The article was prepared on the basis of a field study implemented at Udmurt State University as a part of the research project “Transitive University in the Face of Global, National, and Regional Challenges”. The article considers the results of a survey related to the assessment by the teaching staff of the ways of interacting with regional subjects of the social order. 75% of respondents acknowledge the risks associated with educational and labor migration of young people from the Udmurt Republic. Professors mainly form competencies within the framework of the regular educational process: they select the topics of students’ term papers and graduate work in accordance with the needs of the region, take into account the needs of the labor market in the content of classes, participate in the organization of practices and help students to find employment in the regional labor market. According to professors, the most important role of the university is to participate in the development of the region along with large organizations and branches of government. A cooperative approach prevails, in which the university plays the role of a partner, not a driver. Professors rated the interaction of the university administration with state authorities of the Udmurt Republic as satisfactory – the average score was 3.1 points out of 5. Prospects for the development of the university are seen by the professors in four directions: orientation to the regional labor market, interaction with employers; scientific and innovative activities; digitalization and informatization of educational and administrative processes; development of international cooperation. Pessimism prevails in the responses of professors about the hopes for cooperation with authorities and business in the region, which requires a separate study, since it can be caused by a number of factors. As suggestions to the leadership of the university, the professors indicated: the need for more active interaction between the university administration and the leadership of the region and business, involving the university in regional projects, identifying the needs of the region and stimulating the leadership of institutions to form new directions in the scientific and educational sector, taking into account the prospects for the development of the republic. The study revealed two obvious facts. Firstly, professors are aware of the important role of the university and even support this idea as a strategic one. In other words, they show willingness. Secondly, professors, most likely, expect the initiative of active interaction with the labor market and regional authorities from the leadership of the university. In other words, they do not translate preparedness into action, awaiting action on the part of management.

The article substantiates the objectivity of migration processes on a global scale, examines the trends of their development. The special approaches applied in developed countries to the issues of migration regulation in modern conditions have been studied. The consequences of market reforms on the regional labor market in the domestic economy are argued. The supply and demand for labor resources in the regional labor market are analyzed and problems are identified, in particular, low incomes and insufficiently high qualifications of workers negatively affect the development of the labor market in the regions of the Republic of Tajikistan, in particular, in the Sughd region. The authors calculated the coefficient of migration compensation for the districts of the Sughd region of the Republic of Tajikistan. The role of external migration in the development of the regional economy is characterized and conclusions are formulated about the general trends in the impact of external migration on the development of the regional labor market on the example of the Sughd region of the Republic of Tajikistan.

Human resources are the main competitive advantage of the company in a market economy. The variety of forms of institutions and organizations becomes a factor of structuring and development of the regional economy. Special attention of scientists and practitioners in the fields of not only Economics, but also politics, law, sociology, psychology attracts collaboration as a poorly studied, but rapidly developing and effective form of relations between economic entities in order to increase competitiveness. The purpose of the article: to determine the features of collaborative interaction of the University in the management of human resources in the regional labor market. On the basis of the analysis of works of domestic and foreign scientists the essence and content of collaboration as process of joint labor, production or economic activity of two and more economic subjects for achievement of the General purposes is defined. The need for appropriate providing the leading stakeholders of higher education with objective information about the local universities' status and development is justified, which is important for making managerial decisions. It requires continuous monitoring and forecasting of the changes at the regional educational services markets in higher education. A complex of studies should include analysis, assessment, and forecasting of processes in higher education of the region, as well as in the labor market. It is shown that effective monitoring is possible only under the condition of close interaction of local higher education institutions, state authorities, and local self-government. The role of the latter is to determine the directions of the regional labor market development and to forecast its changes. On the example of the Kherson region, it is shown that a research and development monitoring center, established by the state authorities, may be a possible organizational form that allows performing the necessary research.

The purpose of the research is to identify the functioning role of the regional system of qualifications through the features of the development of relevant professions system in tourism and logistics industry within the digital economy field. The problem of research is associated with contradictions in the regional labor market due to low demand for former professions as well as the devaluation of the educational system because of the lack of technology in the process of educative and other alternative platforms and profiled sites development. The novelty of the research is in the application of the institutional approach of the strategic model of interaction for the implementation of professional standards in the actualization of qualifications in the labor market as well as employment by means of design and professional examination sites. The main conclusions of the research are expressed by the fact that the model of interaction of the three forces in the implementation of the institutional approach to the development of the regional system of qualifications as a tool for modifying the economic and labor potential of the Pskov region is presented on the principles of competitive advantage including the working out, modification and implementation of educational programs in the tourism area.

The paper deals with comparative analysis of occupations in the regional labor market. Occupation is treated as a multi-dimensional space of characte- ristics, whereas a scalar form of a characteristic makes it possible to carry out a comparative analysis of occupations. Using cluster analysis of a pilot region indicators five meaningfully interpretable clusters of occupations were identified, reflecting their regional specificity.

As members of the secret Afrikaner organisation, the Broederbond, two of the apartheid-era rectors at the University of Fort Hare were responsible for leading an institution that was supposed to spearhead the modernisation of ethnically defined homelands and their transition to independent states, whilst disseminating apartheid values among the black students. Based on unsorted and unarchived documents located in the personal files of the apartheid-era rectors, which included secret correspondence and memoranda of clandestine meetings, this paper illustrates the attempted exercise of hegemony by the apartheid state through its linked network with the university administration during the period 1960 to 1990. This is achieved by demonstrating the interaction between the state, Broederbond rectors and the black students at Fort Hare, who were subjected to persuasion and coercion as dictated by the state’s apartheid vision of a racially defined and separated society.

The application of constructive geometric modeling to pedagogical models of teaching graphic disciplines today is a promising direction for using computer technology in the educational process of educational institutions. The essence of the method of constructive geometric modeling is to represent any operation performed on geometric objects in the form of a transformation, as a result of which some constructive connection is established, and the transformation itself can be considered as a result of the action of an abstract cybernetic device. Constructive geometric modeling is a popular information tool for information processing in various applied areas, however, this tool cannot be appreciated without the presence of appropriate software systems and developed design techniques. Traditionally, constructive geometric modeling is used in the design of mechanical engineering, energy, aircraft and shipbuilding facilities, in architectural and design engineering. The need to study descriptive geometry at the university in recent years has something in common with the issues of mastering graphic packages of computer programs in the framework of the new discipline "Engineering and Computer Graphics". The well-known KOMPAS software product is considered the simplest and most attractive for training. It should be noted the important role of graphic packages in the teaching of geometric disciplines that require a figurative perception of the material by students. Against the background of a reduction in classroom hours, computer graphics packages are practically the only productive teaching methodology, successfully replacing traditional tools - chalk and blackboard.
