The problem of labor migration in Ukraine has become relevant in recent years, as it significantly affects the socio-economic development of both donor and recipient countries. As a complex economic phenomenon, labor migration changes the composition of labor resources, creates a new situation in labor markets, exacerbates the demographic situation in the country. The article is concerned with the analysis of problems of labor migration of economically active population in Ukraine and aspects of formation of the State policy of regulation of migration processes. The purpose of the article is theoretical substantiation, development of scientific and methodological bases and practical recommendations aimed at improving the system of regulation of international migration of economically active population in the context of globalization in order to obtain socio-economic benefits from the State participation in migration processes, etc. In the process of detailed analysis of the characteristics of migrants, clear trends in modern migration processes have been identified: migrants mainly are from rural areas of the west of the country; migrant workers are mostly men; younger people and rural residents predominate among migrant workers; people with higher education are less likely to migrate, while people with vocational education are overrepresented among migrant workers; migrants risk losing skills, etc. The mechanism of regulation of migration flows is substantiated – as a set of measures of influence of the State bodies on migration objects in order to ensure the optimal level of migration that meets the needs of the national / regional labor market and helps stabilize the macroeconomic situation in the country / region; tasks of the mechanism are defined. Functioning and effective development of mechanisms for regulating labor migration processes, as a special tool for the transformation of regional labor markets – combines socio-cultural, research and economic functions, necessitates an interdisciplinary approach to substantiate the increase of the competitiveness of the latter. The scientific basis of this approach is the methodology of institutional analysis – a set of concepts, principles and provisions based on the theories of human, intellectual and migratory capital, institutional economics, the theory of territorial migration systems and more.

The purpose of the article is to study a unique and planned sphere of life of social and economic society in the regional labor market. As it also covers the market of workforce directly connected to production, the concepts unemployment and workplace safety are important. The loss of work means low quality of life and the instability of the economy for many people. Employment determines the content of important aspects of social development to meet the needs of people in the labor market. The article emphasizes that the main policy of the state in regulating the labor market is the implementation of an employment policy for the entire population that preserves the natural level of employment, does not allow the emergence of cyclical employment, the formation of a “flexible market” that quickly adapts to internal and external changes, allowing to maintain stability and management. This compared to the traditional market creates conditions for flexible employee management in conditions of incomplete working day, temporary employment, replacement. On this flexible market, every citizen, looking for work, is obliged to find a workplace that meets its requests. In the labor market, public policy goes in two directions. Active training and retraining in order to create new jobs, ensuring employment and deliverance from unemployment. This can include events implemented in the framework of programs in our country. Passive is support for unoccupied citizens by providing social benefits. The main methods applied by the state in providing regional employment include stimulating investment in the economy, depending on the specifics of each region, which is the main condition for creating new jobs.

The article is devoted to the study of the labor market in the Arctic districts of Yakutia, which is characterized by uncomfortable living and working conditions. The state of the regional labor market is determined by the historical aspect of the development of productive forces and industrial relations; this disproportion has been traditional since the USSR. Today, the labor market is subject to the negative impact of demographic trends, the difficult epidemiological and economic situation in the country and, as a consequence, the growing tension in the labor market. The article examines the current state of unemployment in Ukraine, the relevance of the study, identifies the main causes and consequences for both the population and the state, reveals the concept of "unemployment" and "unemployment rate". It is determined that unemployment is one of the important socio-economic categories, because, on the one hand, it hinders the production of gross national product - the basis of society, and on the other - does not allow a person to be realized through participation in socially useful work. Using graphical diagrams, the dynamics of the components of the economically active population during 2015 - 2020 was shown. Based on the analysis of statistical data, attention is focused on the risks of impact on the socio-economic state of society and increasing poverty in Ukraine. From the open data, a table was constructed and the unemployment rate in the modern economy was estimated. The need to reduce this level with the help of active state policy is substantiated. The main methods are proposed, the introduction of which will help reduce the number of disabled in Ukraine and reduce the negative socio - economic consequences. It is determined that a necessary condition for balancing the labor market is an active policy of economic development, namely: investment in the country's economy, promoting entrepreneurial activity among the population and regulating the development of existing businesses. Based on the study, the trends of unemployment and the impact on its level of the epidemic situation, in particular quarantine restrictions, were analyzed. It is determined that with the spread of the COVID-19 pandemic outbreak in the world and in Ukraine, in particular, the situation on the labor market has significantly deteriorated. It is concluded that the issue of unemployment cannot be completely solved, so, despite the measures taken by the state, it is necessary to apply them more actively and implement new effective mechanisms of state regulation to reduce unemployment to a minimum and increase employment in Ukraine.

The state of unemployment in Chernihiv region is analyzed in the article. The present day situation and the state of labor market make it necessary to detect the groups of population which are at the risk of unemployment. Both the representatives of economic science and the contemporary Ukrainian scientists-geographers have dedicated their works to the investigation of unemployment and the necessity of the state regulation of the matter. The conducted research revealed the most vulnerable groups in the structure of the unemployed and at the same time pointed out the need for searching and applying the new forms and instruments in the state policy to decrease the level of unemployment. The research of the state of unemployment in the region in 2010-2020 proved the tendency to its decrease. According to the official statistics, the level of unemployment in Chernihiv region in 2019 was 10,2 %. The author of the article thinks that the negative tendency on the regional labor market is the decreasing of the number of the officially registered unemployed that can be most possibly explained, on the one hand, by the implementation of complex measures targeted at reducing pressure on the labor market in Chernihiv region and, on the other hand, by the skeptical attitude of people to the registration at the Employment Center as they don’t believe the state authorities to find a job for them. The labor market in Chernihiv region is characterized by the gender gap – the specific weight of unemployed men is 4,9% higher than the specific weight of unemployed women. The level of unemployment among young people is higher in comparison with older age groups, which characterizes this group of population as the unstable one. However, the level of concentration in the distribution of unemployment among the young people tends to decrease in the last years. There is a stable tendency in the growth of unemployment among young people with higher education. The specific weight of unemployed citizens with higher education in Chernihiv region is 46,0%. The growing number of the unemployed with higher education indicates that in the present day social-economic conditions education doesn’t reduce the risk of unemployment. The level of unemployment in Chernihiv region is influenced by the economic activities of the population. The main spheres of the economic activities with the highest unemployment level are agriculture, forestry, fish-farming, state management and defense, compulsory social insurance, retail and wholesale, repairing of transport means, processing. The level of unemployment in rural area exceeds that one in the urban area. There is a disproportion of unemployment rate in different districts. In the half of the administrative districts the unemployment rate is 4-5%. The worst situation is in Nizhyn and Pryluky districts. The short-term prognosis on the number of the unemployed citizens in Chernihiv region is introduced. The number of the registered unemployed in Chernihiv region is expected to increase on 3 thousand people which makes 28,2%. The prognosis on the unemployment rate in Chernihiv region ensures monitoring of the changes, estimating of the tendencies in the development of the situation on the regional labor market and making more appropriate and timely decisions on the site. Key words: labor market, unemployment, unemployment rate, the number of unemployed population.

The paper deals with comparative analysis of occupations in the regional labor market. Occupation is treated as a multi-dimensional space of characte- ristics, whereas a scalar form of a characteristic makes it possible to carry out a comparative analysis of occupations. Using cluster analysis of a pilot region indicators five meaningfully interpretable clusters of occupations were identified, reflecting their regional specificity.
