Conditions in the canton of Argovia for efficient forest management are relatively good. The natural conditions and the present condition of the forests allow a high degree of sustainable yield with a high proportion of valuable, goodquality wood. The character of the new Argovian Forest Law is liberal and grants a great measure of freedom to forest owners in organisational and managerial matters. The progress in rationalisation achieved by restructuration over the past ten years has been considerable, but largely cancelled out by falling wood prices. Future development will depend, not least, on the goals and values of the political authorities as the largest group of forest owners.

The aim of this paper is to determine the extent to which participants in the Protests against Dictatorship were ready to engage in various forms of collective action over the past three years. In accordance with Pippa Norris? division of the repertoire of actions on those oriented towards the problems of citizens and directed towards decision-makers in the political sphere and repertoires oriented towards the broader social goals, and with corresponding distinction between the traditional and modern agencies of collective actions, we tried to test the hypothesis that participants in the Protests against Dictatorship show a relatively high degree of readiness to engage in both traditional and contemporary forms of collective engagement. In addition, we tried to examine the claim that contemporary repertoires of collective actions will be more strongly represented among the younger population, as well as the thesis that the level of engagement will be in a positive relation with the resources that participants in the protest posses (educational, material, organizational, social, etc.). Finally, we tested the hypothesis that readiness to participate in civic and political actions is growing with a degree of trust in the institutions of representative democracy, but also with an assessment of the importance of a democratic political order. The hypotheses were tested on empirical data obtained through a survey of protest participants conducted during April and May 2017.

AbstractForest owners face many challenges regarding forest management due to the long period from planting to harvest. Along with the economic and environmental factors that influence management actions, the owners' attitude to risk plays a crucial role in forest management decisions. This study shows that understanding the effects of the owner's risk preference for management actions is an important step to form an effective forest policy. The objectives of the study are to (1) assess the economic advantage of forest management alternatives over a range of risk aversion coefficients and (2) determine the financial incentive (risk premium) corresponding to a forest owners' risk attitude. We implemented the stochastic efficiency with respect to a function framework to evaluate a set of fertilization, herbicide, and thinning management alternatives at mid-rotation loblolly pine plantations in Louisiana. Results from this study indicate that forest owner's risk preference affects their decision to select management actions. Financial incentives are substantially different for specific management alternatives between risk-neutral and risk-averse forest owners. The results can guide forest policy development where agencies can modify financial assistance programs to improve the adoption of management actions.

Nowadays, the forest policy in the field of forest management and husbandry in the Russian Federation is aimed at the possibility of wood realization, produced by different forest owners. The solution of this sharp problem in the Republic of Tatarstan is more associated with the launch of the plant in Elabuga for the production of resin-bonded chipboard, which served as a stimulus for action by the Ministry of Forestry, and it became necessary to make optimal computational wood-cutting area and placement volumes of storage for forest districts of Tatarstan. The article discusses: the structure of forest stands by groups of tree species and age groups of the Republic of Tatarstan as of 01.01.2016; the distribution of forest by age class; the allocation of forest areas of the the Republic of Tatarstan by dominant species in the period from 1940 to 2016.

Sustainable forest management (SFM) is a concept that guides forest management and policy globally. Over the past decades, two prominent regimes have emerged at the global level that can strengthen SFM: The European Union's Action Plan on Forest Law Enforcement, Governance, and Trade (FLEGT) and the United Nations’ mechanism for reducing emissions from deforestation and forest degradation in developing countries, and the role of conservation, sustainable management of forests and enhancement of forest carbon stocks in developing countries (REDD+). However, the understanding of how FLEGT and REDD+ can interlink with SFM to strengthen forest policy coherence is limited. Enhancing knowledge about interlinkages and synergies is important in view of recent global commitments to strengthen policy coherence. This study employed content analysis of the main global policy documents related to FLEGT and REDD+ to identify (i) the potential contributions of the two regimes to SFM, and (ii) strategies to manage the interlinkages among SFM, FLEGT, and REDD+. The results revealed several potential interlinkages, such as monitoring, reporting, and verification systems, establishing the enabling conditions of SFM, and addressing drivers of forest degradation. However, the interlinkages must be managed if their potential is to be realized. For this, the study proposes three approaches to managing the interlinkages and catalyzing progress toward SFM.

It is noted the main directions of the forest policy of the Russian Emperors in this period . Сonclusion is drawn about the existence at the time of adoption in 1802 the specialized Forest Charter of the whole complex of normative forest management acts.

Forest management policy in New South Wales, Australia, has been dramatically changing during the past two decades in response to public controversy and widening expectations of the values that the forest should provide to society. The nature of NSW forest management today is a reflection of the unique Australian forest ecology, the nature of the forest sector, and the emergence of conflict and polarized views on forest management in the past two decades. Recent efforts have made progress in resolving the forest debate. The key elements have included an expanded protected areas reserve system, expanded reliance on plantation forests for wood supply, increased wood security for native forest industries in return for a commitment to value-adding and the implementation of an ecologically sustainable forest management framework. Like other Australian States, NSW is currently negotiating Regional Forest Agreements with the Commonwealth Government that will set the stage for future directions in forest management. Abstract Wicked problems typify many of the natural resource debates in the United States and certainly describe the management of forestlands in the Pacific Northwest. Wicked problems are interrelated ones of organized complexity that cannot be solved in isolation from one another, but also hinge on differing sociopolitical values that clash in the political arena. Forestry professionals frequently find themselves caught up in the dilemma of making decisions in this era of social change and much scrutiny. This paper examines what shifting social values mean for forest management and research by (1) providing a conceptual context for forest policy decisions, (2) examining relevant problems facing management and research institutions, and (3) characterizing the implication for public forest management given the nature of wicked problems. AbstractDuring the past decades, the awareness of environmental issues in forest management is increasing due to changes in environmental education. The perceptions of forests, sustainable management, and ecosystem services were studied through two surveys. The general public and forest owners were the two target groups. The questionnaires had similar questions, though two different methodological approaches were used - the CATI system, for general public opinion survey, and semi-structured questionnaires for forest owners. The second survey contained more detailed questions regarding forest properties. Combined answers from 1503 respondents from the general public and 150 forest owners were evaluated on the following topics: sustainable forestry, major ecosystem services, and perceptions of forests. The majority of the Slovakian public regards ecological values as the most important element, whereas forest owners prefer the economic purposes for the maintenance and enhancement of forests. Forest owners tend to visit their forests once per week, whereas the general public tend to visit only once per month. The main cause for this non-attendance in the general public was a lack of recreational time, followed by a disinterest in forests. The main purpose for visiting forests for both groups was recreation. Overall, it can be concluded that people are mostly satisfied with forest management in Slovakia. Forest owners are satisfied with their forest properties, and plan to keep them for their children. In the future, more attention should be focused on investigating the younger generation’s perception of forests.

This paper provides an historical exploration of local governance in Yemen across the past sixty years. It highlights the presence of a strong tradition of local self-rule, self-help, and participation “from below” as well as the presence of a rival, official, political culture upheld by central elites that celebrates centralization and the strong state. Shifts in the predominance of one or the other tendency have coincided with shifts in the political economy of the Yemeni state(s). When it favored the local, central rulers were compelled to give space to local initiatives and Yemen experienced moments of political participation and local development.
