of students and graduates, informal discussions with teachers and students; - The component of external evaluation is the attendance of the faculty by the control group to determine the quality of teaching and teaching. External observers are teachers or people of professional background who, based on communication with students and young researchers, make a final report. Within the framework of the definition of psychological and pedagogical conditions for improving the quality of higher education in Ukraine, it is proposed to use the experience of the quality assurance system in European countries, namely: - a culture of quality assurance: availability of strategy, policy and atmosphere of internal quality assurance of higher education institutions; - culture of quality assurance: the autonomy of institutions of higher education as a prerequisite for the effectiveness of quality assurance processes; - culture of quality assurance: external quality assurance as a function of an independent agency and the direction of external quality assessment to improve the performance of institutions of higher education; - Motivation for quality assurance; - quality assurance of scientific activity: from the index of quotes to peer review; - the interaction of universities with stockholders; - reform of the third cycle of higher education; - Internationalization as a tool for quality assurance; - the role of students in the processes of quality assurance.
